Ini mencakup pengembangan administrasi, kebijakan daeerah, otonomi dan birokrasi, aparatur negara, desentralisasi, pengembangan ekonomi dan sains, manajemen publik, proses dan Teknik pengambilan keputusan publik, dan setiap ilmu sosial yang mencakup ilmu perkembangan ilmu Pendidikan, kesehatan masyarakat, politik fiskal, dan perencanaan daerah. This article departs from the weak commitment of the Riau Province Government in handling forest fires. Law Number 23 in 2014 stated that the forestry affairs has transferred from regencies/cities to provinces. In that sense, the Riau Province Government should be followed by budget support for fire forest prevention programs. In fact, the budget policies of the Riau Province Government have not shown maximum results for forest fire prevention programs. The research method used a qualitative with case study approach. We used several data collection techniques such as in-depth interviews, observation, documentation and focus group discussions. The findings show that policymakers are alienated from their obligation to prioritize forest fire issues in budgeting. Powerlessness and meaninglessness clearly injure the trust of the public, which often feels suffering when forest fires occur. In the future, it is necessary to make various strategies, including environmental-based budget planning and increasing public participation in monitoring budget planning.

Gurukinayan Village is being relocated because this village is located in the Disaster Prone Areas Region (KRB) III. Gurukinayan Village was relocated to a safer place so that the community could have a decent life. Relocation has been slow due to government support still low, both political and administrative support. This research identifies the community's opinion on the relocation of settlements, analyzes the location of the relocation destination and examines what happens in the settlement relocation plan. Bardach states there are criteria for looking at independent relocation in the village of Gurukinayan, these criteria complement legaly, political acceptance, and robustness in conditions of administrative implementation, and improvability. The method used is a qualitative research method. Research data obtained through observation and interviews, also includes literature review and data from government organizations that require independent relocation. Based on the research results, in the eradication of the Mount Sinabung eruption disaster, there have been recommendations for the design of financial problems policies and the availability of ready-made funds that can be accessed by the Karo Regency BPBD. However, efforts to improve policies to create alternative solutions have not yet arrived at plans to make preparations for effective improvement of the eruption of the Mount Sinabung disaster. The results of this study offer a new concept, namely the discussion of the implementation of the Sinabung eruption disaster management policy must be supported by the community, protection, and professional organizational capabilities so as to be able to support access to law and political policy and support resilience in conditions of administrative implementation and improvability.

Agricultural policy is a government effort in regulating, controlling aspects of development in the agricultural sector with the aim of maintaining and increasing food yields. The great results of the objectives of agricultural policies will be able to be realized if they can be translated into concrete steps and can be implemented consistently in the field. Agricultural policy directions try to see the concept of policies developed and practices to realize the goals of agricultural policies in Indonesia. This study focuses on institutions, regulations and issues of inadequate budget allocation, human resources that are less qualified in the management of land and agricultural products. The purpose of this study is to describe the direction of Indonesian agricultural policy in facing the Industrial Revolution Era 4.0. This research uses qualitative research with a literature review approach. The results showed that there was no synchronization of agricultural policies at various levels of government, low budgets for agricultural development, spatial production practices at the expense of agricultural land in boosting regional income and the low utilization of technology and diversification in the use of agricultural technology showed that agricultural conditions in Indonesia were at an alarming level. Therefore, it is necessary to immediately synchronize agricultural policies at various levels of government and the allocation policies for agricultural development funds.

The facilitation in the implementation of the Ground Coffee Home Food Industry (IRTP) certification policy by Tanah Datar District has not been optimal. This situation is counterproductive, with Nagari Koto Tuo being listed as one of the largest producers of ground coffee in Tanah Datar Regency. Nearly 75% of the Nagari Koto Tuo people live from processing coffee from generation to generation for more than two generations. A total of 160 Ground Coffee IRTPs with 177 coffee trademarks are registered in Nagari Koto Tuo, ironically only 14 have SPP-IRT. The policy issued by BPOM RI No. 22/2018 for the ease of providing the Home Industry Food Production Certificate (SPP-IRT) has not been able to respond in policy by the Regency Governments. The Nagari Koto Tuo government is also limited in advocating for Ground Coffee IRTP. And, since the launch of the Village Fund, there have not been many programs/and budgets allocated related to this Nagari, coupled with the existence of Nagari Owned Enterprises (BUMNag), which do not have a core business according to the village potential, namely coffee. Research using qualitative methods with a case study approach to collaborative governance was conducted by identifying the involvement of actors and policies in providing IRTP for Ground Coffee. The collaborative governance model removes the barriers of actors related to synergy and policies that have been blocked in their respective powers and duties and their respective functions that nullify the society's potential. Collaboration between actors has proven to be an important element in the success of providing SPP-IRTP for Ground Coffee by optimizing socio-economic capital in village development. This is where the obstacles that occur that cause a lack of IRT-P.

Innovation is becoming a warming issue to be often discussed by many actors like academician, politician, and business sectors at global world recently. Innovation is basically a better change of an organization, it is firstly applied in private sector. Development of current literature in public administration science, innovation emerges as a conceptual discourse stuff that is then sounded into public sector. Innovation practice in private sector is different to public sector. Innovation practice in public sector, particularly in public services is one of interesting things to be discussed in this study because China is one of economics superpower in the world that is able to innovate at midst totally strong political control from central government. Issue of public service innovation is critical issue which is linear with economic growth in China. This study is a research using qualitative-descriptive method with the source derived from secondary data, and this study is called as a desk research. This research finding is that innovation practices at public service which is successfully conducted by Government of China can be adopted by Government of Indonesia by adjusting key points for implementing innovation of public services in Indonesia. It is important that Government of Indonesia must seek an alternative way to find an appropriate model to implement best practices of public service innovation adopted from China.

