Abstract

The purpose of this study is to examine the implementation of digital archive preservation in ANRI Award-winning institutions, namely the Library and Archives Service of the Special Region of Yogyakarta, Central Java Province, and West Java Province, which focuses on (1) migration methods, (2) conversion methods, (3) encapsulation methods, (4) emulation methods, (5) replication methods, and (6) refreshing methods in efforts to preserve digital archives. In addition, the strategies of these institutions in obtaining the ANRI Award were also studied. The research method used was a case study with a qualitative approach. The data collection method used observation, interviews, and documentation to obtain comprehensive data. Then the data were analyzed through the stages of data reduction, data presentation, and drawing conclusions, and to test the validity of the data, a validity test was carried out using the triangulation technique. The results of the study showed that the implementation of six digital archive preservation methods had been applied in these archival institutions. The intensity of the application of the conversion, migration, encapsulation, and replication methods were quite high compared to the emulation and refreshing methods. The difference in the application of digital archive preservation lies in the hardware and software used. These archival institutions need to improve hardware with specifications to support emulation activities and add human resources in refreshing activities. This research is expected can become an evaluation for these archival institutions and a reference for other archival institutions related to digital archive preservation activities.

Abstract

This study evaluates the implementation of the archive awareness campaign in the Special Region of Yogyakarta (DIY) using a qualitative approach with a descriptive design. Data were collected through in-depth interviews, and document studies, then analyzed interactively. The results indicate that the campaign successfully raised public awareness about the importance of orderly archive management, with high participation rates across various regions. However, several challenges, such as budget constraints, inadequate infrastructure, and a lack of skilled human resources, particularly in digital archive management, still hinder the program's effectiveness and sustainability. To enhance the campaign's success, this study recommends increasing budget allocation, providing human resource training, utilizing information technology, and implementing more systematic monitoring and evaluation. Collaboration among local governments, communities, and related institutions is also deemed crucial to achieving shared goals. The success of this campaign is expected to serve as a model for other regions in raising awareness and improving the quality of archive management, as well as delivering sustainable positive impacts.

Abstract

This study aims to identify the application of the principle of the electronic records retention schedule to the BPJS Ketenagakerjaan records management system. This Research describes the identification of the suitability of the application of the principle of the electronic records retention schedule at BPJS Ketenagakerjaan with the fifteen principles of implementing the electronic records retention schedule by Smallwood. This research aims to identify the application of the electronic records retention schedule principle to the BPJS Ketenagakerjaan records management system. This study describes the identification schedule at BPJS Ketenagakerjaan with the 15 principles of implementing the electronic records retention schedule by Smallwood. This research uses qualitative research with a case study approach. The method of data collection is done using interview techniques. The results of research on electronic records retention at BPJS Ketenagakerjaan based on 15 principles of Smallwood's electronic records retention schedule show that 13 principles are understood, known, and applied by the records manager, while the record manager at BPJS Ketenagakerjaan does not know the other two principles. However, this study's findings indicate differences from conditions in Indonesia, where Principle 13 becomes Principle 14 and vice versa. In Indonesia, principle 14 must first be carried out to determine internal authority starting from the top unit to the bottom unit. Furthermore, principle 13 can be carried out to determine the functionality of the tasks and responsibilities in each unit.

Abstract

The digitization of inactive records is carried out by Institution X in order to arrange inactive records for the move to the new national capital using the SRIKANDI application. The digitization of inactive records makes the transfer of records more effective and efficient. This study aims to describe the process the digitization of inactive records so that it is ready for arrangement and transfer, by examining obstacles and solutions to problems that occur during the process. This research uses a qualitative approach with a case study method and the data collection process is carried out through interviews, observations, and documentation of the research process. Conclusion on the process of displacement and the digitization of inactive records Institution X is a government records transfer program towards integration and collaboration. This program refers to the Regulation of the Head of ANRI regarding the transfer, transfer of media and inactive records that collaborate to materialize in the policy of accelerating the arrangement of records of ministries/institutions that will move to the Capital City of the Nusantara (IKN). The compliance of implementers and agencies with ANRI's records management procedures and strategies determines the success of the digitization of inactive records.

