Abstract

The target of tracing confirmed cases with close contacts has not been achieved in Indonesia, where only 2 provinces have achieved close contact tracing exceeding 10, namely East Java and North Sumatra. Based on an initial survey at the Harapan Raya Health Center, there were 1,329 confirmed cases of Covid 19 with a ratio of close contacts to confirmed cases of only 4 close contacts. This study aims to analyze close contact tracing of confirmed cases of Covid 19 in the Harapan Raya Health Center Work Area. This research is a qualitative research. The informants consisted of the main informants, namely those in charge of surveillance and tracing officers and supporting informants were the heads of the Harapan Raya Health Center and Bhabinkamtibmas. Data were collected using interview guidelines and checklists. Data analysis used source triangulation and method triangulation. The results of the study show that tracing close contacts of the Covid 19 case is a priority and adequate human resources and facilities are available. In the process of carrying out close contact tracing the Covid 19 case has been carried out well, however there are several obstacles such as identification discrepancies, closed cases and close contacts and cases that already consider Covid 19 to be a mild disease so they are not willing to be traced. Keywords : Analysis, Close Contact Tracing, COVID-19 Cases.

Abstract

Freedom of expression is the right to seek, receive, disseminate information. Through the recognition of the rule of international law in the Universal Declaration of Human Rights (DUHAM), which in Article 19 states that everyone has the right to freedom to have and express opinions, without interference and to seek, receive and express information and opinions in any way and in the absence of restrictions. Freedom of expression in Indonesia today should be questioned for its implementation considering that there are many problems that occur now, one of which is the silencing of freedom of expression, keep in mind that freedom can basically be limited in accordance with the provisions contained in the human rights law and other provisions.  Changes to a constitution require the right time, namely when the articles in the constitution are felt to be no longer in accordance with the developments and needs that exist in society, and when the community has begun to feel that there is no guarantee of legal certainty. The existence of the concept of human rights, including the right to freedom of expression and opinion, is closely related to the concept of the state of law. The goal of democracy is the formation of a political life characterized by democracy. Keywords: Freedom of Expression, Democracy, Human Rights

Abstract

Indonesia's development program has actually been ongoing and relentless. However, development is not felt significantly by the people of Indonesia. due to centralized development. The cessation of the era of centralized development cannot be separated from the role of government intervention in desiring a new paradigm of national development that is far better and more equitable. When the law on decentralization or regional autonomy appeared, regional governments were required to be able to take care of the development of their respective regions. However, decentralization or regional autonomy is not always good and many planned developments do not go smoothly. Intervention by law and central government occurred in the implementation of development in the region. The interventions carried out by the legislature and the central government are expected to assist the government in developing the region. Interventions can be carried out according to the capacity, duties and functions of each of these institutions. With interventions, development in areas that previously did not go according to budget and schedule can assist its implementation so that development can be truly optimal. But the intervention given must be in accordance with the portion and not too excessive.

Abstract

Article 27 paragraph (1) of the 1945 Constitution states that "all citizens have the same position before law and government and are obliged to uphold law and government with no exceptions. This provision becomes a legal umbrella for victims of criminal acts to obtain guarantees for the protection of their rights. Victims of crime are the most disadvantaged subjects if they become victims of crime, the losses suffered either physically, psychologically, materially or non-materially. The justice system is required to be able to provide protection for victims of criminal acts, this protection can be provided through the provision of restitution or compensation. In positive law in Indonesia, various protections for victims of criminal acts have been regulated, such as in the provisions of statutory regulations, namely the 1945 Constitution, which can also be seen in the Criminal Code, KUHAP, Civil Code, Law No. 21 of 2007 concerning the Eradication of the Crime of Trafficking in Persons, Government Regulation Number 43 of 2017 concerning the Application of Restitution for Children who Become Victims of Crime and Supreme Court Regulation Number 1 of 2022 concerning Procedures for Completing Applications and Granting Restitution and Compensation to Victims of Crime. This provision is intended to change the paradigm that the orientation of protection is not only to the interests of the perpetrators, but also to protect the victims. So that every victim gets the right to protection and guarantees of obtaining restitution and compensation.Key Words: victim, restitution, compensation.