The urgency of performance assessment in ASN management has led to innovations in employee performance assessment based on information technology. This article aims to describe the implementation condition of Sabilulungan Employee Performance Assessment System (SASIKAP) policy as a technology-based performance assessment instrument for the State Civil Service Apparatus (ASN), from various aspects such as policy, implementation and the environment. This is related to the phenomenon that there are still employees who do not fill out the application themselves, the inconsistency between individual work targets and organizational work targets and the lack of optimal performance monitoring and appraisal processes by appraisers. The authors use a descriptive qualitative method and examines the four locus of Regional Apparatus which have different characteristics and conditions in Bandung Regency Government. The authors found that: SASIKAP policy standards and objectives have been listed in the form of Bandung Regent Regulation Number 18 of 2019 and its technical guidelines; Human resources and infrastructure in Bandung Regency Government has supported the operationalization of SASIKAP; Communication between organizations and implementation activities is running properly; there is an executing agent that makes SASIKAP easier to operate; The economic, social and political environment supports the implementation of SASIKAP policies; and The implementation of SASIKAP policy has generally been responded positively by ASN within the Bandung Regency Government.

Children and education are two related elements to each other. Both the central and local governments have also issued policies that govern the education of children. But in fact, education for the street children has been still faced with some obstacles during the implementation. This research was conducted in Padang Municipality. This research was the result of the field studies to describe and analyze how was the effort of the fulfillment of the education rights of the street children in Padang Municipality. The research was conducted using qualitative research method where data collection techniques by interviews with several related stakeholders to this policy, observed the phenomena that have related to the policy, and do library research from any references such as the government's document and scientific research and tested with by triangulation sources techniques. The research result shows that there are some difficulties during the fulfillment of street children's education to implement by the few stakeholders. In addition, the incapability of these polices to provided clarity to each process of the policy implementation so that the output of the policy has not been able to be reached to the maximum

Restructuring policies in government agencies continue to be carried out in accordance with directives issued by the Ministry of Administrative and Bureaucratic Reform, including restructuring Echelon positions at the Ministry of Religion, given the absence of related literature in the Ministry of Religion. It is necessary to do research on comparisons in the situation before simplification and further estimates, in this study the focus of the discussion is on the number of allowances for Echelon Unit I in the central office. The method used in this research is a literature study, with reliable data sources and analysis in the form of a comparative study which can later be used as the basis for implementing restructuring in general, especially in national budget planning at the Ministry of Religion. The results showed that there were several changes in income due to downsizing, including a decrease in the performance allowance received by Echelon III officials who were transferred to Associate Experts (Ahli Madya), while the difference in allowances between positions was not significant for Echelon IV officials who are transferred to the functional positions of Associate Expert (Ahli Madya) and Junior Expert. (Ahli Muda) increase in take home pay in terms of position allowance income. The subject of further discussion with this change is how it affects the performance of officials and their effectiveness in the bureaucracy.

The Indonesian Institute of Sciences has carried out a comprehensive organizational restructuring (reorganization) in all lines. It has simplified the bureaucracy by minimazing organization structure, and optimizing organization functions. This reorganization was set in LIPI Regulation No.1 of 2019 concerning the Organization and Work Procedure of the Indonesian Institute of Sciences (SOTK-LIPI), which has made fundamental changes to the overall service business process at LIPI, and has affected on science and technology supporting employees. This organizational arrangement aims to create competency-based research and service governance. The reorganization policy at LIPI is the basis for redistribution of science and technology supporting employees. This has changed the mobility of supporting employees, from stagnant and limited environment to dynamic and focused on service functions according to their specializations and functional positions. This research is focused on examining the effect of organizational restructuring on the performance improvement of science and technology supporting employees of LIPI, after LIPI Regulation concerning the Organization and Work Procedure is published. The research method used is explanatory survey. The data analysis technique used to test the model is multiple linear regression. The respondents who became the unit of analysis were as many as 200 respondents of science and technology supporting employees at LIPI. The results of this study indicate that the performance of supporting employees is simultaneously influenced by organizational rearrangement which includes reorganization of structure, technology, physical settings, and people.

The massive expansion of oil palm plantations for the benefit of the palm oil industry and its derivatives has an impact on ecosystem and environmental damage as well as large demands for land conversion that threaten agricultural land for food crops, which also threatens food security on it. Jebus Village, Kumpeh District, Muaro Jambi Regency, Jambi Province which has peat soil type for most of its land, in this case is one of the villages facing the problem of oil palm plantation expansion and land conversion which is starting to threaten agricultural land for food crops. Therefore, the Jebus Village Regulation No.1 of 2017 concerning the Protection of Peatlands for Sustainable Food Crops and Plantations was made to protect food land in Jebus village. This study aims to analyze the implementation of peatland protection for sustainable food crops in Jebus village. This research uses descriptive qualitative methods. The collection of various data is carried out with a combination of in-depth interview and observation techniques and is supported by data from research results or reports. Data processing uses coding to obtain meaning which is presented in narrative form. This study found that the implementation of the Village Regulation was able to reduce the threat of damage to peatlands, restrain the rate of conversion of food agricultural land into plantations that were not environmentally friendly. However, the implementation of this policy has not been able to guarantee the availability of staple food (rice) for the Jebus village community. In addition, policy implementation faces challenges that cannot be resolved at the village scale.