Abstract

Evaluation of the university archiving model is important, relevant and needs to be studied to increase the effectiveness and efficiency of document and record management in an organization, including universities. The paper presents an evaluation of the archival model in terms of implementation, impacts, and provides recommendations for the development of a better archival model evaluation. This research uses a qualitative method by placing the State Islamic University (UIN) Maulana Malik Ibrahim Malang as the center of study. Data were collected by observation, interview, and documentation. The results showed that the evaluation of the archive management model of UIN Maulana Malik Ibrahim Malang was not fully in accordance with Law number 43 of 2009 in the aspects of archive creation, storage, and destruction. The discrepancy is due to the absence of an archival model evaluation framework that accommodates archive retention schedules (JRA) and classification systems and dynamic archive access security (SKKAAD) as an integrated part of its archive management instruments. This study is the first of its kind to evaluate an internal archival model within a State Islamic Universities in Indonesia. As an integral part, the archival model evaluation framework is designed to implement adequate archival management in religious universities in Indonesia. This research serves as an initial study, indicating the need for more comprehensive empirical studies based on these findings to be developed progressively in the future.

Abstract

This study aims to: 1) identify the implementation of the Electronic Record Information System for Education (ERISE) at PT Naturindo Surya Niaga, and 2) identify the challenges faced in the implementation of ERISE at PT Naturindo Surya Niaga. The research uses a descriptive  qualitative approach. The subjects in this study are company leaders, archive officers, and company employees. Data collection methods include observation, interviews, and documentation. Data analysis techniques involve data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of ERISE for archive management at PT Naturindo Surya Niaga includes the following activities: 1) creation and storage, which involves media conversion using a scanning machine, inputting incoming and outgoing letters, and storing these letters in the database; 2) distribution and use, which includes the distribution process using the letter disposition feature, locating archives in the database, and downloading incoming and outgoing letters; 3) maintenance, which involves backup activities, archive security, and scheduling electronic archive maintenance; and 4) disposition, which includes scheduling archive retention and determining final actions for archives. The challenges faced during the ERISE implementation process at PT Naturindo Surya Niaga are grouped into three categories: 1) technical challenges related to the ERISE application, 2) human resource (HR) challenges, and 3) challenges related to security and accessibility.

Abstract

UMKM mempunyai kewajiban dalam menata arsip sesuai amanat undang-undang. Pengelolaan arsip memiliki peranan penting untuk mendukung berbagai aktivitas dalam UMKM. Pengelolaan arsip yang tidak baik akan menimbulkan berbagai masalah. Masalah yang timbul akibat pengelolaan arsip yang kurang baik misalnya, kesulitan menemukan arsip ataupun kehilangan arsip yang dapat berakibat mengancam legilitas usaha. Penulisan artikel ini bertujuan mendeskripsikan pengelolaan arsip yang baik khususnya arsip dinamis dapat membantu memaksimalkan pengembangan UMKM. Artikel ini akan akan mengkaji lebih dalam tentang bagaimana pengembangan UMKM membutuhkan arsip sebagai salah satu syarat mutlak yang harus dimiliki. Hasil penelitian mengungkapkan bahwa dengan penerapan prinsip-prinsip pengelolaan arsip yang sistematis, seperti pengklasifikasian, penataan, dan pemeliharaan yang efektif, didukung dengan peralatan yang memadai dapat mencapai efisiensi operasional yang lebih tinggi pada UMKM, menjaga keamanan data, dan memastikan kepatuhan terhadap regulasi hukum. Penggunaan teknologi modern, seperti sistem manajemen arsip digital turut berkontribusi dalam meningkatkan aksesibilitas dan keamanan arsip. Selain itu, pelatihan karyawan dan pengawasan rutin adalah langkah penting untuk memastikan bahwa sistem pengelolaan arsip berfungsi secara optimal. Kata Kunci: Arsip, UMKM

