Abstract

In flight information services, good cooperation is needed between each unit, Bali FSS and the Jokotole Aeronautical Station are no exception. The two stations are interrelated in terms of coordination to convey all flight information needed by each station. The coordination has been arranged in a Letter of Operational Coordination Aggrement (LOCA) which must be obeyed by both parties. But in reality the existing LOCA is not in accordance with the conditions in the field, so the author aims to do a review of the LOCA between Bali FSS and the Jokotole Aeronautical Station so that the provision of flight traffic services can run effectively and efficiently. With the LOCA amendment, it is expected to be able to perfect the existing rules so that it strengthens the legal foundation and helps improve the smoothness of aviation information services, especially in the delivery of ATS news at the Denpasar branch of LPPNPI. Qualitative description is a method used to describe facts or data from the influence that will be explained by interviews, literature studies, observations, and documentation as well as direct observations that refer to several sources that are relevant and have credibility. The population of this research is Aeronautical Communication Officer (ACO) personnel at Perum LPPNPI Denpasar Branch, while the authors take several samples from the population, namely ACO personnel at Perum LPPNPI Denpasar Branch The results of this study are the procedure distribution of ATS Messages between Bali FSS with Jokotole Aeronautical Station need to be optimized into LOCA. So as to protect personnel in carrying out their duties and responsibilities as an Aeronautical Communication Officer.

Abstract

This final project explains what the author faces about assigning a flight information service to the Air Traffic Service Reporting (atsro) pontianak. Flight plan lion air at an airnav offshoot pontianak is often sent by lion air at a time convenient to the estimate of block time (eobt). The problem lies in the lack of knowledge of a lion air foo regarding the provision of a flight plan that causes the flight information service in an atsro pontianak unit. Thus, the writer has devised this scientific work to offer both input and advice to solve the present obstacles and to deliver aviation traffic services effectively and efficiently without forgetting the aspect of safety. The challenge can be solved by performing an advanced socialization to help foo airlines understand ordinances and rules in an application for a flight plan.

Abstract

Investigation is the activity of collecting, writing, editing, and publishing news that is investigative in nature, or a long and in-depth search of a case that is considered to have irregularities. In addition, the investigation is a search for confidential cases, and the agency responsible for carrying out the investigation is the NTSC (National Transportation Safety Committee). Based on the formulation of the problem, namely whether internal accident and incident investigations affect flight safety, which aims to determine whether or not an internal investigation has an effect on flight safety, especially by Air Traffic Controllers to transportation service users. The research method in this study the author uses qualitative descriptive research with literature and document studies as well as conducting interviews with several AirNav employees at Sultan Hasanuddin Airport Makassar. The result of this research is that by carrying out investigation activities, it is possible to minimize all factors that can cause an airplane accident (accident / incident), from the results of observations and interviews, the implementation process of the investigation in Makassar is more or less going well, although it still requires a few changes to minimize an incident that occurs and can affect flight safety at Sultan Hasanuddin Airport Makassar.

Abstract

This final project explains the obstacles faced by the author regarding LOCA between the ATS RO unit and the Airlines Operator on flight plan distribution at Perum LPPNPI Denpasar Branch. The absence of regulations regarding the handling of the flight plan has resulted in the ineffectiveness of the flight plan processing in the ATS RO unit, so that problem has an impact on the obstruction of flight traffic flow. The research method that the author uses is descriptive qualitative, data collection methods in the form of observations and interviews regarding the obstacles in distributing and processing flight plans with the location indicator AFIL/ZZZZ which according to the author requires a contingency plan in the form of an action in dealing with this.The results of the research can be seen that the LOCA between ATS RO units and Airlines Operators at Perum LPPNPI Denpasar Branch is not optimal, so an update is needed by adding points containing regulations in the form of coordination steps related to this into the existing LOCA.

Abstract

Air Traffic Service Reporting Office (ATSRO) unit is one of the units located at the Makassar Air Traffic Service Center (MATSC) which records for managing flight plans and ATS messages such as delays, changes, departures, arrivals and cancellations as well as validating, verifying and distributing flight plan to the ATS address of the relevant unit. On military flights, the flight plan is sent by the Base Operations Unit to ATSRO to be validated by the ACO (Aeronautical Communication Officer) then the flight plan is distributed to the related ATS units. However, there are several obstacles in the form of the absence of information from the Hasanuddin Airbase Base Operations Unit regarding delays or changes in message of military aircraft flight plans and frequent miss communication between the two parties regarding confirmation of military aircraft flight plans due to the use of personal cell phone numbers of each Operation Base personnel. This affects ACO in sending ATS news which has an impact on the effectiveness and efficiency of flight services. In this study, the author uses a gap analysis research method, which is to analyze what steps need to be taken to move from the current condition to the desired condition in the future. The results of this study are expected to provide alternative solutions to problems so that coordination between the Lanud Hasanuddin Base Operation Unit and the ATSRO Unit can be well established and improve flight service efficiency.

Abstract

This final project research entitled The Effect of Coordination of the Aerodrome Control Tower Unit with the Apron Movement Control Unit on the Smoothness of Aviation Traffic Services at Syamsudin Noor Airport Banjarmasin. The problem that is taken is how does the coordination between the Aerodrome Control Tower unit and the Apron Movement Control Unit affect the smooth flow of air traffic services at Syamsudin Noor Airport Banjarmasin?. Because there is a delay in providing parking stand information so it needs to be reviewed. This final project aims to determine the effect of coordination between the Aerodrome Control Tower (ADC) and Apron Movement Control (AMC) that occurred at Syamsudin Noor Airport, Banjarmasin. The research method that the author uses is quantitative. Data collection techniques in the form of observation, documentation in the form of logbooks and questionnaires.using observation, documentation, questionnaires. The results of this study indicate that there is an effect of coordination between the Aerodrome Control Tower unit and Apron Movement Control on air traffic services at Syamsudin Noor Airport Banjarmasin with a correlation coefficient of 0.825, which means that the relationship between these variables is strong. The coefficient of determination is 68%.

