Abstract

Adanya penurunan kualitas infrastruktur transportasi di Indonesia menjadikan penelitian mengenai perbedaan kondisi antara kebutuhan dan kemampuan sektor transportasi udara perlu untuk dilaksanakan dalam rangka peningkatan kinerja infrastruktur transportasi udara. Artikel ini menitikberatkan pada analisa jumlah dan pertumbuhan penumpang, jumlah dan pertumbuhan kargo dan juga kebijakan yang diterapkan oleh pemerintah terkait infrastruktur transportasi udara. Berdasarkan analisa multi kriteria yang didapatkan dari data primer dan sekunder, penelitian yang bersifat eksploratif ini akan memberikan gambaran kondisi infrastruktur transportasi udara berdasarkan lalu lintas udara di infrastruktur bandara dan beberapa sudut pandang pemangku kepentingan seperti pemerintah pusat, pemerintah daerah, akademisi dan praktisi. Peningkatan pertumbuhan penumpang merupakan indikator utama kinerja transportasi udara sedangkan pertumbuhan barang hanya sebagai indikator sekunder jika dinilai dari sudut pandang pemerintah pusat maupun pemerintah daerah. [The Evaluation of Air Transportation Infrastructure Performance in Indonesian Capital Province] The research related to the difference between supply and demand of air transportation due to the decrease in the quality of the transportation infrastructure in Indonesia is needed in order to improve the performance of the air transportation infrastructure. This paper focuses on the analysis of the number and growth of passengers, the number and growth of cargos, and related government policies in air transportation sector. Based on multi-criteria analysis derived from primary and secondary data, this exploratory study will provide the condition of air transportation infrastructure based on the air traffic at the airport and several stakeholders perspectives such as central government, local government, academics and practitioners. The increase in passenger growth is the key indicator of air transportation performance while the cargo growth only serves as the secondary indicator if measured from the viewpoint of the central government and local government.

Abstract

Bandar Udara Soekarno Hatta Jakarta merupakan Bandar Udara terbesar dan tersibuk di Indonesia. Selama 15 tahun ke depan, pergerakan penumpang di Bandar Udara Soekarno Hatta diperkirakan akan mencapai 70 – 100 juta penumpang/tahun. Dengan adanya kondisi tersebut, dibutuhkan bandar udara baru di wilayah metropolitan DKI untuk mengakomodasi lonjakan pertumbuhan transportasi udara. Pada kajian ini dilakukan telaahan kelayakan lokasi Pantai Pakis Jaya sebagai lokasi bandar udara baru. Telaahan ini dilakukan berdasarkan 8 kriteria, yaitu ruang udara, keselamatan, aksessibilitas dan infrastruktur, lahan, kondisi alam, obstacle, biaya serta dampak sosial dan lingkungan. Berdasarkan analisis lahan dan obstacle, area Pantai Pakis Jaya Karawang layak dijadikan sebagai lokasi bandar udara baru karena tidak membutuhkan pembebasan lahan tidak terdapat obstacle yang menghalangi pesawat udara untuk melakukan pendaratan dan lepas landas. Namun, apabila ditinjau dari sisi ruang udara, keselamatan, aksessibilitas dan infrastruktur, kondisi alam, biaya serta dampak sosial dan lingkungan, Pantai Pakis Jaya ini kurang layak untuk dijadikan lokasi bandar udara baru. [New Airport Development Analysis in Pantai Pakis Jaya Karawang as a Reliever for Soekarno -Hatta International Airport] Jakarta Soekarno-Hatta International Airport is the biggest and the busiest airport in Indonesia. It is forecasted that passengers movement in this airport will reach 70 – 100 million passenger/year for the next 15 years. Seeing the condition of this airport as a concern, new airport in the area around DKI Jakarta is required to accomodate the surge of air transportation growth that Soekarno-Hatta itself already in overcapacity state. One of possible area to be set for the new airport development namely Pantai Pakis Jaya Karawang is analyzed in this study. The analysis was conducted based on 8 criteria; airspace, safety, accessibility and infrastructure, land, natural condition, obstacle, cost, social and environmental impact. The results of land and obstacle analysis indicate that Pantai Pakis Jaya Karawang is feasible as the new airport location due to it does not require land acqusition and there are no obstacles that can block the aircraft movement. However, the analysis results for airspace, safety, accessibility and infrastructure, natural condition, cost, and social and environmental impact show that Pantai Pakis Jaya Karawang is less feasible as the location for the new airport.

