Abstract

Work discipline is an attitude of awareness and willingness of a person to comply with all applicable regulations and norms in an organization. Work discipline is a very important attitude in the world of work and is an individual’s awareness and commitment to the organization. This study discusses and analyzes the effect of motivation, compensation and leadership on employee discipline in the Fire Fighting and Rescue Sector of Jatinegara District. This study used a quantitative method applying a questionnaire distribution technique to 43 respondents, being the entire population. Data analysis was carried out by using multiple regression running a SPSS software. The results of the study indicate that motivation had a positive and significant effect on employee discipline, with a determination coefficient (R Squrare) of 0,234 or 23,4%; the compensation had a positive and significant effect on employee discipline with a determination coefficient (R Square) of 0,351 or 35,1%; and leadership had a positive and significant effect on employee discipline with a determination coefficient (R Square) of 0,327 or 32,7%. Independent variables of motivation, compensation and leadership were simultaneously tested by using the F test proving that they had a positive and significant effect with an Fcount value of 18,602 on employee discipline and a determination coefficient (R Square) of 0,589 or 58,9%.

Abstract

The 1998 reform brought major changes to the constitutional system, including Regional Autonomy and amendments to the 1945 Constitution, which established the DPD RI as part of a bicameral system with the DPR RI. This research examines the implementation of DPD RI supervision of education policies, especially Law no. 20 of 2003. Using descriptive qualitative methods, it was found that the authority of the DPD RI is limited, only giving consideration to the DPR RI because the government oversight function lies with the DPR. Optimizing the role of the DPD RI can be done through better political consolidation. The Constitutional Court's decisions (No. 92/PUU-X/2012 and No. 79/PUU-XII/2014) emphasize the role of the DPD RI, but the effectiveness of the bicameral system requires changes to the 1945 Constitution and regulations to strengthen the authority, duties and functions of the DPD RI.

Abstract

Penelitian ini tentang Evaluasi Kebijakan Program Geunaseh Dalam Penurunan Angka Stunting Pada Balita di Kota Sabang (Studi Kasus Pada Puskesmas Sukajaya). Stunting adalah salah satu permasalahan gizi menjadi fokus dari Pemerintah Indonesia pada saat ini. Pemerintah Kota Sabang dan UNICEF memulai strategi penurunan stunting dengan Program Geunaseh yang memiliki arti “kasih” dalam bahasa Aceh. Geunaseh (Gerakan Anak Sehat) yang merupakan kerjasama Pemerintah Kota Sabang dengan UNICEF yang berfokus pada penanganan malnutrisi dan stunting yang bertujuan untuk meningkatkan cakupan nutrisi dan akses terhadap layanan kesehatan bagi seluruh anak di Kota Sabang yang berumur 0-6 tahun dan ibu menyusui. Program Geunaseh adalah salah satu program yang dikeluarkan oleh Pemerintah Kota Sabang untuk mendukung upaya pemenuhan kebutuhan esensial anak usia 0-6 tahun, sesuai dengan Peraturan Walikota Sabang Nomor 21 Tahun 2019 Tentang Petunjuk Teknis Pelaksanaan Kegiatan Pemenuhan Kebutuhan Esensial Anak Usia 0-6 Tahun. Tujuan dari penelitian ini adalah untuk mengidentifikasi dan menganalisis evaluasi pelaksanaan Program Geunaseh dalam penurunan angka stunting pada balita di kota Sabang (studi kasus pada Puskesmas Sukajaya) dengan menggunakan analisis berdasarkan teori evaluasi William Dunn. Indikator dari teori evaluasi William Dunn, yaitu : (1) Efektivitas; (2) Efisiensi; (3) Kecukupan; (4) Perataan; (5) Responsivitas; (6) Ketepatan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan wawancara dan observasi untuk menganalisis dan mengidentifikasi kebijakan Program Geunaseh dalam penurunan angka stunting pada balita di Kota Sabang (studi kasus pada Puskesmas Sukajaya). Hasil dari penelitian ini menunjukkan bahwa Program Geunaseh di Kota Sabang, khususnya di Puskesmas Kecamatan Sukajaya telah menunjukkan hasil yang cukup positif dalam upaya penurunan angka stunting pada balita. Evaluasi menunjukkan bahwa program ini telah berhasil memberikan intervensi yang tepat dalam mengatasi masalah gizi pada balita, dengan distribusi Bantuan Langsung Tunai (BLT) yang merata dan alokasi bahan pangan yang sesuai dengan kebutuhan gizi balita. Namun, Bantuan Langsung Tunai yang diberikan itu tidak selalu tepat waktu dan tepat sasaran. Selain itu tenaga kesehatan yang ada juga belum memahami mengenai permasalahan stunting yang ada. Hal tersebut harus segera diperbaiki untuk bisa menurunkan angka stunting pada balita di Kota Sabang, khususnya Puskesmas Sukajaya.

