Abstract

Inclusive education in Bogor City is the main focus of achieving equitable and quality education for all, including children with special needs (ABK). Although there are currently inclusion regulations, their implementation is still faced with challenges. The purpose of this study is to describe how inclusion policies are implemented in primary schools. This research uses qualitative methodology with field studies at SDN Perwira, SDN Batutulis 2, and SDN Pakuan. Research informants totaled 14 people who were determined using purposive sampling techniques. Data was collected through observations, documentation, and interviews. Data analysis takes place according to the stages of Miles and Huberman, which include data collection, data reduction, data presentation, and conclusion-making. Research findings show that implementing inclusion policies faces challenges such as uneven distribution of students with special needs and limited resources. Nevertheless, there is commitment and support from local government implementers and regulations. There needs to be improved coordination and better policy structuring to improve performance at the school level.

Abstract

Fiscal decentralization has been officially implemented in Indonesia since the beginning of the reform, to be precise since January 2001, and implemented to create regional self-reliance. With the regional autonomy policy and fiscal decentralization, every region in Indonesia receives a large delegation of authority. In 2020, the Covid-19 Pandemic rocked the Indonesian economy. Economic growth continued to decline and had a negative impact on the people's economy, in addition to influencing the Transfer to Regions and Village Fund (TKDD) policies. Regional Governments are given the authority to prioritize the use of budget allocations for specific programs (refocusing), change allocations, and use the Regional Revenue and Expenditure Budget (APBD). Merilee S. Grindle's theory of implementation is the rationale for this research, focusing on aspects of the desired degree of change, location of decision-making, program implementation, and level of compliance and responsiveness. Regarding the desired degree of change, regional governments must reallocate budgets and refocus programs according to the central government's regulations. Aspects of program implementation, budget reallocation, and refocusing programs in several regions were successfully carried out. Aspects of the location of decision-making appropriate policies by prioritizing the health, social, economic, and regional financial sectors. While the aspects of compliance and responsiveness show that the policy has yet to be realized optimally, several problems were found in its implementation.

Abstract

Public services of activities aimed at meeting the service needs of every citizen. One effort to support the creation of quality public services is through digital-based innovation by making maximum use of developments in information technology. The West Pasaman Regency Population and Civil Registration Service initiated the PANDAWA innovation, which is a form of digital-based innovation as a form of application of the e-Government concept. The theory used by researchers is the Logic Model by Wholey. A logic model is a systematic model to describe the changes that occur, and describes the logical causal relationship (cause-effect). There are four components of this theory, namely evaluation of input, activities, output, and results. The research method used is descriptive qualitative. To collect data, researchers used three methods, namely interviews, documentation and observation. Research informants were selected using purposive sampling. The results research are that the evaluation of the PANDAWA program from the input components to the output components is quite good. However, in the input component, service facilities need to be added, clarifying the partnership system established with the parent village; In the activity component, it is necessary to increase socialization activities related to PANDAWA both directly and through mass media. So that the output of this program has increased and the entire West Pasaman community can experience the ease of PANDAWA services evenly and the realization of excellent service at the West Pasaman Regency Population and Civil Registration Service.

Abstract

Public services in Indonesia are often in the spotlight in society, especially in maladministration actions carried out by public service providers. Such as an increase in reports of alleged maladministration received by the Ombudsman of the Republic of Indonesia in Bali Province. Where in this report the agency that received the highest report was the Department Public Works Service in Denpasar City. With reports of alleged maladministration from the public, it is felt that there is a need for a role from an institution authorized to supervise public services, such as the Ombudsman Institute of the Republic of Indonesia. The purpose of this study is to conduct an analysis regarding the role of the Indonesian Ombudsman Representative of the Province of Bali in supervising public services at the Department Public Works Service in Denpasar City. This study uses a post-positivism approach with descriptive qualitative analysis. The results obtained are the role of the Indonesian Ombudsman Representative for the Province of Bali which is divided into 2 dimensions, namely prevention of maladministration with the sub-dimensional assessment of compliance with public service standards and community participation as well as the report completion dimension with the report completion procedure sub- dimension and the number of completed reports. The Ombudsman of the Republic of Indonesia for the Province of Bali succeeded in carrying out all of these dimensions in the supervision carried out by the Public Works and Public Housing Office of the City of Denpasar

Abstract

Padang Panjang City, known as the “Kota Serambi Mekkah”, is determined to become one of the smart cities in West Sumatra. According to Mayor Regulation Number 37 of 2019 concerning the Smart City Masterplan, Padang Panjang City has initiated the smart surau program. The smart surau program aims to restore the pivotal role of surau (mosques) as traditional educational institutions collaborating with internet technology to guide the behavior of adolescents vulnerable to social issues. Masjid Jami’ Nurul Huda has been chosen as the pilot mosque in Padang Panjang to implement the smart surau program due to its collaboration with Amal Sosial program initiated by the mosque administrators. The research methodology utilized in this study is qualitative descriptive. Data collection techniques encompass direct observation, interviews, documentation, and audiovisual materials. Informant selection is performed using purposive sampling obtained from the interview results. Research findings indicate that the transformation of public services at Masjid Jami’ Nurul Huda through the smart surau and social welfare programs has a significant impact on meeting the spiritual, social, and religious needs of the surrounding community. Masjid Jami’ Nurul Huda has successfully adapted to the changing times and taken on a broader role in enhancing quality of life and strengthening social bonds within the community.

