Abstract

This study aimed to examine the understanding of community participation in development planning. The literature review was used and involved reading and reviewing the main ideas to add arguments and opinions on the topic raised. This helped determine the shortcomings of previous studies to improve and make more regular formulations. The results showed that regional development needs to involve the community in planning, implementation, monitoring, and evaluation. This is because community participation is an important aspect in the overall development process. However, the articles presented differ from the conditions in each country. There is a need for understanding of the government system in the articles used as references. Therefore, special considerations for determining similarities and discoveries from the articles used as references are critical and may help develop the main idea based on the topic and the title.

Abstract

The Tourism and Culture Department has made a program to develop the Gandoriah-Sunur Beach tourism destination as a Pariaman City Tourism Strategic Area (KSPK), West Sumatra Province, Indonesia. However, this program has been hampered by a lack of suitable facilities and infrastructure, tourism resources and funds, and a low level of promotion and investment. Therefore, this study aims to identify and analyze the implementation of the Gandoriah-Sunur Beach tourism destination development program as a Pariaman City Tourism Strategic Area (KSPK) in West Sumatra Province. The descriptive qualitative approach using the inductive method was employed, and the data collection was conducted through interviews, observation, and documentation techniques. Furthermore, purposive and snowball sampling approaches were used to identify the informants. Data collection techniques include condensation, presentation, and drawing conclusions. The results show that implementing the Gandoriah-Sunur Beach tourism destination development program as a Pariaman City Tourism Strategic Area (KSPK), West Sumatra Province, is not ideal, as evidenced by the non-linearity of standards with costs and the inefficient allocation of funds.

Abstract

The implementation of sub-district tasks in managing small-scale development, which is the delegation of authority from the Regent of Kutai Kartanegara, has not been running optimally. This study aims to evaluate the authority of the sub-district in implementing small-scale development. The research method is descriptive qualitative by collecting data through semi-structured interviews conducted in 3 sub-districts and using a questionnaire for all locations in 15 sub-districts which are the source of the data. with the determination of informants by purposive sampling. From the results of the study, it has been concluded that the sub-district's authority in managing small-scale development cannot be fully implemented, this is due to the lack of clarity in the provisions regarding the criteria and specifications for an activity in the delegation of authority regulations, the weak coordination link between the sub-districts and the relevant local government agencies in the framework of the integrated planning system, lack of capacity sub-district officials in carrying out their duties, there is no measurable sub-district performance indicators and targets, it is recommended to the Kutai Kartanegara Regency Government to review to make improvements and development of policies regarding the delegation of the Regent's authority to the Camat, especially related to small-scale management policies and adjusting to the prevailing laws and regulations governing regional and sub-district governments.

Abstract

This research examines the Technology Acceptance Model (TAM) in implementing e-Government during the COVID-19 pandemic in Taiwan. Furthermore, it builds government network infrastructure and develop Internet applications. Internet penetration as the first stage of this development began in 1998 and the second stage intends to promote the different services. The third phase simplifies information services to make them more proactive and accessible to the general population. In the fourth phase, e-government uses more Web 2.0 social networks to offer innovative services that actively address public needs. Finally, the fifth phase is projected to transform Taiwan into a smart nation with people-friendly services, an open, transparent, intelligent government, and evidence-based successful policies. The data were collected through a questionnaire survey on Tainan City’s users of E-Government services. Furthermore, structural model analysis was performed using smartPLS 3.0., while TAM measured the use of e-government. The results showed that the influential factors are perceived ease of use, perceived usefulness, and information quality. The system’s quality has no significant effect on the use of e-government in the era of the COVID-19 pandemic in Tainan City. Keywords: E-Government, Technology Acceptance Model, COVID-19 Abstrak Penelitian ini mengkaji Technology Acceptance Model (TAM) pada implementasi E-Government pada masa krisis covid-19 di Taiwan. Tahapan pengembangan e-government di Taiwan dimulai pada tahun 1998, yang menunjukkan tahap pertama yaitu penetrasi internet. E-government dimaksudkan untuk membangun infrastruktur jaringan pemerintah dan mengembangkan aplikasi internet: tahap kedua adalah tujuan e-government untuk mempromosikan layanan internet pemerintah. Kemudian fase ketiga, e-government, dimaksudkan untuk menyederhanakan layanan informasi menjadi proaktif dan mudah diakses oleh publik. Fase keempat, e-government menggunakan lebih banyak jejaring sosial Web 2.0 untuk menawarkan layanan inovatif yang lebih aktif memenuhi kebutuhan publik. Terakhir, e-government fase kelima diharapkan menjadi Taiwan yang cerdas, memberikan layanan yang nyaman bagi masyarakat, menerapkan pemerintahan yang terbuka, transparan, dan cerdas, serta mengoptimalkan kebijakan efektif berbasis bukti. Data untuk penelitian ini dikumpulkan melalui survei kuesioner pada masyarakat Kota Tainan yang telah menggunakan layanan E-Government. Analisis model struktural dilakukan dengan menggunakan smartPLS 3.0. Hasil penelitian menunjukkan bahwa penggunaan e-government di Kota Tainan dapat diukur dengan menggunakan Theory Acceptance Model. Hasil penelitian menunjukkan bahwa faktor-faktor yang mempengaruhi penggunaan e-government di Kota Tainan adalah persepsi kemudahan penggunaan, persepsi manfaat, dan kualitas informasi. Sementara itu, kualitas sistem tidak berpengaruh signifikan terhadap penggunaan e-government di era pandemi COVID-19 di Kota Tainan. Kata Kunci: E-Government, Model Penerimaan Teknologi, COVID-19

