Abstract

The purpose of this study was to determine the effect of Service Quality, Employee Performance, and Employee Competence on Community Satisfaction in East Pademangan Village. A large or unpredictable number of service users were considered, hence the sample was determined with an accidental sampling technique. Furthermore, the data were analyzed using the path analysis method and processed with SmartPLS 3.3.3. The results showed that: Service Quality significantly impacts Community Satisfaction in East Pademangan Village; Employee Performance has a significant influence on Community Satisfaction; and employee Competence has no significant effect on Community Satisfaction. This is because the original sample value was -11.6% with a t-statistic of 0.946 and a p-value of 0.345, indicating that Employee Competence does not positively and significantly impact Community Satisfaction. It was observed that about 60% of the population was dominated by women, meaning those in this gender group have a higher accuracy level than male respondents. In other words, women have more detailed, concentrated, and tidier instincts required to complete their work. Based on this reputation, the female respondents believed that the work performed by employees was less optimal due to the mistakes. Finally, Service Quality, Employee Performance, and Employee Competence have a significant influence on Community Satisfaction. Keywords: Community Satisfaction; Service Quality; Employee Performance; Employee Competence Abstrak Penelitian ini bertujuan untuk mengetahui apakah terdapat pengaruh dari kualitas pelayanan, kinerja pegawai, dan kompetensi pegawai terhadap kepuasan masyarakat di Kelurahan Pademangan Timur. Populasinya yakni masyarakat yang menggunakan jasa pada Kelurahan Pademangan Timur, sampelnya ditentukan dengan menggunakan teknik accidental sampling. Teknik analisis yang digunakan dalam penelitian ini yaitu dengan metode path analisis dan pengolahan data menggunakan SmartPLS 3.3.3. Hasil dari pengujian diperoleh bahwa: kualitas pelayanan berpengaruh signifikan terhadap kepuasan masyarakat di Kelurahan Pademangan Timur; kinerja pegawai berpengaruh signifikan terhadap kepuasan masyarakat di Kelurahan Pademangan Timur; dan kompetensi pegawai tidak berpengaruh signifikan terhadap kepuasan masyarakat di Kelurahan Pademangan Timur dikarenakan nilai original sample adalah -11,6% dengan nilai t-statistik 0.946 dan p-values 0.345 yang artinya kompetensi pegawai tidak memiliki pengaruh positif dan signifikan terhadap Kepuasan Masyarakat di Kelurahan Pademangan Timur. Sebanyak 60% responden didominasi oleh perempuan yang artinya bahwa masyarakat dalam kelompok gender tersebut memiliki tingkat ketelitian lebih tinggi dibandingkan dengan responden laki-laki. Perempuan memiliki insting yang lebih detail, lebih berkonsentrasi, dan lebih rapih dalam menyelesaikan pekerjaannya. Sehingga dari reputasi tersebut apabila dikaitkan dengan penelitian ini adalah dominasi responden perempuan pada penelitian ini menilai bahwa pekerjaan yang dilakukan oleh pegawai Kelurahan Pademangan Timur menunjukkan hasil yang kurang maksimal dikarenakan terdapatnya kesalahan-kesalahan yang dilakukan oleh pegawai Kelurahan Pademangan Timur. Abstract

This research aims to map and analyze human resources needs in Tulung Village, Sampung Sub-district, Ponorogo Regency, based on law number (No) 6 of 2014. It uses descriptive and qualitative design to obtain primary and secondary data through interviews and documents, while triangulation obtained validity. The results showed that the average age of the village apparatus was around 33%, below 36-40. The replacement should be prepared because the impact on performance and mastery of technology is limited, and the distribution of education levels from senior high school is 62%. Therefore, skills improvement, educational level, and additional skills are needed to improve village apparatus. Keywords: Village Apparatus; Good Governance; Human Resources Abstrak Kajian ini bertujuan untuk melakukan analisis kebutuhan SDM Pemerintahan di Desa Tulung, Kecamatan Sampung, Kabupaten Ponorogo berdasarkan regulasi atau undang-undang nomor 6 tahun 2014. Penelitian ini berjenis deskriptif kualitatif, dengan sumber data yang diperoleh dari hasil wawancara dan juga dokumen, peneliti melakukan uji triangulasi untuk memperoleh keabsahan data. Hasil penelitian memperlihatkan bahwa perangkat desa yang berusia diatas 36-40 tahun sebanyak 33%, selain itu sebesar 62% perangkat desa lulusan Sekolah Menengah Atas, kemudian dari hasil wawancara dengan perangkat desa mereka menyatakan banyak kesulitan dalam upaya beradaptasi dengan kemutahiran teknologi, yang menggangu kinerja, kondisi ini harus di sikapi dengan melakukan persiapan penggantian perangkat desa yang sudah menginjak purna sesuai amanat undang-undang, sehingga akan memperoleh kandidat perangkat yang sesuai dengan kebutuhan lembaga, selain itu ada beberapa usulan dari pemerintah desa terkait update tambahan keterampilan, supaya dapat meningkatkan kecakapan apparat desa. Abstract

