Abstract

Masyarakat yang bermukim di sekitar hutan dipengaruhi oleh perubahan ekologi hutan, terutama mereka yang tergantung pada sumber daya hutan. Eksistensi kehidupan mereka akan terganggu jika hutan mengalami kerusakan. Sebab, jika hutan rusak berarti mereka kehilangan sumber daya yang mendukung kehidupan mereka. Mereka yang mampu untuk menyesuaikan diri dengan perubahan ekologi hutan berarti memiliki ketahanan sosial yang memadai. Sebaliknya, ketahanan sosial yang rendah menunjukkan kerentanan mereka terhadap perubahan ekologi hutan. Terkait dengan itu, tulisan ini mencoba menjelaskan perubahan ekologi hutan yang terjadi di Kabupaten Gunung Mas dan respon yang dilakukan masyarakat terhadap perubahan itu. Jenis respon yang dilakukan menentukan tingkat ketahanan sosial masyarakat yang bermukim di sekitar hutan tersebut. Data yang dikumpulkan untuk menyusun tulisan ini dilakukan dengan melakukan penelitian lapangan pada pertengahan 2015. Community living at the surrounding of forest is influenced by forest changes, mainly those that depend on forest natural resources. Their life will be disturbed if the forest is damaged. Damaged forest means that the people lose resources supporting their life. A community that has social resilience can adapt with the changes of forest ecology. Otherwise, those with low social resilence show their vulnerability to adapt with the forest changes. This paper aims to explain the changes of forest ecology in Gunung Mas Regency and the community’s responses. Their responses determine their resilience to encounter the changes of forest ecology. The data in this paper was collected from field research in the mid of 2015.

Abstract

Urban forest is one of few alternatives to balance the deterioration in the quality of environment. Jakarta has 14 urban forests under the coordination of the Department of Marine and Fisheries. In contrast, there is also urban forest located in South Jakarta and managed by local community to provide not only for preserving environment but also providing social life for local inhabitants. This paper aims to analyze the roles of community in the urban forest management. In addition as a city buffer, urban forest is also have an immense economic potential to improve the well-being of local community. The case of urban forest described in this paper is Sangga Buana located at Lebak Bulus, South Jakarta. Through observations, in-depth interviews, and focus group discussions, it is found that the responsibility in managing urban forest depends not solely on the government but also on the community. The Sangga Buana urban forest is one of examples where the local community practically has managed the forest. Since the very first time this urban forest was developed, the contribution of the government in the development of this site is almost unheard. This lack of support, however, initiates the local community to manage and develop the forest. The roles of local community in the urban forest management are arranged as a long-term participation. As such, the local community is transformed from merely a passive stakeholder of urban forest to active management of it. The forest now functions not only as a buffer to prevent floods and drought, but also provides economic benefits for the local community. In this sense, this urban forest has appeared as embodiment of the concept of sustainable green environment. Keywords: urban forest, Sangga Buana, role of community, green environment, Jakarta

Abstract

This article attempts to describe a shift of identity amongst the victims and survivors of past gross human rights violations in Indonesia, through examining the economic violence of past gross human rights violations in the country and the current available reparative mechanisms Arguably through this examination, and given a wider framework of Indonesia’s transition policy, it could be seen that there is a reshaping of victim’s interest from state’s violence grievances to structural economic vulnerability. This shift is mainly caused by several contributing factors: first is the absence of national level holistic paradigm in resolving the past. This could be depicted in the absence of clear legal framework and the lack of political will to resolve the past; and second is the emerging pragmatic choice made by the government and the (group of) victims/survivors- particularly given the current existing challenge of welfare-based needs faced by the victims/survivors. While the exercised reparative mechanisms- through judicial process and general assistance programs have been considerably useful in empowering the victims/survivors, this situation would potentially fail to portrait the structural (economic) violence that happened in the past.

Abstract

The development of television political ads in Indonesia has been increased significantly since the first use in the election of 1999. Through television political ads, political parties have greater freedom to express their interest rather than media news coverage. Moreover, television could cover wider area than other mass media. Because of those reasons, political parties spend a lot of their budgets for television political ads. The number and modes of television political ads have increased significantly than before. This paper tries to describe how political parties represent themselves in television ads. It will be analyzed from verbal and non-verbal content of television political ads. This article argues that television ads have been used to persuade rather than to provide political education to the audience. Abstract