Abstract

Adequate drainage system for disposal of water on the surface and subsurface is important for the safety of aircraft and pavement age. In the context of penerbanga safety, evaluation of the effectiveness of the implementation of the drainage system in Kualanamu-Medan airport, is important. Extensive evaluation was conducted by comparing the dimensions of the channel with the channel dimensions calculated using n formula field with a rational method of flood discharge. Calculation results show that the dimensions of the main drainage channel Kualanamu airport lines 1, 2, 3, 4 5 and the South line has been quallfied as having a greater dimension of the calculation. The results confirms that the drainage system Kualanamu-Medan airport able to accommodate the rain water runoff as well. Sistem drainase yang memadai untuk pembuangan air pada permukaan dan dibawah permukaan adalah penting bagi keselamatan pesawat dan umur perkerasan. Dalam konteks keselamatan penerbangan, evaluasi efektifitas penerapan system drainase di Bandar udara Kualanamu- Medan, adalah penting. Evaluasi dilakukan dengan membandingkan luas dimensi saluran hasil perhitungan dengan dimensi saluran dilapangan menggunakan rumus debit banjir metode rasional serta menurut kaidah-kaidah teknis dalam perencanaan saluran. Hasil perhitungan menunjukkan bahwa dimensi saluran drainase utama bandara Kualanamu jalur 1, 2, 3, 4, 5 dan jalur Selatan telah memenuhi syarat karena mempunyai dimensi yang lebih besar dari hasil perhitungan. Hal tersebut menegaskan bahwa system drainase Bandar udara Kualanamu-Medan mampu untuk menampung limpasan air hujan dengan baik.

Abstract

Angkutan udara perintis diselenggarakan untuk melayani daerah-daerah terpencil, sehingga diharapkan dapat membuka keterisolasian daerah pedalaman. Di Propinsi Maluku Utara terdapat 8 (delapan) rute penerbangan perintis tahun 2004 dan tahun 2008 tinggal 5 rute penerbangan perintis dengan menggunakan pesawat udara jenis C-212.Berdasarkan penilaian Bagi pemerintah daerah (Pemda) angkutan perintis ini banyak sekali membantu masyarakatnya untuk menunjang kegiatan/aktivitas dalam rangka memenuhi kebutuhannya baik untuk angkutan penumpang maupun barang, hal ini karena angkutan perintis adalah angkutan udara niaga yang dilakukan secara berjadwal dan tepat waktu. Dengan adanya angkutan udara perintis didaerah yang dipilih diharapkan dapat turut mendorong pertumbuhan dan pengembangan pembangunan, biarpun pergerakan pesawat dan penumpang mengalami penurunan sebear masing-masing 50,23% dan 38.96%.

Abstract

The air service growth each year has been increasing. Therefore, the airport security has to be well-conducted by the airport authorities and related institutions as mandated by the Government Regulation Number 3 of 2001 on the Security and Safety of Aviation, in which every person and object must pass through the screening process. The occurrence of unlawful acts during the security screening process will create disturbance for the aviation security and safety. In the study on the passengers’ screening process, there are three factors that are analyzed which are security personnel, security facility/tool and security procedures that comply with the applicable standard conditions. Accordingly it need to evaluate pasengger security at Bali Ngurah Rai Airport.Pertumbuhan jasa angkutan udara dari tahun ke tahun semakin meningkat, oleh karena itu, keamanan di bandar udara harus mampu diciptakan oleh penyelenggara bandar udara serta instansi terkait lainnya sesuai dengan Peraturan Pemerintah Nomor 3 Tahun 2001 tentang Keamanan dan Keselamatan Penerbangan, dimana setiap orang, barang harus melalui pemeriksaan keamanan. Adanya tindakan melawan hukum dalam pemeriksaan penumpang di bandar udara memberikan dampak yang mengganggu bagi keamanan dan keselamatan penerbangan. Dalam penelitian mengenai pemeriksaan penumpang dianalisis dari 3 faktor yaitu personil pengamanan, fasilitas/peralatan pengamanan dan prosedur yang memenuhi ketentuan/ persyaratan standar yang berlaku. Berdasarkan hal tersebut, perlu dilakukan evaluasi terhadap keamanan penumpang di bandar udara Ngurah Rai Bali.

Abstract

Demand for trarsport is influenced by many factors either directly related to transport or not. These factors are always changing along with the dynamics of society and the passage of time. One of the factors that affect to air transport demand is the change in tariffs. By using exponential regression will know the level of of demand for passenger air transport Denpasar-Jakarta. The results showed that elasticity of the Jakarta-Denpasar flight route of -0.082.Factors affecting the air transport made choice is a quick time by 85% to be the dominant factor, followed by 12.1% comfort of a Cheap rate 2.82% and no one chose the factor of safety. Alternative modes of choice or a replacement in case of air freight rate increase on every presentaseperubahan fare to Denpasar-Jakarta route passengers will switch to buses.