Poverty is a serious problem that needs to be urgently overcome because its vulnerability does not only impact the environment but can also affect the resilience of the nation and state. The need to eradicate poverty led to the implementation of Regional Regulation No. 2 of 2014 concerning poverty alleviation acceleration by the Karawang Regency Government. Therefore, this research aims to describe and analyze these policies to boost the economy. Data were collected through observation, documentation, and in-depth interviews with 23 respondents consisting of 3 regulators, 8 implementers, and 12 locals. The results showed that the impact of implementing the policy is in accordance with the addition of educational infrastructure, expansion of access to education, quality education, increase in school participation rates, rise in the expected length of schooling, and increase in literacy rates. The change level in policy implementation includes a decrease in the number of elementary and junior high school teachers with a high school or associate degree and the number of dropouts, an increase in students’ participation rates, and a reduction in the poor population. In conclusion, the policy implementation to accelerate poverty reduction in education positively impacts the rate of change and acceptance of the poor community. However, some implementers are less sympathetic in carrying out their duties. Finally, the optimal policy implementation model for accelerating poverty reduction in the education sector can be constructed by looking at the configuration and collaboration between regulatory actors, implementers, and beneficiaries. Keywords: Poverty Alleviation; Policy; Implementation Abstrak Kemiskinan merupakan persoalan serius dan mendesak untuk ditanggulanggi. Kerentanan yang ditimbulkan akibat kemiskinan tidak hanya berdampak pada lingkungan, namun dapat meluas mempengaruhi ketahanan bangsa dan negara. Untuk itu Pemerintahan Kabupaten Karawang membuat kebijakan yang tertuang dalam Perda Nomor 2 Tahun 2014 tentang percepatan penanggulangan kemiskinan. Studi ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana implementasi kebijakan percepatan penanggulangan kemiskinan bidang pendidikan di Kabupaten Karawang. Penulis mengumpulkan data melalui observasi, dokumentasi dan wawancara secara mendalam terhadap 23 orang responden yang terdiri dari regulator 3 orang, implementor 8 orang, dan masyarakat 12 orang. Hasil penelitian menunjukan bahwa dampak implementasi kebijakan adalah penambahan sarana prasarana pendidikan, perluasan /pemerataan akses pendidikan, peningkatan mutu pendidikan, peningkatan angka partisipasi sekolah, peningkatan angka harapan lama sekolah/rata-rata lama sekolah dan peningkatan angka melek huruf. Adapun tingkat perubahan dalam implementasi kebijakan meliputi penurunan jumlah guru SD dan SMP, terjadi peningkatan angka partisipasi sekolah, masih adanya jumlah anak yang putus sekolah, dan terjadi penurunan jumlah penduduk miskin. Penulis menyimpulkan bahwa implementasi kebijakan percepatan penanggulangan kemiskinan bidang pendidikan mempunyai dampak, tingkat perubahan dan penerimaan masyarakat miskin yang baik, meskipun masih adanya oknum implementor yang kurang simpatik dalam menjalankan tugasnya. Adapun model Implementasi kebijakan yang optimal dalam percepatan penanggulangan kemiskinan bidang pendidikan dapat dikonstruksi dengan melihat konfigurasi dan kolaborasi antar aktor regulator, implementor dan penerima manfaat. Abstract

