Abstract

The East Seram Regency is a disadvantaged region in Indonesia with many sub-districts that do not have access to internet and electricity. The remaining options for sub-districts was hindered because it is limited by wilderness and free oceans and the APBD (Regional Revenue and Expenditure Budget) in this regency is also limited. Although, the implementation of e-Government by the Regent are willing to follow the mandate of Presidential Regulation No. 95 of 2018 concerning Electronic-Based Government Systems (SPBE). The purpose of this study was to analyze and determine the readiness of the East Seram Regency in implementing the e-government system in Indonesia. This study used a mixture of qualitative and quantitative methods and data collection technique was also carried out by using a questionnaire for 76 respondents, in-depth interviews for 7 informants, and documentation. The result showed the quality of public human resources and civil servants in the field of communication and the informatics are low. Also, the ICT infrastructure such as internet, servers, networks, and computer equipment are inadequate. The East Seram Regency is a disadvantaged region that prioritizes physical development infrastructure rather than allocating a high budget for the information technology tools. Therefore, it is concluded that the East Seram Regency as one of the disadvantaged region in Indonesia whose Local Government is 'Not Ready' to implement an e-government system as mandated by Presidential Regulation No. 95 of 2018.

Abstract

This study aims to describe the planning process of village development in the digital era, focusing on the dynamics of stakeholder roles and interests. From descriptive qualitative research methods, village development planning in the digital era flows under the Ministry of Home Affairs Regulation No. 114/2014 and Law No. 6 of 2014. Furthermore, the dynamics of the planning process are more flexible with the role of media and technology sophistication. In the digital era, the village development planning process, especially in Kotaagung Sub-district villages, Tanggamus Regency, Lampung, is swift, which cuts bureaucracy and stagnated planning stages. Moreover, invitations to the village deliberations are conveyed in writing, a process that only fulfills administrative matters for archiving. Massive invitations are delivered through the devices of stakeholders deemed essential to be presented to determine development priorities. The dynamics of stakeholder and media are seen from the movement and correlation of roles, interests, and influences. That shows stakeholders are the main subject in village development planning in today's digital era. Therefore, the Village needs to respond to the changing times by planning and implementing the system with digitization in a systematic and applicable manner. Abstract

Nagari Pakan Sinayan has been led by H.S. Dt. Kayo Nan Kuniang for the past two periods. In the first period, Wali Nagari Pakan Sinayan won the Provincial Wali Nagari competency competition. Whereas for the second period, Wali Nagari Pakan Sinayan succeeded in bringing Nagari Pakan Sinayan to an achievement as Nagari Rancak in West Sumatera. This article aims to describe and analyze the leadership of Wali Nagari Pakan Sinayan in achieving achievements as Nagari Rancak. Problems are analyzed using the four components of transformative leadership by Robbins and Judge. The method used is qualitative with a descriptive analysis approach. The results showed that Wali Nagari Pakan Sinayan Banuhampu District Agam Regency has implemented a transformative leadership model. Wali Nagari Pakan Sinayan pays attention to the community and draws himself closer to sitting together with the community not only in official forums. Furthermore Wali Nagari Pakan Sinayan also implemented participatory planning to stimulate the community to issue ideas in development. Furthermore, Wali Nagari is a figure that motivates and gives influence to all nagari communities. Wali Nagari pays attention without distinguishing the jorong who supports him or not in the Nagari Election. Keywords: Transformational Leadership, Wali Nagari, Nagari Rancak

Abstract

Abstract This article discusses the policy learning process in managing the Coronavirus Disease 2019 (COVID-19) within Indonesia and asks several questions regarding the policies formulated and implemented, as well as how the government "learns" and handles the pandemic. Furthermore, this study used a qualitative research method supported by literature discourse methods and online interviews, as well as a policy learning theory-based analysis. According to the results, the Indonesian government has learned a lot from other countries, however, the country has been rather slow in anticipating the pandemic, causing a minimal sense of crisis and urgency. In addition, the low level of trust and seriousness in the government has implications for a less harmonious relationship between the center and the regions. Also, the inter-institutional coordination and the inaccuracy of actors in handling the pandemic is an unresolved problem, therefore, the distribution location expands continually and the infection curve never slopes. Abstract

The use of information communication technology (ICT) in government administration has changed the face of Weber's conventional bureaucracy into a modern model. The electronic or digital-based government model is an important milestone in this 21st century due to its ability to improve government performance, thereby increasing public satisfaction. The successful implementation of e-government is influenced by many beneficial and nonbeneficial determining factors, such as leadership. Therefore, this research aims to explore the leadership role of the Smart village program implemented in 2010 by the Banyuwangi District Government using a qualitative approach. Data were collected through observation in selected locations, interviews, and secondary sources. The data obtained were processed using the NVivo application process due to its ability to capture and build inductively concepts that describe research based on local perspectives. The results processed through the word cloud feature illustrate two interesting analyses. First Smart village is considered an online administration service by the Banyuwangi people because it is easy, fast, open, and full of certainty. Second leadership has 5 important roles, namely Charismatic, Innovative, Consistent, Cooperation, and Integrity. In conclusion, the success of e-government is strongly influenced by the usefulness of services for the community and the seriousness of the leadership to implement e-government not only as a political gimmick but to serve the community. Abstract

