Abstract

The practice of handing out money before voting or dawn raids is still the choice of some legislative candidates to gain votes from citizens. Dawn attacks as a practice of money politics are an act of malpractice that can damage the democratic essence of holding general elections, because dawn attacks use money as a reciprocal tool to buy votes. This research uses qualitative methods, data is obtained from various literature, such as media, books, journals and reports related to the phenomenon of dawn attacks in the implementation of post-reform elections. The data obtained was then validated using source triangulation techniques. This research sees that several political actors who are running in the election are still carrying out dawn attacks as a political step to gain victory, however dawn attacks which are a form of money politics endanger democratic values in Indonesia, because they involve vote buying. With the dawn attacks activity, voters followed the political games of elites who only cared about getting votes without put on their capacity and capability. Once the elite who use dawn attacks are elected, then they are will be not paying attention to the public interest, corruption will continue to occur and the policies made will not be in favor of the public interest.

Abstract

The study aims to examine the phenomena of minoritization, which involves the imposition of the beliefs and culture of dominant groups onto minority groups, leading to social exclusion and conflicts. The study utilizes data analysis to identify themes related to the process of minoritization. The study illustrates that minoritization occurs when dominant groups perceive themselves as superior and endeavor to dominate others, resulting in violence, oppression, and social exclusion. This study focuses on the perspectives of grassroots voices, going beyond traditional inquiries on equalities between different groups to provide a deeper insight into the systemic challenges encountered by minority communities. It emphasizes attributes such as dominant groups imposing their beliefs on others, perceiving them as inferior, and forcing them to adopt their culture or traditions. To address the issue of minoritization, the study emphasizes the importance of carrying out dialogues at all levels, promoting understanding across various cultures and religions, implementing policies that protect the rights of minority groups, and preventing systematic minoritization. This study enhances broader discussions on inclusivity and equality through exploring its findings in relation to global issues of prejudice. It advocates for the increased recognition and valued of minority voices in society. This emphasizes the need for holistic strategies that promote mutual respect among different communities and prevent conflicts arising from social exclusion.

As the ruling party in the 2009 election, the PD’s votes declined dramatically in the two following elections. Meanwhile, Hanura failed to exceed the parliamentary threshold in 2019. Methodologically, it is qualitative research by utilizing a comparative case approach. To gather data, this study employed in-depth interviews and documentary analysis and strengthened by NVivo 12plus platform by using Crosstab Query and Wordcloud Analysis to visualize data. By applying the party change indicators developed by Harmel and Janda, the findings revealed that leadership change was the most influential factor toward the poor performance of both parties in the electoral competition. Such leadership change caused a detrimental conflict and changed a dominant faction inside the party. More specifically, the corruption case behaved by the PD’s politicians aggravated the party charm, and the parliamentary threshold was a supporting aspect of the thrown out of Hanura from the parliament.

Democracy in Indonesia should be a place to channel the aspirations of the people according to their preferences. The identity politics is a strategy carried out by interested groups in a contestation, the goal is to gain sympathy and votes in the election. However, the impact of  the the identity politics tends to be negative where people tend to be selfish for one and group’s sake and this is contrary to Pancasila and the 1945 Constitution. Bolaang Mongondow Regency is the locus of this research, where this area is still thick with the phenomenon of identity politics. This research examines the phenomenon of the the identity politics for election participants and also its impact on society as well as data found in the field and also previous studies that have examined matters related to the title of this research and then conducted a focus of group discussions. From the results of the study, it was found that the Identity Political Behavior in the Bolaang Mongondow Regency, especially in the Election of The Regional Heads in 2017 is still within the level of reasonableness and is one of the political strategies of the candidate pairs but is still within reasonable limits and it can be seen that there is no longer a majority force that has a sectoral ego in the interests of power but also the community has matured in choosing their leaders in the elections.