Abstract

This research aimed to determine a simplified organizational structure based on the characteristics of the duties and functions of government affairs. A qualitative approach was employed in 5 provinces through a criteria-based selection technique. The data were collected through documentation research, questionnaires, as well as interviews, and analyzed based on government affairs and regional characteristics. The results showed that the implementation of government affairs is included in several groups. The first, Group I (2 sections and 3 subsections), comprises public order, peace, community protection, and transportation (archipelago). Group II (2 sections and 1 subsection) consists of health and labor, while Group III (2 subsections without sections) entails community and village empowerment, marine and fisheries, and trade, alongside energy and mineral resources. Finally, Group IV (1 subsection without section) includes the environment and land. Keywords: Organizational Model; Simplification Of Structure; Government Affairs Abstrak Penelitian ini bertujuan menemukan model penyederhanaan struktur organisasi berdasarkan karakteristik tugas dan fungsi urusan pemerintahan. Metode penelitian menggunakan pendekatan kualitatif. Lokasi penelitian dilaksanakan di 5 daerah provinsi dengan teknik pemilihan berbasis kriteria. Pengumpulan data dilaksanakan melalui studi dokumentasi, pengisian daftar isian, dan wawancara. Data yang terkumpul selanjutnya dianalisis melalui analisis data model organisasi berdasarkan urusan pemerintahan dan karakteristik daerah. Hasil penelitian menunjukkan pelaksanaan urusan pemerintahan yang termasuk kelompok I (2 seksi dan 3 subbagian), yaitu ketentraman ketertiban umum dan perlindungan masyarakat, dan perhubungan (kepulauan). Kelompok II (2 seksi dan 1 subbagian) yaitu kesehatan dan tanaga kerja. Kelompok III (2 subbagian tanpa seksi) yaitu pemberdayaan masyarakat dan desa, kelautan dan perikanan, perdagangan, dan energi dan sumber daya mineral. Abstract

