Abstract

This article attempts to explore Ibnu Khaldun's views regarding the concept of Asabiyyah which was then linked to the political situation in Indonesia. Issues surrounding the world of politics have been a hot topic of discussion for all Islamic activists and thinkers, which apparently contain various kinds of problems, one of which is the emergence of a group of people who express nationalism but in the end corner other groups and discriminate against them, or what is known as identity politics. This article is a literature review that uses documentary techniques to collect the required data in the form of books, articles and other literature. The result of this article is that the Asabiyah concept essentially refers to the relationship of social solidarity, group spirit and the strength that encourages a group to unite and unite in facing both external and internal challenges. Ibn Khaldun considers that Asabiyyah is something central because a strong group will try to rise and build a power, but will collapse if Asabiyyah begins to fade and weaken.

Abstract

Fairtrade, a trade system, seeks to facilitate improved and enduring trading circumstances for producers in developing nations. This article examines the implementation of Fair Trade in Indonesia, including the encountered hurdles, and explores the influence of economic and social elements on the process. This article aims to evaluate the execution and obstacles of Fair Trade in Indonesia, focusing on the economic and social aspects that may impede the progress. The primary concerns identified include the uneven implementation of fairtrade principles and practices in different countries, as well as the challenges in increasing public knowledge and approval of the concept. The analysis of these issues employs Alexander Wendt's constructivist theory to comprehend the social dynamics and social construction associated with fair trade. The data were gathered via literature research and document analysis on fair trade in Indonesia. The results indicate that while fair trade can be a positive catalyst for change, its execution is hindered by corrupt practices, intricate certification procedures, and a dearth of public knowledge. To achieve the intended efficacy, it is necessary to implement policy reforms and enhance compliance with fair trade principles.

Abstract

Penelitian ini mengkaji partisipasi perempuan dalam program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) di Desa Buluh Duri, Kecamatan Sipispis, Kabupaten Serdang Bedagai. Melalui pendekatan kualitatif dengan studi kasus, kami mendeskripsikan status partisipasi perempuan dalam program tersebut. Data diperoleh melalui wawancara, observasi, dan studi dokumentasi. Hasilnya menunjukkan bahwa partisipasi perempuan dalam PAMSIMAS masih belum optimal. Meskipun beberapa perempuan telah aktif dalam kelompok pengelola PAMSIMAS, budaya patriarki dan kendala infrastruktur seperti keterbatasan pipa air masih menjadi hambatan. Namun, peran perempuan sebagai pengguna air bersih yang aktif dan pengurus dalam kelompok pengelola menunjukkan potensi besar mereka dalam pembangunan desa dan pelaksanaan program PAMSIMAS. Faktor-faktor seperti tingkat pendidikan, pendapatan, dan jarak tempat tinggal mempengaruhi tingkat partisipasi. Kesimpulannya, pentingnya memperhatikan peran perempuan dalam pembangunan inklusif dan berkelanjutan serta mendukung partisipasi mereka dalam program PAMSIMAS untuk meningkatkan ketersediaan air bersih di masyarakat desa.

Abstract

The Government's policy on Large-Scale Social Restrictions Guidelines has resulted in many Online Motorcycle Taxi drivers being unable to operate optimally. This paper examines the impact of the Government Policy on Guidelines for Large-Scale Social Restrictions on the operations of Online Motorcycle Taxi drivers, especially in the context of a 68 percent decline in the online transportation sector's revenue in 2020, as reported in the e-Conomy SEA report. This research highlights President Joko Widodo's speech on March 24, 2020 which provides stimulus to MSMEs, including motorcycle taxi drivers and taxi drivers, with a credit restructuring policy as one of its implementations. Using the Top-Down Policy Implementation Theory approach (M.S. Grindle), this paper uses a qualitative descriptive analytical method to analyze the implementation of the policy. The findings of the paper show that although online motorcycle taxi drivers feel helped by the absence of installment payments during credit restructuring, there is still hope to eliminate additional costs such as insurance fees, fiduciary fees, and penalty fees to support the implementation of the policy more effectively.

