Abstract

With adequate facilities for the AFIS unit, the safety and comfort aspects will be guaranteed in aviation safety services. However, the reality is different from what happens on the ground. The purpose of this research is to create a comfortable environment and provide equipment that is in accordance with the ACO contained in the CASR Part 170 sub part 170.G (170.060) document regarding the operational requirements of air traffic service. However, in the implementation of providing flight communication services, the tower which should be a personnel workspace is not used properly. As a result, several difficulties arise that interfere with the performance of personnel such as noise disturbances and external parties. The research method used is descriptive qualitative method. The use of this method is to analyze, describe and summarize various conditions, situations from various data collected in the form of interviews or observations. Data collection techniques carried out in the form of interviews in the form of questions and answers by resource persons who act as informants to obtain data. Then observation, because observation has specific characteristics compared to other techniques. And finally, through library studies, by reviewing books, literature, and various reports related to the problem to be solved. The results of this study indicate that the performance of ACO personnel in providing services can disrupt the process of giving and receiving information to pilots.

Abstract

Domine Eduard Osok (DEO) Sorong Airport is one of hub airports which have huge amount of flights in West Papua Province. Go around / missed approach due to unstabilized approach are frequently happened. Obviously, it gives an impact on the flights traffic. The purpose of this study is endeavoured to improve the safety of flight through the application of instrument landing system which would create the regularity of aircraft traffic more effective.This study use a descriptive qualitative method that use the document of ICAO, Directorate General of Civil Aviation Indonesia and scientific paper as the resources. Instrument of this study are Questionnaire and data from Airnav Sorong. The data are processed with the likert scale.This study shows that unstabilize approach is happened due to technical factor, weather and wind. The result shows 83% of respondents are agreed that the application of ILS would undertake the unstabilize approach. Therefore, it would increase the traffic flow of air traffic in Sorong Airport.

Abstract

ATS route is a special route designed to facilitate the flow of air traffic as required in the provision of air traffic control services. However, at Pangkalan Bun there are still flight paths that use direct instructions, one of which is the scheduled flight path to Ahmad Yani Airport Semarang which uses the SUMDI direct point instruction, even though the number of scheduled flights to and from Ahmad Yani Airport Semarang via SUMDI points is the most congested air route with 10 scheduled flights per day out of a total of 30 scheduled flights at Iskandar Airport.This study aims to provide input regarding the need for the Pangkalan Bun ATS route to Semarang and Surabaya in order to optimize the provision of air traffic services in the Pangkalan Bun Control Zone (CTR) and Terminal Control Area (TMA). The research method used in this research is descriptive qualitative using data collection techniques in the form of interviews, observations and literature studies. The source of data and research was obtained from Perum AirNav Indonesia LPPNPI KCP Pangkalan Bun, and addressed to ATC personnel stored at Perum AirNav LPPNPI KCP Pangkalan Bun. The results showed that the ATS route between Pangkalan Bun, Surabaya and Semarang often conflicted, so the ATS route was needed to facilitate flight traffic guides in providing services so that flight traffic services at CTR and TMA Pangkalan Bun could be more optimal.

Abstract

The establishment of services between the Aetonautical Communication Officer (ACO) and effective and efficient units is something that is mandatory and indispensable in an effort to provide safe, fast and regular flight traffic services aimed at supporting flight safety. Many factors in aviation traffic services can affect flight safety, these factors come from human resources and workloads which are regulated in such a way as to the standards set in order to create safe, fast and orderly traffic services. The research method used is to perform data collection techniques taken from observations, interviews, and documents from the observations. The processed data is then analyzed descriptively and qualitatively. The results of the research that the author has done, there is an imbalance between the workload and the number of personnel that can cause the personnel to experience stress or stress, so the authors feel the need to provide suggestions and problems that can at least be a solution that can be applied so that it can make Perum LPPNPI Branch MATSC become more good for the future.

