Abstract

Tulisan ini menggambarkan tentang masalah yang sedang hangat-hangatnya di Indonesia, yaitu mengenai permasalahan pelaksana tugas (plt) dalam masa transisi pemerintahan nanti (pra dan pasca Pilkada serentak). Pilkada serentak menjadi suatu permasalahan ketika adanya kekosongan jabatan Kepala Daerah definitif yang nantinya akan diganti oleh pelaksana tugas, menjadi masalah karena ada beberapa daerah yang akan dipimpin oleh plt selama kurang lebih dua tahun. Kewenangan plt yang terbatas akan mengakibatkan terhambatnya roda pemerintahan, sehingga perlu diatur peraturan yang tegas mengenai plt, baik itu berkaitan dengan wewenangnya maupun perlindungan hukumnya. Metode yang digunakan dalam penulisan karya ilmiah ini adalah metode penelitian yuridis normatif dan kualitatif yang dikaji secara holistik kontekstual progresif. Holistik digunakan karena peraturan-peraturan yang ada maupun yang akan dibuat harus dikaji titik tautnya dengan peraturan dan aspek-aspek yang lain, terutama untuk melihat apakah kelemahan dan kekuatan peraturan yang ada ketika diimplementasikan pada kondisi nyata. Perlu adanya kepastian hukum mengenai plt, agar roda pemerintahan tidak terhambat. Pengaturan mengenai plt bisa dilakukan melalui Diskresi atau PP dari UU Nomor 1 tahun 2015 tentang Penetapan Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 2014 tentang Pemilihan Gubernur, Bupati, dan Walikota menjadi Undang-Undang.

Abstract

Artikel ini bertujuan untuk mendiskusikan eksistensi dan kinerja anggota legislatif daerah dari unsur perwakilan wilayah adat (PWA) ditinjau dari perspektif demokrasi deliberatif di Provinsi Papua. Guna mengkaji masalah ini dipergunakan acuan teori demokrasi deliberatif Habermas (1988). Kajian ini merupakan studi kualitatif dengan melakukan wawancara mendalam terhadap berbagai pihak dari unsur pemerintah daerah, legislatif daerah, lembaga swadaya masyarakat maupun tokoh adat. Kajian ini menemukan bahwa eksistensi perwakilan masyarakat masih menjadi polemik dilihat dari posisi politiknya dalam struktur parlemen lokal, kewenangan dan proses seleksi. Kajian ini juga menemukan bahwa kinerja anggota legislatif dari unsur masyarakat adat tidak jauh berbeda dengan kinerja yang secara umum ditunjukkan oleh anggota legislatif dari partai politik karena belum dapat memunculkan arena-arena diskursif dan ruang publik yang memungkinkan publik untuk berpartisipasi lebih banyak dalam pengelolaan pemerintahan. Kajian ini pada akhirnya menyimpulkan bahwa kehadiran perwakilan masyarakat telah menciptakan arah baru pembangunan demokrasi dan perbaikan pengelolaan pemerintahan di Papua sekaligus menjadi embrio terciptanya demokrasi deliberatif yang secara ideal disampaikan oleh Habermas.

Abstract

The phenomenon of the Role of the One-Stop Integrated Service Investment Office in Improving Public Services through the Online Application for Transparent Informative Systematic Licensing (OPTIMIS) and Online Single Submission (OSS) in Bogor Regency is not as expected which is considered not optimal. The purpose of the research is to know and analyze the role of the One-Stop Open Service Investment Office in improving the quality of public services and to find out the factors that become obstacles. The theory used in the study, namely: Role Theory from Biddle and Thomas in Sarwono (2015: 216-217), namely: Expectation, Norm, Performance, Evaluation & Sanction. This research uses qualitative methods with interview techniques on key informants: Head of Operational Licensing Services, Head of Complaints and Services, Head of Data and Control, Head of Information, Consultation and Complaints Section, Head of Information System Development Section, Service Staff, and Service Recipients totaling 9 informants. The sampling technique used purposive sampling. Research results: The role of the One-Stop Integrated Service Investment Office has made efforts to improve Public Services through the Online Application for Transparent Informative Systematic Licensing (OPTIMIS) and Online Single Submission (OSS) in Bogor Regency. However, there are inhibiting factors for building comfort, the application system still crashes, login errors, networks, and requirements on the system that cannot upload application files, the settlement process exceeds the SOP, complaints of SK printing errors, complaints of printing errors, and lack of responsiveness to complaints.