For almost 20 years, Indonesia has been committed to increasing the digitization of government through e-Government policies. Situbondo Regency, as the locus of this research 2021, received three Top Digital Awards 2021 from ITWorks Magazine for its success in running several digital-based public service innovations. Public service innovations include website development. The website becomes the primary tool to see the level of implementation of e-Government in a local government, the gateway to various public services provided to the community without the need to meet face-to-face. A simple way to find out the quality of e-Government in local governments is to look at the contents of the local government's official website. There are many website evaluation models, but they are still in stages/levels, with the weakness that if the first stage has not been fulfilled, it will be difficult for the Regional Government to "level up" in the next stage. The Fietkiewicz, Mainka, & Stock (2017) model sees that e-Government development is not limited to completion per level but more comprehensively presents each construction element as part of development progress. This model places the e-Government approach on a "pillar" approach, not a "tier" approach. The method used by the researcher is web observation with a qualitative approach. The results obtained from https://situbondokab.go.id., with a total of five pillars as indicators at 62% fulfilled from all the supporting elements of the pillars. Pillar of interoperability that obtains maximum value than other pillars. Meanwhile, the transaction pillar needs special attention from the Situbondo Regency Government for further web development. Keywords: e-Government; website; quality; pillar; Abstrak Sudah hampir 20 tahun Indonesia berkomitmen untuk meningkatkan digitalisasi pemerintahan melalui kebijakan e-Government. Kabupaten Situbondo sebagai lokus penelitian ini, pada tahun 2021 mendapatkan tiga penghargaan Top Digital Awards 2021 dari Majalah ITWorks karena keberhasilannya menjalankan sejumlah inovasi pelayanan publik berbasis digital. Inovasi pelayanan publik diantaranya juga perkembangan website. Website menjadi primary tool untuk melihat tingkatan penerapan e-Government di suatu pemerintahan daerah, pintu gerbang berbagai layanan publik yang diberikan kepada masyarakat tanpa perlu tatap muka. Cara sederhana untuk mengetahui kualitas e-Government pada Pemerintah Daerah adalah dengan melihat bagaimana isi website resmi Pemerintah Daerah tersebut. Ada banyak model evaluasi website namun masih berupa tahapan/tingkatan, dengan kelemahan jika tahapan pertama belum terpenuhi, maka sulit bagi Pemerintah Daerah untuk "naik tingkat" pada tahapan selanjutnya. Model Fietkiewicz, Mainka, & Stock (2017) melihat bahwa pengembangan e-Government tidak sebatas penyelesaian per tingkatan, tetapi lebih komprehensif menghadirkan setiap elemen konstruksinya sebagai bagian dari kemajuan pengembangan. Model ini menempatkan pendekatan e-Government pada pendekatan "pilar", bukan pendekatan "tingkatan". Metode yang digunakan oleh peneliti adalah observasi web dengan pendekatan kualitatif. Hasil yang diperoleh dari website Pemerintah Kabupaten Situbondo https://situbondokab.go.id., dengan total lima pilar sebagai indikator berada di angka 62% terpenuhi dari keseluruhan unsur unsur pendukung pilar. Pilar interoperability yang memperoleh nilai maksimal daripada pilar lainnya. Sementara pilar transaction perlu mendapatkan perhatian khusus dari Pemerintah Kabupaten Situbondo untuk pengembangan web selanjutnya. Keywords: e-Government; website; kualitas; pilar

Abstract

This research aims to present publications on Public Administration from the Scopus database using a bibliometric analysis. The Publish or Perish method by Harzing was used for citations in the form of metrics, while Microsoft Excel and VOS viewer were used for frequency analysis and visualization of data between 2010-2021. Findings: Based on the results, the publications on Public Administration have consistently increased since 2015 with 656 citations. The most popular keywords identified are development, drug administration, food and practice, China, impact, review and state, application, research, big data, future and Public Administration, case, evolution, and efficiency.Keywords: Public Administration; Bibliometric Analysis AbstrakPenelitian ini bertujuan untuk menyajikan publikasi tentang Public Administration dari database Scopus dengan menggunakan analisis bibliometrik. Abstract

The Job Fit Test for Primary High Leadership Positions in the Jambi Provincial Government was conducted to obtain competent Primary High Leadership officials. This research aims to analyze and describe the implementation of filling the Primary High Leadership Positions through the Job Fit Test in the Jambi Provincial Government and determine the associated obstacles and efforts needed to overcome them. This is a descriptive qualitative research with the implementation analysis used to investigate the Communication, Disposition, Resources, and Bureaucratic Structure. The results showed that the strategy used to fill the Primary High Leadership Positions is running well but still requires improvements in the aspects of Resources and Bureaucratic Structure. The obstacles experienced are the unavailability of supporting facilities and infrastructure in the form of buildings and the lack of proper government regulation. One of the efforts to overcome these obstacles is using the Jambi Province Human Resources Development Agency building for Primary High Leadership candidates and preparing a government regulation. Tujuan penelitian ini untuk menganalisis dan mendeskripsikan implementasi pengisian Jabatan Pimpinan Tinggi Pratama melalui Uji Kesesuaian (Job Fit) di Pemerintah Provinsi Jambi, hambatan dan upaya mengatasinya. Metode yang digunakan adalah deskriptif kualitatif. Selanjutnya dilakukan analisis implementasi dengan aspek yang diteliti, antara lain: Komunikasi, Disposisi, Sumber Daya dan Struktur Birokrasi. Hasil penelitian ini menunjukkan bahwa Implementasi Pengisian JPT Pratama melalui Uji Kesesuaian (Job Fit) secara keseluruhan berjalan dengan baik, namun masih memerlukan peningkatan pada aspek Sumber Daya dan Struktur Birokrasi. Hambatan yang dialami yaitu: fasilitas sarana dan prasarana penunjang berupa gedung belum tersedia dan belum dibentuk Peraturan Gubernur yang mengatur tentang teknis Pengisian Jabatan Pimpinan Tinggi Pratama melalui Uji Kesesuaian (Job Fit). Upaya mengatasi hambatan yaitu: menggunakan gedung BPSDM Provinsi Jambi untuk pelaksanaan kegiatan Uji Kesesuaian (Job Fit) calon pejabat Pimpinan Tinggi Pratama dan menyusun Peraturan Gubernur tentang teknis Pengisian Jabatan Pimpinan Tinggi Pratama melalui Uji Kesesuaian (Job Fit). Abstract