Abstract

Sultan Babullah Airport is a Class III airport located in Ternate, North Maluku. This airport provides air traffic services for military aircraft and commercial aircraft. With the increasing number of aircraft traffic, ATC must provide a safe, orderly and efficient service. However, the reality is that from the KOBOK side there was no coordination in the release of the aircraft, resulting in a breakdown of separation between the departure Kobok aircraft and other aircraft. Referring to "CASR part 170 Air Traffic Rules subpart 170.018 on Coordination of activities potentially hazardous to civil aircraft" which means the purpose of coordination is to create good arrangements to avoid hazards and minimize interference with normal flights. The author hopes that this paper can be used as a consideration for Perum LPPNPI, Ternate Sub-Branch Office and from the Kobok concerned so that they can coordinate and disseminate information regarding request clearance. In the end, it is hoped that with the socialization of the importance of coordinating the traffic departure from Kobok with other aircraft, they will separate so as to create in-flight safety.

Abstract

There are two kinds of communication systems in air traffic control named ground-to-ground communication system and air-to-ground flight communication system. The ground-to-ground communication system is used by ATC (Air Traffic Controller) officers with pilots when moving on the ground and communication between the airports. For safety purposes, any aircraft movements in the Movement Area are carried out by the pilot under the ATC (Air Traffic Controller) order from the control tower. Therefore, equipment is needed to communicate between the ATC (Air Traffic Controller) and the pilot. The problem reviewed in this final project is that coordination between Aviation Polytechnic of Indonesia Curug and Budiarto Air Traffic Services itself which has an impact on flight safety at Budiarto Airport. The purpose of this final project is to fulfill one of the graduation requirements to get an Associate Expert (AMD) degree in the Air Traffic Diploma 3 program at the Aviation Polytechnic of Surabaya and aim to provide insight as reference material for further researchers at the Surabaya Aviation Polytechnic and to find out the results of this research which is the problem of implementing ground-to-ground coordination for flight safety at Budiarto Airport. In this review, the samples are air traffic controller personnel who worked at the Budiarto aerodrome control tower unit and personnel of Aviation Polytechnic which is located at Budiarto Airport. The variable reviewed is variable (X), which is the coordination between Budiarto Air Traffic Services and the Aviation Polytechnic of Indonesia Curug. The data collection method that used is observation, quisioner, interviews and documentation. The data analysis method used is descriptive qualitative.

Abstract

Letter of Coordination (LOCA) between Pangkalan Bun Approach, Banjarmasin Approach, and H.Asan Sampit Tower is a guidance for the implementation of coordination during flight operation in Pangkalan Bun and Banjarmasin Terminal Control Area (TMA). Formulation of the problems during this research are “Does LOCA between Pangkalan Bun APP, Banjarmasin APP,dan H.Asan Sampit TWR affect aviation safety on W15 Lamud route and Palangkaraya?”, and “Does it necessary to re- discuss the current LOCA to minimize potential conflicts that may occur?”. This research aimed to analyze, investigate, and to give the best solution for the application of current LOCA in order to provide smoothness in the provision of air traffic services in Pangkalan Bun and Banjarmasin TMA as well as the requirement for obtaining Associate Degree in diploma 3 Air Traffic Controller course. The research method in this study that author uses is quantitative descriptive research. The population in this study were all air traffic Air Traffic Controller (ATC) personnel of PERUM LPPNPI Pangkalan Bun and Sampit Branch Assistant Offices and PERUM LPPNPI Banjarmasin Branch Office, the author's research sample used the entire population as a sample of 38 samples. The author's research variable is the independent variable (X) in the form of LOCA between Pangkalan Bun APP, Banjarmasin APP, and H.Asan Sampit TWR and the dependent variable (Y) in the form of aviation safety on W15 Lamud route and Palangkaraya. The results of research from field studies (observations), interviews, questionnaires, and the calculation of the Spearman correlation coefficient of 0,68 which means that there’s strong correlation between X and Y variable. Therefore, LOCA between Pangkalan Bun APP, Banjarmasin APP, and H.Asan Sampit TWR affects the aviation safety on W15 Lamud route and Palangkaraya.