Abstract

Penelitian ini dilakukan karena menurunnya kunjungan wisatawan ke Kota Sibolga, yang mendorong Pemko Sibolga untuk menerapkan Perda No. 3 Tahun 2020 sebagai dasar pengembangan pariwisata. Meskipun telah dibangun fasilitas pariwisata di Kawasan Wisata Pelabuhan Lama Sibolga, namun penggunaannya belum optimal sehingga pariwisata bahari di kawasan tersebut belum berkembang. Penelitian ini mengidentifikasi faktor-faktor yang mempengaruhi implementasi kebijakan, termasuk aspek standar dan sasaran kebijakan, sumber daya, komunikasi dan disposisi, serta karakteristik agen pelaksana dan dukungan sosial, politik, dan ekonomi. Menggunakan teori implementasi Van Meter Van Horn, penelitian ini menggunakan pendekatan kualitatif dengan wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa sasaran kebijakan untuk peningkatan kunjungan wisman dan wisnus telah ditetapkan, namun standar kebijakan belum tercantum. Sarana dan prasarana sudah ada, tetapi SDM, anggaran, dan waktu masih menjadi kendala. Koordinasi dengan stakeholder berjalan lancar, meskipun masih ada konflik internal di dalam Dinas Parpora. Dukungan dari anggota DPRD dan masyarakat ada, namun masalah anggaran perlu diatasi untuk mendukung implementasi kebijakan ini. Selanjutnya, perlu upaya lebih lanjut dalam meningkatkan koordinasi antarinstansi dan pengelolaan sumber daya agar pengembangan pariwisata di Kota Sibolga dapat berjalan optimal.

Abstract

Social media marketing presents its prospects to engage in direct communication with customers, increase brand recognition, increase customer loyalty, and increase sales. Social media platforms offer a wide array of data and analytics that can help brands understand user behavior, tendencies, and needs. Social media allows students to access a wide range of social networking sites at less cost (time and effort) to develop and maintain existing relationships. The practice of social channels of student takeovers is becoming more popular and has increased by 11% since 2017. The purpose of this study was to analyze the activity and content in Instagram social media managed by Universitas Terbuka regional offices located on Sulawesi Island. Socialbakers' professional social media analytics tool is used to monitor the social media activity of selected Instagram accounts and collect data for analysis. The data analyzed includes the content of the selected post and user interaction with the post. Among all Instagram accounts owned by UT in Sulawesi, Makassar has the highest number of followers and vice versa UT Gorontalo has the lowest number of followers, the highest engagement rate is achieved by UT Kendari with an engagement rate of  3.61%.  UT Gorontalo creates interactive content on their Instagram page by doing regular Instagram live to interact with their audience, thus allowing the audience to ask questions directly to the host. The landing page was created specifically to receive traffic from campaigns among all UT Sulawesi only UT Majene has attractive images on their landing page

Abstract

The Government of Indonesia strives to improve effectiveness and efficiency in governance by implementing the Electronic-Based Government System (SPBE) as stipulated in Presidential Regulation Number 95 of 2018. One of its implementations is the Electronic-Report on Local Government Administration (E-LPPD), which replaces manual reports. This study aims to examine the effect of the implementation of E-LPPD on employee performance at the Binjai City Regional Secretariat. The research method used is quantitative with the population of all authorized apparatuses and has implemented E-LPPD in Binjai City, totaling 87 people. The sampling technique uses saturated samples. The results showed that environmental characteristics in the implementation of E-LPPD had a significant effect on employee performance, while organizational characteristics, employees, and management policies and practices did not show a significant influence. Overall, implementing E-LPPD positively affects employees' performance at the Binjai City Regional Secretariat. These findings emphasize the importance of adequate environmental adjustments and support to optimize performance through electronic systems in local government.

Abstract

This study aims to understand how the sister city partnership between Medan and Gwangju is implemented in the development of Medan and to identify the factors influencing the execution of this partnership which, over 26 years, has not significantly impacted Medan's development. The approach used is based on Discursive Institutional theory. This research employs a qualitative methodology that addresses and resolves research problems using normative and empirical approaches. The data analysis techniques include data reduction, data presentation, and conclusion drawing. The findings indicate that institutional functions within the international city-to-city cooperation, specifically between Medan and Gwangju, have not been effectively executed by the institutions acting as partners in the sister city cooperation. These functions include: (1) Coordinative Function, consisting of factors such as Commitment to Link, Leadership, Structure and Management, Communication, and Monitoring and Evaluation; (2) Communicative Function.

