Abstract

Tambolaka Airport was established in 1982, has a runway length of 1600 meters and was extended to 2300 meters in 20015. Tambolaka Airport has an Aerodrome Flight Information Service unit which is tasked with serving Air Traffic Guidance with the aim of preventing collisions between aircraft and aircraft or obstacles in the movement area. and maintain the safety, order and efficiency of air traffic. The establishment of security and safety in the world of aviation that is effective and efficient is something that is mandatory and indispensable in an effort to provide safe, fast and regular flight traffic services, a standardized security system is needed that aims to support flight safety. Many factors of air traffic services that can affect flight safety, these factors come from human resources and equipment that are arranged in such a way as possible with established standards in order to create safe, fast, and orderly traffic services. Writing this final project aims as one of the graduation requirements for cadets of the Diploma 3 Aviation Communication Study Program in order to obtain an Associate Expert (A.Md) degree, as a means to increase knowledge/insight for cadets at the Surabaya Aviation Polytechnic, readers and subsequent researchers, as one of the input material so that cadets are able to apply all theoretical knowledge received during class and laboratory education for 6 semesters. In this study, the data writing method uses gap analysis, which is to determine what steps need to be taken to move from the current state to the desired state or the desired future state. The research method that the author uses is using data collection methods: observation, documentation, and literature study.

Abstract

The emergency system tower has an important role in maintaining the safety of ATC personnel while inside the tower. The existence of an emergency system will make it easier for ATC to evacuate themselves when in a dangerous situation (emergency) which requires less time. The problem reviewed in this final project is the incomplete emergency system for ATC personnel in the tower building at Sultan Aji Muhammad Sulaiman Sepinggan International Airport, Balikpapan. The purpose of writing is to provide insight and reference material for further researchers. As well as knowing the resolution of problems related to the incomplete emergency system for ATC personnel in evacuating themselves from the tower at Sultan Aji Muhammad Sulaiman Sepinggan International Airport, Balikpapan. In this study, the data collection methods that the author uses are observation, documentation and literature study. This type of research uses a qualitative descriptive method. The author hopes that this paper can be used as a consideration for maintenance and addition of supporting facilities such as equipment that can support the creation of safety and security Emergency Exit in the tower building of Perum LPPNPI Balikpapan Branch

Abstract

This study aims to determine the cause of the need to update the LOCA between the ATS Reporting Office (ARO) and the Flight Operators at Perum LPPNPI Denpasar Branch. With the existence of a new unit called Ngurah Delivery which provides ATC clearance services the fastest 20 minutes before Estimate Off Block Time (EOBT). This is not in accordance with the written LOCA "the flight operator must notify the ARO officer of the changes contained in the proposed FPL no later than 15 (fifteen) minutes before the EOBT".The method used to analyze the data is descriptive qualitative analysis technique, using data collection methods, observation methods, interviews and documentation.. The population of this research is Aeronautical Communication Officer (ACO) personnel at Perum LPPNPI Denpasar Branch, while the authors take several samples from the population, namely ACO personnel at Perum LPPNPI Denpasar Branch. The results of this study prove that the LOCA that exists between the ARO Unit and other airline operators is a problem for the handling and responsibilities of an aircraft which when it requires immediate service in the field as well as hampering the efficiency of providing flight services by Aeronautical Communication Officer personnel. (ACO).

Abstract

ATS Message distribution is one of the things that must be done by the ATS unit. Therefore the distribution of ATS Messages must be properly to reduce dataerrors in the aircraft in operation. The purpose of this research is to optimize the delivery of departure and arrival message data of military aircraft at Pontianak Supadio Airport so that the distribution of ATS messages can be optimized. This final task uses a qualitative descriptive research design that uses 2 variables: Military aircraft flight (Variable X) and Optimization of news delivery Departure and Arrival of military aircraft at pontianak supadio airport (Variable Y). Data collection techniques using observations, interviews, case studies and literature studies. The interview was conducted by 3 Aeronautical Communication Officer personnel at Pontianak Supadio Airport. From the results of the research that has been done by the authors the expected conclusion is the distribution of ATS messages should be optimized. The problem solving provided by the author is to use Microsoft excel to record what military aircraft data will fly tomorrow manually.

Abstract

This study aims to determine the effect of understanding the cockpit procedure on emergency and abnormal situational awareness for procedural approach control guide personnel in Kupang approach control unit, in order to be able to maintain or improve their performance in providing air traffic control services in accordance with the recommendations set by the International Civil Aviation. Organization (ICAO). Perum LPPNPI Kupang Branch provides approach control services in a procedural manner by having an increasing amount of traffic every year and having international flights. This condition makes the potential for emergency and abnormal situations at Perum LPPNPI Kupang Branch to increase, so ATC personnel must be ready to assist pilots in dealing with emergency and abnormal situations. Especially in dealing with emergencies that occurred on the SJY-182 aircraft at Perum LPPNPI Soekarno-Hatta Jakarta Branch, this did not happen at Perum LPPNPI Kupang Branch.

Abstract

In providing air traffic services, good communication is needed between Ambon FSS and aircraft and vice versa or what is commonly called Air-Ground communication. Good communication must be established between the FSS unit and the aircraft so that the aircraft itself can receive the information provided by the FSS unit properly which has an impact on the safety and security of the flight itself. Communication disturbances in guiding flight communication at the Ambon FSS Unit in the form of the entry of aircraft pilot voices that are not traffic to Ambon FSS have an impact and disturb flight communication personnel. The purpose of this study was to determine the use of secondary frequency in the FSS unit of Perum LPPNPI Ambon Branch has been carried out properly so that communication between ACO personnel and aircraft can run well so that flight safety and security can be carried out properly. The method used in this research is descriptive qualitative, namely research with qualitative data types, in the form of statements, sentences, and documents. Data collection techniques using the method of observation, interviews, documentation and literature study. The results of the research that the author has done can be concluded that communication interference due to the use of the same frequency interferes with communication between communication personnel and pilots at Perum LPPNPI Ambon Branch. Therefore, it is necessary to have a backup frequency or a secondary frequency on Ambon FSS so that the flight service station service delivery becomes more optimal.

