Abstract

This research is qualitative research with a case study approach to explain the public service innovation "The Tuna Super (Immigration Tahuna Supervising Undocumented Person)" carried out by the Immigration Office Class II TPI Tahuna in carrying out immigration responsibilities in the Indonesia-Philippines border area, especially in the Sangihe Islands Regency. Si Tuna Super application can run on Apple and Android devices and is built using the Glide platform. The appearance of this application is made user-friendly. This application provides information on district areas as well as the number distribution of undocumented persons. Also, it makes it easier to coordinate or exchange application user information in collecting data. Immigration Office Class II TPI Tahuna entered into a cooperation agreement not only with the Local Government of Sangihe Regency, but also with the Regional Government of Talaud Regency, and the Government of Bitung City. This Cooperation Agreement aims to strengthen coordination and synergy. This is carried out by carrying out undocumented person data entry by local government officials, especially in every sub-district and village in Sangihe Islands Regency, Talaud Islands Regency, and Bitung City. In Sangihe Regency, the regional government and the Immigration Office have carried out stages of outreach and training to sub-district or villages even Neighborhood Associations or Citizens Association, considering that they are the frontlines who interact directly with foreign communities in their area. Abstract

Increasing the green economy-based economy is also a reference as in the SDGs global program (Sustainable Development Goals), turning waste into alternative fuels is a form of support and participation of the community, especially through BUMDES for strengthening government programs in realizing a sustainable green economy. In its implementation, it has multiple effects, including strengthening the village economy as well as stopping environmental pollution due to waste that is not handled with good and sustainable management. This study used a qualitative method with an analytical descriptive approach and participatory rural appraisal (PRA). The trial prototype was carried out in Balun Village, Turi District, Lamongan Regency, East Java Province, involving the Village-OwnedEnterprise "Sumber Mandiri" and the Balun Village Government. The results of this study are that a simple test has been carried out in 2022 in processing plastic waste to produce an alternative fuels to replace Solar, trials were carried out at the research stage of the distillation apparatus, so that based on several findings of deficiencies, in the future it will be repaired and modified so that it can be used in bulk.Keywords: Bumdes, Waste Management, Green Economy.

Abstract

Network-based technology in governance has begun to be widely used. One of them is the use of Blockchain which is a database that stores information electronically in a digital format. This paper aims to analyze the potential use of blockchain technology in the public sector. Blockchain offers solutions to existing public problems such as transparency, legitimacy and trust. With a qualitative approach, the authors analyze secondary data and existing literature to answer questions about the prospects for implementing blockchain use in the public sector, especially in Indonesia. In addition, this paper also uses the Policy Capacities approach. The results found in this study are that there are still obstacles in Blockchain development in a number of aspects, namely readiness, human resource capabilities, sufficient support from the community, and sufficient support from the government. To overcome this, researchers recommend a review of the institutional role of NGOs and development agencies in adopting Blockchain. ABSTRAKSITeknologi berbasis jaringan dalam tata kelola pemerintahan telah mulai banyak digunakan. Salah satunya adalah penggunaan Blockchain yang merupakan database yang menyimpan informasi secara elektronik dalam format digital. Paper ini bertujuan untuk menganalisis potensi penggunaan teknologi blockchain di sektor public. Blockchain menawarkan solusi dari permasalahan publik yang ada seperti transparansi, legitimasi dan kepercayaan. Pendekatan kualitatif, penulis menganalisis data-data sekunder dan literatur yang ada untuk menjawab pertanyaan bagaimana prospek implementasi penggunaan blockchain di sektor publik khususnya di Indonesia. Selain itu, paper ini juga menggunakan metode pendekatan Policy Capacities (Kapasitas Kebijakan). Hasil yang ditemukan dalam penelitian ini adalah masih ditemukannya hambatan dalam pengembangan Blockchain di sejumlah aspek, yaitu kesiapan, kemampuan sumber daya manusia, dukungan yang cukup dari masyarakat, dan dukungan yang cukup dari pemerintah. Untuk mengatasi hal tersebut, peneliti merekomendasikan pengkajian ulang terhadap peran kelembagaan LSM dan lembaga pembangunan dalam pengadopsian Blockchain.

