Abstract

This study aims to analyze the relationship between servant leadership (SL) on organizational culture (OC), organizational citizenship behavior (OCB), and knowledge-sharing behavior (KSB) to test the indirect relationship of servant leadership (SL) on organizational culture (OC), organizational citizenship behavior (OCB), and knowledge sharing behavior (KSB), as well as to test the indirect relationship of SL to OCB and KSB through OC. The research design used a quantitative method; the research samples were 60 village officials from one of the sub-districts in Magetan Regency, East Java, Indonesia. Data collection was carried out by way of a survey using a questionnaire. The research results showed that SL has a significant positive relationship with OC and OCB, but SL does not have a direct relationship with KSB; OC has a significant positive relationship with OCB and KSB; OCB is not directly related to KSB; OC plays a partial mediating role in the relationship between SL and OCB; OC as a full mediation of the relationship between SL and KSB. Realizing KSB can be improved through the internalization of organizational culture, which can increase OCB and encourage organizational members to share knowledge.

Abstract

Implementing government affairs with broad autonomy, especially elective government affairs can promote and develop regional potential. However, in its regulation and implementation, some problems hamper creativity and the development of regional potential. This study aims to evaluate the development and practice of elective government affairs in Indonesia, find a way to strengthen elective government affairs, and realize the widest possible autonomy in the Unitary State of the Republic of Indonesia system. The research used normative law through a statutory, conceptual, and historical approach. The results showed that first, the development of regulations governing government affairs in Indonesia is only explicitly regulated in two laws, namely Law 32/2004 and Law 23/2014. On the other hand, this study found anomalies in the regulation of elective government affairs in Law 23/2014, namely that not all selected government affairs are delegated to provinces and districts/cities even though elective affairs have very potential in developing the potential and distinctiveness of the region. Not only that, in practice, selected government affairs are sometimes hampered by the application of NSPK from the central government. Second, the strengthening of selected government affairs to implement the widest possible autonomy can be done by strengthening selected government affairs based on the NKRI system and redesigning NSPK in the implementation of selected government affairs in the regions.

Abstract

This study aims to analyze the relationship between village infrastructure and the development performance of villages within the Central Java Province. The research provides crucial insights into the significance of comprehending the role of village infrastructure in enhancing village development performance. In this study, village infrastructure is measured through three dimensions: social, physical, and institutional. The methodology employed in this research utilizes descriptive analysis to depict the characteristics of village infrastructure and village development performance in the Central Java Province. Furthermore, correlation analysis examines the relationship between village infrastructure variables and development performance. The research findings indicate that social, physical, and institutional infrastructure in villages in Central Java exhibit diverse characteristics and weak relationships.

Abstract

This study aims to explore the effectiveness and challenges of equalizing positions within the Ministry of Home Affairs (Kemendagri) from administrative positions to functional positions, which has caused a major transition in the field of government bureaucracy. This study answers three questions, namely, first, how is the policy implemented; second, what are the supporting and inhibiting factors; and third, how is work motivation due to equalization? This study used a qualitative method. Data was collected through interviews and secondary data. The research results showed that the policy of equalizing administrative positions into functional positions within the Ministry of Home Affairs in terms of implementing statutory regulations is smooth. However, problems arose when the policy was implemented. This problem can be seen in policy productivity, policy linearity, policy efficiency, and work motivation due to policy. This study suggests that the equalization of administrative positions into functional positions within the Ministry of Home Affairs should continue to be evaluated, and training related to the main duties and functions of each employee should continue to be improved.

Abstract

This study aims to explore the relationship between work values, work attitude, leadership style, and job performance from two generations, namely Gen X and Gen Y, in the Department of Health, Population and Civil Registration of East Nusa Tenggara Province. The sampling technique used convenience sampling through Google Forms and then sent to each employee. The population and sample in this study were 168 people, including 72 people from Generation X with birth years 1965-1980 and 96 people from Generation Y with birth years 1981-2001. Based on this number, only 124 questionnaires were filled out and returned to researchers, of which Generation X was 46 and Generation Y was 78. This study showed different results for the two generations; Gen Six hypotheses were accepted. Two hypotheses were rejected, including work values affecting work attitude but not on job performance, work attitude affecting job performance, and leadership style affecting work values but not job performance. Work attitude can mediate between work value and job performance; work values can mediate the influence between leadership style and work attitude and job performance. In Generation Y, six hypotheses were accepted, and two hypotheses were rejected, including work values influencing work attitude and job performance, work attitude does not influence job performance, and leadership style influencing work values and job performance. Apart from that, work attitude is not able to mediate between work value and job performance; work value can mediate the influence between leadership style and work attitude and job performance.

