Abstract

The decision of the South Sulawesi Provincial Government to suspend the Regional House of Representatives grant, known as the Constituent Development Fund, adversely affected the programs and activities of the South Sulawesi Provincial Library and Archives Office. Budget allocation is a critical support of the achievement of the Community Literacy Development Index and Reading Interest Index. The purpose of this study is to analyze the impact of the management of the Constituent Development Fund on the Library and Archives Office of South Sulawesi Province and provide solutions to address the problems related to the fund allocation. A mixture of descriptive and literature study methods was used, while a qualitative approach was used for data analysis. Analysis of the 2023 data shows that the South Sulawesi Provincial Library and Archives Office depends heavily on the Constituent Development Fund to finance its programs and activities. The library office had difficulty in reaching the targets of the Community Literacy Development Index and Reading Interest Level when the Constituent Development Fund was suspended and reallocated to pay the provincial government's debt. The budget uptake was inhibited, impacting on the execution of strategic programs that correlate to an increase in the human development index.

Abstract

This study provides a theory-based analysis of labour unions in the South African Public Service (SAPS), focusing on the evolving dynamics of labour relations, power structures, and collective bargaining processes. The research investigates how both historical legacies and contemporary socio-economic conditions shape the role of unions within the public sector. Specifically, the study examines the influence of apartheid-era policies, post-apartheid reforms, and the impact of global economic trends on labour organisations. Theoretical frameworks such as institutional theory, social movement theory, and marxist perspectives, along with indigenous frameworks like ubuntu philosophy, worker democracy, liberation unionism, and social movement unionism, underpin the analysis. The research follows a qualitative design, drawing on an in-depth analysis of academic literature, policy documents, legal frameworks, and secondary data sources to uncover trends and patterns in labour relations. Key findings reveal a complex interplay of socio-economic inequalities, political governance, and legislative frameworks that continue to shape union activities within the SAPS. Additionally, the study highlights the importance of socio-cultural dynamics in understanding labour relations within a historically charged environment. This paper contributes to theoretical debates in industrial relations by offering nuanced insights into the challenges and opportunities confronting unions in the South African public sector. The findings have practical implications for policymakers, union leaders, and public administration practitioners aiming to encourage more equitable labour relations and promote social justice. Ultimately, the study provides a framework for rethinking labour union strategies in light of contemporary challenges and the broader pursuit of transformation in the public service.

Abstract

Disasters are unpleasant experiences, but disasters are part of the reality of human existence. Human activities have increased the rate, intensity and sources of disasters. Several studies have determined the role of risk communication, an emerging area of communication, in preventing and managing disasters. This study aims to verify the robustness of the claim that risk communication can influence responses in unfavorable situations, thereby reducing the possible consequences of disasters or leading to immediate avoidance. The theoretical framework for this study is the protection motivation theory and the extended parallel process model. Both theories explain how individuals behave when exposed to disaster threats and how risk communication can influence responses in threatening situations. This qualitative research collected data using focus group discussions involving 20 speakers who were purposively selected based on their experience in dealing with disasters in Mangu Local Government Area, Plateau State, Nigeria. This research findings validate risk communication as a proactive approach to reducing the consequences of disasters. The study suggests that government and professional bodies involved in risk communication should invest in capacity building in various skills and needs to earn the trust of their stakeholders to enhance the perceived credibility of their messages.

Abstract

Climate change is a critical issue that is constantly discussed in numerous international forums, particularly considering its wide-impact and cross-sectoral nature. Every aspect of real life, especially the environment, is impacted by this global phenomenon, hence the need for real solutions from various groups. Public administration scientists saw this as a problem that must be solved through several literature studies conducted. This research method will use a systematic mapping study using the Taylor and Francis Group database that has been determined. The results of this study with 3 actors combined with collaborative governance show that government actors focus on domestic and foreign policies adopted by emphasizing the collaboration between government agencies that can be done. Meanwhile, the private sector has a unique contribution where they implement a circular economy and mutual cooperation determined by the principle of humanism and remain humane by helping the community. Meanwhile, community actors emphasize the existence of local knowledge and community capacity as knowledge resources in climate change adaptation. This research shows the interplay among actors in climate change mitigation and encourages future researchers to provide a connection to decision-making. Current trends suggest that the public and private aspects of climate change mitigation currently lack synergy, with each of the key governance actors working separately to mitigate climate change.

Abstract

This research aims to analyze the social justice vision of the Partai Keadilan Sejahtera (PKS) in the development policy of the West Sumatra government. This research is conducted in West Sumatra Province, selected as the research location considering that West Sumatra is known for its strong adherence to Islamic teachings and the homogeneity of its social and cultural life. Significant development policies in West Sumatra. This research examines three main aspects, namely the implementation of the vision of social justice, its derivative programs, and implementation barriers. This research uses descriptive-analytical methods through literature studies, document analysis, and interviews.  The results showed the transformation of PKS's vision into the West Sumatra government's development policies through a strategic framework based on religion, politics, economics, and socio-community, with a holistic strategy that integrates Islamic values and local culture through religious da'wah, education, and community empowerment, especially in the economic sector that focuses on equitable development, income equality, Although the research findings also reveal obstacles in the form of a lack of synergy and collaboration in implementation, overall PKS has succeeded in utilizing religion and culture as a transformative instrument to realize social justice in West Sumatra.