Abstract

In providing air traffic services, an Air Traffic Controller must prioritize the safety and smooth movement of traffic. The runway configuration applied at Sultan Hasanuddin Airport Makassar, there was a buildup of traffic departures causing a decrease in the level of smoothness in the aircraft movement area. In the use of runway 03 and 31 configurations, there is a meeting of arrival aircraft passing through the rapid exit taxiway with departure aircraft on the whiskey papa taxiway heading to runway 31. So that the movement of the aircraft becomes obstructed and unsafe for aircraft holding on the taxiway delta. The accumulation of traffic departures often occurs during peak hours, even though the time slot has been enacted. Slot time is the schedule of arrival and departure times allocated by the ATFM coordinator for aircraft movement at a set time/date that is adjusted/aligned with existing airport facilities. There needs to be equity by allocating time to a more tenuous schedule so that there is no buildup. Increased coordination with APP is needed to increase the separation between departure and arrival aircraft, and not instruct aircraft to hold on to the delta taxiway if there has been a buildup of departure traffic, which is expected to be able to reduce this problem. The results of the research that has been carried out by the author at the Sultan Hasanuddin International Airport in Makassar are expected to provide an alternative to solving problems that arise due to the influence of the runway configuration. The author also hopes that this research can be useful to improve flight safety and create a safe, comfortable, regular and efficient air traffic service at Sultan Hasanuddin International Airport Makassar.

Abstract

ATC System (Tern) in Perum LPPNPI Denpasar Branch is the third in Indonesia, the first is in Balikpapan, then Jogja and the third is Bali and Surabaya. TERN itself has complete features and superior but there are still problems in it caused by some things so it can not be perfect in service in the unit ATS Reporting Office (ARO) Denpasar. Some of the problems encountered are error handling, terminated which takes more time, some waypoint VFR route that has not been registered and some FPL that has not been accommodated properly. The purpose of this study is to find out if optimization of Tern device usage can support ATS Messages services in ARO units, to know how to optimize for better use of Tern devices in the future. In the work of this Final Task the author uses qualitative descriptive methods with observation and interview data collection techniques. For observation the author did so from December 2020 to March 2021. From the results of the research conducted, the authors found the results that ACO personnel think that Tern is very useful in terms of monitoring every existing flight data, namely Flight Plan, Delay, Change, Arrival, Departure, Cancel, etc. But there are also obstacles that some features in Tern are not optimal so as to make the ATS Messages service a little hampered or take more time. Due to constraints in some features, the use of TERN devices is less optimal because ACO personnel prefer to use WBF to make FPL changes. See from some research that the authors of the study about TERN all have in common that TERN is very useful for each unit whether it is APP / TMA, Tower or ARO because the features are very useful for these units.

Abstract

This study aims to determine the need for RNP procedure training for ATC at Perum LPPNPI, Kendari Branch. In accordance with the Regulation of the Minister of Transportation Number PM 1 of 2014 namely the Civil Aviation Safety Regulation part 69 (PKPS part 69) regarding the License, Rating, Training and Authority of Aviation Navigation Personnel, an ATC must first receive training before using or implementing a certain flight navigation procedure. , so that to apply the RNP Procedure that has been listed in the AIP Indonesia must follow and have a training certificate for the RNP Procedure. the research method used is a qualitative method. In addition, the data collection method used in this study is the method of observation and interviews as a means of collecting data at Haluoleo Kendari Airport. Based on the results of the study, it can be concluded that the ATC personnel at Perum LPPNPI Kendari Branch agreed to obtain an RNP Procedure training certificate and could apply the RNP Procedure contained in the Kendari AIP to the maximum because the RNP procedure was needed when the main approach tool was in repair.