The Covid-19 pandemic has significantly affected human life, especially in the Indonesian economy and the transportation sub-sector. This research explains the Government's response in economic resilience and online transportation in anticipating the pandemic’s impact. Secondary data were analyzed using the descriptive qualitative method. The results showed that various initial responses were used to overcome the pandemic in online transportation, such as tight health protocols in customer facilities. These include purchasing PPE, medical devices, hospital upgrades, intensive doctors, and support for medical personnel by the government. Furthermore, there is an effort to strengthen economic resilience, especially for workers in the online transportation sub-sector. Abstract

The Central Government and West Java Province are intensively issuing policies to increase village empowerment, especially since village funds were distributed in 2015. Although these funds have positive implications for increasing the number of BUMDes, in general, the impact of BUMDes has not been too significant for the increase of the village's original income (PADes). West Java Province as a province that is very aggressively launching programs for villages development does not have BUMDes with ‘Big’ and ‘Advanced’ status, and only one with ‘Mature’ status, namely BUMDes Niagara in Bandung Regency. This paper aims to know the management, to identify and to analyze the most influential actors, supporting and inhibiting factors, and the changes expected to improve the management of BUMDes Niagara in Bandung Regency. The method used is qualitative with an inductive approach. Data analysis used the Interpretive Structural Modeling (ISM) method. The results showed that the management of BUMDes Niagara was elitist in that the village head and BUMDes manager played a major role in the development of BUMDes. Furthermore, the constraint analysis shows that the low quality of human resources is the most dominant problem. On the other hand, the factor of village potential and the commitment of the village head are the supporting factors that are most decisive. The above conditions converge on the need for the involvement of other parties, especially the government in providing guidance and assistance to Niagara BUMDes.

Abstract

In Indonesia, the central government provides Village Fund Allocation (VFA) to improve welfares in villages. This process, with its regulation, is known as alokasi dana kampung in Aceh province. However, irrespective of this implementation, the community's welfare is still not met, leading to the inability to meet management accountability. This study was carried out in Arul Pertik Village, using the qualitative method with a descriptive approach. The result showed that the VFA management team is open to accepting suggestions and advice during the planning and implementation process. VFA management in Arul Pertik tends to respect community participation, as seen from the number of participants in the development and implementation of the physical realization process. This is also in addition to the accountability report (LPJ), irrespective of the technical obstacles in the report. In conclusion, although the Management of Village Fund Allocation is quite good, it needs more extra guidance and supervision from the local government and the community. Abstract

The success of village-owned enterprises management cannot be separated from the quality of the performance and leadership of a village head. The more village-owned enterprises can develop rapidly, then there is the role and contribution of the Village Head as a catalyst for strengthening village community institutions. The purpose of this article is to provide an analysis related to how to strengthen village community institutions. Related to the focus of this research, namely the case of village-owned enterprises in Sumbermulyo Village, because the Village Head of Sumbermulyo has repeatedly been named the best Lurah in Yogyakarta, so whether this is in line with the development of village-owned enterprises in the village. The method used in this study uses a descriptive qualitative approach. Data collection techniques in this study used interview, observation, and documentation techniques. Processing research data using the stages of data presentation, verification, and drawing conclusions. The results of the study show that the management of the Sumbermulyo village-owned enterprises has not been able to run effectively and still encounters obstacles so that it is still far from being successful. This is related to strengthening the capacity of village governance which is still minimal so that further direction is needed. But on the other hand, independent innovations outside village-owned enterprises have also been found which are much more successful in their management, so that this can also be a means to form and revitalize village-owned enterprises so that their existence can be in line with village progress.

Abstract

Penelitian ini merupakan penelitian lanjutan dari penelitian Delistiana dkk mengenai pengelolaan SP4N LAPOR di Kabupaten Bekasi. Penelitian ini menarik karena masih adanya permasalahan dalam penerapan aplikasi LAPOR di Kapupaten Bekasi meliputi masih kurangnya sarana prasarana, SDM pengelola, kurangnya sosialisasi, dan aksesibilitas. Peneliti mencoba menggunakan sudut pandang pengukuran yang berbeda dalam pencapaian tujuan penelitian “sejauh mana keberhasilan program SP4N LAPOR di Kabupaten Bekasi”. Pendekatan penelitian masih tetap menggunakan analisis deskriptif, akan tetapi pisau analisis menggunakan analisis elemen sukses e-government yang dikemukaan oleh Indrajid, dimana sebelumnya menggunakan teori manajemen yang dikemukakan George R Terry. Temuan penelitian menunjukkan bahwa SP4N LAPOR di Kabupaten Bekasi belum berhasil diterapkan secara maksimal dikarenakan pengukuran dari ketiga elemen suksesnya penerapan e-government mulai dari support, capacity dan Value menunjukkan hasil yang kurang. Adapun saran dari penelitian ini antara lain perlunya percepatan penerapan SP4N LAPOR pada seluruh instansi di Kabupaten Bekasi, peningkatan kompetensi SDM para pelaksana SP4N LAPOR, pemerataan dan peningkatan intensifitas sosialisasi terhadap masyarakat.
