Abstract

Tanah memegang peranan penting dalam kehidupan manusia. Seiring bertambahnya jumlah penduduk, kebutuhan akan lahan pun terus meningkat. Sengketa lahan seringkali terjadi tidak hanya antar masyarakat dan keluarga, namun juga antar pemangku kepentingan. Untuk mengatasi permasalahan tersebut, pemerintah melalui Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) meluncurkan Program Prioritas Nasional, Percepatan Pendaftaran Tanah Sistematis Lengkap (PTSL) pada tahun 2016. PTSL merupakan yang pertama program pendaftaran tanah yang dilaksanakan secara serentak dan mencakup seluruh objek pendaftaran tanah yang belum terdaftar di pedesaan dan perkotaan. Metode penelitian yang diterapkan dalam penelitian ini adalah penelitian deskriptif kualitatif yang bertujuan untuk memberikan gambaran mendalam mengenai Program PTSL di Desa Gilang Kecamatan Taman Kabupaten Sidoarjo. Teknik pengumpulan data yang digunakan dalam penelitian ini meliputi observasi, wawancara, dan dokumentasi. Fokus penelitian ini adalah pada aspek organisasi, interpretasi, dan penerapan dalam pelaksanaan program PTSL di Desa Gilang. Partisipan dalam penelitian ini dipilih secara purposif, yaitu memilih individu yang dianggap mempunyai informasi dan pengalaman yang relevan terkait dengan topik penelitian. Berdasarkan hasil penelitian dan pembahasan yang telah disampaikan pada bab sebelumnya tentang Implementasi Program PTSL sebagai upaya percepatan sertifikasi tanah di Desa Gilang Kabupaten Sidoarjo, maka program tersebut dinilai berhasil menurut tiga fokus aspek penelitian. yaitu pengorganisasian, penafsiran, dan penerapan. Dengan demikian, pelaksanaan program PTSL di Desa Gilang dinilai berhasil dari segi organisasi. Penafsiran yang akurat memberikan pemahaman yang utuh, tepat, dan jelas, sehingga memudahkan pelaksanaan program. Oleh karena itu, pelaksanaan program PTSL di Desa Gilang dapat disimpulkan berjalan dengan baik dan sesuai dengan kerangka hukum yang ada.Kata Kunci: Sertifikasi , PTSL, Pendaftaran Tanah

Abstract

Abstract. In 2013, the prevalence of stunting in Indonesia reached 34.1% and only decreased to 31% in 2022. Therefore, the Indonesian Government is targeting a reduction in the prevalence of stunting to 14% in 2024 through national policies and various programs at various levels of government. One of the areas that has a program to accelerate the reduction of stunting is the Anambas Islands Regency which has a stunting prevalence of 21.7% in 2021. This study aims to determine the impact of the implementation of the prevention and acceleration program for reducing stunting in the Anambas Islands Regency. This study is a qualitative study conducted at the Tarempa Health Center and the Siantan Selatan Health Center. Information in this study was obtained from three Key Informants (Head of the Health, Population Control, and Family Planning Office, Head of the Siantan Selatan Health Center, and Tarempa Health Center Posyandu Cadres) and four Ordinary Informants (mothers of stunted children). Data collection in this study was carried out through in-depth interviews and analyzed by triangulation and matching with secondary data. In addition, communication between implementing actors is carried out routinely through both face-to-face and online, implementation resources are well available, all implementing actors have good dispositions, and have a clear bureaucratic structure. It can be concluded that the implementation of prevention and acceleration of stunting reduction is running well and has succeeded in reducing the prevalence of stunting in Anambas Islands Regency.

Abstract

This study examines the legal gaps governing cryptocurrency investment in Indonesia, identifying issues that arise due to unclear regulations, including potential fraud and risks for investors. By referring to Law No. 7 of 2011, PBI No. 18/40/PBI/2016, and Bappebti Regulation No. 5 of 2019, this article shows how the existence of contradictions in regulations can cause confusion among investors, especially for those who do not have a deep understanding of the legal aspects of investment. In addition, this article recommends various efforts that can be made to improve legal protection for investors, including strengthening regulations through special laws, education and training for investors, and collaboration between the government and related parties. The results of this study are expected to provide insight for policymakers and investors regarding the importance of clear regulations and better protection in virtual currency investment.

