Abstract

This study analyzes the relationship dynamics between local government bureaucratic elites and political elites in Nabire Regency, Papua Province, using a quantitative approach with observation and questionnaires. The research reveals that the Regional Development Planning Agency (Bappeda) contributes significantly (83.1%) to the development planning process, indicating a strong technocratic influence. However, Bappeda faces challenges including unprofessional human resource management, limited budget and infrastructure, poor administrative organization, and inadequate planning and implementation of community-focused development programs. Local elites also exert a significant positive influence (78.7%) on the development planning process. Their role is characterized by the politicization of special autonomy, representation politics concerning poverty and resource management, Papuanization politics focusing on local empowerment, and the coastal-highlands dichotomy affecting development distribution. The study highlights the complex interplay between bureaucratic efficiency and local political dynamics in shaping regional development. It underscores the need for improved resource management, better administrative practices, and more inclusive planning processes. The findings also emphasize the importance of addressing political issues such as special autonomy, representation, and regional divisions to ensure equitable and effective development in Nabire Regency.

Abstract

This paper evaluates the effectiveness of the Factoring Regulation (Amendment) Bill 2021 in stabilizing the economic situation of micro, small, and medium-sized enterprises (MSMEs) in India using doctrinal research methods and comparative study. It compared the factoring regulations of India and China. The authors analyse the ramifications of the recent amendments to the Factoring law via a comprehensive literature review, legal frameworks, and comparative analysis of India and China. This study seeks to cast light on the potential of the Factoring Law in addressing the financial challenges encountered by SMEs in India. The findings provide policymakers, stakeholders, and researchers with vital insights into the regulatory framework's effectiveness and potential improvement areas. The research concluded that factoring is an important worldwide trade financing tool for economic development and financial inclusion since it promotes entrepreneurship, private enterprise, and supply chain finance. In order to raise its standing, India may consider adopting features from the Chinese Civil Code, setting regulations for factoring rights transfer, and prioritising creditor interests.

Abstract

This article examines the collaborative governance strategy implemented by the Batu Bara Regency Government in restoring Sejarah Beach. Beaches are critical assets that represent the identity of a region, provide economic benefits, and support the surrounding environmental ecosystem. Unfortunately, many beaches experience environmental degradation and other socio-economic problems. Pantai Sejarah in Batu Bara Regency is no exception, which faces issues such as prostitution, environmental degradation, and local poverty. Using a qualitative methodology, this research explores the collaborative approach used in the revitalization of Pantai Sejarah. In-depth interviews were conducted with various key stakeholders, including representatives from local government agencies (Environmental Agency, Forestry Agency, and Regional Development Agency), PT Inalum's HR management, and local community members. The findings of this study show that the implementation of the collaborative governance approach by the local government has transformed Sejarah Beach into an integrated tourist attraction. In addition, this collaborative initiative also created economic opportunities, including small businesses, new jobs, and revenue for the government. The collaborative effort also addresses social issues such as prostitution through coordinated action between law enforcement, government, and the local community. Furthermore, the collaborative governance approach provides a comprehensive solution to coastal area management by addressing social challenges alongside environmental conservation and economic development.

Abstract

The purpose of this research is to analyze how digital Tourism on Branding the Mandalika Special Region in West Nusa Tenggara; this investigation uses a descriptive methodology combined with a qualitative approach, as well as previously published literature and online news sources as well as secondary data obtained from related agencies. Most importantly, take advantage of the Nvivo 12 plus program to analyze the data results. The findings of this study indicate that the use of information and communication technology to promote Special Economic Zones through digital tourism, utilizing platforms such as websites, YouTube, Facebook, TikTok, Instagram, and the West Nusa Tenggara Tourism Office website, is a viable strategy for increasing tourism. Indonesian tourism industry. ITDC and National Council of Special Economic Zones websites. Government Regulation Number 52 of 2014 identifies two main focus topics, namely tourism areas and special economic areas, and prioritizes several initiatives. Development management in accordance with statutory regulations. PP Number 40 of 2021 discusses three important things: human resources and infrastructure, two facilities, and SEZ convenience for three commercial organizations. The finding of human resources and infrastructure is considered to be the main driver for branding the Mandalika Special Economic Zone in this policy.

Abstract

This research aims to identify and analyze the utilization of social capital in developing tourist attractions and networking in Kampar Regency. This study focuses on two potential tourist attractions owned by Kampar Regency, namely the Pulau Cinta tourist attraction and the Ulu Kasok views. The research design used is qualitative interpretative; in collecting information, primary data was obtained through observation and in-depth interviews. The interview results were entered into the Nvivo 12 Plus data processing application for coding and then analyzed using graphs and crosstab. The triangulation technique was used to obtain valid and credible results. The research findings show that the identified social capital in developing tourist attractions in Ulu Kasok and Pulau Cinta are networks built online and offline. First, tourist attraction organized online and offline promotions to attract visitors, but the improvement of the online platform requires further enhancement. Second, communication with stakeholders and the local community necessary to improve. Third, trust building between tourism destinations organizer and the local community enables tourist attractions to develop, and the fourth is Information openness about tourism destinations. The contribution of this research suggests maximum efforts in utilizing social capital in developing sustainable tourism destinations, through strengthening social networks, building trust, and enhancing communication among stakeholders and local communities.