Abstract

This study investigates the impact of the Student Exchange Program on students of the Government Science Study Program at Muhammadiyah University of Sinjai in the context of implementing the Independent Campus Learning Policy (MBKM). Research methods involve observations of students' direct participation in the program, as well as interviews to gain an in-depth understanding of their experiences. Observation results show that this program has had a significant impact on the development of academic Government Studies, analysis of political and government issues, as well as students' ability to formulate solutions and analyze community resources. Interviews revealed that students also experienced improved social skills, such as adaptability, cross-cultural communication, and leadership, as well as gaining broader career opportunities and international collaboration in the future. In conclusion, this student exchange program not only provides great academic benefits, but also helps students in holistic self-development, thereby making a significant contribution in forming a generation of students who are ready to compete globally.

Abstract

The research focuses on addressing the challenges associated concerning agricultural management in the Gayo Highlands community, specifically in the Aceh Tengah Regency. Both local village authorities and customary institutions are responsible for the use of the agricultural area. The main objective is to foster a collaborative and effective approach between these two entities, thus minimizing any potential overlap of responsibilities. The research aims to identify prudent measures that can be taken to enhance agricultural practices within the Gayo Highlands community while considering the influence and existence of both institutions within the broader framework of Aceh governance. A qualitative research methodology is employed, consisting of preliminary observations and analysis of authority structures. The researchers then suggested the implementation of wise policies to ensure sustainable agricultural management. Ultimately, the research endeavours to improve the quality of life for the Gayo Highlands community by establishing a solid foundation for agricultural development without disregarding the authorities of traditional and village governance

Abstract

Tourism become a leading sector for development in Indonesia. The Development of the tourism industry is carried out comprehensively in almost all regions in Indonesia, one of the potential region is Kubu Gadang tourist village, Padang Panjang, West Sumatera. This research used theory penta helix by (Carayannis & Campbell, 2011) and tourism development theory by (Sharpley & Telfer, 2008) with output indicators including: Environmental Development, Economic and Political Development, Social-Cultural Development, Community Roles Development dan Human Resources Development. The result show that several tourism development indicators have been implemented, but there is still minimal training to Pokdarwis, and there is still no special budgeting for developing teourst villages. Because tourism development is not a main focus from Youth, Sports and Tourism Departement Padang Panjang (Disporapar). Disporapar as leading sector has establishing all collaborations with stakeholders, but there is no specific division to authority. Which means there is still an overlap in division of tasks and authority in developing this tourist village.

Abstract

This study assesses the performance of the Regional Disaster Management Agency (BPBD) in Pangandaran Regency by analyzing its policies and reviewing disaster reduction reports. Utilizing a literature review method, with a focus on BPBD Pangandaran Regency's policy documents, the evaluation links the Strategic Plan (Renstra) to outcomes in the Performance Accountability Report (LAKIP). The Renstra outlines disaster prevention, emergency response, and post-disaster policies, translated into programs to enhance the region's disaster management capacity, measured by the Regional Resilience Index. Despite an improved index attributed to successful handling of 125 disasters in 2022, including fires, tornadoes, landslides, floods, and earthquakes, the study notes challenges such as a lack of updates in crucial documents and insufficient human resources impacting BPBD Pangandaran's performance. While the agency has achieved a 100% performance realization in various programs, attention to document updates and resource allocation is essential for more efficient disaster management in Pangandaran Regency.

Abstract

The implementation of the Indonesian Army (TNI - AD) Territorial Development Policy is based on the policy implementation process approach which has several dimensions, namely size and objectives, resources, characteristics of implementing agencies, communication, disposition, social, economic and political environment. This research uses a post-positivism paradigm with qualitative methods. The data collection techniques used are in-depth interviews and document studies. The result is the Implementation of the Army Territorial Development Policy for the prevention of social conflict in Kodim 0618 / Bandung City, the researcher concluded that the implementation of the policy has not been carried out optimally because it has experienced several obstacles. Lack of clear information about territorial development to the TNI and the community, information that is not clear enough can complicate understanding of territorial development. The obstacle in the implementation can be caused by the low human resource factor.
