Abstract

Improving institutional performance is an absolute requirement in improving public service capacity, but Public Service Mall (MPP) often find operational challenges that render them ineffective. This research aims to analyze and describe how to strengthen employee and organizational performance to build a quality MPP in Malang City, going beyond previous studies that focused on implementation, partial effectiveness, or public satisfaction alone. The main problem identified is that the MPP's suboptimal performance is rooted in weaknesses in organizational work patterns such as rigidity, slowness of service processes, and fragmentation of services, which is allegedly not just an issue of individual employee capacity. This research uses a qualitative approach with the Malcolm Baldrige evaluation framework at MPP Malang City, this research collects primary data through purposive interviews with officials, employees, and the community, as well as secondary data in the form of archives and documentation. The results revealed fundamental problems in the dimensions of strategic leadership, quality planning, adaptive human resource management, utilization of data analysis, and integration of cross-agency processes, which caused the focus on meeting the expectations of the community to obtain fast and easy services to be neglected. Systematic adoption of the Baldrige model framework is recommended to strengthen visionary leadership, optimize data-based decisions, scalable planning, revitalize human resources, and redesign integrated processes to realize an efficient and community-oriented MPP.

Abstract

The Multi-Helix Innovation Model offers a comprehensive framework for addressing complex issues through the collaboration of various stakeholders, including government, private sector, academia, and civil society.  This study explores the application of the Multi-Helix Innovation Model as a policy instrument in the development and governance of Pujon Kidul Tourism Village, Indonesia. It examines how stakeholder collaboration shapes tourism policies, improves resource management, and fosters economic growth, facilitating sustainable development, innovation, and community participation. Using a descriptive qualitative method, the research identifies gaps in the implementation of collaborative governance, particularly in the underutilization of media and other stakeholders. By integrating Grindle's policy implementation theory and the Collaborative Governance Plus Multi-Helix framework, this study fills a research gap and provides a comprehensive approach to rural tourism development. The study concludes that the Multi-Helix Innovation Model offers a promising framework for enhancing tourism competitiveness while preserving local culture and environment, guiding future policy for sustainable rural development.

Abstract

In Southeast Asia, women's political representation is often explained through dynastic ties or grassroots activism. This article examines non-elite women candidates in the 2024 Legislative Election in Ogan Ilir, Indonesia, using Choi's "middle pathway" framework. In contrast to the dynastic and grassroots paths, the middle path emphasizes the conversion of family reputation, business networks, and social capital into political legitimacy. With a qualitative case study approach, this study shows how non-elite women candidates mobilized their father's philanthropic reputation as a local entrepreneur, transformed a family multipurpose building into a community political center, and used digital strategies to gain the highest votes in their constituencies. These findings broaden the debate about the representation of non-elite women in Indonesia by asserting that electability does not only depend on political dynasties or short-term patronage, but can also be built through political entrepreneurship strategies based on family reputation, economic networks, and candidate tenacity. Thus, the middle path presents an alternative for non-elite women to negotiate political legitimacy in the context of a local democracy that is still patriarchal.

Abstract

This study examines trends in publications on election monitoring technology from 2014 to 2025, utilizing data from the Scopus database. The PRISMA research method is a structured research approach that analyzes data through a series of diagrams. Through the stages of identification, screening, eligibility, and verification, 181 publication documents were found to be usable in the study. The research findings show that the highest number of publications occurred in 2014 with 32 and in 2023 with 23, while a decrease in the number of publications over the 12 years occurred in 2015 with 7 documents and in 2016 with 8 publications. The aspects of publication contributions based on the most countries were, in order, the United States, Indonesia, India, and China, which were the largest contributors with the most publications. The research studies that were often conducted explored issues of the impact of technology, election fraud, and the transparency of election administration. The research findings contributed 80 documents in the field of computer science, 69 documents in social science, and 69 documents in engineering. Contributions in the field of Computer Science focus on research related to information technology and data security. Contributions in terms of document types include 67 articles, 62 conference papers, and 17 book chapters. The novelty of this research lies in reinforcing recent studies on the use of technology to enhance transparency and fairness in elections. Additionally, researchers suggest the need for studies on information technology systems that can support electronic voting processes.