Abstract

Kebijakan Penyetaraan Jabatan merupakan arahan langsung Presiden yang memerintahkan pelaksanaan Reformasi Birokrasi salah satunya melalui transformasi jabatan meliputi pengalihan jabatan administrasi ke jabatan fungsional dengan tujuan menjadikan lembaga-lembaga pemerintahan yang bersih, akuntabel dan efisien. Dalam rangka menindaklanjuti arahan Presiden, Pemerintah Kota Bekasi telah melakukan pengalihan dari jabatan administrasi ke jabatan fungsional sebanyak 341 jabatan. Metode yang digunakan dalam penelitian ini yaitu menggunakan metode kualitatif melalui pendekatan deskriptif. Penelitian ini menggunakan teori implementasi kebijakan George Edward III yang memiliki dimensi komunikasi, dimensi sumber daya, dimensi disposisi, dan dimensi struktur birokrasi. Selanjutnya teknik pengumpulan data yang digunakan menggunakan wawancara yang mendalam, observasi dan dokumentasi. selanjutnya teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan penelitian yang dilakukan, diketahui Implementasi kebijakan penyetaraan jabatan administrasi untuk pengembangan karier pejabat fungsional penyetaraan di lingkungan pemerintah kota bekasi belum berjalan dengan baik dan optimal. Penulis masih menemukan permasalahan berbagai permasalahan dalam implementasi kebijakan ini. Untuk mengatasi permasalahan terhadap Implementasi kebijakan penyetaraan jabatan administrasi untuk pengembangan karier pejabat fungsional penyetaraan di lingkungan pemerintah kota bekasi, telah dilakukan berbagai upaya meliputi Kegiatan sosialisasi penghitungan formasi jabatan fungsional analis kebijakan di lingkungan Pemerintah Kota Bekasi, memfasilitasi pengembangan kompentensi dan kualifikasi pejabat fungsional serta membuka kotak Jabatan Fungsional. Adapun Saran yang diberikan dalam penelitian ini, Pemerintah Kota Bekasi hendaknya meningkatkan komunikasi melalui penyelenggaraan sosialisasi terkait kebijakan pengembangan karier jabatan fungsional, menerapkan sistem manajemen talenta kepada seluruh ASN dan memfasilitasi serta menindaklanjuti usulan jabatan fungsional perangkat daerah.

Abstract

population of this study were all iPusnas application users who visited the National Library of Indonesia. The sample in this study were 213 respondents using the probability sampling method, namely simple random sampling, then processed with multiple regression analysis. The independent variables in this study are Collection Development, Application Features, and Reviews and the dependent variable is the Number of New Users on the iPusnas application. The results of this study indicate that Collection Development has a positive and significant effect on the number of new users as much as 19.9% on the iPusnas application. Application Features also have a positive and significant effect on the number of new users as much as 13.9% in the iPusnas application and also Reviews have a positive and significant effect on the number of new users as much as 38.6% in the iPusnas application. In simultaneous testing, Collection Development, Application Features, and Reviews have a positive and significant effect on the number of new users by 72.4% in the iPusnas application. This shows that the 3 variables have a big influence on the number of new users on the iPusnas application. However, the remaining 27.6% is influenced by other factors not examined in this study.

Abstract

This study aims to analyze the effect of competence, workload and compensation on employee performance in Investment Management Unit and One-Stop Service in Menteng Regency, DKI Jakarta Province. This research method uses a quantitative approach. The sample in this study were 40 respondents using the saturated sampling technique or census method, then processed with multiple regression analysis. The results of this study indicate that competence affects employee performance based on the t value of 7.684> t table 2.024 and a coefficient of influence of 0.637; workload affects employee performance with a t value of 2.119> t table 2.024 and a regression coefficient of 0.288; furthermore, compensation affects employee performance with a t value of 2.577> t table 2.024 and a regression coefficient of 0.233. Based on the results of the simultaneous test, the joint influence of each independent variable on the employee performance variable shows positive and significant results with an F value of 50.717> F table of 2.63 and the contribution of competence, workload and compensation to employee performance based on the determinant value of adjust R square of 79.3%.