This research presents the results of a bibliometric analysis of research trends related to innovative government from the Scopus database from 2018 to 2022. The literature study employed Publish or Perish by Harzing for citations in metric form, Microsoft Office for data frequency analysis, and Vosviewer for visualizing data. The results showed that the innovative research publications of the government have increased from 2018 to 2021, although there was a non-significant decrease in 2019. These occurred due to advances in information technology that accompany government administration, which have become a significant topic in research. Furthermore, between January and October 2022, there have been no publications regarding innovative government, but it is expected that more studies will be published in 2022. From the 25 types of documents found, 21 articles were the most widely published. The most popular keywords include innovation, collaboration, government support, and innovative work behavior. Keywords: Innovative Government; Bibliometric Analysis; Scopus; Research Trend Abstrak Penelitian ini menyajikan hasil analisis bibliometrik terhadap tren penelitian terkait innovative government dari database Scopus dalam rentang tahun 2018 – 2022. Penelitian ini menggunakan metode penelitian melalui Publish or Perish by Harzing terhadap kutipan dalam bentuk metrik, Microsoft Office untuk analisis frekuensi data dan Vosviewer untuk visualisasi data. Temuan: Berdasarkan hasil penelitian, publikasi penelitian innovative government sejak tahun 2018 mengalami kenaikan hingga tahun 2021 meskipun terjadi penurunan yang tidak signifikan pada tahun 2019. Hal ini terjadi karena kemajuan teknologi informasi yang membarengi penyelenggaraan pemerintah semakin menjadi perhatian dan diminati oleh peneliti. Hingga Oktober tahun 2022 belum ada ditemukan publikasi mengenai innovative government. Penulis meyakini ada penelitian mendatang yang akan dipublikasi pada tahun 2022. Dari 25 literatur innovative government yang ditemukan, jenis dokumen yang paling banyak dipublikasi adalah artikel berjumlah 21 artikel. Kata kunci yang paling populer antara lain innovation, collaboration, government support, dan innovative work behavior. Hal ini berarti yang paling menjadi perhatian dalam pembaruan dalam penyelenggaraan pemerintahan adalah inovasi, kolaboriasi, dukungan pemerintah dan perilaku kerja yang inovatif. Abstract

Districts on the state border are an important element in state sovereignty, because borders are one of the most important manifestations of territorial sovereignty. Limitations of the tasks and functions of district government institutions at the state border can hinder the development and development of border areas. This study aims to examine the development of district government institutions in the border areas of the country. This study uses a qualitative descriptive method that involves important efforts in data collection, such as conducting interviews with government officials involved with the institutional development of the Entikong district, and Sanggau district officials, the relevant central government, to collect specific data regarding the institutional development of districts on national borders. To analyze the institutional development of the Entikong District government through the concept of Di Maggio and Powell combined with regulations regarding Regional Government. The results of the study revealed that the implementation of district institutions in the Entikong Border Area in governance illustrates the existence of different work norms, tasks and functions, thus requiring different structures and support of resources through the development of districts to become small-town managers. The tasks and functions of the ministries and district government agencies are integrated into the district institutional structure so that they can build and empower district governments and communities on state borders. Abstrak Wilayah perbatasan negara merupakan unsur penting dalam kedaulatan negara, karena perbatasan merupakan salah satu perwujudan kedaulatan wilayah yang sangat penting. Keterbatasan tugas dan fungsi lembaga pemerintahan Kecamatan di perbatasan negara dapat menghambat pembangunan dan pengembangan kawasan perbatasan. Kajian ini bertujuan untuk mengkaji perkembangan kelembagaan pemerintahan Kecamatan di wilayah perbatasan negara. Penelitian ini menggunakan metode deskriptif kualitatif yang melibatkan upaya penting dalam pengumpulan data, seperti melakukan wawancara dengan pejabat pemerintah yang terlibat dalam pengembangan kelembagaan Kecamatan Entikong, yaitu pejabat kabupaten Sanggau, pemerintah pusat terkait, guna mengumpulkan data spesifik mengenai pengembangan kelembagaan Kecamatan di perbatasan negara. Untuk menganalisis perkembangan kelembagaan pemerintahan Kecamatan Entikong melalui konsep Di Maggio dan Powell dipadukan dengan peraturan tentang Pemerintahan Daerah. Hasil penelitian mengungkapkan bahwa implementasi kelembagaan kecamatan di Kawasan Perbatasan Entikong dalam penyelenggaraan pemerintahan menggambarkan adanya norma kerja, tugas dan fungsi yang berbeda, sehingga membutuhkan struktur dan dukungan sumber daya yang berbeda melalui pengembangan kecamatan untuk menjadi pengelola kota kecil. . Tugas dan fungsi kementerian dan lembaga pemerintah kabupaten diintegrasikan ke dalam struktur kelembagaan Kecamatan sehingga dapat membangun dan memberdayakan pemerintah Kecamatan dan masyarakat di wilayah perbatasan negara. Abstract

