Abstract

This research examines the historiography of religious moderation through the relationship between Tjong A Fie and Islam in North Sumatra from 1880-1990. The main problem addresses the scarcity of in-depth studies on the role of non-Muslim figures in promoting interfaith harmony amidst historiography dominated by conflict narratives. Employing the historical method—including heuristics, criticism, interpretation, and historiography—this study aims to uncover how Tjong A Fie, a Chinese entrepreneur, contributed to the development of Muslim communities and facilitated interfaith dialogue. Key findings indicate that Tjong A Fie actively supported the construction of Islamic worship facilities, funded religious activities, and built strong relationships with local religious scholars, creating a pragmatic and inclusive model of religious moderation. The conclusion reveals that his contributions offer a fresh perspective on the history of religious moderation in North Sumatra, highlighting the importance of non-formal leadership and philanthropy in shaping social cohesion.

Abstract

This study examines how the concept of tolerance of customs in North Sumatra in the perspective of Buya Hamka in Tafsir Al Azhar. This research is a qualitative research with a literature study approach (library research) and thematic interpretation (maudhu'i). Data were collected using documentation techniques, namely through reading, recording, and reviewing texts from primary and secondary sources relevant to the focus of the research. The results of this study indicate that Tolerance is the ability to respect the basic nature, beliefs, and behavior of others because Islamic teachings do not prohibit its followers from creating and implementing a custom in dealing with something that happens to them as long as the implementation does not conflict with Islamic teachings therefore Buya Hamka emphasized that customs are part of people's lives, but must be filtered with Islamic values. In the area of North Sumatra, especially in the Javanese tribe, many of the population still follow the mutih fast. Mutih fasting is not part of Islamic teachings that are sourced from the Qur'an and Sunnah. Buya Hamka's View on the "mutihan" Label: Rejected as a tool to divide Muslims; Fasting in traditional rituals (such as mutih) is not in accordance with the Sunnah and is considered bid'ah. General Principle: All religious practices must return to the foundations of the Quran and Sunnah, without any unsubstantiated religious innovations.

Abstract

This study analyzes manipulation and ethical violations in Public Relations (PR) as depicted in the film Thank You for Smoking (2005). The film highlights how a tobacco industry spokesperson employs persuasive communication strategies that contradict core PR ethics. This research applies qualitative content analysis using critical discourse and Roland Barthes' semiotic approach. Data were collected through observation of scenes involving manipulation, conflicts of interest, and dishonesty. The findings reveal manipulative practices such as card stacking and issue framing used to shape public opinion. The study concludes that the film serves as a critique of unethical PR practices and emphasizes the urgency of enforcing ethical standards to maintain professional integrity.

Abstract

This study analyzes the implementation of the Regulation of the Minister of Marine Affairs and Fisheries of the Republic of Indonesia No. 18 of 2021 concerning Fishing Equipment in Marine Waters in Sibolga City from the perspective of Siyasah Dusturiyah. The research applies a qualitative descriptive method, utilizing field observations, in-depth interviews, and document analysis. Findings indicate that the regulation aligns with sustainable fisheries management principles and has contributed to reducing destructive fishing practices, positively impacting coral reef restoration and fish stock recovery. However, effectiveness remains constrained by limited surveillance capacity, overlapping institutional authority, and the economic burden on small-scale fishers. From the Siyasah Dusturiyah perspective, the policy embodies maslahah ‘ammah but lacks full implementation of al-‘adl, amanah, and syura. Strengthening community participation, providing equitable economic support, and enhancing inter-agency coordination are recommended to balance environmental sustainability with fishermen’s welfare.

Abstract

This study aims to analyze the responsibility of the Simalungun Regency Government in providing electricity for SD Negeri Sinar Baru based on the perspective of siyasah syar‘iyyah and Minister of Education Regulation (Permendikbud) Number 22 of 2023. Using an empirical research approach, data were obtained through interviews, observations, and document studies on the school’s condition, local policies, and technical barriers in the field. The findings reveal that SD Negeri Sinar Baru still lacks adequate electricity access due to geographical constraints, budget limitations, and logistical challenges. This condition negatively affects the quality of teaching and learning and contradicts the principles of ḥifẓ al-dīn, ḥifẓ al-‘aql, and ḥifẓ al-nasl in Maqāṣid al-Syarī‘ah, as well as the obligations stipulated in Article 9 paragraph (2) point g of Permendikbud Number 22 of 2023. The study recommends budget prioritization, cross-sector synergy, and the utilization of renewable energy to accelerate electricity provision for remote schools.