Abstract

This article attempts to develop a sustainable business model for community-based Micro, Small, and Medium Enterprises (MSMEs) in Medan City from the perspective of Islamic economics. This initiative is driven by the fact that there are currently 38,343 MSMEs registered in the Cooperative and MSME Data System (SIMDAKOP) application of Medan City, which must be able to endure. The methodology used is a qualitative approach, with data collection through interviews and surveys completed by participants, analyzed using a SWOT analysis based on the triple bottom line. The results of this study indicate that the sustainable business model for community-based MSMEs in Medan City, approached through SWOT analysis, is a competitive strategy achieved through ST (Strengths and Threats) collaboration. The program planning includes: (1) enhancing MSME collaboration with government institutions and academics to improve MSME competitiveness; (2) increasing environmentally friendly and locally sourced product innovation; and (3) improving funding sources from CSR programs of institutions or state-owned enterprises (SOEs) to support MSMEs, ensuring that their products and prices remain affordable despite economic instability. The contribution of this article is the proposal of a sustainable business model that is expected to withstand the challenges posed by all the core issues previously mentioned in the context of Islamic economics. Abstract

According to Law No. 2 of 2002 Article 13, the main tasks of POLRI are to provide protection, shelter, and services to the community, including the service of making a SKCK. However, the SKCK process is often considered complicated and time-consuming. To overcome these problems, POLRI introduced an online SKCK service innovation through the PRESISI application in all Police agencies, including Polres Jombang to make it easier for the public to take care of SKCK and at the same time cut a little bureaucracy in Indonesia. This is expected to speed up and simplify SKCK processing. This study aims to determine and analyze the innovation of online-based SKCK services at Polres Jombang using the theory of digital public service innovation according to Bertot et al (2016). This type of research is qualitative research with a descriptive approach to provide a broad description of the object under study, especially innovations in online-based SKCK services at Polres Jombang. The results showed that the innovation of online SKCK making services as a whole can be said to be successful because it facilitates the community in the SKCK application process. However, in the process of filling in data on Presisi there are still shortcomings in predictive analysis related to the needs of citizens for SKCK applications in the application, and the lack of socialization from POLRI also contributes to the lack of understanding of citizens regarding this online SKCK service.

Abstract

The prevalence of Chronic Kidney Disease sufferers globally, including Indonesia, has increased every year. According to the 2018 Basic Health Research data, the prevalence of Chronic Kidney Disease in Indonesia is 0.38% of the population of Indonesia or around 713,783 people. The Indonesian Nephrology Association said that the use of reuse dialyzers is permitted with a maximum limit of 7 times of use, Indonesian 2 Renal Registry data shows that reuse dialyzers are mostly used with a frequency of 1-5 times. Manual cleaning of single-use and reuse dialyzers can have an impact on several aspects, including: dialysis adequacy and risk of infection. Putri Bidadari Hospital, Stabat has a problem with changing the reuse dialyzer to single use because if you use reuse, the used equipment is washed again. So by switching to single use, it is hoped that the output of hemodialysis will be better. However, by switching to single use, there is a possibility of additional/reduced costs per patient for each hemodialysis. This study aims to analyze the Cost Effectiveness of Using Single Use and Reuse Dialyzers for Hemodialysis Services for Kidney Failure Patients at Putri Bidadari General Hospital, a cross-sectional quantitative research design with a prospective and retrospective approach, involving 160 patients in 2023. Data were analyzed using Cost Effectiveness Analysis (CEA). The results of the analysis show that the cost efficiency of the Reuse dialyzer is proven to be lower than the Single Use dialyzer. While in producing changes in the outcome of creatinine, urea, and hemoglobin, the single use dialyzer is more effective than the reuse dialyzer. Hospitals also need to conduct an evaluation of the environmental impact of using both types of dialyzers, including medical waste and energy consumption.

