Abstract

The 2024 elections in Aceh reflect unique dynamics in the context of procedural democracy and special autonomy. The characteristics of elections in Aceh are influenced by the recognition of local political parties regulated through Law Number 11 of 2006 concerning the Government of Aceh, as a result of the 2005 Helsinki MoU. Local parties such as the Aceh Party (PA) and the Nanggroe Aceh Party (PNA) compete with national parties in reflecting the aspirations of the Acehnese people. This study uses a qualitative approach with document studies to analyze the implementation of elections in Aceh, including voter participation, local political dynamics, and the effectiveness of election administration. The results showed an increase in voter participation compared to the previous election, with the highest participation recorded in the presidential election (87.01%). However, challenges such as money politics, campaign abuses, and security stability remain significant issues. In addition, the role of the young generation and women in elections has begun to be strengthened through political party strategies. In the context of procedural democracy, these elections reflect efforts to meet Robert Dahl's criteria, including equal voting, effective participation, and agenda oversight. In conclusion, the 2024 election in Aceh is not only a democratic mechanism but also an instrument to strengthen peace and special autonomy. These findings provide insight into the challenges and opportunities of local democracy in Aceh.

Abstract

Pembangunan daerah yang berkelanjutan sangat bergantung pada pengelolaan anggaran yang efektif dan tepat sasaran. Dalam konteks otonomi daerah, realisasi anggaran bukan hanya persoalan administratif, tetapi menjadi cerminan dari kemampuan pemerintah daerah dalam menjalankan program pembangunan secara nyata. Efektivitas pengelolaan anggaran daerah merupakan indikator utama dalam menilai kinerja pemerintahan di tingkat kabupaten dan kota. Realisasi fisik dan keuangan mencerminkan sejauh mana program dan kegiatan yang direncanakan telah dilaksanakan sesuai target yang ditetapkan. Penelitian ini bertujuan untuk: 1) mendeskripsikan capaian realisasi fisik dan keuangan di 19 kabupaten dan kota di Provinsi Sumatera Barat pada tahun 2024 dan 2) menganalisis pencapaian tersebut guna memberikan rekomendasi bagi pengambil kebijakan. Penelitian ini menggunakan metode deskriptif kuantitatif dengan teknik pengumpulan data melalui studi dokumentasi, wawancara terstruktur, dan observasi lapangan. Penelitian dilakukan dari awal hingga akhir tahun 2024. Data yang terkumpul dianalisis dengan statistik deskriptif untuk menggambarkan tingkat pencapaian serta pola realisasi anggaran di setiap daerah. Hasil penelitian menunjukkan bahwa rata-rata realisasi fisik pada 19 kabupaten/kota Provinsi Sumatera Barat mencapai 95,18%, sementara realisasi keuangan mencapai 91,28%. Untuk realisasi fisik, Kota Padang memiliki capaian tertinggi (99,06%) dan Kabupaten Solok Selatan menjadi yang paling sedikit melakukan realisasi fisik (85,91%). Sementara itu untuk realisasi keuangan, Kabupaten Solok memiliki capaian tertinggi dalam realisasi keuangan (95,82%), sedangkan Kabupaten Kepulauan Mentawai memiliki capaian terendah (82,74%). Perbedaan ini menunjukkan adanya ketimpangan kapasitas antar daerah dalam menyerap dan mengelola anggaran, yang berpotensi memengaruhi kecepatan dan kualitas pembangunan daerah masing-masing. Tingginya capaian di beberapa daerah mencerminkan efektivitas dalam perencanaan dan pelaksanaan program, sedangkan capaian rendah mengindikasikan hambatan sistemik seperti lemahnya koordinasi, perencanaan yang tidak matang, atau keterbatasan sumber daya manusia. Temuan ini menekankan pentingnya evaluasi menyeluruh terhadap proses perencanaan dan pelaksanaan anggaran agar dapat mendukung pembangunan daerah yang lebih merata dan berkelanjutan.

Abstract

The present study commences with the findings of the phenomenon of the problem of the low capacity of bureaucratic human resources, especially in public services in the Regional Government of East Barito Regency. The district's public service compliance rating is the lowest in Central Kalimantan Province. This study aims to reveal data related to the development of bureaucrats' human resource capacity in the Local Government. The analytical framework employed in this study draws upon the integrated quality management theory of W. Edwards Deming, encompassing the following aspects: (1) Plan, (2) Do, (3) Check or study, and (4) Act. A descriptive qualitative method was employed in this research. The data collection process involved a combination of interview techniques, observational studies, and document analysis, with the researchers themselves serving as the instruments for data collection. The data sources for this research include regional leaders, leaders of related OPDs, several bureaucratic staff members, and the Chairman of the DPRD. To ensure the reliability of the findings, a triangulation approach was employed, involving the synthesis of data from multiple sources and collection techniques. The results indicated that the enhancement of bureaucrats' human resource capacity within the East Barito Regency Regional Government has been effectively executed and is aligned with the stages of integrated quality management as proposed by Edwards Deming, thereby ensuring the effective and efficient achievement of objectives.

