Abstract

Implementation of Public Information Disclosure in Creating Good Governance at Andalas University. In line with the demands for reform, good governance comes in the form of a new transplant which is expected to be able to take care of the bureaucracy which has been represented as a bureaucracy full of acts of corruption and abuse of power. Transparency is an important aspect of governance that demands an increasingly open and transparent government system. The enactment of the Information Disclosure Act is one aspect to increase public oversight of the government system. Writing this journal is intended to be able to provide an overview by analyzing the implementation of public information disclosure in realizing good governance at Andalas University as a government institution that is to provide the information needed in the implementation of higher education. This study uses descriptive qualitative methods, while for data collection techniques in this research study the authors conducted interviews, and documentation. The results of the study indicate that the implementation of Public Information Disclosure in Creating Good Governance at Andalas University is still not running optimally, this is caused by communication that does not go well, inadequate resources.

Abstract

Indonesia is a country that has high natural resource potential. This potential encourages the government to collect the tax on land and building plantations, forestry, mining, and other sectors (PBB-P3). Then the proceeds are allocated to local governments to overcome vertical fiscal inequality. However, in practice, problems were found related to the low fiscal independence of regions due to dependence on Transfers to Regions (TKD) by the central government and the distribution of Revenue Sharing Funds (DBH) on Land and Building Taxes and natural resources. This paper analyzes the strengths, weaknesses, opportunities, and threats of Land and Building Tax (PBB) in the Plantation and Forestry sector devolution from the central tax to local taxes. Also, analyze the strategies for the transfer of PBB plantation and forestry sector. This study uses a qualitative approach with SWOT analysis and primary collection techniques through in-depth interview data and literature study. The analysis results show that PBB plantation and forestry sector has several weaknesses and threats related to the readiness of local government human resources, the mechanism for collecting PBB-P3, and the impact on the exploitation of natural resources. However, the strengths and opportunities found in this study can be considered for the regionalization of PBB plantation and forestry sector in the future. Strength-opportunity, strength-threat, weakness-opportunity, and weakness-threat strategies that can be prepared are preparing local government human resources, technological facilities for PBB-P3 administration, and special rules governing PBB-P3 regionalization.

Abstract

Describe, analyze, and explain how labor knowledge in the implementation of occupational safety protection in PTLiKaKa dan PTWeMi. This study uses a qualitative approach that aims to find the depth of information naturally in a particular case and is research that generates descriptive data. The informants in this research are the general manager, the health safety and environmental manager, the human resource development manager, and two people labor. Human and natural resources, listed in the occupational safety and health management policies and work environment, are the form of company commitments. The company's commitment is a normative goal and needs to be translated into more operational service programs. Significance: Implementation and commitment are transferred into a company policy by the top management of the human resources department and occupational health and safety department. Labor assumes a commitment to implementing the policy as an effort by the company to overcome the problem of protection of occupational safety management and to promote the development of a safe work environment.

Abstract

Hearing is a significant point that should be practiced by the Regional Government and DPRD through involving the community in gathering information in the field. The purpose of this study was to determine the effectiveness of efforts to acquire aspirations in the DPRD Blitar Regency. The method used in this research is descriptive qualitative. Data collection techniques were interviews, observation, and documentation. The results showed that the Blitar Regency DPRD was very proactive ro acquire aspirations in handling COVID-19 pandemic of Blitar Regency. Further, through hearings, the aspiration screening is more effective. This shows that hearing is very important for the DPRD to absorb people’s aspirations in handling COVID-19 in Blitar Regency. In t1his regard, the DPRD needs to increase its role and function as people’s representatives. Likewise, the Regional Government must be responsive to various community inputs so that COVID-19 pandemic in Blitar Regency can be handled properly.

Abstract

This study aimsto explain the factors that led to the defeat of incumbent candidate ArsyadjuliandiRachman-Suyatno in the election of the Governor of Riau in 2018. This empirical fact is interesting to analyze because the incumbent pair is supported by the majority of seats in parliament and Riau is the base area of the Golkar Party. This study uses qualitative research methods using data collection techniques through interviews and document sources such as books, research journals, survey results, and articles in mass media and online media. The results of this study indicate that 4 factors led to the defeat of the incumbent pair in the election of the Governor of Riau in 2018 namely (1) Government performance that is not well socialized; (2) Machinery of political parties that have not worked optimally and effectively; (3) Effect of the ulama; and (4) Political branding of incumbent candidate pairs who are unsuccessful. The conclusion in this study is that candidate figures are important indirect regional head elections, but also a political marketing strategy is needed by carrying out political branding so that the message to be conveyed to voters towards candidate figures is acceptable so that they are ultimately chosen by the voters.