Abstract

The 2020 Simultaneous Regional Head Election (Pilkada Serentak) in Indonesia was a landmark moment with the introduction of the Recapitulation Information System (Sirekap) by the General Election Commission (KPU). Despite facing challenges such as complicated installation and activation, network constraints, and lack of user understanding, this study examines how the KPU implemented Sirekap. Using qualitative methods, data were collected through interviews, observations, documentation, and literature review. The results show that KPU conducted a comprehensive policy analysis in using Sirekap. First, the problem is defined by emphasizing the importance of information technology to increase public trust and speed up recapitulation. KPU conducted academic studies and collaboration with universities. Second, future forecasting shows Sirekap as a trial for the 2024 elections with a series of simulations to convince the legislature. Third, the House of Representatives approved the use of Sirekap as a trial in the 2020 Regional Elections. Fourth, policy monitoring is carried out through the issuance and refinement of operational and technical guidelines up to two days before the election. Finally, policy evaluation resulted in the book “Sirekap Road Map 2024” in 2021 as a guide for organizing the 2024 elections. This research concludes that the KPU has taken detailed and organized steps in the implementation of Sirekap in the 2020 Simultaneous Regional Elections, in order to increase effectiveness, efficiency, and transparency in elections in Indonesia.

- Penelitian Ini Di Latar Belakangi Oleh Fenomena Rumah Tidak Layak Huni Yang Masih Sangat Banyak Ditemukan. Masih Banyak Nya Rumah Tidak Layak Huni, Masih Banyak Masyarakat Yang Belum Mendapatkan Bantuan Bedah Rumah Dan Program Bedah Rumah Belum Berjalan Dengan Optimal Di Kabupaten Deli Serdang. Penelitian Ini Penting Dilakukan Untuk Dapat Mengetahui Kekurangan Dan Kelebihan Dari Program Bedah Rumah Untuk Mengurangi Rumah Tidak Layak Huni. Penelitian Ini Menggunakan Metode Penelitian Deskriptif Dengan Pendekatan Kualitatif. Teknik Pengumpulan Data Dilakukan Melalui Wawancara, Observasi, Dokumentasi Dan Studi Pustaka. Informan Penelitian Terdiri Dari Aparatur Sipil Negara (Asn) Dinas Perumahan Dan Kawasan Pemukiman Serta Pertanahan Yaitu Kepala Dinas, Kabid Perumahan, Penata Kelola Perumahan, Sekretaris Parkimtan Dan Pengawas. Penelitian Ini Menggunakan Indikator Implementasi Dari Van Met Dan Van Horn Yaitu, Standard Dan Tujuan Kebijakan/Program, Sumber Daya, Karateristik Organisasi Pelaksana, Sikap Para Pelaksana, Komunikasi Anrar Pelaksana Dan Kondisi Sosial Ekonomi Politik. Program Bedah Rumah Memberikan Perubahan Dan Dampak Yang Baik. Program Bsps Dan Dak Meningkatkan Kualitas Tempat Tinggal Warga Dan Meningkatkan Kesejahteraan. Meski Demikian, Masih Ada Saja Masyarakat Yang Mengeluh Mengenai Dana Bantuan Yang Mereka Terima. Mereka Merasa Keberatan Dengan Jumlah Dana Yang Mereka Anggap Sedikit. Dapat Dikatakan Program Bedah Rumah Ini Sangat Efektif Untuk Mengurangi Jumlah Rumah Tidak Layak Huni Di Kabupaten Deli Serdang. Kebijakan Atau Program Yang Dikeluarkan Oleh Pemerintah Tentu Saja Memiliki Kekurangan Dan Kelebihan Tersendiri. Oleh Karena Itu Diperlukan Adanya Saran Untuk Memperbaiki Kualitas Program Yang Sedang Berjalan Maupun Yang Akan Datang.