Abstract

The development of a digital ecosystem that has entered the village government level has become a trend and direction of development now. The village government as the responsible party cannot carry out the development itself, and needs to collaborate with other parties. Collaborative governance is a bridge that is used to create a digital village environment. In collaborative governance, it is necessary to have actors, interests that are driving forces, platforms for collaboration, and the ultimate hope of the collaboration process. This research is a qualitative research using a literature review approach. The results of this study illustrate that there must be actors who have the same interest in creating a village digital environment. These interests become fuel in the collaborative governance process that is carried out. The collaboration process also requires an arena that can be facilitated by the government from the village to the central level. The goal to be achieved is a digital environment created consisting of technology, culture, social, political, psychological, service, and administrative. Thus, village digitization can create a digital environment through collaborative governance. AbstraksiPembangunan ekosistem digital yang sudah masuk dalam tingkat pemerintahan desa sudah menjadi tren dan arah pembangunan sekarang. Pemerintah desa sebagai pihak yang bertanggungjawab tidak dapat melaksanakan pembangunan tersebut sendiri, dan perlu melakukan kolaborasi dengan pihak lain. Collaborative governance menjadi jembatan yang digunakan untuk menciptakan lingkungan digital desa. Dalam collaborative governance perlu adanya aktor, kepentingan yang menjadi pendorong, wadah kolaborasi, dan harapan akhir dari proses kolaborasi. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan kajian literatur. Hasil dari penelitian ini menggambarkan bahwa harus ada aktor yang memiliki kepentingan yang sama dalam menciptakan lingkungan digital desa. Kepentingan tersebut menjadi bahan bakar dalam proses collaborative governance yang dilaksanakan. Dalam proses kolaborasi tersebut juga membutuhkan arena yang dapat difasilitasi oleh pemerintah dari tingkat desa sampai pusat. Tujuan yang akan dicapai adalah lingkungan digital yang dibuat terdiri dari teknologi, budaya, sosial, politik, psikologis, pelayanan, dan administratif. Sehingga, digitalisasi desa dapat tercipta lingkungan digital melalui collaborative governance.

Abstract

The work system of the State Civil Apparatus (ASN) during the Covid-19 pandemic underwent many changes and adjustments in the context of providing public services. The government implemented changes to the Work from Office (WFO) work system to Work from Home (WFH) and optimized the use of technology to be able to provide satisfying public services. The role of ASN is to provide services to the community in a professional, responsible and competent manner in dealing with national issues and problems, to act as a unifying force for the nation, to be adaptive and to be able to collaborate with all elements of the nation. The public services provided involve three elements, namely public service delivery organizations, the community as service recipients and success or satisfaction in providing services received by the community. Changes to the work system during and after the pandemic certainly have a positive or negative impact on the professionalism of ASN. The research findings show that changes in the work system have shown a positive impact regarding the use of digital technology in the delivery of public services so that they are more flexible, efficient and transparent, but on the other hand a strict oversight mechanism is needed in order to maintain the integrity of ASN. AbstraksiSistem kerja Aparatur Sipil Negara (ASN) selama berlangsungnya pandemi Covid-19 mengalami banyak perubahan dan penyesuaian dalam rangka penyelenggaraan pelayanan publik. Pemerintah memberlakukan perubahan sistem kerja Work from Office (WFO) menjadi Work from Home (WFH) serta mengoptimalkan penggunaan teknologi untuk dapat memberikan pelayanan publik yang memuaskan. Peran ASN adalah wajib memberikan pelayanan kepada masyarakat dengan professional, bertanggungjawab dan kompeten dalam menangani isu dan masalah bangsa, berperan sebagai pemersatu bangsa, adaptif dan mampu berkolaborasi dengan segenap elemen bangsa. Pelayanan publik yang diberikan melibatkan tiga unsur yaitu organisasi penyelenggara pelayanan publik, masyarakat sebagai penerima pelayanan dan keberhasilan atau kepuasan dalam pemberian pelayanan yang diterima oleh masyarakat. Perubahan sistem kerja selama dan paska pandemi tentunya memiliki dampak positif mauun negatif terhadap profesionalisme ASN. Temuan penelitian menunjukkan perubahan sistem kerja menunjukkan dampak yang positif terkait penggunaan teknologi digital dalam penyelenggaraan pelayanan publik sehingga lebih fleksibel, efisien dan transparan, namun di sisi lain diperlukan mekanisme pengawasan ketat dalam rangka menjaga integritas ASN.

