Abstract

Cultural heritage is a regional potential asset that can contribute to economic growth, optimal management of cultural heritage is beneficial for the progress of tourism centers. Bengkulu City is one of the cities that has the potential for cultural heritage, which, if managed optimally can have an impact on the economic growth of Bengkulu City. However, the strategic allocation of human resources has not been done well. This study aims to determine how the capacity of human resources for cultural heritage managers in Bengkulu City is. The research method uses qualitative descriptive, data collection is carried out through in-depth interviews and group discussions. We analyzed six informants consisting of cultural heritage managers in the Bengkulu region assigned by the Jambi Province's Jambi Cultural Heritage Preservation Center (BPCB). Data analysis and interpreting the meaning of factual data are carried out qualitatively, and the results of the study show that the availability of human Resources (HR) both in quality and quantity has not been in accordance with the standards for developing human resources for cultural heritage. In addition, the lack of regional participation in increasing institutional capacity related to cultural heritage management has an impact on the non-optimal management of cultural heritage in the Bengkulu City.

Abstract

Research mapping related to river revitalization has been carried out on areas experiencing severe pollution to provide a roadmap for knowledge and answers to a number of environmental issues surrounding rivers. Therefore, this study aims to map a number of research publications regarding the Citarum River, which is an important area for people in West Java. This river is currently the most polluted in Indonesia, which led to the implementation of the revitalization program initiated by the government known as "Citarum Harum". The bibliometric method was used in this research to determine annual trends, keywords, field grouping, and location. The results showed a fluctuating increase in the number of research publications on the Citarum River. Furthermore, the mapping results showed that topics, study groups, and locations related to this river were unevenly distributed. These findings indicated the need for coordination from the “Citarum Harum” program coordinator or government to develop a research roadmap and direct the researcher to examine topics and raise issues related to locations that are yet to be studied.

Abstract

The leadership is an important and needed factor in health services, therefore, the purpose of this study is to analyze the influence of leadership in health services at the Kedawung Community Health Center (Puskemas) on public service assurance for the community. Methods used quantitative research approaches and data were collected using questionnaires, observations, and literature studies. Data analysis was used SEM (Structural Equation Modeling) with a study population of 857 people, so that the research sample was 273 respondents. To strengthen the research used triangulation approach. The results showed that leadership has a significant influence on health services categorized as significant and positive with a pathway value of 0.59 greater than 0.5 and a t_value value of 4.49 greater than 1.96. The leadership has a dominant influence in health services at the Kedawung Puskemas is a relationship-oriented leadership dimension including indicators of patient protection, patient/patient family guidance, cooperation in serving patients, and increasing satisfaction of health service recipients. The existence of leadership has a significant effect on health services at the Kedawung Puskemas showing the importance of relationship-oriented leadership in achieving satisfactory health service performance for the community

Abstract

Makasar City is one of the cities with the highest poverty problem in South Sulawesi so that poverty alleviation policies are carried out. This study aims to identify and analyze commitment and coordination in the implementation of the Poverty Reduction Program (PAP) in Makassar City. The research method uses a qualitative approach with in-depth interviews and document reviews. This paper will answer two questions: How is the government's commitment to PAP? How is the coordination between agencies in the distribution of PAP? The results of the study show that the commitment of the government of Makassar City is relatively high. But unfortunately, the commitment of government elites has not been fully supported by the commitment of implementers at the RT/RW level. The pattern of coordination between organizations has not gone well, and this is indicated by differences in data between Regional Work Unit (SKPD) in terms of the number of poor people.

Abstract

The Ciamis Regency Government, through the Office of Public Housing, Settlement Areas, and the Environment (DPRKPLH), has conducted the Selingkuh Mas Maggot program (Save the Community Environment, Manage Waste and Bank Maggot) as a social innovation in waste management. This study aims to analyze how the Ciamis District DPRKPLH and the community manage waste from the social innovation perspective. The method used in this study is qualitative, with in-depth interviews and literature studies. Data analysis was conducted through data coding, an open network, and a conclusion by using ATLAS.Ti software. The results of this study are that social innovation in Community-Based Waste Management in Ciamis Regency at least covers aspects of (1) drivers as a driving factor for the emergence of social innovation initiatives; (2) enablers, namely resources that support social innovation; (3) processes, where innovation and collaboration are key in implementation; and (4) outcomes, social innovation provides social, economic, and environmental benefits for the community.

