Abstract

This article uses a qualitative descriptive method. This research method aims to describe and interpretation the meaning of a phenomenon or situation based on the data collected. The principles of good governance include community participation, law enforcement, transparency, responsiveness of officials, service effectiveness and efficiency, accountability and the rule of law. These principles must be implemented to improve the quality of public services and meet community expectations. There are challenges and obstacles in the implementation of Law No. 6 of 2014, such as a lack of personnel and infrastructure, unclear timelines for completing documents, and a lack of transparency in providing information as happened in Nimasi Village, Bikomi Tengah District, Timor Tengah Utara Regency. From the results of the conclusions, it shows that village management in general implements good governance but found basic problems such as (1). The uneven competence of human resources in Nimasi Village is due to the lack of training of village apparatus in managing the village. Such as BUMDes management and sustainable skills development. (2). The translation of policies from districts to actors in villages is difficult to implement through the formulation of rules that will be applied to the public in villages. (3). There is no complete supporting equipment for training and empowerment of the Nimasi village community.

Abstract

This study is a study of the victory of local parties with a case study of Aceh Party's victory in legislative elections in Aceh Tamiang District 2009. The focus discusses why the Aceh Party (PA) can win the legislative elections in Aceh Tamiang District 2009. The method used is descriptive-qualitative method, The research are emphasized on giving an objective picture about the actual state of the object under study. However, in order to obtain broader benefits in this study, in addition to the fact also the provision of strong interpretations. With the technique of collecting interview data and documentation and data analysis techniques using descriptive analysis. The findings of this study include four things that are the factors winning the Aceh Party in the 2009 Election. First, the factors of political strategy; Secondly, there is a solid political machine; Third, the political culture of the people of Aceh Tamiang; Fourth, the political atmosphere. Furthermore, there were also four things to be the inhibiting factors experienced by the Aceh Party in the 2009 Election. Firstly, the funding factor; Secondly, the existence of intimidation; Third, party infrastructure; Fourth, 30% quota of female candidates

Abstract

This study is the study of the perception of the Students against the State ideology Pancasila at the USU EXTENSION. Focus students ' perceptions of SOCIAL about how discuss USU against Pancasila. The findings of this study, among others, there are three things that become indicators of students ' perception in seeing against Pancasila. First, the indicators of cognition to see the level of knowledge of students against Pancasila; Second, indicators of students ' feelings of affection to see concerns the emotional aspects toward Pancasila; Third, the evaluative indicators to see objectively based on student assessment of cognition and affection they have associated the Pancasila. The method used is the method diskriptif-quantitative data collection techniques with the shape of the survey (questionnaire) and data analysis techniques using univarial analysis with a single table.

Abstract

This article discusses about the relationship of clan/ethnicity in choosing. Ethnic problems / clan similarities are a problem that’s often debated in Indonesia "do people choose based on ethnicity / clan similarity?". These are the questions that we often face. Because most people in Indonesia choose based on one tribe / one clan with the prospective leader. The type of research used in this study is a type of qualitative research that seeks to understand and interpret the meaning of an event. The data used in this study are data derived from library studies and also data from the field obtained by distributing questionnaires or questionnaires to voters in Balige District. From these results, most of the voters in the District of Balige chose the pairs of candidates who were one clan and a kinship with them. This is evident from the results of the voting in this area, where the couple Kasmin Simanjuntak / Liberty Pasaribu were the winners. From the data obtained by the author, the majority of those who chose this pair were subjected to the factors of clan / ethnicity and kinship factors.