Abstract

Digital identity is a community needs in the era of the Industrial Revolution 4.0 as it is now. The use of the E-KTP identity system in bureaucratic affairs has been considered less effective and efficient. Blockchain as a cutting-edge invention can be an alternative solution. This article aims to analyze the potential adoption of blockchain as a digital identity system. Researchers used descriptive research methods with a qualitative approach to analyze this potential. By looking at the condition of Indonesia's identity system and analyzing literature sources from international journals and articles, it can be said that it is time for Indonesia to need a new national digital identity system. The Ministry of Communication and Informatics is preparing a national digital identity system (E-KTP Digital) to manage the personal data of citizens in the digital world. This digital e-KTP has been integrated and verified with NIK. To support this security, the use of blockchain technology can be applied. The blockchain model that can be applied in the national digital identity system in Indonesia is the claim identity model proposed and described by Xiaohui Yang and Wenjie Li. The use of blockchain can increase the security and privacy of digital identities. The government needs to prepare a regulatory framework and its instruments.

Abstract

The purpose of this research is to find out and analyze the efforts made by the Bogor Regency Government in carrying out personnel reform in order to improve public services and create a trusted government. Civil service reform was marked by the implementation of a merit system as an approach to managing human resources for the State Civil Apparatus (ASN). In Indonesia, the merit system is formally implemented through Law Number 5 of 2014 concerning State Civil Apparatus. The law mandates that ASN management is based on qualifications, competence and performance which are applied fairly. This research is devoted to the process of filling out pratama high leadership positions (JPTP) in the Bogor Regency Government which is analyzed starting from the implementation of open promotions, fulfilling the procedures for filling in JPTP, and applying filling contained in the merit system. Researchers used descriptive analytic research methods with a qualitative approach. The research data used are primary data in the form of in-depth interview data and secondary data in the form of BKPSDM, BKN, reports, and journals. From this study it can be concluded that in practice the implementation of the merit system in the Bogor Regency Government is quite complex because of the influence of the environmental conditions in which the system is implemented. Therefore, the progress of implementing a proper system between one agency and another is different considering that there are different social and geographical environmental contexts. However, based on an analysis of the three aspects studied, in general the process of filling out the JPTP within the Bogor Regency Government has been carried out in an open, fair manner and meets the required competencies. ABSRAKSITujuan dari penelitian ini adalah untuk mengetahui dan menganalisis upaya yang dilakukan oleh Pemkab Bogor dalam melaksanakan reformasi kepegawaian dalam rangka meningkatkan pelayanan publik dan mewujudkan pemerintahan yang terpercaya. Reformasi kepegawaian ditandai dengan diterapkannya sistem merit sebagai pendekatan dalam pengelolaan sumber daya manusia Aparatur Sipil Negara (ASN). Di Indonesia, sistem merit secara formal diberlakukan melalui UU Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara. Dalam UU tersebut diamanatkan bahwa manajemen ASN didasarkan pada kualifikasi, kompetensi, dan kinerja yang diberlakukan secara adil. Penelitian ini difokuskan pada proses pengisian jabatan pimpinan tinggi pratama (JPTP) di lingkungan Pemkab Bogor yang dianalisis mulai dari pelaksanaan promosi terbuka, pemenuhan tata cara pengisian JPTP, dan penerapan kriteria yang terkandung dalam sistem merit. Peneliti menggunakan metode penelitian deskriptif analitik dengan pendekatan kualitatif. Data penelitian yang digunakan adalah data primer berupa data hasil wawancara mendalam dan data sekunder berupa data BKPSDM, BKN, laporan, dan jurnal. Dari penelitian ini dapat disimpulkan, bahwa dalam prakteknya penerapan  sistem  merit  di lingkungan Pemkab Bogor cukup kompleks dinamikanya karena adanya pengaruh kondisi lingkungan dimana sistem itu diterapkan. Oleh karenanya, kemajuan implementasi sistem merit antara instansi yang satu dengan yang lainnya menjadi berbeda mengingat ada konteks lingkungan sosial dan geografis yang berbeda pula. Namun demikian, berdasarkan analisis dari ketiga aspek yang diteliti, secara umum proses pengisian JPTP di lingkungan Pemkab Bogor telah dilaksanakan secara terbuka, adil, dan memenuhi kompetensi yang dipersyaratkan.