Abstract

Ketergantungan pangan yang tinggi terhadap daerah lain membuat Kota Bandung sangat rentan terhadap ketahanan pangan, tidak memiliki kedaulatan pangan, rentan terhadap gejolak harga, atau tidak dapat mengontrol harga pangan yang beredar. Tata kelola digital melalui indigenous knowledge di Kota Bandung menjadi aspek penting untuk mewujudkan ketahanan pangan, salah satunya melalui pertanian perkotaan terpadu yang disebut Buruan Sae (Pekarangan Sehat Alami dan Ekonomis). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus di Kota Bandung. Hasil penelitian menunjukkan bahwa Kota Bandung melalui DKPP belum menerapkan tata kelola pemerintahan digital pada program Buruan Sae, baru baru memulai yaitu dengan pembuatan aplikasi yang belum sempurna yang merupakan layanan menuju pemerintahan digital, belum sampai pada kategori SPBE. Padahal program buruan sae dapat membantu masyarakat memanfaatkan sumber tanaman pekarangan sebagai alternatif untuk ketahanan pangan, dengan adanya teknologi digital yang mendukung program buruan sae DKPP dapat melacak alur barang dari petani hingga ke konsumen, memonitoring kualitas produk, dan memastikan pemenuhan standar keamanan pangan yang memberikan kepercayaan konsumen terhadap produk lokal. Such high food dependence on other areas means that the city of Bandung is very vulnerable to food security, does not have food sovereignty, is vulnerable to price fluctuations, or cannot control the price of food in circulation. Digital governance through indigenous knowledge in the city of Bandung is an important aspect of realizing food security, one of which is through integrated urban farming called Buruan Sae (Natural and Economical Healthy Yard). This research uses a qualitative approach with a case study method in the city of Bandung. The results of the research show that the City of Bandung, through DKPP, has not yet implemented digital governance in the Buruan Sae program, only just starting out, namely with the creation of a rudimentary application that is a service towards digital government, not yet reaching the SPBE category. Even though the sae hunting program can help the community utilize garden plant sources as an alternative for food security, the existence of digital technology that supports the sae hunting DKPP can track the flow of goods from farmers to consumers, monitor product quality, and ensure compliance with food safety standards that provide consumer trust in local products.

Abstract

Indonesia is undergoing a period of demographic aging. In the fifty years after 1971, the proportion of the elderly population has climbed by 6.2% to 10.7% of the overall population of Indonesia in 2020. This proportion is expected to rise to 9.2% or 19.9% of Indonesia's overall population in the following 25 years (2045). The Indonesian people's life expectancy has likewise increased. Men have a life expectancy of 69.67 years, while women have a life expectancy of 73.55 years. One of the numerous elements influencing Indonesians' life expectancy is the quality and quantity of development in terms of social protection, health, education, and the economy. However, the growing number of elderly people is accompanied by social difficulties such as neglect, economic/social exploitation, acts of violence, maltreatment, and dealing with the law, resulting in gaps in intergenerational interactions. This can occur in both the smallest environments, such as the family, and in society as a whole. The major legislation, notably Law No. 13 of 1998 on Social Welfare of the senior, has not yet been amended to balance the development of diverse senior concerns. This modification is critical and urgent, especially given that pandemic conditions have made the elderly one of the most vulnerable groups. Reexamination of old-age categories, rights and obligations of the elderly, and the notion of service to the elderly. The role and participation of the central, province, and district/city governments, the commercial sector, academics, the family, community, media, and local groups must therefore be expanded and updated. The National Elderly Commission's independence and strengthening are other issues that require more attention. This is to adapt to society's increasingly complicated problems and advancements in the digital era, in which the old have equal access to knowledge and technology. This research technique makes use of journal literature, rules and regulations, and the author's activities as a gerontology social worker. The draft amendment of the law on old welfare is supposed to serve as a catalyst for providing optimal protection for the aged, who are projected to become healthier, more independent, and productive.

Abstract

Stunting is a major health problem for toddlers in Indonesia. To prevent and overcome stunting in Indonesia, the central and regional governments have established various policies and programs to accelerate stunting reduction. This study aims to evaluate government policies and programs from existing studies on the government's strategy for tackling stunting cases in Indonesia. This study used a systematic review method on case study journals indexed by Sinta with the keyword "Stunting Prevention and Management" searched through the Google Scholar database with a range of 2019 - 2023. Based on the researcher's search, five journals met the following criteria. Evaluation based on input, process, and output parameters from case studies on preventing and controlling stunting in Indonesia. The results of a systematic review show that the process of preventing and overcoming stunting in Indonesia is quite good but not optimal. The Covid-19 pandemic is one of the factors causing the process of preventing and overcoming stunting in Indonesia not to be optimal. At the same time, other problems include limited human resources, financing, and inadequate facilities or facilities in several areas.