Abstract

Accountability in School Operational Assistance (BOS) fund management is a crucial aspect for achieving transparent and efficient educational governance. The government has developed the School Procurement Information System (SIPLah) as a digital platform to facilitate the online expenditure of BOS funds. This research aims to analyze how accountability in Regular BOS fund expenditures can enhance the utilization of SIPLah in Elementary Schools in Jatiasih District, Bekasi City. The study also identifies encountered obstacles and formulates strategic solutions to support the effective digital financial management of schools. This study employs a qualitative descriptive approach. The findings indicate that accountability practices in BOS fund expenditures have functioned quite well in the studied schools, positively contributing to the increased use of SIPLah. Overall, accountability in Regular BOS fund expenditures proves to play a central role in driving SIPLah optimization towards more modern and adaptive school financial governance. As strategic recommendations, this study emphasizes the urgency of enhancing HR capacity through needs-based training, strengthening Information Technology infrastructure, and developing more responsive and collaborative control mechanisms involving various stakeholders.

Abstract

This study aims to analyze the influence of communication, information technology, and intrinsic motivation on employee performance in improving public service quality at the Jatiasih Sub-District Office, Bekasi City. The research method employed is a quantitative approach, utilizing multiple linear regression to test the relationship between independent variables (communication, information technology, and intrinsic motivation) and the dependent variable (employee performance). The research findings indicate a positive and significant relationship between communication and employee performance, with a regression coefficient value of 0.556, a t-value of 8.432, and significance of 0.000 (p < 0.05). Information technology also significantly influences employee performance, with a regression coefficient of 0.140, a t-value of 3.065, and significance of 0.003 (p < 0.05). Furthermore, intrinsic motivation significantly affects employee performance with a regression coefficient of 0.113, a t-value of 2.034, and significance of 0.047 (p < 0.05). Based on these results, the study suggests that enhancing communication quality, utilizing information technology, and improving intrinsic motivation can improve employee performance in delivering better public services.

Abstract

This study aims to analyze the implementation of inclusive education policies in improving the quality of learning services for children with special needs at SD Negeri Ciledug 02, Setu, Bekasi. Inclusive education is a policy that aims to provide equal opportunities for all children, including children with special needs, to get a decent and quality education in a public school environment. This research uses a qualitative approach with a case study method. Data were collected through in-depth interviews, direct observation and documentation. The results show that the implementation of the inclusive education policy at SD Negeri Ciledug 02 has gone well, although there are still challenges in terms of providing adequate facilities, training for teachers and parental involvement. Nevertheless, there are real efforts from the school to provide services that suit the needs of children with special needs, such as curriculum adaptation, individualized teaching and providing emotional support. Based on these findings, it is recommended to improve training for teachers, improve school facilities and infrastructure, and increase cooperation with parents and related institutions to strengthen the implementation of inclusive education policies in the future.

Abstract

The policy of adjusting the work system of State Civil Apparatus in Government Agencies in 2020 to work from home is a strategic step to prevent the spread of COVID-19 has encouraged the Secretariat General of the DPD RI to implement the Work from Home (WFH) work system arrangement so that employees can carry out their duties and functions from home. WFH is one of the attributions of flexibility in managing Work from Anywhere (WFA) work, namely by movingattendance fromthe office to home. The purpose of this study is to analyze the implementation of the flexible working hour policy to improve employee performance at the Secretariat General of the DPD RI. This study uses a descriptive qualitative research method to examine the conditions of natural objects where the researcher is the key instrument, data collection techniques are carried out by triangulation, data analysis is inductive and the results of the study emphasize more on searching for meaning in depth.The results of the study indicate that formalization of rules is the main factor that supports and influences the effectiveness of the organization in implementing flexible working hours. The flexible working hour model in government agencies can be chosen as a breakthrough to create work effectiveness and efficiency, both for the organization and employees. Identification of the type of organization, the system/work method of the organizational unit, and positions that allow can be done with the flexible working hour method. While the analysis of the inhibiting factors is the use of technology, cultural changes, most employees do not fully understand the established performance agreement so that they still carry out tasks based on habits and employees. Various efforts to overcome obstacles to the implementation of flexible working hour policies in improving employee performance at the Secretariat General of the DPD RI by establishing guidelines for the implementation of flexible working hour implementation, implementing socialization and internalization of policy regulations on employee performance management to instill a performance culture.