Abstract

Today the bureaucracy is experiencing triple disruption, namely the development of information technology, pandemics and environmental changes. One form of adaptation carried out by the bureaucracy is through the transformation of its business processes. This research looks at how the implementation of digital bureaucracy is carried out, by taking a case study of the Implementation of Electronic Signatures (TTE) in the Provincial Government of West Java, by looking at the institutional framework in implementation, opportunities and challenges, as well as the impact of TTE implementation. The research method used is a qualitative research method that combines data obtained from interviews with secondary data from related literature. The results of the study show that the impact of implementing TTE in the West Java Provincial Government includes time efficiency; distance efficiency.; file transfer efficiency; reducing the potential for human error; and HR efficiency.ABSTRAKSIDewasa ini birokrasi mengalami triple distrupsi, yakni perkembangan teknologi infomasi, pandemi dan perubahan lingkungan. Salah satu bentuk adaptasi yang dilakukan birokrasi adalah melalui transformasi proses bisnisnya. Penelitian ini melihat bagaimana implementasi birokrasi digital dilakukan, dengan mengambil studi kasus Implementasi Tanda Tangan Elektronik (TTE) di Pemerintah Provinsi Jawa Barat, dengan melihat kerangka kelembagaan dalam implementasi, peluang dan tantangan, serta dampak dari implementasi TTE ini. Metode penelitian yang digunakan adalah metode penelitian kualitatif yang memadukan antara data yang didapatkan dari wawancara dengan data sekunder dari literatur terkait. Hasil penelitian menunjukkan bahwa dampak dari implementasi TTE di Pemerintah Provinsi Jawa Barat diantaranya adalah terjadi efisiensi waktu; efisiensi jarak.; efisiensi pengiriman berkas; reduksi potensi human error; dan efisiensi SDM.

Abstract

AbstractThis study analyzes the transformation of public services in the islands of West Halmahera Regency. The government provides services in accordance with Law No. 25 of 2009 concerning public services. Public service policy in the Republic of Indonesia has unique characteristics, especially in the islands which have limited transportation access. This study uses a descriptive qualitative method in analyzing the transformation of public services in the archipelago. The results showed that the transformation of public services continues to be a trend for people in urban areas, but different from the islands. Health services, licensing, population administration, etc. are taken by the sea which threatens the safety of the community due to high waves. When in other regions competing to use technological innovation in public services, but not yet applicable in West Halmahera Regency, especially in the archipelago in general. The islands of West Halmahera Regency have not yet felt the innovation and transformation of public services. Keywords: Transformation, Public Service, Islands Region  Abstraksi   Tujuan penelitian ini untuk menganalisis transformasi pelayanan publik pada daerah kepulauan di kabupaten halmahera barat. Pemerintah hadir bagi masyarakat sebagai wujud memberikan pelayanan yang sesuai dengan kebutuhan dan harapan masyarakat. Karakteristik daerah-daerah yang ada di negara republik indonesia ini menjadikan hal yang patut diperhitungkan dalam memberikan kebijakan-kebijakan mengenai pelayanan publik, terutama bagi masyarakat yang berada pada daerah kepulauan yang memiliki akses transportasi melalui laut. Penelitian ini menggunakan metode deskriptif kualitatif dalam menganalisis transformasi pelayanan publik daerah kepulauan. Hasil temuan menunjukkan bahwa transformasi pelayanan publik terus menjadi trend bagi masyarakat saat yang berada di daerah kota, namun berbeda dengan daerah kepulauan yang masih bersifat tradisional. Pelayanan kesehatan, perizinan, administrasi kependudukan, dll. Harus ditempuh melalui jalur laut yang tidak jarang juga mengancam keselematan dari masyarakat jika gelombang yang tinggi. Ketika didaerah-daerah lain sudah berlomba-lomba untuk menggunakan teknologi dengan berbagai inovasi, maka hal ini belum nampak pada kabupaten halmahera barat bahkan khususnya pada daerah kepulauan. Dengan kata lain bahwa daerah kepulauan kabupaten halmahera barat belum merasakan adanya transformasi pelayanan publik sesuai dengan perkembangan zaman atau yang disebut dengan revolusi 4.0 Kata kunci : Transformasi pelayanan publik, daerah kepulauan, pemerintah daerah

