Jurnal Masyarakat dan Budaya (JMB) or Journal of Society and Culture is a peer-reviewed journal that aims to be an authoritative academic source on the study of society and culture. We publish original research papers, review articles, case studies, and book reviews focusing on Indonesian society, cultural phenomena, and other related topics. A manuscript describing society and culture outside Indonesia is expected to be analyzed comparatively with the issues and context in Indonesia. All papers will be reviewed rigorously at least by two referees. JMB is published three times a year, in April, August , and December.

Abstract

The decentralization of forestry sector in Papua Province has been executed by the Community Forestry Programme. To support this programme, the Indonesian government issued a series of regulations; Government Regulation (PP No: 6/1999) on the Small Scale Logging Consession Permit, the Ministry of Forestry Decision Letter No: 677/Kpts – II/1998 on Community Forestry Programme, and Forest Reform Act No: 41/1999. However, the implementation of these policies had caused many problems, among athers: (1) inconsistency of government policies, which had caused authority conflict between local governments and central government in managing the forest resource; (2) policies that caused illegal logging activities; (3) an increase of policy manipulation practice. In the end, this policy have failed to create both quality improvement of the local people social economic life as well as a sustainable forest development. This article is focused to discuss questions on how the local government implement these policies, and what are the problems faced by the settlers in and around of the forest. Abstract

Abstrak Lembaga Sosial Teras Dakwah (TD) didirikan pada tahun 2011 melalui sepetak teras rumah berukuran 2, 2 x 12 meter di kampung Nitikan Yogyakarta. Tujuan utama lembaga ini adalah sebagai wadah pemersatu ummat Islam lintas harakah. Selanjutnya penelitian ini ingin menjelaskan tentang konsep dakwah dan kesalehan di era kontemporer melalui teknologi komunikasi baru. Data penelitian diperoleh melalui wawancara, observasi dan didukung dengan literatur yang relevan. Penelitian ini menunjukkan bahwa gerakan Teras Dakwah mengindikasikan ketidakpuasan gerakan Islam kontemporer dengan praktik kesalehan yang diajarkan oleh otoritas lama, serta tidak mampu menyesuaikan dengan kehidupan kontemporer. Kemudian melalui program hapus tato, Teras Dakwah menunjukkan bahwa organisasi membuka ruang kesalehan bagi muslim yang sedang dalam proses hijrah. Di samping itu, Teras Dakwah mendiskusikan konsep dakwah dengan budaya populer untuk memberikan kenyamanan bagi mereka yang sedang mencari kesalehan seperti, mendesain halaman rumah layaknya sebuah kafe, mengonsep tema dakwah yang menarik dan membuat video tematik berdurasi singkat yang menjelaskan tentang jadwal pengajian yang akan berlangsung. Sehingga fenomena ini membuka ruang diskusi tentang dakwah dan kesalehan dalam gerakan Islam kontemporer. Di samping itu, fenomena kemunculan Teras Dakwah menunjukkan bahwa Islam tidak sekedar sebagai agama masjid. Kata Kunci: Gerakan Islam Kontemporer, Kesalehan dan Budaya Populer

Abstract

This article shows the change and continuity of femininity construction in Indonesian public using the media. It started with the femininity construction during the colonial era, which showed how femininity was used by the colonial government and by the Indonesian movement at that time. It was a public space construction, which negotiated places to support some types of femininity construction. By describing this construction process, the article wish to show that power plays an important role. Being feminine women is not of women wish but more on how the society at large preserve some types of femininity discourse. The article also shows that such construction process at the end is also a big demand from capitalistic interest. The capital and the global are two other sources of power that at present depict what kind of women to be constructed.

Abstract

Abstract During the mid of 20th Century until the 1970s, there were several factors causing floods in Surabaya. Using archival research, scrutinizing news reports and conducting interviews, this article found three causes of flood. They are: (1) Overflowing Kali Lamong which has headwaters in Lamongan and Mojokerto; (2) Demolition of Kali Pakis and Kali Kali Baru Bratang Dike by society; (3) River sedimentation, waste, illegal buildings on the riverbanks and under bridges, and the reduction of water catchment areas. People made various efforts to control floods, both individually and cooperating through gotong royong. The rich people elevated their houses and buy flood pump, while the poor people only created pile of sandbags in front of the door. Mutual cooperation coordinated by Neighborhood Association/Citizens Association (RT/RW) is other mechanisms to control the flood. Keywords: flood, Surabaya, control, community, participation Abstrak Selama pertengahan abad ke-20 hingga tahun 1970-an, banjir di Kota Surabaya menunjukkan eskalasi dan siklus yang semakin pendek. Faktor-faktor apa yang menyebabkan eskalasi tersebut dan apa yang dilakukan oleh masyarakat dalam menanggulangi banjir yang melanda rumah dan kampung mereka? Melalui penelitian arsip, sejumlah surat kabar, dan wawancara, berbagai masalah tersebut dielaborasi. Studi ini menemukan bahwa banjir pada periode ini disebabkan antara lain oleh: (1) Meluapnya Kali Lamong yang berhulu di Kabupaten Lamongan dan Mojokerto; (2) Tindakan penduduk yang membobol tanggul Kali Pakis dan Kali Bratang Baru; (3) Sedimentasi kali, sampah, bangunan liar di bantaran kali dan kolong jembatan, serta berkurangnya wilayah resapan air. Untuk menanggulangi banjir, masyarakat melakukan berbagai upaya, baik perorangan maupun gotong-royong. Mereka yang memiliki dana yang banyak, meninggikan lantai rumahnya dan membeli pompa penyedot banjir, sedangkan yang tidak punya banyak uang, hanya membuat tanggul di depan pintu rumahnya. Kerja sama Rukun Tetangga/Rukun Warga (RT/RW) menjadi sebuah mekanisme lain untuk mengontrol banjir. Kata Kunci: Banjir, Surabaya, pengendalian, masyarakat, partisipasi