Abstract

This study aims to see how the interaction process by Nagari Sumanik Government in managing migrants potentialities for the village  development from the interactive governance perspective according to Torfing, et  al. This research is using the qualitative type of research with a descriptive  approach. The results are indicating that in managing the migrants potentialities for the village development, they have been using the interactive governance perspective,  which can be seen in the institutional design variable that the village government  has designed the institutional according to their potential which is by incorporating the elements of Rantau into the vision and mission of the village of  Sumanik and forming the field of Rantau outside from the structure of the nagari  government and also involves migrants as the network actors for the village  development. In the Goal and Framework Steering variable, the relation between the village government and the migrants is coordination and more informal. In the process management variable, the Nagari Sumanik Government is taking the input and suggestions from migrants so that it can encourage innovation in development. In the direct participation variable, Nagari government has built the migrants trust by maintaining communication to provide the migrants understanding about the village conditions and the migrant support implementing programs that the benefits can be directly felt by the people of Nagari Sumanik. The interaction process is still dominated by the Wali Nagari and several special figures, and the Nagari social institutions involvements seems not enough. The function of this institution is important to optimize the migrant participations for the village development.

Abstract

One of the benchmarks for democracy in a government is considering the state's ability to fulfill and guarantee the rights of its citizens. The East Java Provincial Social Service carries out rehabilitation regularly, both inside and outside the orphanage through program activities carried out by the Social Rehabilitation Division of East Java Province. The purpose of this research is how the government's efforts to fulfill the accessibility of the rights of persons with disabilities through social rehabilitation in East Java. This research uses qualitative research with a case study approach. This study uses 2 data sources, namely primary data and secondary data. Primary data was obtained through interviews with the Social Service of East Java Province regarding the Government's Efforts in Fulfilling Accessibility of Rights of Persons with Disabilities through Social Rehabilitation in East Java, while secondary data was obtained through journals for persons with disabilities, journals on the role of the government towards persons with disabilities, operational instructions for the work of the social services of the Java province. East Java, books or documents about persons with disabilities as references and supporting elements relevant to fulfilling the accessibility of persons with disabilities in East Java. In general, several programs have had a very positive impact on people with disabilities, but several things made the program less effective, such as the uneven distribution of programs in various districts/cities in East Java due to the limited number of targets, and inadequate follow-up after the program implementation monitored.

Abstract

This study aims to look at policy recommendations for developing village potential in Bandur Picak Village, Koto Kampar Hulu District, Kampar Regency, and to find out alternative policies that have been implemented, especially in the management of the Larangan River. Many models are available in the policy recommendations. One of them is a simple model, an analytical model used only to choose to remain in the old condition/action (status quo) or choose a new series of activities/actions as an alternative policy. The method in this research is descriptive qualitative, with data sources in the form of primary data and secondary data. Preliminary data were sourced from the village head, sub-district head, the Kampar Regency Village Empowerment Service, and the community. Informants will be selected through a purposive sampling technique. At the same time, secondary data is obtained from written sources such as village profile books, BPS data, and so on. Data collection techniques used in this study were intensive observation, in-depth interviews, documentation techniques, and a literature study. The results of this study are expected to be a reference for policy recommendations in developing village potential using the same model

Abstract

This article examines why and how the people of Simeulue realize food security during the COVID-19 pandemic. This research is important to reveal how the people of Simeulue can realize food security during the COVID-19 pandemic during a global community experiencing a crisis in various aspects. The author uses Max Weber's theory of social action to explain why the people of Simeulue have the motivation to achieve food security. In contrast, the Joined-up Government concept explains the synergy between stakeholders in realizing food security. This study uses qualitative research methods with data collection techniques through interviews with research informants. The study results indicate that the motivation for realizing food security for the Simeulue community is common. There are three social actions in realizing food security, namely traditional actions, value rationality actions and instrumental actions, while synergy between institutions is built through horizontal communication and coordination without elite domination by reproducing the local wisdom "Humasa Sebbel/Khumaha Heba" (planting rice at the same time).

Abstract

The relocation policy is a government action in an effort to reposition street vendors from one place to another, which is considered more appropriate for several reasons and purposes. The purpose of this study is to find out how the performance of the relocation policy at the Purbalingga Food Center is based on aspects of communication, access, coverage, accountability, and program adjustment to needs. The results of this study explain that the performance of the implementation of this relocation policy when viewed based on aspects of communication, access to accountability, and program adjustments to needs that have been running well, but not optimal. This happens because there is no adjustment to the type of trade with the facilities provided and there is a lack of adequate facilities. To be able to improve the performance of the implementation of this relocation policy, the policy organizers must provide training and guidance to the actors at the Purbalingga Food Center consistently and sustainably, as well as maintain and improve all aspects, namely communication, access, accountability, and program suitability, that have been going well, in order to achieve maximum policy objectives.
