Abstract

This study discusses the implementation of Tanjung Balai City Regional Regulation Number 15 of 2004 concerning the Prohibition of Vagrancy and Begging from the perspective of Siyasah Dusturiyah. The phenomenon of the increasing number of vagrants and beggars (gepeng) in Tanjung Balai City indicates a gap between the ideality of law (das sollen) and social reality (das sein). The purpose of this study is to analyze the effectiveness of the implementation of the regulation, to identify its inhibiting and supporting factors, and to assess its conformity with the principles of public benefit (maslahah) in Siyasah Dusturiyah. This research employs an empirical juridical approach with a qualitative descriptive method through interviews, observations, and document studies. The results show that the implementation of the regulation remains weak due to budget limitations, insufficient rehabilitation facilities, and lack of inter-agency coordination. Moreover, the legal substance of the regulation focuses more on control and sanctions without being balanced by rehabilitation and social empowerment policies. From the perspective of Siyasah Dusturiyah, such a policy has not fully fulfilled the principles of maslahah ‘ammah and maqasid al-shariah, as it has not yet succeeded in ensuring protection, empowerment, and justice for the poor. This study concludes that the handling of vagrancy and begging should be directed toward economic empowerment, moral guidance, and social reintegration based on Islamic values so that regional social policies genuinely reflect public welfare and human dignity.

Abstract

This study explores the phenomenon of digital idolatry as a cultural manifestation within the algorithmic ecosystem of social media. Using a mixed-methods approach, the research integrates quantitative analysis through Structural Equation Modeling–Partial Least Square (SEM-PLS) and qualitative interpretation based on thematic interviews. The quantitative results reveal that cultural consumption and information system quality significantly influence digital idolatry, while information quality has a weak impact. These findings indicate that technological reliability and cultural participation are more decisive in shaping excessive attachment to digital figures than informational clarity alone. The qualitative findings reinforce this pattern, highlighting emotional attachment, lifestyle imitation, ritualized online behavior, and financial sacrifice as expressions of collective worship in digital spaces. Interpreted through Qur'anic values, such as wasathiyyah (moderation), tabayyun (verification), and anti-israf (avoidance of excess), the study argues that digital idolatry reflects a moral imbalance fostered by algorithmic design and social validation systems. The research contributes to the integration of socio-technical theory with ethical theology, offering a normative framework for promoting critical, balanced, and ethical digital engagement. This study emphasizes the urgency of developing spiritual digital literacy as a cultural counterweight in the age of algorithmic influence.

Abstract

As time goes by, women play a crucial role in improving the quality of both the public and domestic sectors. Negative perceptions that consistently emphasize women's presence in the workforce present a significant obstacle. One gender-related issue women face in advancing their careers is the glass ceiling. This study used a literature review method to further explore the glass ceiling and other gender-related issues that can impact women's careers. The results of this literature review indicate that while many women have overcome these barriers, the glass ceiling remains a crucial barrier to women's career advancement. Furthermore, this phenomenon contributes to social inequality, poor performance, and injustice for women within organizations.

Abstract

Shirk is considered the gravest sin in Islam as explicitly prohibited in the Qur’an, for it contradicts the principle of tawhid as the fundamental foundation of faith. This study aims to explore the meaning and implications of shirk in everyday life by referring to Sayyid Qutb’s Fi Zhilalil Qur’an and analyzing its relevance to the social reality of Binjai City. The research applies a descriptive qualitative method with a library research approach and thematic exegesis (tafsir maudhū’i), complemented by social observations of religious practices within the community. The findings reveal that shirk is not limited to idol worship but also encompasses the transfer of obedience and submission to authorities other than Allah in political, economic, cultural, and social domains. In Binjai City, shirk manifests in two main forms: cultural shirk, such as the use of amulets and the excessive veneration of figures, and modern shirk, including the commodification of religious symbols, superficial expressions of religiosity, and materialistic tendencies legitimized through religious narratives. The implications of shirk are wide-ranging, from spiritual crises and existential anxiety at the individual level to disintegration and social injustice at the communal level. This study underscores the need for comprehensive efforts to address shirk through tawhid-based education, contextualized da’wah strategies, and the cultivation of critical awareness regarding hidden forms of shirk. Thus, the research provides significant contributions in bridging normative Qur’anic understanding with contemporary social dynamics, particularly in fostering urban communities grounded in pure faith and social justice.