Abstract

This study analyses the application of women's representation as election supervisors and election supervisors who are part of election organizers other than the General Elections Commission. The Election Supervisory Board (Bawaslu) is an election organizer with the authority and responsibility to oversee the process of election stages and election participants. This study uses a qualitative approach by using secondary data from the Bawaslu Decree of the Republic of Indonesia and primary data from the regulation of Law No. 7 of 2017 concerning general elections, journals, internet and social media from Bawaslu agencies, both from Bawaslu RI, Province, and Bawaslu Regency/City. Then, conclude using descriptive analysis techniques. The results of this study show that the implementation of women's representation in the election supervisory institution, namely Bawaslu, does not meet the women's representation requirement of 30%. Even in some districts/cities, women are not represented as election supervisors. Article 92 Paragraph 11, as a legal basis regarding women's representation in Bawaslu, is not fully implemented. Regulations are not only used as an obligation abort as a condition for women's entry into politics that have been given places and rules. In addition, implementation and supervision in the field are needed. There needs to be integrity and transparency from the selected selection team with no political content that benefits one candidate. However, due diligence and appropriateness are in the realm of Bawaslu of the Republic of Indonesia.

Abstract

This study aims to analyze the development of the agricultural economy in each regency/city in East Java Province using the Location Quotient (LQ), Shift Share (SS), Klassen Typology, and Geographic Information System (GIS) methods. In the context of agricultural economic growth in East Java Province, this study aims to gain a deeper understanding of the contribution and development of the agricultural financial sector at the regency/city level. The LQ method was used to identify the economic, agricultural industry, and the primary economy in each regency/city. In contrast, the SS method analyzes shifts in agricultural economic growth between districts/cities. In addition, Klassen typology provides an overview of the economic quadrant groupings. Finally, GIS is used to visualize spatial analysis results, which helps identify the geographic patterns and distribution of agricultural economic development in Indonesia. This research is expected to provide valuable insights for stakeholders, including government and industry players, in planning more effective agricultural and economic development policies in each region/city. The results of this study can also be a reference for further research in East Java Province.

Abstract

The low representation of women in parliament is a global problem, especially in Indonesia. The status quo shows that the role and representation of women in parliament is still very low, which has implications for legislation products that are not inclusive. Women are vital in legislation, especially in micro-policy aspirations related to welfare, education, equality, and household issues. The affirmation policy with a minimum female candidacy quota of 30 percent in Indonesia is implemented through the zipper system. However, unfortunately, it is still ineffective because women's representation is still very low. This study uses a qualitative descriptive method to analyze the inequality of women's representation in the Indonesian parliament. The data used secondary data, which has been collected and processed by other parties. The result of this study is an evaluation of the zipper system, which is still ineffective because it depends on the placement of candidate sequence numbers and political party awareness. The placement of women in number 1 is only 19 percent, while in number three, it reaches 67 percent, and in number 6, 65 percent. It has a big impact on the probability of low electability. With women's representation, women's voices can be heard and fought for in government, thus realizing an equal and inclusive government. Revamping the zipper system by requiring the placement of female candidates at number 1 is an effective solution to increase women's representation in parliament in line with descriptive representation theory, which emphasizes the importance of proportional representation from various groups of society in government.

Abstract

Gender quota policies for women in parliament or politics worldwide have developed since the 1990s. Indonesia applies this policy to the House of Representatives (DPR) as a political representation with a 30 (thirty) percent quota. As a fellow national parliamentary institution that is part of the People's Consultative Assembly (MPR), it turns out that there is a policy vacuum for DPD institutions. The vacuum, in addition to illustrating discriminatory practices, can potentially result in a very minimal representation of women in the institution. This study aims to assess the probability of implementing a similar policy for DPD institutions or provide other recommendations that are more appropriate. This research used normative legal research that uses the statute approach, conceptual approach, and comparative approach. Our data is obtained from a literature study and will be analyzed qualitatively. The results of this study, based on the consideration of nomination inequality and patriarchal culture, comparison of other countries, DPD as part of the MPR, Indonesia's bicameral system, and the correlation of Regional Representation and Women's Issues in Indonesia; DPD has several important and relevant arguments for implementing affirmative gender quota policy. However, against these considerations, there are also arguments that are not important and irrelevant, have no significant impact, or are impossible to apply, which is a challenge to implement affirmative policies such as DPR. Therefore, the most appropriate recommendation for DPD is simply through more massive socialization of candidacy by the General Election Commission (KPU) so that the legal culture in the form of awareness of the existence of female DPD members will grow and concerns about the lack of female DPD members can be prevented.

Abstract

This study aims to analyze the design of extreme poverty reduction policies in West Lombok District. The design of the policy refers to the substance/content of the policies developed for the reduction/prevention of extreme poverty used by the regions. A case study research approach is used to explore the design of extreme poverty alleviation policies. The West Lombok Regency government's policy on poverty alleviation contains various local government programs synergized in accelerating the acceleration of extreme poverty reduction. In addition, it is in the form of efforts to assist the poor for a movement that is actualized in bridging aid recipients to get out of poverty immediately. The construction of extreme poverty reduction policies in West Lombok Regency adopts the concept of an innovation hub to accelerate cross-government programs that target basic services (health and education) in interventions for individual/family change as well as increasing the business capacity of community groups.
