Abstract

Budget constraints and the impact of the COVID-19 pandemic are limiting poverty alleviation initiatives in Central Java. Local governments in Central Java are attempting to refocus priority policies by collaborating with local government agencies and CSR participants in order to reduce poverty, which necessitates the convergence of social protection contributions and CSR contributions as a solution that needs to be optimized in Central Java. One of the poverty alleviation program's action steps is to maximize the e-government CSR reporting system known as SILAP CSR and the CSR forum working group at the Central Java Province level to facilitate the convergence of social protection contributions based on potential, problems and needs in communities. However, SILAP CSR and the CSR forum working group have not been adequately exploited and socialized to the 35 regency and city governments across Central Java, hurting the quality and number of CSR participants in the local area. As a result, this study was carried out to determine the extent to which SILAP CSR and the CSR Forum working group synchronized their performance in poverty alleviation efforts among government agencies and CSR players at the Central Java Province level. This study employs qualitative methods, including in-depth interviews and Nvivo, to examine the impact and evaluation of SILAP CSR and the CSR forum working group at the Central Java Province level, based on the theoretical foundations of stakeholders, governance, and leadership as essential keys to maximizing poverty alleviation strategies through internal and external collaboration. The findings indicate that SILAP CSR and the CSR forum working group at the Central Java Provincial level are not in sync with the 35 regencies and city administrations in Central Java. As such, different techniques are required to improve their performance: 1) internal collaboration among government agencies and partnerships with CSR participants to reduce technical and ego-sectoral barriers; 2) building sustainable participation through MUSRENBANG and CSR forum working group; 3) updating SILAP CSR data and synchronizing with various e-government and open data sources inclusively; 4) continuous supervision to avoid potential duplication and the risk of greenwashing CSR participants; and 5) the role of autocratic transformational leadership.

Abstract

Recently, the emergence of a popular commodification in the form of South Korean music, known as K-Pop, has the potential to attract youthful generations in a number of Asian nations. The massive deployment of K-Pop has become public attention on how music with uncommon language could reach many people outside South Korea. One of the entertainment companies considered responsible for the phenomenon is SM Entertainment. This company is considered one of the largest in South Korea. Thanks to its business strategy capable of deploying commodification called K-Pop could enter many Asian countries, with the local company from the target market. This research aims to analyze the business contracts between SM Entertainment and the affiliation companies to create business collaboration in the form of entry mode toward different Asian countries and to evaluate SM Entertainment's success in deploying their K-Pop's commodification in Asia. This research applied the theory of Cultural Technology, Entry Mode and Cross-Country Business Contracts with a qualitative descriptive method. The results showed that implementing cross-country business contracts is doing a number in K-Pop’s expansion across Asia by modifying the business contracts suitable for the SM Entertainment and the target market to enter the Asian Market. This research also shows  that K-Pop's expansion in the Asian Market is a successful movement since K-Pop’s commodification reached and influenced many people to consume it, especially from SM Entertainment. Nonetheless, SM Entertainment is expected in entertainment if they are eager to make this K-Pop's commodification accepted generally and not just as one- time phenomenon.

Abstract

Law No. 23/2014 on the Local Government aims at fostering local governments in the country to nurture a culture of innovation to improve the quality of public services. This research attempts to discover paradoxes in the Surakarta City Government related to regulations governing local governments in Indonesia in developing public service innovation. This study uses a qualitative methodology with descriptive analysis related to the paradoxical evidence of public service innovation capacity in the Surakarta City government. Data were collected through in-depth interviews, observations, and literature studies of reputable journals. Furthermore, interviews were conducted with resource persons, from top management leaders to innovation actors, with a total of ten people. We utilised the analysis framework of Public Sector Innovation Capacity Management by Kim and Lee to analyse the results. We used SWOT analysis to devise a public service innovation capacity management strategy in Surakarta City. The results prove that the Surakarta City government has different characteristics in developing public service innovation. However, there is a paradox, which is a contradiction in the course of the local government in general. This paradox is evident in two main phenomena. First, there were no particular government regulations. Second, regional apparatus organisations (OPD) practice less collaborative mechanisms. By contrast, we found that entrenched innovation DNA and an external driver of innovation support the creation of public service innovations in the Surakarta City Government.

