Air transportation is the most strategic means of transportation other than transportation, in terms of travel time and the distance. As we know at this the point the aircraft was affordable rates by the various layers of society, so that the consisted of various group both upper and lower levels of educational backgrounds very in which not all know and obey the rules / regulations for passenger aircraft well before the flight or during the flight. The purpose of this study is to determine the level of compliance with the regulations of passenger safety, especially in the aircraft. Results showed passenger planes in general have been largely understood and abide by the rules and restrictions that apply in supporting of flight safety.

Keberadaan angin vertikal dan kekasaran permukaan landasan merupakanan parameter yang perlu diperhatikan terutama saat fase pendekatan (approach) hinggamendarat (landing)dan saat lepas landas (take-off) di bandar udara, karenakedua parameterdi atasmempengaruhi keselamatanpesawat udarasaat fase tersebut. Sementara itu,sampai saat ini belum ada peralatan yang dapat dipergunakan untuk melihat kecenderungan adanya angin vertikal maupun rendahnya koefisen gesek landasan. Makalah ini memaparkan teknik pengolahan data Quick Access Recorderuntuk mengestimasi parameter tersebut, kecepatan angin arah vertikal pada fase pendekatan sampai fase landingdan koefisien friksi runwaypada fase landing. Oleh karena kedua parameter di atas tidak direkam pada Quick Access Recorder maka diperlukan cara lain untuk mendapatkan parameter tersebut yaitu dengan teknik identifikasi sistem. Proses validasi dalam rangka meningkatkan keyakinan terhadap parameter yang diperoleh juga akan dilakukan. Teknik pengolahan data yang dipaparkan melibatkan dinamika gerak pesawat udara dan estimator. Bila semua airline memberikan data penerbangannya, tendensi keadanya angin vertikal dan penurunan koefisien friksi landasan akan segera didapatkan sehingga baik airline maupun bandar udara dapat melakukan antisipasi untuk keselamatan penerbangan. [The Data Mining on Quick Access Recorder for Flight Safety Improvement] Vertical wind and runway surface roughness are the most concerned parameters when the aircraft initiating the procedures of approach-to-landing and take-off at an airport, due to they will affect the safety of the aircraft in those phases. In the meantime, there is no equipment that can be used to assess the chance of vertical wind emergence as well as the decline of runway surface friction. This paper describes Quick Access Recoder data processing technique for estimating those parameters, the speed of vertical wind in the approach-to-landing phase and runway friction coefficient in the landing phase. Due to those parameters does not recorded in Quick Access Recorder then system identification technique is utilized in order to obtain both of parameters. Validation process is sequenced to increase the confidence level. The described data processing technique involving the aircrafts motion dynamics and the estimator. In case all the airline provide their flight data, the tendency of vertical wind and the difference of runway friction can be calculated promptly so that the airline and the airport can take anticipation action for maintaining the safety level of the flight.

This study examined the association of security culture (X1) and the performance of airport services (X2) with air transport passenger satisfaction (Y), either individually or jointly.This study with a sample of 100 respondents passenger air transport, the distribution of questionnaires to terminal 2F domestic at Soekarno Hatta International Airport Cengkareng.Calculation results show a positive and significant relationship shown in securing cultural relations (X1) to the satisfaction of passenger air transport (Y). Airport service performance (X2) to the satisfaction of passenger air transport (Y). The relation security culture and performance of airport service to the satisfaction of the air transport of passengers together.The final results of this study have a strong positive relationship between security culture in air transport passenger satisfaction. Strong positive relationship between performance of airport services in air transport passenger satisfaction. And a strong positive relationship between culture security and performance of airport services to the satisfaction of the air transport of passengers together.Penelitian ini untuk mengetahui hubungan budaya pengamanan (X1) dan kinerja pelayanan bandar udara (X2) dengan kepuasan penumpang angkutan udara (Y), baik secara sendiri-sendiri maupun secara bersama-sama. Penelitian ini dengan jumlah sampel sebanyak 100 responden penumpang angkutan udara, dengan melakukan sebaran kuesioner di terminal 2F domestik Bandar Udara International Soekarno Hatta Cengkareng. Hasil perhitungan menunjukkan hubungan yang positif dan signifikan pada budaya pengamanan (X1) dengan kepuasan penumpang angkutan, hubungan positif dan signifikan antara kinerja pelayanan bandar udara (X2) dengan kepuasan penumpang angkutan udara (Y), serta menghasilkan hubungan positif dan signifikan antara budaya pengamanan (X1) dan kinerja pelayanan Bandar udara (X2) dengan kepuasan penumpang angkutan udara (Y) secara bersama-sama. Hasil akhir penelitian ini mempunyai hubungan positif dan kuat antara budaya pengamanan dengan kepuasan penumpang angkutan udara. Hubungan positif dan kuat antara kinerja pelayanan Bandar udara dengan kepuasan penumpang angkutan udara. Hubungan positif dan kuat antara budaya pengamanan dan kinerja pelayanan Bandar udara dengan kepuasan penumpang angkutan udara secara bersama-sama. Implikasi bagi penyelenggara bandar udara dalam tercapainya kepuasan penumpang angkutan udara dengan memberikan rasa aman, lancar, tertib, dan selamat dalam suatu penerbangan, serta jasa pelayanan bandar udara dengan kebersihan terminal dan ketersediaan fasilitas yang cukup dan baik.

