Abstract

STIP Jakarta is an educational institution under the Ministry of Transportation that has used a Learning Management System (LMS) in the form of an online learning application, namely Ed-link, during the Covid-19 pandemic and is still used today, with the aim of increasing access to learning for lecturers and cadets in the process. Teaching and learning activities at STIP Jakarta, apart from following the government's advice on implementing Social Distancing during the pandemic, however, there are still many obstacles faced in the implementation process. Similar use is also carried out at the Bali Land Transportation Polytechnic (Poltrada) which also has a similar Learning Management System (LMS), namely the use of the Smart Campus application to support learning media during the Covid 19 pandemic and the application is still used today for lecturers and cadets. The purpose of this research is to determine a comparative analysis of the two educational institutions, namely STIP and Poltrada Bali, regarding the influence of the use of the Ed-link and Smart Campus learning media applications in supporting the process of teaching and learning activities for lecturers and cadets involved in them. The research method used was quantitative descriptive by creating a questionnaire instrument which was distributed to 131 STIP lecturer and cadet respondents and 140 Bali Police lecturer and cadet respondents. Data analysis processing uses the IBM SPSS version 27.0.1 application and interpretation of the results is used as evaluation material and input to STIP institutions.

Abstract

This qualitative study examines the perspectives and experiences of maritime professionals and graduates regarding the role of industry-based internships in enhancing vocational education and sustainable port management practices. Through in-depth interviews with two veteran maritime experts and twenty-three maritime institute graduates specializing in Nautical Deck Engineering, Naval Marine Engineering, and Port and Shipping Engineering, this research explores how experiential learning bridges the gap between theoretical education and practical industry requirements. Using thematic analysis and narrative synthesis, the study reveals significant themes, including the practical wisdom gap, mentorship as a professional catalyst, sustainability consciousness development, and professional network effects. Findings demonstrate that industry-based internships significantly enhance graduate employability, professional identity formation, and sustainability awareness. The research contributes to maritime education reform, sustainable maritime practices, and industry-academia collaboration frameworks. Results indicate strong positive correlations between structured internship programs and graduate career success, emphasizing the critical importance of experiential learning in maritime vocational education for developing competent, sustainability-conscious maritime professionals.

Abstract

Port State Control (PSC) is a critical mechanism for ensuring maritime safety, environmental protection, and compliance with international shipping regulations. As a member of the Tokyo Memorandum of Understanding (Tokyo MOU), Indonesia conducts PSC inspections to monitor foreign vessels operating in its waters. This study examines the effectiveness of Indonesia's PSC inspections under the Tokyo MOU framework, analyzing ship detention trends, common deficiencies, and regulatory enforcement challenges. A mixed-methods approach is employed, combining quantitative analysis of PSC inspection and detention data from recent years with qualitative assessments of inspection procedures and regulatory frameworks. Findings indicate that while Indonesia has improved PSC implementation, challenges persist in inspection consistency and resource limitations. The study highlights the need for enhanced coordination among maritime authorities, improved inspector training, and stricter regulatory compliance to optimize inspection effectiveness. The research concludes that a more rigorous and consistent PSC approach will contribute to safer maritime operations and reduced environmental risks. This study contributes to maritime safety literature by providing insights into PSC implementation in a developing maritime nation, along with policy recommendations to strengthen regulatory practices and advance global maritime safety standards.

Abstract

This article aims to conduct bibliometric research on ship crew members who carry out watchkeeping duties on board ships, identifying and analyzing research gaps in watchkeeping studies. The method used in this research is descriptive qualitative, employing data visualization to describe the findings. The keyword selected was "watchkeeping." Data were collected from Scopus-indexed journal publications using Publish or Perish (PoP) and compiled using Mendeley, after which the data were input into VOSviewer for analysis. The Publish or Perish search identified 200 articles on the topic of watchkeeping published between 1960 and 2023. Subsequent data processing with VOSviewer produced results based on keywords, which were divided into six clusters. Overall, the bibliometric analysis on the topic of watchkeeping provides important insights that will help researchers, practitioners, and policymakers understand the increasingly dynamic and evolving developments in this field.

Abstract

The port is one of the distribution centers for goods in which there are loading and unloading activities. Loading and unloading activities sometimes involve loading and unloading personnel and heavy equipment which raises the potential for hazards that can cause work accidents and damage to goods. The purpose of this research is to conduct a risk assessment using the HIRARC (Hazard Identification, Risk Assessment and Risk Control) method on bagged fertilizer unloading work in the TUKS PUSRI Banyuwangi Branch Port area. The stages of bagged fertilizer unloading work activities include the unloading activity process, which consists of five work stages: opening the ship's hatch, workers (stevedores) entering the hatch, stevedoring, cargodoring, and delivery. The results stated that from a total of 5 work stages, 26 sources of hazards were identified with 6 sources of low risk level hazards at 23%, 7 sources of moderate risk level hazards at 27%, 6 sources of high risk level hazards at 23%, and 7 sources of very high risk level hazards (extreme) at 27%. Control measures that can be implemented are conducting briefings on OHS (Occupational Health and Safety) before starting work activities, supervision of compliance with the use of complete personal protective equipment and also the need for sanctions for workers who do not comply with the rules for using personal protective equipment.