Abstract

This study seeks to investigate the evolution of studies on ecotourism policy in Indonesia. Using the Scopus and Google Scholar databases, a systematic literature review was conducted to identify articles relating to ecotourism policies in Indonesia. This study's results mapped out the discussions that had taken place and identified the three main subtopics that researchers had discussed. First, "Focusing on Conservation" discusses the significance of protecting nature and minimizing the environmental impact of tourism. Second, "Strengthening the Communities" emphasizes that engaging local communities in decision-making and empowering them economically can increase tourism participation. Third, "Ensuring Regulatory Control" discusses law enforcement, policymaking, and government oversight of sustainable tourism. This study discusses the type of main issue of ecotourism policy studies in Indonesia. This discussion map emphasizes the significance of striking a balance between nature conservation, local community empowerment, and regulation control in ecotourism development. The identification of research gap and future research direction also proposed here. Thus, this study's findings can serve as the basis for future research and contribute to the formulation of more effective policies for promoting sustainable ecotourism in Indonesia.

Abstract

The purpose of this study is to ascertain the advantages of administrative simplification for the Bontang City Government. The methodology in this study is qualitative. Interviews, observation, and documentation were used to gather the data, which was then analyzed utilizing an interactive analytical model through the steps of data reduction, data presentation, and conclusion-making. The research results show benefits bureaucratic simplification in Thus it can be concluded that productivity has increased compared to before the simplification of bureaucracy in the Bontang City Government look of the dimensions of the productivity, responsiveness and accountability.In dimension work productivity among others line of a bureaucratic becoming more efficient and effective. Documents completed immediately according to SOP can be completed immediately on the same day, no need to wait for tomorrow or the day after tomorrow. Bureaucratic simplification in dimension responsiveness benefits include employees become more responsive to work, so that the implementation of services becomes fast and precise. Increase innovation services and the complaints has declined and Complaints about service are decreasing. While benefits bureaucratic simplification in dimension accountability among others more can provide services, motivate employees to employees can develop themselves. Better and well-measured supervision from superiors, tiered supervision.

Abstract

In the Malang Regency region, the issue of stunting is pressing. According to statistics showing the high rate of stunting in Malang Regency, a stunting management strategy must be put into place right away. To date, the issue has been whether policies at the upstream level address all the factors necessary to combat stunting. This study talks about how urgent municipal policies are, particularly for managing stunting. It should be mentioned that government policies currently in place are focused on improving and regulating food security, food quality, and program socialization. Additionally, both targeted and delicate treatments are a manifestation of the prevention of stunting. The heath industry performs specific interventions. The phenomenology of Malang Regency's stunting prevention strategies is revealed by this study. According to the study's findings, there are a number of issues that require immediate attention, particularly those that are local in nature, like local education on the marriage readiness index, particularly in areas with a high incidence of young marriage, like Tajinan sub-district. The health sector, as well as other connected sectors, must be involved in the regional follow-up to the village level of policies and regulations that are in place at the federal level. Due to the community's increased knowledge of the value of a balanced diet and the readiness of parents at marriageable age, the community-based coping system needs to be improved once more. Localized coping strategies will undoubtedly.

Abstract

The fourth industrial revolution (industry 4.0) has prompted major changes and challenges in all sectors, including governments. A recent theory explains that one of the challenges is changing needs for public services, requiring appropriate responses from the governments, both at national and regional levels. Departing from this situation, this study seeks to explore the readiness of regional governments to respond to the challenges. Through e-service assessment over applications developed by the Government of Malang Municipality, Malang Regency, and Batu Municipality (Greater Malang), document analysis, and focused group discussion, this study reveals several drawbacks of e-services, namely personnel’s readiness, users’ preparedness, flexibility, integration among applications, lack of socialization, weak support and commitment from leaders, low budget, and infrastructure constraints. These findings confirm previous studies on barriers to e-service delivery. This study also strengthens previous researches on the readiness of governments to meet the challenges of the revolution regarding the importance of administrative innovation initiatives and the role and commitment of leaders. Grounded on the logic beyond the implementation of e-services, this study offers an academic framework concerning the categories of regional governments’ preparedness to deal with the revolution’s challenges, namely the level of readiness for initiation, development, and sustainability.

Abstract

The purpose of this study is to identify the development of the public value creation’s concept in the context of local government in the last twenty years (2002 – 2022). The 177 scientific publications in the form of articles and conference papers that were selected from the Scopus Database were further analyzed using bibliometric analysis, which combined performance analysis and science mapping techniques. The analysis results show an increase in the number of publications dominated by western countries which can be categorized into five research clusters: e-government, smart city, public governance, co-creation, and public management. The researcher recommends fifteen research topics that can be explored further in future research.