The variables considered in this study were work facilities, self-control, work discipline, and employee’s performance. Meanwhile, this study aims to contribute to the Sumatra River Region VI Office and provide insight to each reader. Questionnaires marked by the Likert's Scale ranging from 1 – 5 were provided and were meant to be filled out by the employees. The results showed that work facilities (X1) and self-control (X2) partially have a positive and significant effect on work discipline (Y). Furthermore, work facilities (X1) and self-control (X2) simultaneously have a positive and significant effect on performance (Z). The positive impact occurring partially and simultaneously indicated that work facilities and self-control through work discipline can improve employee’s performance at the Sumatra River Region VI Office. Key word: Work Facilities; Self-Control; Work Discipline; Performance Abstrak Pada penelitian ini variabel yang digunakan adalah fasilitas kerja, kontrol diri, disiplin kerja dan kinerja pada pegawai Kantor Balai Wilayah Sungai Sumatra VI. Tujuan penelitian ini untuk memberikan masukan kepada Kantor Balai Wilayah Sungai Sumatra VI serta memberikan wawasan kepada setiap pembaca. Metode penelitian menggunakan kuisioner untuk diisi oleh pegawai Kantor Balai Wilayah Sungai Sumatra VI, ketika menjawab kuisioner setiap responden memberikan tanda pada kolom yang yang ditandai oleh Skala Likert’s (1 – 5). Temuan pada penelitian ini, secara parsial fasilitas kerja (X1) dan kontrol diri (X2) terhadap disiplin kerja (Y) memiliki pengaruh positif dan signifikan, selanjutnya secara parsial fasilitas kerja (X1) dan kontrol diri (X2) terhadap kinerja (Z) memiliki pengaruh yang positif dan signifikan, dan secara simultan terdapat pengaruh antara variabel. Abstract

Historically, development has been viewed as an economic process that generates many social difficulties, ranging from increased environmental degradation and inequality to social fragility within the local community’s culture. The problems require a new strategy by applying the principles of human and ecological-based development. This study takes a qualitative approach to analyze the sustainable development policies of local communities and resolve environmental problems. Meanwhile, SDGs are localized through the Minister of Villages, Development of Disadvantaged Regions, and Transmigration’s Regulation No. 21 of 2020 on General Guidelines for Village Development and Empowerment of Village Communities. SDGs Desa lists the 18 objectives as a policy direction for rural community development and empowerment. The integration of sustainable development into village planning can increase success in designing a policy focused on the effectiveness of implementing, evaluating, reporting, and achieving goals. By adopting these strategies, the village can build awareness of the importance of tackling environmental degradation. Banyaknya permasalahan sosial yang diakibatkan oleh proses pembangunan yang hanya berorientasi pada ekonomi, mulai dari kerusakan lingkungan yang semakin meningkat, ketimpangan sosial, hingga kerawanan sosial dalam budaya masyarakat setempat. Permasalahan tersebut memerlukan strategi pembangunan baru, dengan menerapkan prinsip-prinsip pembangunan yang berbasis manusia, dan berbasis ekologi. Penelitian ini bertujuan menganalisa penerapan SDGs pada tingkat lokal desa, untuk mengetahui tantangan serta solusi agar penerapannya menjadi maksimal. Penelitian ini merupakan studi lapangan menggunakan pendekatan kualitatif dengan mempelajari berbagai literatur tentang keterlibatan pemerintah lokal dalam melaksanakan kebijakan pembangunan berkelanjutan, permasalahan kerusakan lingkungan, dan pendekatan solusi yang tepat. Lokalisasi SDGs diwujudkan melalui Peraturan Menteri Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi Nomor 21 Tahun 2020 tentang Pedoman Umum Pembangunan Desa dan Pemberdayaan Masyarakat Desa, dengan mencantumkan 18 tujuan SDGs Desa sebagai arah kebijakan pembangunan dan pemberdayaan masyarakat desa. Mengintegrasikan pembangunan berkelanjutan ke dalam perencanaan pembangunan desa dapat meningkatkan keberhasilan dalam merancang kebijakan yang lebih menitikberatkan pada efektivitas perencanaan, pelaksanaan, evaluasi, pelaporan, dan pencapaian tujuan pembangunan desa. Dengan mengadopsi hal tersebut, desa akan mampu membangun kesadaran akan pentingnya menanggulangi kerusakan lingkungan yang ada. Kata kunci: Keberlanjutan; Pemerintah Lokal; Pembangunan