Abstract

The advancement of social media has introduced a new phenomenon in the culinary world: the emergence of food vloggers whose reviews can influence the image, reputation, and even the sustainability of micro, small, and medium-sized enterprises (MSMEs). Positive reviews can boost popularity, sales, and consumer trust, while negative and unobjective reviews have the potential to cause economic losses and even business closures. This research aims to analyze the forms of legal protection for culinary MSME owners affected by food vlogger reviews and to examine the views of Imam Ibnu Qudamah from an Islamic legal perspective. The method used is empirical legal research with a sociological approach through interviews, field observations, as well as a review of literature and regulations, such as the ITE Law, Consumer Protection Law, and the Civil Code. The results show that legal protection can be pursued through litigation (civil and criminal) as well as non-litigation channels (mediation and clarification). Imam Ibnu Qudamah's perspective emphasizes the principles of honesty, the prohibition of tadlis (deception), and proper manners in delivering criticism so that it does not fall into the categories of ghibah (backbiting) or slander. Case studies on Angkringan P2K and BURNI Coffee demonstrate that while food vlogger reviews bring great promotional opportunities, the risks of excessive expectations and negative reputation are also unavoidable. Therefore, food vloggers are required to be ethical, honest, and objective, while MSME owners need to maintain quality and understand the mechanisms of legal protection. These findings underscore the importance of balancing freedom of expression on social media with the protection of MSME rights to create a fair and sustainable culinary ecosystem.

Abstract

This study aims to analyze the effect of job stress, workload, and career development on turnover intention among employees at PT XYZ, Medan Branch. The research employs a quantitative approach using multiple linear regression analysis. Data were collected through questionnaires and processed using SPSS version 30. The sample consisted of all 32 employees of PT XYZ, Medan Branch. The results indicate that, partially, job stress has a positive and significant effect on turnover intention. Similarly, workload has a positive and significant effect on turnover intention, while career development has a negative and significant effect on turnover intention. Furthermore, the findings reveal that job stress, workload, and career development simultaneously have a significant effect on turnover intention. These results suggest that increased job stress and workload tend to raise employees’ intention to leave the company, whereas effective career development opportunities can reduce such intentions. Therefore, organizations should manage workload appropriately, reduce job-related stress, and provide clear career development opportunities to minimize employees’ turnover intention.

Abstract

This study examines the reconstruction of mosque financial reporting systems in Indonesia through the application of PSAK 45 and PSAK 109 in response to persistent governance challenges. Despite managing substantial public funds, many mosques continue to rely on manual, non-standardized bookkeeping practices that limit transparency, auditability, and accountability. National evidence indicates that more than 70% of mosques have not implemented formal accounting standards, resulting in inconsistent reporting and weak oversight. Using a qualitative literature review, this study synthesizes empirical findings, regulatory frameworks, and theoretical perspectives to evaluate the relevance and applicability of PSAK 45 for nonprofit financial reporting and PSAK 109 for managing zakat, infak, and sadaqah funds. The review reveals that both standards provide structured mechanisms for fund classification, disclosure, and documentation, allowing mosques to transition from informal cash-based reports to comprehensive, auditable statements. However, implementation remains constrained by limited financial literacy, lack of regulatory enforcement, and cultural perceptions of informal mosque governance. The study proposes an integrated framework emphasizing capacity building, standardized reporting templates, and strengthened internal controls. The findings highlight that adopting PSAK 45 and PSAK 109 offers significant opportunities to enhance institutional credibility, donor trust, and long-term financial sustainability. This research underscores the urgent need for standardized accounting practices to modernize mosque financial governance and strengthen public accountability
