Abstract

Ombudsman supervision is a representation of supervision carried out by the community or civil society groups. The way the Ombudsman works is also similar to the way civil society works, free of charge, and various other conveniences. This research aims to examine how the Public Service Oversight Policy is implemented in the Office of the Ombudsman of the Republic of Indonesia, South Sulawesi Representative. This type of research is qualitative using a descriptive approach. Data collection techniques were carried out by means of observation, interviews and documentation. The data analysis technique used consists of data collection, data display, data condensation and drawing conclusions. The research results show that researchers can categorize the implementation of public service supervision policies in the Indonesian ombudsman office representing South Sulawesi as good and have experienced improvement. As for why researchers say the implementation of public service supervision policies at the Indonesian ombudsman office representing South Sulawesi is in the good category because the communication, disposition and bureaucratic structure indicators have been running well according to the objectives and have experienced improvement.

Abstract

The high poverty rate and decreasing number of MSMEs in the 2017-2022 period in North Kolaka triggered coaching activities to encourage increased MSME capabilities by the North Kolaka government. The main overview of this research is to examine increasing the capabilities of MSMEs through a development program in North Kolaka which involves various sectors of the Regional Government, Central Government, BUMN/BUMD, and the community. Various findings from interviews, observations and documentation studies were reviewed and analyzed using a qualitative descriptive approach with an interactive model. This research shows an increase in the capabilities of MSMEs in North Kolaka through a coaching program which is realized in several activities in the form of stimulus assistance, business equipment assistance, entrepreneurship assistance, education and digital innovation-based training. This program significantly increases the capabilities of MSME players, both in terms of finance, knowledge, skills and innovation. Increasing MSME capabilities helps create better business management, in the aspects of financial stability, brand creation, packaging, product diversification and digital marketing, and innovation capabilities by utilizing RBA features to prepare business plans based on the OSS RBA application. Apart from that, this activity involving MSMEs opens up space for communication, discussion and interaction between MSME actors, the government and the private sector which can improve the social capabilities of MSME actors in North Kolaka, especially in establishing cooperation and forming mutual benefits. business network. Increasing the capabilities of MSMEs in the Region will have a significant impact on sustainable local economic growth

Abstract

The study explores the critical role of civil service human resource management policies in shaping the productivity of government organizations in Indonesia. In recent years, the effectiveness of these policies has garnered attention as governments strive to enhance efficiency and performance. The research aims to understand the direct and indirect impacts of these management policies on organizational productivity within the public sector. Using a qualitative research approach, the study involves in-depth interviews with key stakeholders, including policymakers, HR managers, and civil servants, to gather insights into the implementation process, challenges faced, and outcomes observed. Data were analyzed through thematic analysis to identify patterns and draw meaningful conclusions. The findings reveal that while the implementation of HR management policies has led to some improvements in organizational productivity, significant challenges remain, particularly in areas such as policy consistency, employee motivation, and resource allocation. These issues often stem from gaps in communication and a lack of tailored approaches to different organizational contexts. The study highlights the need for continuous evaluation and adaptation of HR policies to better align with the dynamic needs of government organizations, ensuring sustainable productivity gains. The research contributes to the broader discourse on public sector management by providing practical recommendations for enhancing the effectiveness of HR policies in the Indonesian civil service.

Abstract

Development is planned change, has goals with sustainable programs, and is related to the time dimension. The aim of this research is to reveal the economic allocation patterns and power of mountain farming women as main and additional breadwinners in rural development. The approach used in this research is a naturalistic qualitative approach with proportional sampling. Data collection using in-depth interviews and observations. The research results show that the economic allocation pattern of female mountain farmers is a work pattern for mountain farmers who are productive not only as additional providers, but also as main breadwinners and have an important contribution to rural development. This pattern of economic allocation for women farmers continues to rely on rural cultural values and the awareness of women farmers to contribute economically to their families and the wider community for rural development. The pattern of power allocation of mountain farming women in the domestic realm and wider society, with the real economic contributions they have made, has an effect on the tendency to be perceived as equal to men, in every development role.

Abstract

The government is carrying out physical development, namely the construction of the Centra Point of Indonesia (CPI) which is being built in the Tanjung Bunga beach area, Makassar Bay, namely the construction of business and government centers, holiday areas, world-class hotels with a total area of 157 hectares. This research aims to determine the impact of policies and changes in space utilization for the Mega Project (CPI) development on the economy of coastal communities in Community City. The type of research is qualitative through interviews and field observations to explore the required data from sources related to the impact of development policies (CPI) in improving the economy of communities around development (CPI). The results of this research show that most of the people living on the coast have experienced a change in their job status from fishermen as fish finders to entrepreneurs, both in trade and service businesses. Changes in the employment status of fishermen actually have an impact on improving the economy of coastal communities. The positive impact of the development policy (CPI) is the change of land on the coast of Makassar City into a residential area, business area, the creation of road access connecting Makassar City with Takalar and Gowa Regencies. This research can be used as a reference for future researchers regarding the impact of Center Point of Indonesia development policies using qualitative research methods.

Abstract

Education is a learning process involving teaching staff and students which aims to produce quality and competitive students. This research aims to improve the learning system which still uses old patterns in order to improve the quality of learning for students with management and office automation. Education in Indonesia cannot yet compete in the world because the Indonesian education system and quality has not produced many intellectual generations. Therefore, to create good and quality education, teaching staff must be able to provide quality learning to students at school. In the world of education, the role of teachers is very important. This research is qualitative in nature, therefore, to achieve the research objectives, data collection techniques were used, namely interviews, observation and documentation. The results of the research show that improving the quality of learning for students as educators' learning behavior provides a sense of comfort and teachers become role models for students at school. Student behavior or activities enable students to develop their talents and make them confident. The latest thing from this research is that teachers have implemented innovative and creative learning that is different from previous learning and the school has also made new breakthroughs to improve the quality of learning in schools by adding supporting tools to the learning process.

Abstract

Harmony based on security, order, and community obedience is an expensive and rare public good in several regions and organizations which is created by every government institution as part of its role in providing basic services for all citizens. Conversely, disharmony or disorder is an organizational (bureaucratic) pathology that needs to be treated by revitalizing the role of public institutions that are competent in this field. The article resulting from this research aims to explain the role of Bhabinkamtibmas as a panacea - for all diseases - in treating the pathology of public organizations. Data, information, and knowledge about the focus of the research at its locus were obtained through observations of various activities, online questionnaires to technologically savvy respondents, interviews with informants, and documentation of the activities of individuals and public institutions involving the role of Bhabinkamtibmas. The analysis technique follows an interactive model, namely data collection, data condensation, data presentation, verification using the Important Performance Analysis (IPA) technique, and conclusions. The results of the research found that Bhabinkamtibmas individually and institutionally play a role in treating (overcoming) various types of organizational (bureaucratic) pathology that disrupt security, order, and community obedience to the research locus. The pathology of public organizations underlies the need to revitalize the role of individuals and institutions of Bhabinkamtibmas while strengthening the assumption about the urgency of public policy as a choice for the government to act or not act in treating the pathology of public organizations through revitalizing the role of Bhabinkamtibmas in overcoming disturbances in security, order and public disobedience. Thus, Bhabinkamtibmas is recognized as a panacea in treating organizational pathology to create harmony based on security, order and community obedience.