Wirasaba Airport is a military airport operated under responsibily of the Indonesian Air Force. This airport located in Purbalingga, Central Java. In order to increase economic potential and tourisme in this area, local government of Purbalingga proposed the change function of Wirasaba Airport becoming Civil Enclave Airport. Civil Enclave Airport is a military airport which also provide civil aviation services. This study used a qualitative descriptive analysis method. The results shows that development of Wirasaba Airport is not a priority based on several considerations. First consideration is the fact that Wirasaba Airport is not included in Minister of Transportation Decree No. Km 69 year of 2013 about the Airport Master Plan. Beside that, land vailability in this area is also complicated. Surrounding area in wirasaba Airport is belong to Indonesian Air Force. Furthermore, this airport does not meet criteria of airport coverage services. The national requirement state that airport coverage service in Java Island is 200 km away to cover 100 km for each nearest airport. The nearest aiport from Wirasaba Airport are Ahmad Yani Airport in Semarang and Tunggu Wulung Airport in Cilacap. The distance between Wirasaba Airport to those closest airport less than 200 km and passenger demand in Central Java Area has not show the over capacity trend. Keywords: airport development, wirasaba, evaluation, central java. Bandar Udara Wirasaba adalah Bandar Udara militer milik TNI-AU yang berlokasi di Purbalingga Jawa Tengah. Pada tahun 2015 terdapat usulan dari Pemerintah Daerah untuk menjadikan Bandara Wirasaba sebagai Bandara enclave sipil, atau bandara militer yang dapat digunakan sebagai bandara sipil, hal ini bertujuan untuk meningkatkan potensi ekonomi serta pariwisata di daerah tersebut. Kajian ini menggunakan metode analisis deskriptif kualitatif. Hasil evaluasi adalah Bandara Wirasaba belum dapat menjadi prioritas untuk pembangunan bandar udara Nasional dengan pertimbangan diantaranya adalah tidak termasuk dalam Rencana Induk Bandar Udara yang ditetapkan oleh Menteri Perhubungan, masalah kepastian lahan dengan TNI-AU yang membutuhkan kejelasan, tidak termasuk kriteria dalam cakupan pelayanan bandara dalam Tatanan Kebandarudaraan Nasional, yang mengisyaratkan jarak antar dua bandara dalam Pulau Jawa dan Sumatera adalah 200 km dengan cakupan pelayanan masing-masing 100 km. Sedangkan bandara terdekat yaitu Ahmad Yani di Semarang dan Bandara Tunggul Wulung di Cilacap kurang dari 200 km, dan permintaan jasa angkutan udara di wilayah Jawa Tengah belum menunjukkan trend over capacity. Untuk terciptanya pelayanan penumpang di bandar udara tentunya diperlukan fasilitas yang cukup memadai sesuai dengan kemampuan operasi bandara dalam menunjang kegiatan jasa pelayanan demi terciptanya keamanan, keselamatan dan kenyamanan penumpang. Oleh sebab itu penyelengara bandara mengeluarkan biaya pelayanan terhadap penumpang sesuai dengan kelas bandara yang ditentukan direksi, hal ini tentunya dengan mempertimbangkan kemampuan para pengguna jasa angkutan udara. Tentunya dengan harapan memperoleh kepuasan dalam pelayanan.

The airport is an airport pioneering awned by the province of Southeast Sulawesi. The airport was formely named Walter Mongmsidi Airport the condition of that airport still very minimal in term of facilities aid equipment and fire aviation accident (PKP-PK) while the task of airport services every day needs. In the law No. 1 of 2009 on aviation in paragraph 1 has stated that any business entity or unit of an airport operator is obliged to provide airport facilities that meet safety and aviation security and airport services in accordance with established service standards. Flight accident relief unit and fire Department (PKP-PK) is one of the units contained in the organizational structure of airport that are part of the field of ground operations, which have the task to rescue and firefighting aviation accident or fire during take off or landing. Condition of equipment facilities in the PKP-PK Haluleo the airport is currently still requires some facilities, as well as officer are still limited and in part have not been following the training. Bandara Haluoleo adalah bandara perintis yang dimiliki oleh provinsi Sulawesi Tenggara. Bandara ini sebelunmya bemama Bandara Wolter Monginsidi, kondisi bandara tersebut masih sangat minim dalam hal bantuan fasilitas peralatan pertolongan kecelakaan pesawat dan pemadam kebakaran (PKP-PK), sementara tugas pelayanan bandara setiap hari membutuhkan fasilitas yang lengkap Pertolongan Kecelakaan Pesawat dan Pemadam Kebakaran (PKP-PK) merupakan salah satu unit yang terkandung dalam struktur organisasi bandara yang merupakan bagian dari bidang operasi darat, yang memiliki tugas untuk kecelakaan penerbangan, pemadam kebakaran, penyelamatan dan tanggap darurat saat take-off atau landing. Kondisi fasilitas peralatan di PKP-PK Bandara Haluoleo saat ini masih membutuhkan bebexapa fasilitas, serta petugas masih terbatas dan sebagian belum mengikuti pelatihan.