Abstract

Online games played in groups require cohesiveness and effective coordination among team members for successful cooperation. The sociological study of cohesiveness remains neces- sary because the analysis of interactions found in number of studies has not been sufficient- ly in-depth. These studies have failed to reveal the social significance of the term “cohesiveness” or the importance of good coordination as a symbolic force within a group. Several Mobile Legends players in Gorontalo are part of a community renowned for their remarkable reputation in winning matches worldwide. This success has led to the expansion of the group into 3 squads (sparring groups). This research aims to explore how community cohesiveness can serve as a symbolic force, employing qualitative methods with a narrative approach to provide detailed analysis. As a symbolic force, cohesiveness develops through three processes: the initial emergence of cohesiveness, its progression towards community superiority, and finally how the community maintains its cohesion. The symbolic power of community cohesiveness encompasses role symbols and attitude symbols among its members.

Abstract

The world is in recession, Covid-19 and the Ukraine Crisis are two important events that have made the world economy worse. The World Bank predicts an increased risk of a global recession in 2023. A recession will impact many aspects of life, including the military. This is reasonable because efforts to overcome them are prioritized in the main sectors. Something is fascinating about Southeast Asia, namely that its military expenditure has increased. Why did Southeast Asia's military expenditure increase during a recession? This pattern of contradic- tion is not only important but also interesting to study. Using qualitative methods with data analysis techniques, and borrowing a structural realism approach, it is found that the in- creasing competition between the U.S.A. and China has triggered an increase in military ex- penditure in the region. At the same time conflicts and potential conflicts between countries in the Southeast Asian region, although not directly, are permanent causes. The recession does not seem to affect efficiency in military expenditure, this shows that tensions in Southeast Asia are a priority of countries in the region. These findings close a gap in previous studies which were relatively dominated by efforts to link military expenditure to economic growth using quantitative methods

Abstract

The case of a state official required a Deaf person to answer questions submitted to a Deaf person on World Disabilities Day in 2021 by using spoken language and refusing to use sign language because it was considered that the disabled have the same abilities as the non- disabled group. The perception of these state officials is a representation of the Indonesian population in understanding disabilities. The purpose of this research is to prove that Indonesia already has a policy to align the life positions of disabled people with non-disabled people, but these policies do not reach the community level, so that people are not friendly to people with disabilities. This research uses descriptive qualitative method by analyzing interview data and indirect observation, as well as combining secondary data obtained from previous research, the website found that facilities in the form of infrastructure were uneven and low sign language skills for non-disabled groups led to a lack of knowledge about the existence of disabilities. The result of this study shows that the disabled group cannot adapt to their own environment so that the existence of disabilities is not widely known by the public. The lack of knowledge about people with disabilities causes people to think that disabled groups are the same as non-disabled groups. Such perception is then considered by the people of Indonesia to be unfriendly to persons with disabilities.

Abstract

In the era of globalization, product internationalization is crucial for a company to reach the global market. The success of local businesses in reaching international markets needs to be supported by the involvement and collaboration of various actors. This research offers a unique insight into painted fabrics, an innovation of batik cloth as an original identity and cultural heritage of Solo (Central Java), which is a relatively new commodity that potentially penetrates international market. This study aims to examine and analyze the efforts of Nasrafais painting in Jebres Solo to penetrate the global market by exercising good governance and fostering collaborative relationships among various actors in multitrack diplomacy.  As one of the producers of painting fabric, Nasrafa has implemented local values and, as a result, earns prestigious national awards and grows foreign buyers. This research used the qualitative method, collecting primary data through interviews and discussing the collaborative effort between government, local business, and society in international relations, especially in the application of Good Governance. The results showed that the success of the export business was driven by massive, structured support from the government, corporations, and local citizens. An optimal, collaborative system can help establish the right conditions for industries to build domestic and international cooperation. This system is reflected in the production of Nasrafa painting fabric, indicating that the implementation of good governance can support multi-track diplomacy to accelerate the development and cooperation among actors in developing countries.