Abstract

BPS data for 2020 shows that 47.32% of MSME entrepreneurs are women. The Asian Development Bank survey conducted nationally on 2,509 MSMEs stated that MSME players had to be closed temporarily due to the Covid-19 pandemic. In the second quarter of 2021, 1.8% of MSME respondents temporarily closed due to the pandemic. This percentage is lower than the March-April 2020 period, namely 54.4%. Based on this, researchers are interested in what are the challenges and opportunities for women's MSMEs after the COVID-19 pandemic? What should female MSMEs do after the COVID-19 pandemic? The purpose of this research is to find out the challenges and opportunities for women's SMEs after the COVID-19 pandemic. This research uses descriptive qualitative method. Document study techniques are used to collect data and information related to research problems. The data obtained is then collected, compiled, and interpreted and then analyzed to get a conclusion. 44% of MSMEs surveyed by UNDP and LPEM have joined e-commerce during the pandemic. Interestingly, women's MSMEs enter the online market more than men's MSMEs, this shows that women are more sensitive to digital developments. Meanwhile, the main difficulty for women MSMEs during the COVID-19 pandemic is paying off debts. The results of a 2020 research conducted by WEConnect International, a member of the World Bank and IFC, found that 34% of women entrepreneurs experienced increased anxiety which reduced productivity during the pandemic. In terms of time sharing, 27% of women entrepreneurs experience additional responsibilities for children and parents which reduces time for business matters.ABSTRAKSIData BPS tahun 2020 menunjukan bahwa sebanyak 47,32% pengusaha UMKM adalah perempuan. Survei Asian Development Bank yang dilakukan secara nasional terhadap 2.509 UMKM menyatakan bahwa pelaku UMKM harus ditutup sementara akibat pandemi Covid-19 telah berkurang. Pada kuartal II-2021, 1,8% responden UMKM tutup sementara akibat pandemi. Persentase tersebut lebih kecil dari periode Maret-April 2020 yaitu 54,4%. Berdasarkan hal tersebut, peneliti tertarik bagaimana tantangan dan peluang UMKM perempuan pasca pandemi COVID-19? Apa yang harus dilakukan oleh UMKM perempuan pasca pandemic COVID-19? Tujuan dari penelitian ini adalah untuk mengetahui bagaimana tantangan dan peluang UMKM perempuan pasca pandemi COVID-19. Penelitian ini menggunakan metode kualitatif deskriptif. Teknik studi dokumen dilakukan dalam mengumpulkan data dan informasi yang berkaitan dengan masalah penelitian. Data yang didapat lalu dikumpulkan, disusun, dan diinterpretasikan kemudian dilakukan analisis untuk mendapatkan kesimpulan. 44% UMKM yang disurvei oleh UNDP dan LPEM telah bergabung dengan e-commerce selama pandemi. Menariknya, UMKM perempuan lebih banyak memasuki pasar online dibandingkan UMKM milik laki-laki, hal ini menunjukan jika perempuan lebih peka terhadap perkembangan digital. Sedangkan kesulitan utama UMKM perempuan pada pandemi COVID-19 adalah membayar hutang. Hasil riset tahun 2020 yang dilakukan oleh WEConnect International, anggota Bank Dunia dan IFC, ditemukan sebanyak 34% pengusaha perempuan mengalami peningkatan kegelisahan yang menurunkan produktivitas selama pandemi. Dalam hal pembagian waktu, 27% pengusaha perempuan mengalami tambahan tanggung jawab atas anak maupun orang tua yang membuat waktu untuk urusan bisnis berkurang.
