Abstract

This study evaluates the effectiveness of integrating Maja Labo Dahu (MLD) honesty, self-control, and courage to report into Case-Based Learning (CBL) to strengthen political Awareness, anti-corruption intentions, and readiness to act among students, as well as to assess gender moderation and process mechanisms. An explanatory mixed-methods Design was employed through a quasi-experimental pre–post study with cluster randomization at the class level (CBL–MLD vs standard CBL). The BOPPPS–CBL syntax was enriched with SAO mapping, reason-giving, and dialogic role-play/World Café forums. T0–T1–T2 measurements were analyzed using ANCOVA and multilevel models, accompanied by process regression and qualitative triangulation. Results showed that the intervention outperformed the control group across all outcomes, with effects persisting at follow-up. Manipulation checks confirmed higher MLD internalization without differences in exposure time. Condition×gender interactions were detected: political awareness gains were relatively larger among males, while increases in anti-corruption intentions and readiness to act were more substantial among females. Process analysis identified value internalization as the primary driver of change, followed by equal participation and implementation fidelity. In conclusion, CBL–MLD is effective, replicable, and auditable, with curricular implications for standardizing value-based case drivers, reason-giving protocols, safe dialogic facilitation, and gender-sensitive strategies.

Abstract

This study is motivated by the potential of Madasari Beach as an emerging tourism destination in Pangandaran Regency, which is expected to develop in parallel with Pangandaran Beach and Batukaras Beach. The purpose of this research is to formulate a sustainable development strategy for Madasari Beach using the Hexahelix approach, which involves six key stakeholders: government, academia, the business sector, local communities, media, and community organizations. Using a qualitative, descriptive-analytical approach, the study explores the dynamics of collaboration among these actors in developing a competitive and resilient tourism destination. The findings reveal that the government remains a dominant actor but lacks structural synergy with other stakeholders, while community participation is high yet not formally institutionalized. Local businesses face financial and marketing challenges, and academic engagement tends to be project-based rather than continuous. Media and financial institutions, although having strategic potential, remain underutilized. These findings highlight the need for an integrated Hexahelix collaboration framework to strengthen institutional synergy, empower local communities, and promote digital transformation and narrative-based tourism branding. The study concludes that the development of Madasari Beach must transcend physical infrastructure and adopt a collaborative governance model that harmonizes economic, social, and cultural sustainability, thereby significantly enhancing local revenue and long-term destination competitiveness in Pangandaran Regency.

Abstract

The Sidoarjo Public Service System (SIPRAJA) is one of the innovations in public service digitalization initiated by bureaucrats at the Sidoarjo Regency Secretariat. This study aims to determine the process of creating the Sipraja innovation; assess the relevance of applying the Reinventing Government concept; determine Sipraja’s ability to respond to public service demands in Sidoarjo; and evaluate and identify gaps in Sipraja from the innovation process to implementation. This study uses a qualitative, case-study approach. This research was analyzed using five principles from the concept of reinventing government: competitive government, mission-driven government, anticipatory government, entrepreneurial government, and decentralized government. The results of this study indicate that the concept of reinventing government is relevant to Sipraja. The application of the principles in this concept also contributes to the analysis and identification of various challenges and obstacles in Sipraja. Sipraja has great potential to meet the public service demands of the people of Sidoarjo. Basically, Sipraja is a brilliant innovation idea, but it lacks the commitment and efforts of stakeholders to ensure the excellence of Sipraja’s service performance until the implementation stage. This is an important note that needs to be addressed immediately to support the creation of efficient and effective digital public services that people in Sidoarjo can rely on.