Abstract

Air traffic service is a service that plays an important role in creating safety and smooth air traffic flow. To achieve this goal, it is necessary to be supported by the ability of competent human resources. From this it can be concluded that the ability of each personnel in making decisions can affect safety, smooth air traffic flow and flight efficiency. This study aims to obtain an overview of whether there is an influence between the ability of Air Traffic Control personnel and the air traffic services provided at Pattimura International Airport, Ambon. The research method used is quantitative. Data collection is in the form of a documentation study containing the results of ATC personnel performance checks and questionnaires distributed to the sample, then data processing requirements are carried out in the form of validity, reliability, normality, and associative hypothesis testing including correlation. The object of research is air traffic control personnel at Pattimura International Airport, Ambon. The results showed that the ability of ATC personnel to air traffic services had an effect of 41.3% in the first semester and 50.6% in the second semester, which means an increase of 9.3%. And has a significant relationship to the performance of air traffic guides with a correlation coefficient of 90.711, which means that the associative effect between these variables is strong. The average value of performance check, the performance of ATC personnel in the Approach Control Unit (APP) and Aerodrome Control Tower (TWR) Ambon is in the good category, namely (87.6%) in semester 1 and (88.2%) in semester 2 with an average positive increase of 0.504, based on the questionnaire, air traffic services at the Approach Control Unit (APP) and Aerodrome Control Tower (TWR) Ambon are in the good category (86.1%). So it can be concluded that the higher the score obtained, the better the air traffic service. it is recommended to further improve air traffic services and the capabilities of the ATC personnel themselves.

Abstract

Based on the International Civil Aviation Organization (ICAO) Doc. 9137- AN/898 Part 7 Airport Services Manual and Annex 14 Volume 1 Chapter 9.1 regarding the priority of managing safety factors which require airport and air traffic service providers to have and implement a systematic and appropriate Aerodrome Emergency Planning to ensure that the flight service system meet the appropriate level of safety. This final project describes the absence of an earthquake Standard Operating Procedure (SOP) for Aeronautical Communication Officer (ACO) personnel in the Perum LPPNPI tower building, Tambolaka Unit and the lack of complete facilities that support personnel safety which can increase the risk of casualties in the event of an earthquake. Therefore, it is necessary to immediately draw up a draft Standard Operating Procedure (SOP) for earthquakes and complete the existing safety support facilities. In the Standard Operating Procedures (SOP) for earthquakes, there are procedures that must be carried out both before, during, and after an earthquake. This study uses an applied research/tool development methodology. The results of this study are the draft Standard Operating Procedures (SOP) for earthquakes for Aeronautical Communication Officer (ACO) personnel in the tower building of Perum LPPNPI Unit Tambolaka.

Abstract

UPNP Muara Bungo which has the status as a Business Entity within the State-Owned Enterprises provides Aerodrome Flight Information services. Activities organized by UPNP Muara Bungo are Air Traffic Services, Aeronautical Telecommunication Services, Aeronautical Information Services, Aeronautical Meteorological Services, and Search and Rescue. The problem studied in this final project is how the limited view of the pilotage area of ​​Aeronautical Communication Officer personnel affects the provision of Aerodrome Flight Information Service services. In this writing, the author is guided by Annex 11, ICAO 211, PP No. 77 of 2012, PER.028/LPPNPI/X/2017, RI Law No. 1 of 2009, CASR 170, SKEP/347/XII/1999, and PM 65 2017. The research method that the author uses is using observation, interviews with Perum LPPNPI Muara Bungo personnel and Perum LPPNPI Jambi Branch, documentation, questionnaires, and literature studies. The data analysis method used is descriptive quantitative method and measurement using a Likert scale. This study obtained a Correlation Coefficient score of 0.2, which means that the results obtained do not produce a minus score, meaning that the relationship is positive, i.e. if the X variable increases, the Y variable also increases. So it can be concluded that there is a limited influence of the view of the area of ​​​​the pilotage of Aeronautical Communication Officer personnel on the provision of Aerodrome Flight Information Service services at Perum LPPNPI Muara Bungo.

Abstract

In providing air traffic navigation services, it cannot be separated from coordination with related units, one of which is coordination with the Meteorological Station. This coordination aims to provide weather information from the Meteorological Station, then the Flight Navigation Service Unit will convey it to the Pilot for take-off, landing, and en-route purposes. The research studied in this final project is how the effect of effective coordination between the Aviation Navigation Service Unit and the Meteorological Station on the efficiency of air traffic navigation services. (Y) is a flight navigation service at Yuvai Semaring Long Bawan Airport. The research method used is using a questionnaire, observation, documentation. Data analysis methods used are quantitative methods and data processing using a Likert scale. From the results of the research that the authors have done, the authors conclude that there is an important effect of coordination between the Aviation Navigation Service Unit and the Meteorological Station at Yuvai Semaring Long Bawan Airport. Coordination between the Aviation Navigation Service Unit and the Meteorological Station can run efficiently, infrastructure and communication facilities are updated in LOCA.