Abstract

Disinformasi digital merupakan salah satu bentuk kejahatan siber yang semakin mengkhawatirkan di era informasi. Di tengah maraknya penggunaan media sosial sebagai sumber utama informasi masyarakat, penyebaran berita bohong (hoaks) dan ujaran kebencian dinilai semakin sulit untuk dikendalikan. Disinformasi digital saat ini tidak hanya menjadi persoalan di wilayah perkotaan, tetapi juga telah masuk dan marak terjadi di tingkat desa. Tujuan penelitian ini yakni untuk mengetahui bentuk tantangan dan menemukan strategi pemerintah desa dalam menangani disinformasi digital dan kejahatan siber yang ada di tingkat desa. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi literatur dengan hasil yakni bahwa masyarakat desa masih kurang dalam kemampuan cukup untuk membedakan antara informasi yang benar dan yang menyesatkan, mudah terpengaruh serta keterbatasan akses terhadap sumber informasi yang benar. Strategi Desa CERDIK dirancang sebagai solusi inovatif berbasis nilai lokal dan kontrol sosial untuk mencegah serta memitigasi penyebaran disinformasi secara berkelanjutan.

Abstract

Children are the foundation of a nation's human resources, an important issue affecting child welfare is child marriage. The East Java Provincial Government issued a policy in the form of a Governor's Circular Letter (SE) on the prevention of child marriage, Malang Regency as an area with a high marriage rate in East Java followed up on the SE. After three years, the efforts made have succeeded in reducing the number of child marriages in Malang District each year. This article analyzes the follow-up process of the child marriage prevention policy in Malang District using a descriptive qualitative research method, case study research type with Allan McConnell's Policy Success theory as the analytical knife. This article explores the success of the child marriage prevention policy from the process dimension, as well as the level of success using the degree of policy success/failure. The results showed the success of the policy in the process dimension, firstly maintaining policy objectives / instruments, all SE Child Marriage Prevention objectives were maintained with several derivative policies, although there was one policy instrument related to the budget that was not fully maintained. The level of success is included in Resilient Success. Second, ensuring policy legitimacy, where the entire SE follow-up process is legitimized by all parties, so the success level is included in Success. Third, building a sustainable coalition, the Malang District Government built a sustainable coalition to overcome the problem of child marriage through the policies made. The success rate is also included in Success.

Abstract

The development of information and communication technology (ICT) has become a key catalyst in transforming public services toward more efficient, transparent, and participatory systems. The Indonesian government, through the Electronic-Based Government System (SPBE) policy, encourages the acceleration of digitalization across all regions; however, its implementation still shows disparities between regions. This study aims to compare the implementation of public service digitalization between Palembang City and Surabaya City using the Systematic Literature Review (SLR) method. The analysis was conducted on 50 scientific journals published between 2015 and 2025, obtained from databases such as Google Scholar, Scopus, DOAJ, and the Garuda Portal, using the keywords: public service digitalization, e-government, smart city, Palembang, and Surabaya. The results indicate that Surabaya has reached the digital integration stage, supported by strong local policies, adequate technological infrastructure, and high public participation through various digital service innovations such as the Surabaya Single Window (SSW), e-Musrenbang, and the Command Center. In contrast, Palembang remains at the digital adaptation stage, facing challenges in infrastructure, human resource capacity, and digital literacy. In conclusion, the success of public service digitalization depends not only on technological aspects but also on the synergy between adaptive policies, bureaucratic readiness, and the level of public participation. This study recommends strengthening local policies and enhancing digital literacy among citizens to accelerate the effectiveness of SPBE implementation across Indonesia.