Abstract

This qualitative research investigates the effectiveness of maritime vocational education through a comprehensive analysis of thirty graduates from nautical deck engineering, naval marine engineering, and port and shipping engineering programs. The study employs thematic analysis of in-depth interviews to examine professional competency development, sustainability awareness, and industry-academia alignment in maritime education outcomes. Results indicate strong technical competency development (91% high proficiency) and practical training effectiveness (90% satisfaction), while revealing significant gaps in communication skills (68% adequacy), technology integration (61% satisfaction), and sustainability education (69% awareness). Cross-specialization analysis demonstrates varying competency patterns, with port and shipping graduates showing the highest business acumen and sustainability awareness, while all specializations require enhanced Maritime English and digital technology competencies. The research identifies communication skills, technology integration, and sustainability education as priority areas for enhancing graduate professional preparedness and industry alignment. These findings contribute to maritime education policy development and curriculum enhancement initiatives, offering evidence-based guidance for improving industry-academia collaboration. The study validates experiential learning approaches in maritime education while highlighting the need for adaptation to contemporary industry demands, including digitalization, environmental consciousness, and international communication requirements essential for global maritime operations.

Abstract

This research develops and evaluates an Automatic Identification System (AIS)-based probabilistic collision risk assessment model as both an operational decision-support tool and an innovative educational resource for maritime safety and traffic management courses. The study processes large-scale AIS data from a designated Traffic Separation Scheme to derive traffic density patterns, encounter scenarios, and near-miss incidents based on ship domain theory and relative motion criteria. A probabilistic framework combining encounter frequency and consequence severity estimates collision risk levels across route segments and temporal variations. The model is integrated into classroom instruction and simulator-based exercises, in which maritime cadets, VTS operators-in-training, and safety professionals analyze high-risk zones and evaluate traffic management strategies. Through thematic analysis of interviews with 15 maritime experts, 22 maritime lecturers, and 18 maritime graduates, complemented by pre- and post-intervention assessments, the research demonstrates significant improvements in learners' risk-based decision-making capabilities and spatial awareness of collision hazards. Findings reveal that mean competency scores increased from 65.4% to 87.2% post-intervention, while stakeholder feedback confirms the model's practical relevance for operational safety planning, effectively bridging theoretical maritime education with evidence-based traffic management requirements.

Abstract

This study investigates the integration of Problem-Based Learning (PBL) and Team-Based Training (TBT) within Basic Safety Training (BST) to enhance teamwork effectiveness during simulated maritime emergencies. Conducted through a qualitative, phenomenological approach at Sekolah Tinggi Ilmu Pelayaran (STIP) Jakarta, the research involved in-depth interviews with five trainees and two instructors, alongside direct observations. The findings demonstrate that the PBL-TBT model catalyzes a critical shift in trainee competence, moving from rigid procedural recall toward dynamic, adaptive problem-solving. Furthermore, the methodology fostered the development of shared mental models and non-verbal coordination, building collaborative resilience under high-stress scenarios. The research concludes that the synergistic application of PBL and TBT effectively bridges a critical gap in traditional maritime education by systematically developing the non-technical skills essential for modern seafaring. This evidence-based model offers a vital strategy for maritime training institutions seeking to improve safety outcomes and cultivate seafarers who are not only technically proficient but also skilled in teamwork and crisis management, thereby addressing a fundamental need within the global maritime industry.

Abstract

Siltation of shipping channels presents significant challenges that can heighten maritime safety and security risks while impeding economic activities. Sedimentation, defined as the deposition process of solid particles including sand and rock materials, necessitates regular maintenance interventions. This phenomenon has been particularly pronounced in the Perak River shipping channel in recent years, with no dredging operations conducted to date. The occurrence of sedimentation significantly impacts the operational activities of shipyard companies located along the Perak River shipping channel. This study aims to investigate the impacts of sedimentation in the Perak River on shipyard operations. The research employs a quantitative methodology utilizing SPSS software for data analysis. The study sample comprises employees from the shipyard companies PT. Dumas Tanjung Perak Shipyard and Pelni Surya Shipyard. Simple linear regression analysis was employed, yielding the equation Y = 5.943 + 1.112X. The findings demonstrate that the impacts of sedimentation on shipping channels exert a positive and significant effect on shipyard operations. These impacts include reductions in the number and size of vessels capable of transiting the channel, as well as increased operational costs for shipyard companies and ship owners due to process delays while awaiting optimal water conditions during highest tide periods.

Abstract

Changes in the maritime environment, such as ecosystem degradation, climate change and human activities, pose major challenges to coastal communities. This research aims to analyze the level of resilience of coastal communities of Lake Lot Tawar in Central Aceh District to changes in the maritime environment. The approach used in this research is a qualitative method with a case study, where primary data is obtained through in-depth interviews with local stakeholders, as well as field observations. The results show that the level of resilience of coastal communities in this region is influenced by various factors, including socio-economic conditions, government policies, and the level of public awareness of the importance of environmental conservation. Communities that have active involvement in sustainable economic activities, as well as access to information and support from government and non-government institutions, tend to be more resistant to the impacts of environmental change. The study also found a need to improve the adaptive capacity of communities through environmental education programs and adaptation skills training. In conclusion, the resilience of Lake Lot Tawar coastal communities to changes in the maritime environment can be improved through a holistic approach involving various stakeholders.