A rapidly changing environment requires organizations and individuals to be able to adapt to make changes. Political, economic, social, technological or environmental developments have forced public organizations to continuously adapt to changing circumstances, so that organizations are in a continuous cycle of organizational change. Employees have an important role in implementing various change initiatives in the organization. Previous research has recognized the important role of employee readiness to change in implementing organizational change. This study aims to examine several factors related to readiness for change such as high-perfomance human resource management practices, affective commitment, and organizational identification. This research involves 251 respondents who are permanent employees at one of the Supervisory and/or Regulatory Institutions in Indonesia. The collected data were analyzed using Covariance-Based Structural Equation Modeling (CB-SEM) method with the AMOS application. The results of the study show that high-performance human resource management practices have a positive and significant effect on affective commitment, organizational identification, and employee readiness to change. This research provides insights for practitioners in the public sector on how to increase readiness to change employees through optimizing high-performance human resource management practices.

Abstract

This study aims to understand policy strategies employed by the "Kang Yoto" Government in managing oil and gas sector and its implications for economic resilience of Bojonegoro Regency. The changes in economic resilience after being led by Regent Kang Yoto as well as its relation to management of oil and gas sector is an interesting topic to be investigated. Based on the VOSViewer software, there is a limited amount of analysis conducted on oil and gas management regulations. Therefore, this study employs policy-making theory within the decentralization framework using descriptive qualitative analysis with the assistance of NVIVO 12 Plus data software. The results show that the realization of economic resilience during Kang Yoto era is achieved through the issuance of Regional Regulation Number 23 of 2011. Furthermore, the transparency and accountability of the Local Government are identified as the main factors contributing to the increase in regional economy. Perubahan ketahanan ekonomi setelah dipimpin oleh Bupati Kang Yoto serta kaitannya dengan pengelolaan sektor migas menjadi topik yang menarik untuk ditelaah. Berdasarkan perangkat lunak VOSViewer, terdapat sedikit analisis yang dilakukan terhadap peraturan pengelolaan minyak dan gas. Oleh karena itu, penelitian ini menggunakan teori pembuatan kebijakan dalam kerangka desentralisasi dengan menggunakan analisis kualitatif deskriptif dengan bantuan perangkat lunak data NVIVO 12 Plus. Hasil penelitian menunjukkan bahwa perwujudan ketahanan ekonomi pada era Kang Yoto dicapai melalui penerbitan Peraturan Daerah Nomor 23 Tahun 2011. Selanjutnya, transparansi dan akuntabilitas Pemerintah Daerah diidentifikasi sebagai faktor utama yang berkontribusi terhadap peningkatan perekonomian daerah. Abstract

The implementation of parking in the city of Surabaya is regulated by Regional Regulation (Perda) Number 3 of 2018. The purpose of introducing e-parking or a parking meter tool is to suppress the leakage of PAD in the parking sector, control parking attendants, and facilitate convenient experiences for individuals visiting the smart city of Surabaya. The meter was introduced to measure the duration of parking and facilitate electronic payment of fees. Therefore, e-parking innovation plays a crucial role in effectively managing local revenue (PAD). This study predominantly focuses on the institutional governance system for implementing innovations in the public service sector, specifically the use of e-parking to address parking-related issues. This study employed a descriptive approach with a qualitative methodology. The subjects included the Head of Surabaya Parking UPTD, employees of Surabaya City Transportation Service, attendants of Surabaya City Hall and Tama Bungkul Surabaya parking, as well as the wallet team of Surabaya City Transportation Department. Data were collected using various techniques, namely interviews, observation, and documentation, and were subsequently analyzed through a systematic process of data reduction, presentation, and verification. The results showed the Surabaya City Transportation Service successfully implemented parking meters at several points, including City Hall and Bungkul Park. The implementation of the e-parking program in the city has been progressing well, despite encountering some challenges. These challenges have been effectively resolved, ensuring the smooth operation of the parking meter tool.