Abstract

This research aims to analyze the perceptions of Generation Z consumers in using digital payment systems, particularly GoPay, from the perspective of Maqashid Syariah. This study examines how factors such as security, trust, convenience, and user experience influence consumer decisions in using GoPay. The research method used is quantitative with a descriptive approach. Data were collected through a survey using purposive sampling techniques from respondents among Generation Z who actively use GoPay as a digital transaction tool. The data processing process using SPSS 25. The research results show that the principles of maqashid sharia such as hifz al-nafs, hifz al-mal, hifz al-din, and hifz al-‘aql play an important role in the decision to use GoPay. Additionally, the variables of security, trust, and convenience significantly influence user decisions, while the experience variable shows a significant impact. In the perspective of Maqashid Syariah, the use of GoPay can support more efficient and secure transactions in accordance with Sharia principles, as long as it maintains transparency and avoids elements of usury. Abstract

This study aims to analyse the effectiveness of non-litigation dispute resolution mechanisms in maintaining legal certainty for outsourcing companies in resolving employer obligations in the fast moving consumer goods industry; to analyse the effectiveness of non-litigation dispute resolution mechanisms in the context of employment or industrial disputes. The research method used is research, which means retrieval. The search in question is a search for true (scientific) knowledge, because the results of this search will be used to answer certain problems. In other words, research is a very valuable educational pursuit; it trains us to always be aware that there is much in this world that we do not know, and what we try to find, discover and know is still not the absolute truth. Article 1 point 10 of Law. No. 30 Year 1999, Disputes or differences of opinion through procedures agreed by the parties, namely out-of-court settlement by means of consultation, negotiation, mediation, conciliation, or expert judgement. The result of mediation that produces an agreement between the parties is referred to as a mediation agreement. This agreement will become legally binding if it has been set out in the form of a peace deed agreed by both parties, and if it has been ratified by the court, is binding on the parties and is implemented in good faith. Abstract

The development of information and communication technology has transformed work paradigms globally, driving the emergence of the digital nomad phenomenon. Digital nomads represent a new lifestyle that allows individuals to work independently and flexibly, without being tied to a specific geographical location. They utilize digital technology to conduct their work from various locations around the world, creating a dynamic and diverse global community. In response to this trend, governments and policymakers have begun to consider regulations or policies that support the presence of digital nomads within their jurisdictions. For instance, the DKI Jakarta provincial government proposed the Thousand Islands (Kepulauan Seribu) as a Digital Nomad Island during the COVID-19 pandemic in 2020. However, it is crucial to evaluate the effectiveness and consequences of such policies before implementation. Evaluating digital nomad policies is an important step in the policy formulation process, as it allows policymakers to understand the potential impacts of these policies prior to their execution. Nonetheless, empirical research focusing on the evaluation of digital nomad policies remains limited in academic literature. This study employs a qualitative approach, utilizing field observations and in-depth interviews, which are then analyzed using data reduction methods, conclusion drawing, and narrative data presentation. The findings indicate that the government's initial steps in planning the islands as a digital nomad destination have shown positive potential, with considerable community support observed. However, the evaluation also highlights several areas needing improvement in policy implementation, such as infrastructure, public services, and supporting facilities for digital nomads. Additionally, the importance of ensuring a balance between enhancing attractiveness for digital nomads and maintaining environmental sustainability and local community welfare is emphasized in the evaluation.

Abstract

The Jombang Healthy Card program is a breakthrough issued by the Jombang Regency Government as a form of assistance for poor people who are not yet covered by national health insurance to obtain adequate health services. This research aims to determine the evaluation of the Jombang Healthy Card program policy for the poor at the Jombang Regency Social Service using the theory of William N. Dunn (2017) which has six evaluation criteria including effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. This research method is descriptive qualitative with data collection techniques through interviews, observation and documentation. The results of this research indicate that the evaluation of the Jombang Healthy Card program policy for the poor is still not optimal, with the following explanation: 1) effectiveness, still hampered by administrative problems, public perception and range of access to services resulting in objectives not being optimally achieved, although program monitoring is successful. 2) efficiency, human resources are efficient, but time and infrastructure are still not efficient. 3) adequacy, benefits felt by participants, but not enough to overcome the problem of health service costs for target groups who have not been recorded as participants. 4) equity, program socialization has been carried out, but participation is still not evenly distributed. 5) responsiveness, successful in getting positive responses from poor communities accompanied by constructive input on the Jombang Sehat Card program. 6) appropriateness, implementation is correct but needs to be improved so that the benefits can be felt by more target groups.