Abstract

This study analyzes government instruments and the challenges in implementing the Free Nutritious Meal Program (MBG) in Bandung City (2024-2025). The program faces several obstacles, including limited budgets, logistical and distribution constraints, low capacity of third-party providers, inadequate facilities and personnel, as well as weak supervision, coordination, socialization, and regulatory uniformity. Using a qualitative case study approach, data were collected through purposive sampling, observation, interviews, documentation, and triangulation, and analyzed using reduction, display, and conclusion-drawing techniques. The analysis applies Hughes’ (2012) framework of government instruments: provision, subsidy, production, and regulation. The findings show that the application of government instruments in the MBG program remains suboptimal. Among the four instruments, only subsidy functions relatively effectively, while provision, production, and regulation are still constrained. To address these challenges, the Bandung City Government is advised to strengthen budget flexibility, cross-sectoral logistics, and processing facilities in priority areas, while improving target mapping, facility audits, hygiene training, food quality monitoring, and standardized technical guidelines.

Abstract

Food security in Indonesia’s Underdeveloped, Frontier, and Outermost Regions (3T) is shaped not only by ecological and technical constraints but also by governance capacity. This study examines upland rice production trends in Mahakam Ulu Regency (2018–2023) and evaluates Regent Regulation No. 12 of 2021, which provides incentives to dryland farmers. Using qualitative document analysis of secondary data from statistical reports, government documents, and credible media, the study finds that production has declined due to limited infrastructure, restricted access to inputs, and dependence on external supplies. Incentives have encouraged participation and capacity building but remain constrained by weak institutions and insufficient extension services. The findings highlight a design capacity mismatch in local policy implementation. This study contributes to governance and policy literature by showing how local food initiatives in peripheral regions intersect with the Sustainable Development Goals (SDGs), particularly SDG 2, SDG 1, SDG 4, SDG 8, and SDG 16. Strengthening institutions and embedding monitoring systems are recommended for sustainable outcomes.

Abstract

This study aims to describe how sentiment on tempo.co Instagram after the announcement of the winner of the presidential election by the General Election Committee (KPU). Presidential and Vice-Presidential elections are one of the important moments in the political life of a country. Data was collected from Instagram posts on tempo.co from March to April 2024. This research uses a sentiment classification method using Support Vector Machines (SVM) and classifies into three categories, namely: positive, neutral and negative. The analysis was conducted by describing the phrases that appeared specifically related to the couple. The results showed that comments on the @tempodotco Instagram account related to the news about Prabowo-Gibran, Ganjar Pranowo-Mahfud MD, Anies Baswedan-Muhaimin Iskandar, neutral sentiments tend to be higher than positive and negative sentiments.  This suggests that the dominance of neutral sentiments in social media comments reflects the complex dynamics of digital interaction, where audiences collectively choose a moderate tone to avoid conflict. Comments that are positive or negative often come from a particular camp of supporters, while neutral comments reflect the voices of audiences trying to take a moderate position. Neutral audiences are often the silent majority who do not engage in violent discussions but still play a role in shaping opinions collectively.

Abstract

This study investigates the communication dynamics of Tourism Awareness Groups (Pokdarwis) in developing community-based educational tourism within the framework of village development policy. While current policy directions emphasize sustainable and participatory tourism, local communities often face structural limitations in mobilizing resources and institutional support. To address this issue, a qualitative exploratory case study was conducted in Sumbertangkil Village, East Java. Data were gathered through semi-structured interviews, focus group discussions, and participant observation, and then analyzed using the Input–Mediator–Output–Input (IMOI) model. The findings demonstrate that prosocial bonds, emotional cohesion, and charismatic leadership provide strong intrinsic motivation and short-term momentum for edu-tourism initiatives. Members have begun to reinterpret local practices, such as coffee farming and storytelling, as valuable educational assets. However, organizational weaknesses persist, including role ambiguity, the absence of systematic documentation, and reliance on informal communication channels. These deficiencies prevent outputs from being reintegrated into new inputs, thereby inhibiting the formation of a continuous learning cycle. Theoretically, this research extends the IMOI framework by applying it to a rural community-based tourism context, showing how strong social capital interacts with weak institutional structures. Practically, the study highlights the importance of strengthening internal communication systems, formalizing participatory leadership, and adopting simple digital tools to improve documentation and evaluation. For policymakers and practitioners, the results underscore the need to integrate Pokdarwis into village planning mechanisms and provide facilitative support to enhance their organizational capacity. Strengthening these aspects will enable Pokdarwis to function as learning organizations capable of sustaining educational tourism programs over time.