Abstract

Free school meals policy have been implemented globally as a mechanism to promote academic and nutritional equity. This study critically examines the management and challenges of free meal programs in four major countries: India, the USA, Japan, and South Korea. Through a comparative analysis, this article evaluates the governance structures of the programs. The study identifies a range of challenges faced by each country, including logistical complexities, socio-cultural barriers, and economic constraints. Despite their differences, the findings emphasize the importance of strong governance networks, sustained collaboration among key stakeholders—such as government agencies, educational institutions, and local communities—and context-specific policy adaptations. These elements are essential for overcoming challenges and ensuring the effectiveness and sustainability of free school meal policy initiatives. While addressing the primary objectives of health and education, these programs can contribute to broader social benefits.

Abstract

Stunting has become a global and national issue in recent years, nationally the government in the 2020-2024 National Medium Term Development Plan targets the stunting prevalence rate in Indonesia to decrease to 14% while Bantaeng Regency sets 14.5 percent where the previous year was 22.1%. Stunting is one of the indicators in the Sustainable Development Goals (SDGs), namely the second goal of ending hunger, achieving food security and good nutrition, and promoting sustainable agriculture. The purpose of this research is to look at the implementation of stunting prevention policies using the SDGs approach, local government strategies, and the challenges of implementing stunting prevention policies using Edwards' theory. This research uses descriptive qualitative research methods through direct interviews with all stakeholders who play a role in stunting prevention, documentation, and direct observation or observation. While the data analysis uses an approach according to (Miles et al., 1994), including data collection, data reduction, data presentation, and drawing conclusions. Based on the researcher's findings that the implementation of stunting prevention policies with the SDGs approach from the economic, social, and environmental aspects, while the local government strategy in overcoming stunting is cooperation between regional apparatus, specific and sensitive interventions, while the challenges of implementing stunting prevention policies include communication, resources, disposition, and bureaucratic structure have been implemented, but are still facing various challenges in all aspects of policy implementation.

Abstract

Several issues contribute to food deficiency, such as failure to maintain local government food reserves, low food diversification, declining fertility of agricultural land, and damaged agricultural infrastructure. The purpose of this study is to find out how local governments collaborate to ensure food sufficiency in Ciamis Regency. Using an explanatory research method, where data collection is done through interviews and observations, and data is processed through the stages of reduction, data presentation, and conclusion/verification. The research findings found that the initial conditions; the activities of the Ciamis District Food Security Council show the involvement of various actors. The Food Security Agency, as the lead sector, is responsible for coordinating food security efforts at the local level, as evidenced by coordination meetings.  The institutional design executed by the Food Security Council provides coordination for all stakeholders involved in food security efforts. Collaborative processes are implemented through dialog forum involving representatives from different levels of government, including district, provincial and national levels. The Collaborative Governance approach to achieving food security in Ciamis Regency highlights the important role of institutions and leadership in enabling this process, as well as the importance of coordination and cooperation among multiple stakeholders.

Abstract

This study examines the impact of community participation, multi-stakeholder collaboration, transparency, and accountability on village financial governance policies in Rokan Hulu Regency, Riau Province, within the framework of the New Public Governance (NPG) paradigm. This research used a mixed methods approach with a sequential exploratory design. Qualitative data were collected through semi-structured interviews, direct observation and document analysis, then analyzed using thematic techniques. Quantitative data was obtained through a Likert scale questionnaire survey involving 90 purposively selected respondents and analyzed descriptively and inferentially. The research findings show that community participation, multi-stakeholder collaboration, transparency, and accountability significantly improve the effectiveness, efficiency, and accountability of village financial governance. However, challenges such as low participation of vulnerable groups, weak synergy between informal actors, and unequal access to information are still major obstacles. The study concludes that strengthening formal collaboration, improving technical capacity through internal audit training, and adopting inclusive strategies to increase community participation are critical to advancing village financial governance. This study contributes to the theoretical development of the NPG paradigm and provides practical recommendations for designing policies for inclusive and sustainable village financial governance.

Abstract

Tanjung Lesung, as a tourism Special Economic Zone (SEZ), faces significant challenges in restoring its tourism image after the disaster. Therefore, understanding public perceptions of mitigation efforts and traveller safety is critical in determining the effectiveness of destination recovery strategies. This study aims to analyse the influence of disaster mitigation, tourism security, satisfaction with sustainable tourism policies, and post-disaster psychological conditions on public perceptions of Tanjung Lesung after the tsunami. This study uses a quantitative approach with a survey method. Data was collected from 97 valid respondents and analysed using Partial Least Squares Structural Equation Modelling (PLS-SEM) with Smart PLS4 software. The results show that disaster mitigation and tourism security have a significant influence on community perceptions of tourist destinations. In addition, satisfaction with sustainable tourism policies acts as a mediator in the relationship between disaster mitigation and community perceptions. Other findings revealed that post-disaster psychological conditions have a significant impact on community satisfaction with tourism policies and their perceptions of tourist destination security. Based on the results of this study, an integrated approach that includes comprehensive disaster mitigation policies, improved tourism security, and attention to the psychological state of the community is needed to rebuild community trust in post-disaster tourist destinations. This study provides important insights for policy makers and destination managers in designing more effective recovery strategies to ensure the sustainability of the tourism sector in disaster-affected areas.