Abstract

This article discusses the enhancing of  governing green open space in Indonesia. It began by looking at the current condition of green open space in Indonesia, highlighting the barriers faced in governing these areas, looking at opportunities to enhancing, and making recommendations to improve green open space governance. Literature review on governance frameworks that can maximize the potential of green open spaces in Indonesia. The results of this study show that there are several constraints in governing green open spaces, including less awareness and understanding among stakeholders, limited funding and resources, inadequate urban planning, limited community involvement, limited law enforcement and monitoring, urbanization and land scarcity, and weak coordination among government agencies in their management bodies. Our findings point to opportunities in governing greenspace areas, by learning from successful projects, exploring global good practices; innovative financing and partnerships; integrating greenspace into urban planning for cohesive neighborhoods; engaging communities for long-term success and shared responsibility; raising awareness of the value of greenspace through educational campaigns; and utilizing technology for data-driven decision-making and community participation. These opportunities contribute to policy recommendations that can be used by the central government and local governments to improve green open space governance in Indonesia.

Abstract

Political science is increasingly focusing on the study of leadership factors in its field scope. Therefore, the primary objective of this article is to systematically analyze the use of leadership theories in scholarly publications of political science. This paper also underscores the lack of leadership theories or concepts in political science, offering insights to anyone interested in examining leadership in this academic discipline. This study introduces an alternative framework for analyzing leadership, specifically emphasizing political leadership. Thus, the question addressed in this study is: What leadership theories are applied to the study of political science? This study utilizes the systematic literature review approach, except for the Appraisal Quality stage, to examine political leadership theory and the notion of utilization as discussed in political science. The ROSE protocol is employed in this study due to its suitability for mapping and qualitative studies. Furthermore, PICo is used to formulate research questions in the context of this study. The results of this study, which involved the review of 75 papers, revealed the implementation of leadership theories and concepts in 15 distinct contexts or focus areas. The analysis of leadership in political science places significant emphasis on the dimensions of transformative and transactional leadership styles. Both leadership styles are frequently used in various research contexts. Overall, the prevalence of transformative and transactional leadership theories in political science can be understood as a reflection of the constraints political scientists face in comprehending the nature of leadership within a political context from a scientific standpoint.

Abstract

This research is based on the empirical fact that there is an increase in the status of villages from the majority of Underdeveloped and Very Underdeveloped Villages in 2022 to Developed Villages in 2023. This research focuses on discussing the development of very underdeveloped villages in Kampar Regency in the perspective of the quintuple helix, with the characteristics of wetland areas and conservation areas that have their own challenges in village development. This research is included in the qualitative approach with the type of phenomenology. The results of this study are based on the quintuple helix model which shows the cooperation of 5 (five) important actors, namely the state (government), private sector, academics, media, and the community as well as support from the natural environment in the village. Quintuple Helix, in this study, visualizes collective interaction and knowledge exchange through five subsystems (helix): (1) the education system, (2) the economic system, (3) the natural environment, (4) the media and culture-based society (as well as civil society), (5) and the political system. It can be concluded that the quintuple helix framework in this study has involved many of the previously mentioned actors but has not provided a significant impact on village development, especially villages that were previously very underdeveloped in Kampar Kiri Hulu District, Kampar Regency.

Abstract

Gorontalo City is an area that has potential natural resources. However, destructive natural resource management has caused a lot of environmental damage. Waste management, for example, is still a prominent problem in Gorontalo City. This research explains the environmental problems faced by Gorontalo City using the quadruple helix model. This research method uses an explanatory approach, to identify, mapping, and formulating alternative solution models for environmental problems based on sustainable development principles. The data collected is used as input in formulating environmental policies with a collaborative system using the quadruple helix model. The results of the study found that the policy for handling environmental problems in Gorontalo City has not been well optimized. The main problem originates from the lack of a creative and innovative collaboration system between the government, community, academia and industry. Gorontalo City Government basically has a strategic plan, but the formulation, implementation and evaluation process does not involve other strategic actors. The Quadruple Helix model could be a suitable local innovation model that is adjusted to the condition of resources in a local region.