Abstract

Perhitungan komputasional dinamika fluida pada model 3 Dimensi pada pesawat Wung In Surface Effect sangat penting untuk mengetahui data hasil uji towing tank dan uji terbang. Konfigurasi Lippisch mempunyai sayap berbentuk inverse delta dan punuk di atasnya menggunakan airfoil jenis Clark Y yang telah dirancang untuk memenuhi karakteristik efek permukaan. Piranti lunak pertama Maxsurf digunakan untuk membandingkan hasil uji model towing tank saat fase hydro planing. Piranti lunak kedua ANSYS CFX digunakan untuk menghitung gaya hambat air dan gaya angkat aerodinamika dari pesawat Wing In Surface Effect kapasitas 8 orang model 3 Dimensi dengan konfigurasi Berat Maksimum saat take off sebesar 32000 Newton pada kecepatan cruise 80 knots pada ketinggian terbang 2.5 meter. Aspek eksperimen pada uji model towing tank dan data uji terbang pada prototipe pesawat Wing In Surface Effect kapasitas (1-2) orang saat hydro planing dijelaskan dengan menggunakan teori gelombang hidrodinamika dan porpoising efek. [The Hump Drags During Hydro planing and Aerodynamic Lift During Cruise in Surface Effect Altitude Of Wing in Surface Effect Craft] The computational fluid dynamics of 3 Dimensions model of Wing in Surface Effect craft is very important to proof the model towing test and flight testing data. The inverse delta wing and shoulder airfoil is by using Clark Y of Lippisch configurations have been designed for the surface effect characteristics. The first Maxsurf software are used to compared the towing test results during hydro planing phase. The second ANSYS CFX software is used to calculate the hump drags and aerodynamic lift of Wing In Surface Effect craft 8 seaters 3 Dimensions model to verified the Design Requirement and Objectives. The forces equilibrium on the body axis during hydro planing are very important to fulfill the take off phase on the water surface. And, the aerodynamic lift for Maximum Take off Weight of 8 seaters configuration is 32000 Newton during cruise speed at 80 knots on the 2.5 meter altitude. The experimental aspects of towing tank test model and Wing In Surface Effect craft (1-2) seaters prototype during hydro planing test have been proposed by using the hydrodynamic wave and porpoising effect theory.

Abstract

The growth of air transportation gives negative impact in its ground access system in which the flow of people who accessing the airport creates road congestion. This problem is also supported with the highly dependence of people on private car use and leave public transport as unattractive mode to be used in accessing the airport. This research attempts to find out which travel attributes of transportation mode that influence the mode choice of people who accessing the airport as the ground access users. Taking one case study at Soekarno-Hatta International Airport in Jakarta, Indonesia, the data are collected from this airport through survey process. Further, the statistical methods are conducted to get the results. Six determined travel attributes; cost, travel time, walking distance, ease of transfer, ease of carrying luggage and comfort, significantly influence and give differences on the user’s mode choice in which four of them; walking distance, ease of transfer, ease of carrying luggage and comfort, are being perceived very satisfactory for car. The research concludes with potential steps in improving public transportation which give access to the airport that might help attract more people to use it and increase its mode share. Pertumbuhan transportasi udara membawa dampak negatif bagi jalur akses darat menuju bandara dimana kepadatan dan kemacetan jalan semakin meningkat seiring bertambahnya jumlah orang yang mengakses bandara. Permasalahan ini turut didukung oleh tingginya ketergantungan masyarakat dalam menggunakan kendaraan pribadi sementara transportasi publik hanya menjadi alternatif yang dinilai tidak menarik untuk digunakan. Penelitian ini bertujuan untuk mencari dan menilai atribut perjalanan dari moda transportasi yang digunakan untuk mengakses bandara yang memengaruhi pilihan moda pengguna akses darat bandara. Dengan mengambil satu studi kasus di bandara internasional Soekarno-Hatta di Jakarta, Indonesia, survey dilakukan sebagai proses pengumpulan data. Enam atribut perjalanan, yaitu biaya, waktu tempuh, jarak berjalan, kemudahan transfer, kemudahan membawa barang bawaan, dan kenyamanan, secara signifikan memengaruhi dan memberikan perbedaan terhadap pemilihan moda dimana empat atribut diantaranya, yaitu jarak berjalan, kemudahan transfer, kemudahan membawa barang bawaan, dan kenyamanan, dinilai sangat memuaskan untuk moda mobil pribadi. Kesimpulan dari penelitian ini mendorong langkah-langkah potensial dalam meningkatkan daya saing transportasi publik yang digunakan untuk mengakses bandara sehingga dapat menarik lebih banyak pengguna dan meningkatkan pangsa pasarnya.