Abstract This article aims to discuss the migration process of the Buginese-Makassarese to north Bali. Based on oral history, they had lived in north Bali since the 17th century. They later settled down in the kampongs of Buginese in Buleleng, Penyabangan, Celukan Bawang, and Sumberkima. The migration process was driven by political and economic problems. The Makassarese and their allies was lost during their struggle against the Dutch-East India Company (VOC) in 1667/1669. The migration flow of Makassarese was increasing due to the rebel of Kahar Muzakar DI/TII in South Sulawesi. Economically, they have sails to catch sea cucumbers and turtles then sell them to Singapore. The Buginese-Makassare always preserve their Bugineseness identity while they are interacting with the Balinese. Nevertheless, some aspects of their identity are gradually disappearing, such as ethnic language and house architecture. Although they have different religion and belief, they can adapt to the Balinese customs and culture. Using Balinese language and marriage with Balinese are the media to maintain their relationships with the locals. Keywords: migration, Buginese-Makassarese, North Bali, adaptation Abstrak Artikel ini bertujuan untuk mendiskusikan proses migrasi orang-orang Bugis-Makassar ke Bali Utara. Berdasarkan tradisi dan sejarah lisan, mereka sudah berada di Bali Utara sejak abad ke-17. Mereka bermukim di Kampung Bugis Buleleng, Penyabangan, Celukan Bawang, dan Sumberkima. Proses migrasi didorong oleh persoalan politik dan ekonomi. Persoalan politik berkaitan dengan kekalahan Makassar dan sekutunya melawan VOC pada tahun 1667/1669. Gelombang migrasi besar-besaran terjadi saat Sulawesi Selatan dilanda kekacauan akibat pemberontakan DI/TII Kahar Muzakkar. Persoalan ekonomi juga menjadi alasan penting dalam proses migrasi tersebut. Mereka berlayar ke berbagai kawasan untuk mencari teripang dan penyu untuk dijual ke Singapura. Dalam perjumpaan dengan orang-orang Bali yang memiliki adat- istiadat, orang-orang Bugis-Makassar tetap mampu menjaga identitas ke-Bugis-annya. Akan tetapi, terdapat beberapa aspek yang mulai hilang seperti bahasa dan rumah. Walaupun memiliki perbedaan keyakinan, orang-orang Bugis-Makassar mampu beradaptasi dengan orang-orang Bali. Bahasa dan perkawinan dengan orang Bali menjadi media untuk menjaga hubungan mereka dengan penduduk lokal. Kata kunci: migrasi, Bugis-Makassar, Bali Utara, adaptasi

Abstract

Strata (sosial/ekonomi) masyarakat dan hubungan antar strata dalam kegiatan pemberdayaan berbasis komunitas (Community Driven Development/CDD) seperti contoh dalam Program Nasional Pemberdayaan Masyarakat (PNPM) memberikan pembelajaran penting tentang bagaimana: 1) Menentukan tatacara dan keseimbangan dalam mengambil keputusan publik; 2) Membuat kita awas terhadap ketergantungan, kekuasaan dan sumber-sumber dari kekuasaan; dan 3) Menentukan mudah dan sulitnya proses yang demokratis atau keberpihakan ke bawah. Hasil penelitian pada kelompok masyarakat suku asli Papua di Kabupaten Merauke (Suku Yei dan Suku Marind-anim) memperlihatkan bahwa strata sosial pada lapisan masyarakat paling atas (elit kampung/marga mayoritas/warga yang cakap) sangat mendominasi jalannya program—dari tingkat perencanaan hingga implementasi program—dan menjadi perwakilan harapan-harapan yang muncul dari kelompok lapisan bawah (marga kecil/kelompok perempuan/non elit). Lapisan masyarakat bawah yang (masih) biasa berburu dan meramu dan berorientasi hidup adalah ‘panen setiap hari’ (kemudahan akses makanan dari alam) tidak mudah (tidak rela) ikut berpartisipasi memberikan usulan atau kerja, kecuali di imingi imbalan sejumlah uang. Oleh karenanya lapisan atas yang menjalankan dan menguasai bantuan dana kemudian mengadopsi sistem ‘berbagi uang, berbagi ruang’ dalam menjalankan kegiatan pemberdayaan. Di satu sisi, program kegiatan berusaha adil memberikan kemanfaatan pada seluruh masyarakat, di sisi yang lain, bantuan dana dipandang sebagai insentif material kepada masyarakat dan pengurus atas partisipasi yang dilakukannya. Akibat dari keseluruhan proses yang berjalan ini, memunculkan trend alokasi kegiatan dan lokasi pembangunan yang seringkali saling bertabrakan kepentingan, disertai kecenderungan biaya kegiatan yang lebih mahal (korupsi), dan akhirnya mempersulit penguatan proses demokratisasi.

Abstract

This article seeks to explain the relations between the Forest Policy and people who live in forest area. Despite the fact that Indonesia has a vast forest area with an abundance of economic resources that has been exploited, the fate of people who make their living from it is almost forgotten. Most of forest policies have been made and implemented to the disadvantages of the people who live in the area.