Abstract

This study aims to explore and understand the Islamic communication messages contained in the Malay traditional engagement ceremony among the Deli community, North Sumatra. This study uses a qualitative approach with field research methods, which allows researchers to directly engage in social and cultural observations and collect data from sources involved in the tradition. The main informants in this study consisted of Shafwan Hadi Umri, Aslim, and Tengku Ismail, who each provided scientific, cultural, and practical insights regarding the traditional engagement ceremony. Secondary data were obtained through a desk study of relevant literature. Data analysis was conducted using the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The findings of this study indicate that the Deli Malay traditional engagement ceremony is not only a cultural ritual, but is also rich in Islamic messages, such as polite speech, respect for parents, honesty, and silaturahmi (silaturahmi). These messages are conveyed through cultural symbols, pantun (rhymes), and figurative language, reflecting polite and wise communication in accordance with Islamic teachings. The results of this study emphasize the importance of preserving this traditional tradition so that the younger generation remains connected to a cultural identity that is rich in Islamic values.

Abstract

The use of mobile phones without holders while driving has become a common habit among online motorcycle taxi drivers. This practice is driven by job demands that require drivers to stay connected to the ride-hailing app, navigation, and customers. However, using a phone without a holder can disrupt concentration, increasing the risk of accidents and endangering both the rider and other road users. The absence of explicit regulations mandating the use of phone holders creates a regulatory gap with potentially harmful consequences. This study aims to analyze the safety risks and impacts of using phones without holders while driving, as well as examine the urgency of enforcing holder usage obligations from the perspective of Sadd adz-Dzari’ah (Blocking the Means to Harm) and its relevance to Law No. 22 of 2009 concerning Road Traffic and Transportation. The research employs an empirical juridical approach with case study and sociological methods, collecting data through literature reviews and interviews.The findings indicate that using a phone without a holder while driving increases the risk of accidents for online motorcycle taxi drivers due to impaired concentration and vehicle control. From the perspective of Sadd adz-Dzari’ah, although using a phone without a holder is initially permissible (mubah), it leads to harm (mafsadat) and must therefore be prevented. Juridically, this practice also violates Article 106 Paragraph (1) of the Road Traffic and Transportation Law. Hence, the use of phone holders should be mandated as part of road safety standards.

Abstract

This study aims to analyze the organizational communication strategies of KPOTI North Sumatra in revitalizing traditional sports amid the currents of modernization. Using a descriptive qualitative approach and a single case study design, data were collected through in-depth interviews, participatory observation, and media documentation. The data analysis followed the Miles, Huberman, and Saldaña interactive model, involving data reduction, data display, and conclusion drawing. The findings reveal that KPOTI North Sumatra implements a hybrid communication strategy combining face-to-face interaction and digital media. Cultural campaign messages such as “Lestari Budayaku, Bugar Bangsaku” (Preserve My Culture, Strengthen My Nation) were used to engage the younger generation through social media platforms like Instagram and YouTube. Supporting factors include the creativity of the social media team and cross-sectoral collaborations, while challenges include limited funding and declining youth interest in traditional games. This study concludes that organizational communication strategies grounded in local cultural values and adaptive digital approaches are crucial for cultural preservation in the modern era.

Abstract

In Indonesia, various languages can be learned by all levels of society, both teenagers and adults. Language variety is a variety of language that is used differently, namely it is divided into two, namely high language variety and low language variety. Research on the use of these two varieties of language will emphasize language diglossia in the interactions of the Bugis community in everyday life. The aim of this research is to find out what and how the Bugis community interacts in language diglossia or the two varieties used in everyday life. The method used in this research is observation by observing what and how the Bugis community interacts in two different languages in diglossia. The results of this research will identify speech or interactions that refer to diglossia and compare the two varieties of language used in Bugis community interactions.

Abstract

Embalming a corpse without a clear purpose is prohibited, even forbidden, in Islam, while according to the 2007 MUI fatwa, embalming for educational purposes is permitted. However, some scholars have different views, some reject this practice on the grounds that the corpse must be honored and it is prohibited to damage or change body parts for a long time. Furthermore, there are other opinions that state that they agree and remain permitted as long as it is for a clear purpose. This study aims to determine the law of embalming a corpse according to the views of scholars in Sumedang Regency and Majalengka Regency, existing regulations in Indonesia, and the opinions of health workers and nursing academics. In this study, the data analysis method used is a qualitative field data analysis method with an in-depth interview approach to explore the views of several figures consisting of scholars, health workers and academics in nursing. The results of the study show that religious scholars, health workers, and nursing academics in Sumedang Regency and Majalengka Regency agree and allow the act of preserving corpses for educational purposes, namely as cadavers, because it is considered that this can provide many benefits such as being able to help the greater good, namely to increase knowledge and cure millions of sick people for the development of human knowledge in the world.