Abstract

Football and politics are now two things that can not be separated. The development of football is increasingly rapidly making this sport a source and an instrument to obtain certain goals. The goal can be at variance, ranging from the acquisition of capital to power, existence, and ideologization. This research on two objects that missed will use secondary data as data collection technique that is in the form of book literature, local and international journal, as well as other materials that support and relate to the title of research including mass media and using study of qualitative analysis as technique in analyzing data. Abstract

This study raises a discussion about the Illusion of Substantial Democracy in Indonesia: A Criticism of the Implementation of Theshold's Parliamentary. Since the 2009 general election. Indonesia has begun to introduce a parliamentary threshold system (Parliamentary Theshold) which sets a 2.5% threshold. Then in the next election, the 2014 election rose to 3.5% in the spirit of simplifying the number of parties in parliament. However, in fact this did not happen. Because, the number of political parties resulting from the 2009 elections which were 9 parties actually increased to 10 parties in the 2014 election. There were other problems in the electoral system using Theshold Parliamentary. As in the 2009 elections there were 29 political parties whose voices were lost due to this system, then in the 2014 elections there were 2 political parties who also lost votes due to the threshold system. Of course, as a democracy the people must know where the voice is. Is the system of implementing the Theshold Parliamentary system in the Indonesian elections in line with the essence of substantial democracy? The results of this study indicate the parliamentary threshold system has an impact on the loss of the voice of small parties, transactional presidential elections and the parliamentary threshold limiting democratic rights. Indonesia needs an electoral system that is honest, free, high-quality, transparent and represents the wishes of the majority of Indonesia's ractates

Abstract

This research explains the relationships between gender stereotypes that live inside patriarchal culture among Balinese with voting behaviour of female candidates in the 2014 legislative election. Using quantitative method, the number of the samples are 800 which are proportionally spread in all Bali regencies and cities. The margin of error of this research is 3% at 95% confidence level. The sampling technique used is multi stage random sampling. The research findings suggest that in the 2014 legislative election, only 4% of the Balinese respondents voted for female candidates. This is due to the gender stereotyping factor, where there are very few issues or policies that are considered more capable of being resolved by female politicians. Almost all the issues that become problems in the daily life of the Balinese people are considered by the respondents to be better resolved by male politician

Abstract

Not many young people actively participate in or take part directly in political contestation and become part of the success of winning the contest. In this paper, it reveals the strategies of the youth to win political contestation and become a member of the DPRD of Medan City for the period 20142019, within the scope of a democratic system and succeeded in becoming one of the elected parts to represent the community in the regional legislature. The purpose of this paper is to encourage more democratic political development in increasing the participation of young groups in developing their regions. The methodology used in this paper is a qualitative approach that produces descriptive data.

Abstract

This paper focus on examining the transformation of Islamic activism in North Sumatra especially their movement, which was echoed by the Aksi Bela Islam in Jakarta 2016, in this region in post- punishment of Basuki Tjahaja Purnama between 2017 and 2018. The study analyses their movement in keeping the narration of politics, discourse of intimidated Islam, and then all these have been capitalised for political interest in regional election such as governor election in North Sumatra 2018. The study is approached by social movement theory, Islamic social movement, and then being related to the project of democratization and the contemporary narration of Indonesia nationalism. This study argues that firstly, this movement is still going on move longer than many scholar predicted because their ability to keep discourse and analize political structure opportunity. Secondly, fragmentation in the body of movement can not be avoided because working disorientation and their relation with political elit and electoral politics. Third, the shadow of this movement existence remains a big challenge for democratization project in North Sumatra and generally Indonesia.

Abstract

The problems raised in this study are: (1) Lack of human resources to fill the structure so that concurrent positions occur in the work system in Binjai City KPU, (2) Lack of facilities and infrastructure in Binjai City KPU, (3) Still lack of socialization in Implementation Election Commission Regulation Number 1 of 2015. This study uses qualitative research methods, which are used in a study to obtain a qualitative description and will be dominated by many words, sentences and descriptions and rarely use numerical data, although it does not rule out the possibility of displaying tables or graphs to support the completeness of the data. From the results of the study, it is known that the existence of Regulation of the General Election Commission No. 1 of 2015 has a significant impact on improvements in public services, namely services that are getting better in "one door" by PPID, openness to access to public information, increasing active role of society, equality of treatment , timeliness, ease and affordability. Although there is still much to be improved in implementing the 2015 KPU Regulation No. 1.