Abstract

This qualitative study explores the efforts of the Sumenep District government in developing community-based ecotourism, focusing on the potential of marine tourism and small islands on Madura Island. Despite the commitment to promoting ecotourism through branding initiatives such as the tagline “Sumenep: The Soul of Madura” and the slogan “Golden Triangle Islands” highlighting Gili Iyang, Gili Labak, and Gili Genting several challenges hinder progress. These include unequal tourist distribution among the islands, inadequate infrastructure and accommodation, poor coordination in tourism management, and inefficient resource utilization. The research aims to describe and analyze governmental efforts, identify potential ecotourism types, uncover obstacles preventing optimal development, and propose a development model for community-based ecotourism. Findings indicate that significant gaps in infrastructure and management must be addressed to leverage the islands' ecotourism potential effectively. The study concludes that a comprehensive strategy, including robust regulatory frameworks, is essential to ensure sustainable and protected ecotourism in the Golden Triangle Islands, ultimately benefiting local communities and preserving natural resources.

Abstract

This study examines women's political representation as election supervisors, the rules regarding women's representation in accordance with the regulations of Law Number 7 of 2017 concerning General Elections have not been able to run well. This study uses qualitative research by making observations in the recruitment process of the Election Supervisory Board of the Republic of Indonesia and the affirmation quota of women as election supervisors in Election Supervisory Board, Yogyakarta Special Region Province. This study aims to see the application of regulations on the general election law on women's representation and its application in the recruitment process of election supervisors that accommodate women's representation. This finding shows that there is still a gap in women's representation in election supervisory institutions where the rules regarding 30 percent female representation have been very clearly regulated. Evaluation of these findings requires a policy of changing regulations that regulate sanctions for non-fulfillment of women's representation as one of the solutions to fulfill women's gender kouta as female supervisors. The conclusion of this study is that there are several factors that hinder the fulfillment of women's political rights such as, a wrong understanding of political gender, the risk of becoming a very large election supervisor, socialization of selection that is not right on target and the competence of prospective candidates who lack knowledge about elections.

Abstract

This research aims to optimize tourism potential in the Buton Islands, Indonesia, using Geographic Information Systems (GIS) and Big Data Analytics. The study addresses the low tourism potential in the region and constraints in tourism development, such as lack of information and data. Qualitative methods include document analysis, literature studies, and focus group discussions. Quantitative methods involve surveying respondents about the use of GIS and Big Data Analytics in tourism development. Data was collected from government documents, online news, and direct observation of tourist sites. The results emphasize the importance of IT and GIS in developing the tourism sector in the Buton Islands, particularly in Baubau City and South Buton Regency. GIS is crucial for identifying and managing tourism potential, while Big Data Analytics helps optimize development by analyzing visitation trends, tourist preferences, and consumer behavior patterns. The integration of these technologies can improve tourist experience and efficiency of tourism-related public services. By integrating GIS, Big Data Analytics, and Information Technology, local government and stakeholders can collaborate to create a superior tourism experience, support local economic growth, and ensure the sustainability of the natural and cultural environment in the Buton Islands.

Abstract

This research is motivated by the low level of employee work loyalty. This research aims to analyze the influence of job satisfaction and compensation on employee work loyalty with organizational citizenship behaviour as an intervening variable in the Padang City Government. The population in this study were all employees in the Regional Government of Padang City, totaling 8522 employees. The sampling technique used a purposive sampling technique with a sample size of 99 respondents.The sampling technique used in this research used the Probability Sampling method with the proportional stratified random sampling technique. The data analysis technique in this research uses path analysis techniques. Based on the research results, the conclusions of this research can be described as follows: 1) Job satisfaction has a positive and significant effect on employee work loyalty. 2) Compensation has a positive and significant effect on employee work loyalty. 3) Organizational Citizenship Behaviour has a positive and significant effect on employee work loyalty. 4) Job satisfaction has a positive and significant effect on employee organizational citizenship behaviour. 5) Compensation has a positive and significant effect on the organizational citizenship behaviour of employees in the Padang City Government.

Abstract

The aims of this article is to see the Indonesian media framing toward Habib Rizieq after returning to Indonesia, from Saudi Arabia in 2020. Habib Rizieq Shihab has become one of the media's figures since returning from Saudi Arabia in November 2020. Habib Rizieq is one of the foremost religious figures who has fought or delegitimized Joko Widodo's leadership since 2014. Habib Rizieq has fought for the enforcement of Islamic law in Indonesia and against Jokowi's regime, which he sees as less pro-Islam. The theory used in this article is framing theory.This article analyzes the mainstream media's framing in Indonesia, namely Kompas, Tempo, Jakarta Post, and Republika, in reporting on Habib Rizieq Shihab's figure. In this study, we processed data using the Nvivo 12 and VOSviewer application tools to see media sentiment. In this research, we read 317 news from the four mainstream medias in Indonesia from October to December 2020. We use four keywords in the framing analysis: positive, negative, moderately positive, and moderately negative. This study indicates that moderately negative framing is the highest in Indonesia's mainstream media coverage on Habib Rizieq Shihab's figure. It means that Habib Rizieq failed to reconstruct the power of the masses against Joko Widodo’s regime.