Abstract

This study examines the role of digital curation in electronic archive management, particularly in the context of the implementation of the National Archives Information System (SIKN) and the National Archives Information Network (JIKN) in Indonesia. Using a qualitative approach based on case studies in three regions (West Nusa Tenggara, West Sumatra, and the Special Region of Yogyakarta), this study adopts the Digital Curation Center (DCC) Lifecycle Model as an analytical framework. The results show that digital curation supports the preservation, accessibility, and efficiency of electronic archive management. However, there are disparities in infrastructure readiness and human resource competency among the study areas, with DIY showing the highest readiness. The main challenges include technological limitations, lack of archivist training, and the need for consistent metadata standards. Research recommendations include improving human resource training, strengthening technological infrastructure, and policies that support the sustainability and security of digital archives. This study emphasizes the importance of collaboration between archival institutions to create an inclusive, secure, and sustainable archival system in supporting transparent and accountable governance..

Abstract

Records Continuum Model (RCM) adalah konsep untuk menjaring dokumen yang tercipta pada setiap dimensi sehingga menjadi memori kolektif yang utuh. Model ini meminimalisir dan bahkan menghindari proses pemusnahan atau penyusutan rekod. Artikel ini bertujuan memahami tren implementasi RCM yang berkembang di Australia selama 2013-2022 dari segi dinamika, manfaat, serta rekomendasi prinsip atau kode etik dalam mendukung pengembangan implementasinya. Metode penelitian ini menggunakan bentuk kualitatif jenis tinjauan literatur sistematis. Pengumpulan dan pengolahan data mengoperasikan pendekatan PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) 2020. Ditemukan bahwa hambatan optimalisasi penggunaan RCM berdampak dari keterbatasan pemahaman dan keterbatasan kolaborasi. Terlepas dari keterbatasan tersebut terdapat manfaat dari implementasi RCM yaitu peningkatan manajemen arsip, keberlanjutan pengelolaan arsip, serta integrasi. Dari kekurangan dan kelebihan tersebut diharapkan ada pengembangan dari sisi prinsip keberlanjutan, mengatasi oposisi biner, pengembangan pendekatan kolaboratif, keterbukaan akses, penambahan dimensi baru antara “organize” dan “pluralize” untuk menjelaskan proses apropriasi politik dan reinterpretasi arsip, serta pendekatan kolaboratif antar budaya.

Abstract

Implementasi Sistem Informasi Administrasi Pejabat Pemerintahan New Version (SIAPP NV) pada Biro Administrasi Pejabat Pemerintahan, Kementerian Sekretariat Negara telah mengubah paradigma pengelolaan arsip di Biro Administrasi Pejabat Pemerintahan, Kementerian Sekretariat Negara. Peralihan dari dokumen fisik ke format digital telah menimbulkan perubahan dalam pengelolaan arsip dinamis. Tujuan dari penelitian ini adalah untuk menganalisis dampak implementasi SIAPP NV terhadap pengelolaan arsip dinamis, mengidentifikasi kendala yang dihadapi, serta menganalisis sejauh mana pengelolaan arsip elektronik yang dilaksanakan telah sejalan dengan pedoman dan standar yang ditetapkan dalam peraturan perundang-undangan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan studi kasus, dan pengumpulan data dilakukan melalui observasi langsung, wawancara, dan analisis dokumen. Hasil dari penelitian menunjukkan bahwa SIAPP NV telah meningkatkan efisiensi proses bisnis dan pengelolaan arsip. Namun, masih ditemukan beberapa kendala, seperti belum optimalnya manajemen dokumen, hambatan adaptasi pegawai, dan belum terdapat regulasi internal yang secara khusus mengatur tentang pengelolaan arsip elektronik. Penelitian ini menyarankan perlu adanya pengembangan fitur-fitur baru, pelatihan bagi pengguna, dan penyusunan peraturan khusus untuk mendukung pengelolaan arsip elektronik yang lebih baik.