The number of passenger air transport movements during Lebaran 2009 in Sultan International Airport Makassar reached 126,907 passengers, or up 126.91% from the previous year. Institutions associated with the implementation of transport Lebaran is Adbandara, PT. Angkasa Pura I (Persero), Police, TNI-AU, Public Health, Security and Scout. Problems in implementation include the supervision of the airlines to travel agents about searching Seat -is very weak resulting in user satisfaction lack of air transport services with information assurance seats, the plane delays still occur either because of technical and operational factors, waiting lists, Check in Counter.

This study attempts to examine the fatigue of pilots who fly the commercial aircraft on short route since they have to make several take-off and landing during their duty time for short route flight. The method of paired t-test was used to measure the condition of the pilots before and after their duty time. In addition, the factors that the pilots most felt in contributing to the level of fatigue were also explored in this study. The results indicate that the pilots experience fatigue when flying short routes in their duty time and the factor that contributes the most to the pilots’ fatigue is the external factor related to their duty as a pilot. Penelitian ini berusaha menggali kelelahan pilot yang menerbangkan pesawat komersial rute pendek, karena pilot yang menerbangkan rute pendek dalam menjalankan flight duty time membutuhkan beberapa kali dalam melakukan take off maupun landing. Penelitian ini menggunakan metode uji t secara berpasangan dengan mengukur kondisi pilot sebelum bertugas dengan kondisi sesudah bertugas, selain itu penelitian ini juga berusaha menggali faktor-faktor terbesar yang dirasakan oleh pilot dalam menyumbang tingkat kelelahan. Hasil penelitian menunjukkan terdapat kelelahan yang dirasakan oleh pilot dalam melaksanakan rute pendek dan faktor terbesar yang menyumbang kelelahan adalah faktor eksternal yang berkaitan dengan tugas mereka sebagai pilot.

Cabin Reliability Control Program [Cabin RCP] merupakan sebuah rangkaian aktivitas aktivitas untuk pengendalikan efektivitas perawatan kabin pesawat terbang. Cabin RCP disusun berdasarkan Advisory Circular 120 17A dengan penambahan bagian penilaian kualitas kabin. Saat ini prosedur penentuan standar kualitas kabin pesawat yang ada pada Cabin RCP yang dimiliki oleh Maskapai XYZ belum memiliki dasar yang kuat. Penelitian ini bertujuan menyusun prosedur penentuan standar kualitas kabin menggunakan Analytical Hierarchy Process [AHP] dan metode Delphi. Kerangka kerja metode yang digunakan didasari oleh AHP, sedangkan metode Delphi digunakan untuk menentukan bobot elemen matriks dan rentang nilai dari item kabin. Percentage Weighted Deviation [PWD] dari setiap item kabin kemudian dapat dihitung berdasarkan bobot dan nilai dari masing-masing item kabin. PWD akan mengidentifikasi item kabin mana yang harus diprioritaskan dalam aktivitas perawatan pesawat. Prosedur untuk menentukan standar kualitas kabin ini kemudian diterapkan pada kabin pesawat milik Maskapai XYZ. Hasil penelitian ini menunjukkan bahwa kualitas kabin ternyata utamanya dipengaruhi oleh aspek penampilan dan fungsional. Setiap kondisi kabin dapat dinilai menggunakan standar kualitas kabin untuk mendapatkan PWD. Penyusunan standar kualitas kabin terverifikasi melalui perbandingan faktor pemberat untuk setiap item kabin dengan pendapat ahli. Untuk penelitian selanjutnya disarankan menggunakan data dari responden langsung, yaitu para penumpang. [The Development of A Procedure to Establish A Cabin Quality Standards] A Cabin Reliability Control Program [Cabin RCP] is a series of activities to control the effectiveness of the aircraft cabin maintenance program. Cabin RCP is developed based on the Advisory Circular 120 17A with an addition on the assessment of the cabin quality. The Cabin RCP of the XYZ Airlines so far has no credible method to establish the cabin quality standard. The research attempt to develop a procedure to establish a cabin quality standard based on the Analytical Hierarchy Process [AHP] and the Delphi Method. The workflow of the method follows AHP, while the Delphi Method is used to determine the weighing factor of the matrix elements and the range of the cabin value. The Percentage Weighted Deviation [PWD] of each cabin item is then calculated based on the weight and the score of each cabin item. PWD will identify which cabin items should be prioritized in the maintenance activities. The procedure for establishing the cabin quality standard is applied to XYZ Airline's aircraft cabin. The result of the procedure application is verified by comparing with expert opinion. The research results show that the cabin quality is determined by the appearance and the functional aspects. Any cabin condition can be assessed using the cabin quality standard in order to have the PWD's. The procedure has been verified by comparing the weighing factor of each cabin item with expert opinion. It is recommended to collect data from a more direct respondents, namely the passengers.