Abstract

One of the supporting industries that has high development in line With the rapid growth of aviation services in Indonesia the business Of aircraft including the procurement and production of spare parts and overhaul including the procurement and production of spare parts and the provision of supporting human resources. In 2012, there were 30 business entities engaged in the business of and aircraft is incorporated in IAMSA (Indonesian Aircraft Maintenance Shop Association). The purpose of this research was to obtain an overview of potential development of the Aerospace Park in Indonesia and find alternative airport that could be developed as an Aerospace Park in Indonesia. Based on the potential movement of aircraft and land availability, it is proposed to develop Aerospace Park in Soekarno Hatta Jakarta, Hussein Sastranegara Bandung, Kertajati Majalengka, Juanda Surabaya, Sultan Hasanuddin Makassar, Sam Ratulangi Manado, Sentani Jayapura, Segun Sorong, Hang Nadim Batam, Raja Fisabilillah Tanjung Pinang. Smarinda Baru, Tjilik Riwut Palangkaraya dan BIL Lombok. Salah satu industri pendukung yang sangat berkembang sejalan dengan pesatnya pertumbuhan jasa penerbangan di Indonesia adalah bisnis pemeliharaan dan perawatan pesawat udara termasuk pengadaan dan produksi suku cadangnya serta penyediaan SDM pendukungnya. Pada tahun 2012, tercatat 30 badan usaha yang bergerak dalam bisnis perneliharaan dan perawatan pesawat udara yang tergabung dalam IAMSA (Indonesian Aircraft Maintenance Shop Association). Tujuan penelitian ini adalah untuk mendapatkan gambaran pengembangan Aerospace Park di Indonesia dan mengetahui alternatif bandar udara yang bisa dikembangkan sebagai Aerospace Park di Indonesia. Berdasarkan potensi pergerakan pesawat udara dan faktor ketersediaan lahan diusulkan pengembangan Aerospace Park di Bandar Udara Soekarno Hatta Jakarta, Hussein Sastranegara Bandung, Kertajati Majalengka, Juanda Surabaya, Sultan Hasanuddin Makassar, Sam Ratulangi Manado, Sentani Jayapura, Segun Sorong, Kualanamu Medan, Hang Nadim Batam, Raja Fisabilillah Tanjung Pinang_ Samarinda Baru, Tjilik Riwut Palangkaraya dan BIL Lombok.

Abstract

Air transportation is a mode of transportation at this time attracted many people because it has many advantages than other modes of transport, by 2011 this number of airlines operating in Indonesia there were 18 (eighteen) airlines that compete in the market and efforts to seize done is to give good service.One form of service from the airline is in the form of "punctuality go" or OTP timeliness of service set out is the "Hope" the passengers on the flight departure, but ironically, the accuracy is still not achieved as expected, was found almost every day there are airlines that do delay departure (Delay) with a variety of reasons.In the regulation of the Minister of Transportation No.. KM 25 in 2008 chapters 36 and 37 stated clearly on the compensation to be paid by airlines to passengers in case of flight departure delays.Moda transportasi udara merupakan moda transportasi yang pada saat ini banyak diminati orang karena mempunyai banyak kelebihan dari moda-moda transportasi lainnya, pada tahun 2011, jumlah maskapai penerbangan yang beroperasi di Indonesia ada sebanyak 18 (delapan belas) maskapai yang bersaing dalam merebut pasar dan upaya yang dilakukan adalah memberi pelayanan yang baik. Salah satu bentuk pelayanan dari maskapai adalah dalam bentuk ”ketepatan waktu keberangkatan” atau OTP, pelayanan ketepatan waktu berangkat adalah merupakan ”Harapan” para penumpang tetapi ironisnya ketepatan keberangkatan penerbangan masih belum tercapai seperti yang diharapkan, masih ditemukan hampir setiap hari ada airline yang melakukan penundaan keberangkatan (delay) dengan berbagai alasan. Dalam peraturan Menteri Perhubungan No. KM 25 tahun 2008 pasal 36 dan 37 dinyatakan dengan jelas tentang kompensasi yang harus diberikan oleh maskapai kepada penumpang apabila terjadi delay keberangkatan penerbangan.