Abstract

This paper focuses on the implications of fake news for the realization of the Sustainable Development Goals (SDGs) in Delta State, Nigeria. This issue has progressively interfered with health communication, education programs, and peace-building efforts, as well as with trust in institutions. The objective aims to align the core of SDGs 3, 4, and 16 regarding how they are interpreted and applied to development. A mixed-methods design was adopted, using a survey and key informant interviews. A sample of 400 was collected for quantitative data, and 18 key informant interviews were conducted for qualitative data. The findings, analysed using descriptive statistics, correlation, and regression, show a significant negative association with exposure to fake news. Thematic analysis of the interview data showed that the dissemination of fake news is primarily driven by social media, which erodes people’s trust. The study concludes that fake news is a serious challenge to sustainable development in Delta State. It recommends intensifying media literacy and improving open communication to reduce the effects of misinformation on the achievement of the SDGs.

Abstract

This article examines the implementation of smart mobility policies through Heritage Bus Routes as a government strategy to strengthen sustainable tourism development in the city of Yogyakarta in the context of Society 5.0. This study analyzes how transportation innovations can be integrated with cultural heritage preservation to increase tourist participation and enhance visitor experiences in heritage cities. Using a descriptive qualitative approach, this study analyzes policy implementation, stakeholder collaboration, and user perceptions. Data were collected through in-depth interviews with key stakeholders, program users, and educators, and were supplemented by secondary data from the literature and official documents. This study was conducted between August and November at the Yogyakarta Special Region Cultural Office. Findings indicate that the heritage bus policy has largely achieved its objectives, reflected in tourist participation exceeding targets, route expansion, and consistent user satisfaction. Despite challenges such as limited fleet availability and a suboptimal reservation system, the program effectively integrates urban transportation with cultural heritage preservation along the Yogyakarta Philosophy Axis through educational tourism. Supported by strong stakeholder collaboration and positive public perception, the Heritage Bus represents an innovative model of smart mobility and provides a policy reference for other heritage cities.

Abstract

This study examines gender representation in Instagram-based social media campaigns during the 2024 Central Java Gubernatorial Election. The research addresses the persistence of gender stereotypes in political communication, particularly in how the candidate pairs Andika Perkasa–Hendrar Prihadi and Ahmad Luthfi–Taj Yasin construct and communicate gendered messages through digital campaign content. This study employs a qualitative research design, employing textual, semiotic, and structural analyses. The data consist of 60 campaign posts collected through online observation from the official Instagram accounts of both candidate pairs during the campaign period. The collected posts were systematically coded and analyzed to identify recurring themes, visual symbols, and narrative patterns related to gender representation. The findings indicate that gender representation in the campaigns tends to reinforce traditional gender stereotypes. Male candidates are predominantly portrayed as strong, authoritative, and masculine leaders, while female representation remains limited and is often associated with supportive or domestic roles. Campaign communication strategies also rely heavily on masculine imagery to assert political authority. This study contributes to the literature on gender and political communication by demonstrating how digital campaign practices on social media may reproduce conventional gender norms in local electoral contexts, highlighting the need for more gender-inclusive political messaging in contemporary digital campaigns.

Abstract

The 2024 Simultaneous Regional Head Election (Pilkada) is an important moment in the consolidation of local democracy that demands honest, fair, and integrity elections. In this context, the District Election Supervisory Committee (Panwaslu Kecamatan) has a strategic role as the spearhead of supervision at the grassroots level. This study aims to analyze the performance of the Garoga District Panwaslu in supporting the implementation of the 2024 Simultaneous Regional Elections. The research uses a qualitative approach with a descriptive-analytical design. Data were collected through in-depth interviews, observations, and document studies, and then analyzed interactively through data reduction, data presentation, and conclusion drawing. The results of the study show that the performance of the Garoga District Panwaslu, in general, has been in accordance with the institutional mandate, particularly in basic technical competence and administrative compliance. However, the performance of supervision is still dominated by procedural orientation and is not fully substantive and preventive. Limited resources, geographical conditions, and local social dynamics affect the District Panwaslu’s responsiveness, coordination, and adaptability. This research emphasizes the importance of strengthening the performance of the District Panwaslu to be more responsive, collaborative, and adaptive, thereby improving the quality of supervision of the Regional Elections and local democracy.