Abstract

Penelitian ini bertujuan untuk menganalisis soliditas internal aktor intermediary, yaitu Front Nahdliyin untuk Kedaulatan Sumber Daya Alam (FNKSDA) di Yogyakarta, dalam memperjuangkan isu keadilan agraria dan kedaulatan sumber daya alam. FNKSDA hadir sebagai respons atas meningkatnya konflik agraria yang berdampak pada warga Nahdliyin, sekaligus sebagai bentuk kritik terhadap melemahnya sikap kritis organisasi keagamaan arus utama dalam merespons persoalan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam dan studi kepustakaan. Analisis data dilakukan dengan tahapan data condensation, data display, serta drawing and verifying conclusions. Hasil penelitian menunjukkan bahwa soliditas internal FNKSDA dibangun melalui mekanisme pengkaderan Pesantren Agraria yang berfungsi sebagai ruang pembentukan ideologi, kesadaran politik, dan komitmen kolektif anggota. Dalam proses tersebut, Aswaja dan sosialisme dijadikan sebagai pilar utama yang menyatukan identitas keislaman dan semangat perjuangan keadilan sosial. Selain itu, sikap independen FNKSDA yang menolak pendanaan dari pihak eksternal turut memperkuat kohesi internal serta menjaga otonomi gerakan dari intervensi luar. Dengan demikian, soliditas internal menjadi modal penting bagi FNKSDA dalam menjalankan perannya sebagai aktor intermediary secara konsisten dan berkelanjutan.

Abstract

ABSTRACT Climate change is a threat that has a major impact on sustainability and survival, thus requiring supportive and effective policy responses. Carbon Dioxide is one of the causes of climate change. Carbon emissions in Malaysia have shown an increasing trend in the last 5 years. As part of its efforts to support Sustainable Development Goal (SDG) 13, the Malaysian government has ratified the Carbon Capture, Utilization, and Storage policy outlined in ACT 870 to support Malaysia's 2050 carbon emission target. This study aims to analyze how the Malaysian government's efforts to support SDG 13 through ACT 870, with four aspects of the Robust principle in Environmental governance theory, which consist of the Legitimate, Connected, Nested, and Polycentric aspects. This study uses qualitative analysis by analyzing library information through official ACT 870 documents, Malaysian CCUS policy reports, and similar studies. The results of this study indicate that the ACT 870 CCUS 2025 Policy has met the legitimacy criteria in the normative, nested, and connected dimensions. However, the legitimacy criteria in the empirical and polycentric dimensions have not been met. Keywords: Climate Change; Environmental governance; Robust Principle; Carbon Emissions

Abstract

The Digital Population Identity (DPI) activation program aims to enhance efficiency and ease of access to public service data. Bandung City, as one of the municipalities implementing the DPI program, possesses relatively advanced digital infrastructure; however, the DPI activation rate remains low at 3.8%, far below the national target of 30%. This study aims to examine the implementation of DPI services, identify supporting and inhibiting factors affecting DPI achievement, and formulate strategies for improvement. The research adopts a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document analysis. Research informants include heads of local government agencies, service implementation officers, and members of the public as service users. Data analysis was conducted through data reduction, data display, and conclusion drawing. The analytical framework is based on Zeithaml’s public service quality theory, which comprises five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings indicate that the Tangibles dimension, particularly application availability and supporting facilities, is generally adequate. However, significant constraints are identified in the Reliability dimension due to central network disruptions and limitations of users’ devices. The Responsiveness dimension, implemented through proactive outreach strategies (“jemput bola”) and mobile services (“Mepeling”), has proven to be a key success factor in areas with the highest activation rates, such as Astana Anyar District (7.8%). Spatial data visualization analysis confirms disparities in activation achievement across districts, influenced by variations in digital literacy levels and public trust in data security (Assurance). The recommended strategies for improvement include strengthening the reliability of technical systems and optimizing proactive, area-based services to accelerate progress toward the national DPI activation target. Abstract

This study examines the strategy to prevent radicalism through strengthening the resilience of the Pancasila ideology in the VUCA era which is characterized by volatility, uncertainty, complexity, and ambiguity. Using the Systematic Literature Review method of sixty-four scientific articles and a number of relevant supporting sources, this study maps four main clusters that affect the effectiveness of radicalism prevention, namely ideological resilience, educational interventions, digital literacy, and multi-stakeholder collaboration. The findings show that the prevention of radicalism requires a shift from a repressive approach to a soft power strategy that emphasizes holistic Pancasila education, strengthening critical capacity in the digital space, and developing an inclusive and adaptive social ecosystem. In addition, this study emphasizes the importance of epistemic vigilance, civic participation, and the role of families and religious institutions in building the ideological fortress of society. This study provides a comprehensive conceptual framework for strengthening the resilience of the Pancasila ideology and offers policy directions for the government, educators, and community organizations. Although limited to a literature analysis, the results of this study serve as an important basis for empirical studies and advanced policy formulation.
