Abstract

Regulation of the Minister of Education, Culture, Research, and Technology (Permendikbudristek) Number 30 of 2021 concerning the Prevention and Handling of Sexual Violence (Pencegahan dan Penanganan Kekerasan Seksual/PPKS) in Higher Education, which was signed in August 2021, raises pros and cons in society. The phrase "without the victim's consent" is considered to promote free sex in the campus environment. Then the mass media was busy reporting the issue. Some media think the regulation needs to be supported. However, there are also media outlets that urge the need for revisions to the polemical use of the phrase. This study examines how mass media with different ideologies frame the issue of Permendikbudristek PPKS. Using Robert M. Entmen's framing analysis and the theory of social reality construction, this study analyses the polemic coverage of the Permendikbudristek PPKS period 5 to d. November 12 2021 in Republika and Koran Tempo. The results showed that the ideologies adopted by Republika and Koran Tempo were different, thus constructing the Permendikbudristek reporting differently.

Abstract

This study aims to evaluate the level of marginalization of local communities and analyze their participation in sustainable development on Batam Island as an Industrial city that is developing and bordering ASEAN countries. The research applied a descriptive qualitative research method with a case study approach and used the concept of gentrification, an implication of new industrial cities describing a phenomenon empirically. The results show that Batam Island, as one of the developing new industrial cities than other cities, cannot withstand the influx of people from outside the cities to work and settle there. As the center of industrial cities in Indonesia's border regions with Malaysia and Singapore, it has opened cooperation with developed countries with the support of globalization currents to have affected the urban system and destroyed many traditional regional models. This research found that local cities' development strategies are required through the collaboration of sub-state actors and must be planned under a more macroscopic framework so that local communities are not deeply marginalized as part of industrial cities' growth.

Abstract

The creative economy’s GDP contribution continues to increase every year, relatively in accordance with the employment. By increasing the creative economy sector, it is expected that it will be able to solve problems in development and eliminate the economic dependence on natural resources. However, efforts to develop the creative economy still have a number of problems, which one of the main obstacles is the role of policy makers or the government. This research aims to further discuss the role of local government in supporting the development and the strengthening of the creative economy in Indonesia. This study applies a qualitative approach with the method of literature study, by obtaining secondary data from articles, journals related to the creative economy and local governments with a total of 51 papers. The data is collected from the Publish or Perish (PoP) application by using literature sources from Google Scholar and Scopus. For data analysis, this study applies content analysis through the stages of data collection, data reduction, data presentation and drawing conclusions. The validity of the data is tested by using source triangulation. The results of the study show that local governments have played an active role in the efforts to strengthen the creative economy sector. Yet, they still have a lot of homework to do in improving the quality of the creative economy sector.

Abstract

Pesan Dari 8 Negeri is a fairly comprehensive book on political reflection. It starts with a story from the west with the story of Brutus as a symbol of political stupidity which becomes a common thread that political events are indeed very dynamic. Interestingly, the term Brutus syndrome appears to distinguish this book from several other references that discuss politics. In addition, the phrase judl explicitly shows that politics is the culture of society by choosing the phrase "country" rather than "state". In addition, politics in the historical aspect can be displayed in a flowing language style that is effectively attached to the reader's mind.