Abstract

Abstract The implementation of Fiscal Decentralization is expected to significantly affect the dynamics of regional development and economic performance, regarding the central government transfer to various zones through RIF (Regional Incentive Funds). These funds are optimal during COVID-19 pandemic when the financial capacity for the development of the country is directed more evenly with the desires of several regions, to develop areas with diverse potential. This pragmatically explains that the implementation of RIF varies greatly regarding utilization and challenges. Therefore, this study aims to analyze the implementation of RIF in the best regions of Regional Development Award (RDA) based on good planning documents. In this context, the field issues related to the use of RIF were interesting topics to be discussed. COVID-19 pandemic was also a concern in the implementation of the development funded by transfer funds, considering that when planned, RIF did not anticipate the non-natural disaster. From this description, RDA was a form of competition where the winners obtained RIF reward. Subsequently, this study presented synthesis regarding the realization and effectiveness of using RIF budget in the best regions of RDA in 2020. It also obtained information on field issues and provided a basis or input for better overall RIF planning. In this study, the analytical method combined a literature review of Regional Government reports, journals, and a Focus Group Discussion (FGD). This involved 9 Regional Development Planning Agencies, which obtained RIF in the planning category. The results showed that Regional Government effectively used RIF as one of funding instruments for COVID-19. However, some common challenges were observed, such as the absence of measurable targets, an unclear technical guide, slow implementation due to the LSSR (Large-Scale Social Restrictions), and the lack of an integrated supervision mechanism. Keywords: Transfer Funds; RIF; Evaluation; RDA Abstrak Pelaksanaan Desentralisasi Fiskal dalam bentuk transfer dana pusat ke daerah melalui Dana Insentif Daerah (DID) diharapkan oleh pemerintah memberi pengaruh signifikan terhadap dinamika pembangunan daerah yang pada gilirannya berdampak pada kinerja perekonomian. Dana ini akan optimal pada masa Pandemi COVID-19 ketika kemampuan finansial negara bagi pembangunan diarahkan lebih merata selaras dengan keinginan daerah dalam upaya pengembangan wilayah dengan potensi yang beragam. Pada praktiknya implementasi dana insentif sangat bervariasi, baik pemanfaatan maupun permasalahannya. Penelitian ini mencoba memotret pelaksanaan DID pada daerah terbaik Penghargaan Pembangunan Daerah (PPD) yang terpilih berbasis dokumen perencanaan yang baik. Permasalahan lapangan terkait pemanfaatan DID menjadi hal yang menarik diulas. Pandemi COVID-19 menjadi perhatian dalam pelaksanaan pembangunan yang didanai dana transfer mengingat saat direncanakan, DID 2020 belum memprediksi adanya bencana non alam ini. Perlu diketahui, Penghargaan Pembangunan Daerah (PPD) adalah salah satu bentuk kompetisi yang pemenangnya mendapatkan reward DID. Penelitian ini bertujuan untuk menyajikan sintesis realisasi dan efektivitas pemanfaatan anggaran DID kepada daerah terbaik PPD tahun 2020, mendapatkan informasi permasalahan lapangan, serta dijadikan landasan atau masukan dalam perencanaan DID secara umum yang lebih baik. Metode analisis menggunakan kombinasi literature review dari laporan pemda, jurnal, dan Focus Group Discussion (FGD) yang melibatkan sembilan Bappeda yang mendapatkan DID dari kategori perencanaan. Hasil analisis menunjukkan sintesis bahwa DID telah digunakan Pemda sebagai salah satu instrumen pendanaan COVID-19 yang efektif dengan kendala umum terkait tidak adanya target terukur, belum jelasnya juknis, lambatnya implementasi karena PSBB, serta belum adanya mekanisme pengawasan yang terintegrasi. Abstract

Abstract This study aims to determine the appropriate strategy for the implementation of Electronification of Local Government Transactions (ETPD) program in Indonesia through SWOT (strengths, weaknesses, opportunities, and threats) analysis. ETPD program, as promoted by the Presidential Decree Number 3 of 2021, is intended to provide maximum benefits to local government and the community. To achieve the primary objective of this study, a descriptive method was employed, with Soppeng Regency Local Government serving as the focal point. Accordingly, the analysis was based on the Cartesian diagram and from the obtained results it was found that the appropriate strategy for digitalization in the Regency lied in Quadrant II (positive, negative). Thisstudy concluded that internal factors such as the decree regarding the P2DD Task Force, increased regional revenue, young and active employees, and the successful bureaucratic reform initiatives, are significant strengths possessed by theSoppeng Regency Local Government. However, these strengths were accompanied by challenges or threats from certain external factors including insufficient banking infrastructure, lack of digital literacy socialization, and inadequate telecommunications network. Given these conditions, it was crucial to adopt a diversified approach and formulate additional tactical strategy, rather than solely relying on existing ones, to ensure that the local government would be able to effectively carry out their tasks and provide optimal services to the community.