Abstract

This final project describes the obstacles faced by the author regarding the impact of understanding the ATS Message from a FOO personnel on the provision of services from the ATS-RO with the units related to the delivery of ATS Message news at Perum LPPNPI MATSC Branch. There are still many personnel from an airlanes, especially FOO who still do not fully understand the contents or provisions contained in the flight plan which results in the ineffectiveness of the ATS Message news delivery process in the ATS-RO unit so that this has an impact on traffic flow obstruction. flight. The emergence of these obstacles is due to the frequent delays of the Airline in sending information regarding changes to the time slot on the new ATS Message via the Web Flight Plan (WBF) so that the process of sending ATS Message news by ATS-RO personnel on duty will be hampered, in addition to the delay in providing information on news changes. The ATS Message often causes the ATS-RO to be subject to complaints from the ATC regarding "why the plane that is about to fly but does not have a flight plan and the ATC questions whether this aircraft can be given a flight permit or not", and therefore has an impact on adding The workload of ATS-RO personnel, according to the author's analysis, is not in accordance with the existing LOCA. The purpose of writing this final project is to find out the impact that occurs regarding the understanding of ATS Message FOO on the provision of ATS-RO services to related units. The method used is descriptive qualitative to describe the conditions and facts that occur based on data obtained by conducting observations, questionnaires and interviews that have been conducted for five months on November 2, 2020 - March 31, 2021. This study uses data processing in the form of a Likert scale. which refers to sources that are relevant and have credibility. The results of this study are expected to provide alternative problem solving so that ATS-RO personnel can provide maximum service.

Abstract

Perum LPPNPI Manado Branch, as a provider of flight navigation services, continues to make efforts to improve flight navigation services provided in accordance with the International Civil Aviation Organization (ICAO) Doc 4444 Chapter 8 Radar Services which explains the use of radar in flight information services. The problem faced by Aeronautical Communication Officer (ACO) personnel is that there is no use of radar monitors as a support for monitoring facilities at the Manado Flight Service Station (FSS) unit. This resulted in the lack of maximum surveillance services provided by Aeronautical Communication Officer (ACO) personnel in conducting traffic scouting and knowing the aircraft's position accurately in the Manado Flight Service Station (FSS) airspace. The purpose of this study is to study the importance of using a radar monitor in the Flight Service Station (FSS) control room as a means of supporting aircraft movement surveillance. In this study, the authors used quantitative methods and distributed questionnaires to 8 Aeronautical Communication Officer (ACO) personnel as respondents. The results of this study are expected to provide an alternative solution to the problem for Perum LPPNPI Manado Branch, namely by adding a radar monitor facility in the Flight Service Station (FSS) control room in order to increase the flight navigation services provided

Abstract

Work motivation can spur employees to work better so that they can achieve the main goals of the company organization. As well as to improve the quality of performance, management must strive to increase work motivation. Employees who have high work motivation, always have the enthusiasm or drive to work hard. As energy to generate impulses in yourself so as to achieve a goal. Motivating the workforce of Air Traffic Controllers is the answer to the problems faced by the company. The problem that is reviewed in this final project is the extent to which the influence of work motivation on improving the performance of air traffic controllers at Perum LPPNPI Lampung Sub-Branch Office. Especially for air traffic controllers, giving motivation is expected to be able to foster morale in the midst of work pressures at hand. This study aims to obtain an overview of whether there is an influence between motivation on the performance of air traffic controllers. In addition, the benefits for researchers are that it can increase knowledge in the field of air traffic guidance, in particular about the work motivation of air traffic guidance services, which is related to air traffic control. efforts to improve air traffic safety. The method used is a data analysis method using a qualitative approach. Qualitative research is carried out under natural conditions and is discovery in nature. This study emphasizes more on meaning and is value bound. Qualitative research is used when problems are not clear, to find hidden meanings, to understand social interactions, to develop theories, to ascertain the correctness of data, and to examine historical developments.

Abstract

This study uses a Research and Development (R&D) research methodology. The development that has been carried out is an advancement of website performance check, where features that previously did not exist have become available. These features are Video Conferencing, Voice Recorder, Message (Chat) features and Counseling Materials. For Aeronautical Communication Officer, licenses and ratings are indispensable as evidence or requirements for carrying out their duties. Based on the PM 14 of 2019 document concerning Civil Aviation Safety Regulations part 69 (Civil Aviation Safety Regulations part 69) concerning License, Rating, Training, and Skills of Aviation Navigation Personnel. It was explained that in order to maintain the rating, flight communication personnel were required to take a rating exam which was held once a year. Perum LPPNPI Balikpapan Branch is one of the operators of Indonesian flight navigation under the auspices of the State-Owned Enterprises. Perum LPPNPI, the Balikpapan branch located at Sultan Aji Muhammad Sulaiman Sepinggan Airport, Balikpapan is located in the province of East Kalimantan. Where every personnel from ATC, ACO, and engineering are required to take a rating test. With this, a more practical and efficient testing method is needed for users/participants and checkers. The implementation of the rating test using the website using the latest features is a result of this research. It is expected that the implementation of the rating test which is applied annually continues to use the website, is carried out periodically to measure the quality of each personnel and also extends the validity period of the website, so that the website does not expire by maintaining it every year.