Abstract

This paper examines people from the bottom in responding new policies on nature conservation. They create their own territory based on the memories about their ancestors. The goal to preserve the nature and culture is even to be more integrated to the market exchanges. The research is conducted in Raja Ampat. A new kabupaten that defines their entire area as a protected place from natural exploitation. This approach is different from the previous treatment to nature of Raja Ampat. To earn cash means to destroy the forest. Rather, through ecotourism, the project expects to give a hope to the people. While preserving the nature, people even can get economic advantage. This paper is based on an ethnographic account. I hiked to the several important spots that also become the place of local people's ancestor. The aim was to get to know people's interaction with the nature and animals. Also, their social relations with other family clan and international NGO's.

Abstract

The article deals with the social transformation of the indigenous people of Depok from 1930 until 1960. Substancially, the social transformation had made public sphere of the indigenous people of Depok wider, and it produced their new structure of socioeconomic significantly. In this context, they were so selective in their adaptation processes. Actually, the patterns of their adaptation had rational calculation itself that based on subsistence principles.

Abstract

Many polemics took place because of the difference in interpretation about deviate religion, especially within the religious or the new beliefs. In this study, I select one case of deviationism which more or less represent two different era, namely the Religion of Java Sundanese Pasundan (Agama Jawa Sunda Pasundan-AJSP). According to colonial documents, the AJSP actually had appeared in Cigugur-Kuningan, West Java since the beginning of the 20th century. But the impact of its presence, especially that caused unrest among the society, only rose since the decade of the 1920s. Later, the unrest turned into a tension between support groups AJSP against Muslim Ummah around it. Especially after the AJSP leader, Kiai Madrais openly said that in the year of Alip, all religions will be disappeared but the AJSP. The tension eventually turned into some collective actions that accompanied by some violence. The AJSP side attacked group of Muslims and destroyed their properties. On the other occasion, the AJSP was the party that was attacked by muslim community around it. Keyword: Agama Jawa Sunda Pasundan (AJSP), Syncretism, Conflict, Tolerance.

Abstract

This paper discusses the historical process in the context of the government system in Nusa Tenggara. This paper particularly analyses the bargaining position of the people of Nusa Tenggara in gaining the status of their region as a province. Indeed, the name of Nusa Tenggara as a region in the Indonesian archipelago had not been known before the formation of the Republic of Indonesia. Based upon the historical evidences, the external factors had considerably affected the patterns of the traditional political and social systems. Prior to the colonial era, there were several chiefdoms which were fragmented and competed to one another. The coming of the colonial Dutch has transformed the traditional political systems to a more modern system in which the colonial Dutch introduced a new system, the province of Timor, Residentie Timor en onderhoorigheden. This province has been changed to be the province of Nusa Tenggara since the Indonesian independence.

Abstract

Lautan dan samudra merupakan sumber daya yang tak terbatas di mana lautan telah digunakan sebagai sarana transportasi, sumber makanan, pertambangan dan perdagangan laut serta medium proyeksi kekuatan suatu negara. Nilai penting laut dan samudera di era globalisasi ditandai dengan meningkatnya lalu lintas perdagangan laut. Sejarah membuktikan bahwa negara yang memilih lautan untuk memajukan kepentingan, mereka menjadi kuat secara politik dan makmur secara ekonomi. Indonesia sebagai kekuatan maritim yang besar telah mendominasi pusat jalur sutera di abad ke-10 sampai abad ke-14. Gagasan poros maritim Indonesia saat ini menunjukkan upaya pemerintah untuk memperkuat kekuatan nasional dan kemakmuran rakyat Indonesia berdasarkan kegiatan yang berkaitan dengan aktivitas kemaritiman. Tulisan ini menjelaskan poros maritim dari perspektif sejarah maritim dan perspektif ekonomi pertahanan. Kerangka teoritis dari A.T Mahan, J.S. Corbett, J.R. Hill dan Ken Booth digunakan untuk memahami poros maritim dalam perspektif ekonomi pertahanan. Kedua pendekatan tersebut digunakan secara bertautan di mana sejarah maritim tidak akan membantu tanpa pedoman teoritis, sedangkan teori memerlukan catatan sejarah sebagai bukti empiris untuk menggambarkan pola yang ada sebagai kerangka awal bagi pemahaman poros maritim Indonesia. Seas and oceans are endless resources used for transportation, food sources, offshore mining and sea commerce as well as medium of state’s power projection. In the era of globalization, the importance of seas and oceans is marked with the increasing of international sea commerce traffic. Furthermore, history shows that the nations choosing oceans to advance their interest became politically strong and economically prosperous. Indonesia with a great maritime power dominated the center of ancient maritime Silk Road from 10th to 14th century. The idea of maritime fulcrum in the current development, therefore, shows the government efforts to strengthen Indonesia’s national power and prosperity based on maritime activities. This paper describes maritime fulcrum from the perspectives of maritime history and defense economy. Theoretical frameworks from A.T Mahan, J.S. Corbett, J.R. Hill, and Ken Booth are used to understand the maritime fulcrum in the defense economy perspective. The maritime history will not help without theoretical guidelines and theory requires historical record as empirical evidence to draw the patterns in order to conceptualize Indonesia’s maritime fulcrum.
