Local Government Governance in Improving Regional Financial Performance on the Analysis of Capital Expenditure and Regional Revenue from 20017 to 2020 proves that the Quality and Allocation of Expenditure has not been seen due to the Pattern of Leadership Culture and Geopolitics of Bengkalis Regency. This research is a qualitative descriptive type, intending to know the work of regional finance; there are 5 (five) elements, namely: 1) Degree of Decentralisation; 2) Financial Dependence on the Central Government; 3) Financial Independence; 4) Effectiveness of local revenue; 5) Degree of BUMD Contribution. Abstract

Indonesia frequently experiences earthquakes as it is located at the convergence of three highly active tectonic plates, making it prone to natural disasters. Lombok, an island in Indonesia, experienced a series of devastating earthquakes in 2018, resulting in heavy casualties, severe damage and economic repercussions. This research focused on the Cupek community in Sigar Penjalin Village, North Lombok Regency, who demonstrated their resilience and survival capabilities in the aftermath of the earthquakes. Despite limited external assistance during the initial hours following the earthquake, the community swiftly activated their resilience capacities, relying on their social capital and collective actions for support and recovery. This research aims to examine the most significant resilience capacities implemented by the community and explain the process of activating them. This research used the concept of social capital to analyze how the community mobilized their resources and abilities, which ultimately ensured their survival during the initial emergency response. The theoretical framework, data collection and methods of analysis were elaborated and followed by the presentation of specific findings for Cupek. The implications of the research as well as its practical applications for emergency responders and planners were also discussed. The main objective of this research is to enhance the understanding of resilience in small communities, particularly emphasizing the importance of social capital in the context of disasters.

Abstract

Amid the COVID-19 pandemic and being promoted only by minor political parties, it didn’t impede the mayoral pairing candidate Eri Cahyadi-Armuji from winning the 2020 Surabaya mayoral election. Hence, the purpose of this study is to explain the political campaign strategy carried out by Eri Cahyadi-Armuji using the perspective of the five functional stages of development theory. This study applied a qualitative method with a case study approach. The findings of this study showed that Eri Cahyadi-Armuji successfully implemented the five stages of political campaign, thus he could win the election. However, there was an interesting note at the identification stage where Eri Cahyadi-Armuji preferred to use the identity of a figure rather than slogans. This fact deviated from the theory, yet it was successfully implemented as a surefire strategy to attract voters. Thus, this notable finding may give a contribution in developing the theory of political campaign strategy.

Banyulegi Village is an area that has the potential for flood disaster as it is a downstream area of the Kali Lamong River Basin. Consequently, this flood disaster instigates problems, both material and non-material damage and loss. Thus, it needs the role of the Regional Disaster Management Agency or BPBD of Mojokerto Regency in disaster mitigation efforts to reduce the risk and impact of flood disasters. This study applied a qualitative method with descriptive approach by using primary and secondary data obtained from observation, interviews, and documentation. There are several efforts to reduce flood disasters, through structural and non-structural mitigation. The inhibiting factor in this study was the activity of the village community, but this obstacle could be minimized through a joint decision between the BPBD of Mojokerto Regency and the village community. The supporting factor was the involvement of all elements of the Banyulegi Village community to participate in the activities as well as the related agencies or institutions that play a role in reducing disaster risk in Banyulegi Village.

Abstract

This studyaims to evaluate the quality of dialogic communication on university library websites and its correlation with students’ scientific information-seeking behaviour during the Covid-19 outbreak. Internet services that organizations frequently use for communicating with their audiences can provide discussion forum services. The university library’s management can investigate their students’ novel ideas, needs, and doubts through dialogic communication, so it will activate and enhance the intellectual power. This research proposed dialogic communication from a sample of 171 undergraduate and graduate students from four countries, China, Indonesia, Taiwan, and Malaysia. Data was obtained by an online survey. The results confirm that during the outbreak, the library websites have implemented the principles of dialogic communication. There is a significant correlation between dialogic communication and scientific information-seeking behaviour except for Chinese students. Library websites can serve as an effective conduit for engaging students in seeking scientific information for academic works. Students stated that e-learning increases their satisfaction and commitment to university websites. Lecturers are recommended to develop collaborative activities among students using the library website. Impacts on practice or policy are that website administrators can use dialogic communication to assist students; university top management can assure students’ rights to education; lecturers may use library website facilities to support asynchronous case-based learning.

Abstract

Stock trading is complicated and risky. Investors' conditions, aspirations, and viewpoints shape their journeys. This article examines stock trading and investing, focusing on Joel Greenblatt's "The Little Book That Beats the Market" and "Magic Formula" investment technique. Greenblatt's book argues that stock trading is better than saving. The "Magic Formula" focuses on return on capital and earnings yield and is simple but effective. The Magic Formula helps investors find cheap, high-quality firms by evaluating them by these two ratios. The Magic Formula, like every investment approach, has limitations. Its success depends on the investor's goals, risk tolerance, and situation. The Magic Formula works for some investors but not others. This emphasizes the need of personalizing one's financial approach and knowing that one size does not fit all. Greenblatt also stresses the significance of knowing and believing in the Magic Formula, even when it seems to be failing. He believes that effective investing requires both picking the correct companies and sticking to your strategy, even when it's hard. This emphasizes the significance of patience and discipline in investing, which are often neglected but essential for long-term success. The Magic Formula is one of several investment techniques and theories, each with its own assumptions, methods, and risk profiles. From buy-and-hold to complicated quantitative models, these methods cover it all. Investors' goals, risk tolerance, and circumstances should determine their strategy.  In conclusion, stock trading demands cautious navigation and intelligent decision-making. Joel Greenblatt's Magic Formula helps guide investors. Its effectiveness depends on the investor and is not a one-size-fits-all solution. Thus, each individual must establish their own stock trading success route with the correct knowledge, method, and mindset.