Abstract

Tolerance is one of the essential pillars in creating a harmonious and inclusive society, particularly in a city with ethnic and cultural diversity like Singkawang. Collaborative Governance, as an approach involving various stakeholders in the decision-making process, is key to achieving this goal. This study aims to explore how Collaborative Governance plays a role in making Singkawang a Tolerant City in 2023, using Ansell and Gash's (2007) theory of Collaborative Governance as an analytical framework. The research method used is a qualitative study with a descriptive approach. Data was collected through in-depth interviews and related document analysis. The results show that there are 13 main stakeholders involved, with the Singkawang City Government as the primary facilitator. Each has a specific role in facilitating cooperation, conducting dialogues, preserving culture, and supporting activities that promote tolerance. The study also found that the roles and contributions among stakeholders have not yet been fully integrated into a structured legal framework, and there are still challenges in aligning interests and long-term commitments. Collaborative Governance in Singkawang is effective in enabling better coordination among stakeholders, but there are still shortcomings in dialogue participation, consensus on mutual understanding, and accountability mechanisms that need improvement. This study provides important insights for the development of public policy and collaborative practices in Singkawang.

Abstract

In the midst of increasingly high public demands for quality public services, the government through service officers must be able to serve professionally. Implementation and apllication of the core values of BerAKHLAK is one of the main keys to realizing excellent public services. This study aims to examine the process of internalization and application of the core values of BerAKHLAK carried out in Singkawang City in the implementation of public services and their contribution to improving the performance of quality public services for the community. The research method used is a descriptive research type and qualitative approach. Informants were selected through purposive and snowball sampling techniques. Data analysis techniques included data reduction, data presentation, and conclusion/verification sourced from observation, interviews and documentation. The results showed that the internalization of the core values of BerAKHLAK in Singkawang City has been running well and has had a positive impact on improving public service performance. This is evidenced by the increasing value of the public service index in Singkawang City by the Ministry of PAN-RB with a score of 4.22 in 2022 from previously in 2021 getting a score of 3.57. In addition, public satisfaction with public services in Singkawang City has also increased as seen from the value of the public satisfaction index, and the commitment of UPP in Singkawang City to improving the quality of public services. However, there are still weaknesses in several aspects of service. Therefore, The Singkawang City Government must continue to make sustainable efforts to improve the quality of public services in Singkawang City.

Abstract

This study examines the implementation of the SRIKANDI e-government policy in Indonesia, focusing on six critical elements: information exchange, information security, citizen engagement, human resources, inter-agency services, and policy-related decision-making. Employing a qualitative research methodology, NVIVO software was used to conduct thorough data coding and content analysis. Data were collected through literature reviews, non-participant observations, in-depth interviews, and analysis of official government documents, ensuring robust triangulation and comprehensive understanding. The findings reveal significant challenges in information security, particularly with system vulnerabilities that pose risks to data integrity. The level of citizen engagement remains low, with existing regulations limiting public participation in the development and use of the G2G system. Human resource issues, especially in regional areas, highlight gaps in both technical skills and staffing adequacy. System reliability, a crucial discovery, emphasizes the need for stable microservices architecture and proper integration of blockchain technology development to ensure seamless operation. Moreover, political commitment emerges as the primary driver in policy-related decision-making, with clear discrepancies between regional leadership affecting implementation success. The study finds that stronger political will and alignment between government levels are necessary for realising SRIKANDI’s full potential. This research contributes to a deeper understanding of the complexities of e-government policy implementation in Indonesia. It offers key recommendations to address political alignment and technical infrastructure challenges, with broader implications for optimizing e-government policies in developing nations.

Abstract

This study aims to examine the pattern of women's empowerment through the Kube Kembang Jayanti Program by the Ganjar Sabar Village Government, Nagreg District, Bandung Regency. Ganjar Sabar Village as the focus of the research has quite complex women's problems where there are many cases of women, especially widows, who experience social, economic and religious problems. The Ganjar Sabar Village Government as a community service at the local level presents the Kube Kembang Jayanti Program to overcome this problem. This study uses a qualitative approach with a descriptive analysis model in describing the research results. The main data source in this study comes from the results of researchers' interviews with a number of parties involved both directly and indirectly in the Kube Kembang Jayanti Program. The results of this study show that the Ganjar Sabar Village Government has been quite successful in overcoming women's problems, especially widows, through the Kube Kembang Jayanti Program. This is based on the fulfillment of the three empowerment stage indicators which are the theoretical basis for this research. The three stage indicators are awareness, capacity building and empowerment. The Ganjar Sabar Village Government has been able to take a persuasive approach in the awareness stage, being able to provide facilities in the form of training programs, providing initial capital and also business tools for members of Kube Kembang Jayanti. Furthermore, Kube Kembang Jayanti members also receive sustainable benefits from the women's empowerment program by the Ganjar Sabar Village Government. However, at the empowerment stage, the Ganjar Sabar Village Government was not yet optimal in providing collaboration so that product marketing could be sustainable, this should be corrected so that the empowerment program can run optimally. The novelty in this study is that it attempts to research the women's empowerment program with a case study of the Kube Kembang Jayanti Program at the local level
