Abstract

Social media, especially Instagram, is a platform that influences individual behavior in building a digital presence. The phenomenon of clout chasing emerged as a strategy to gain attention and popularity through provocative content, including sensual nuances. This study uses a descriptive-analytical method with a qualitative approach to understand the meaning behind this behavior. The subject of the study is Instagram users who actively produce personal content with emotional nuances to increase social interaction. The results show that the need for existential validation and recognition drives oversharing behaviors that utilize platform algorithmic mechanisms. This phenomenon reflects the disintegration of social norms, in which privacy and decency are replaced by new standards oriented towards interaction and popularity. The conclusion of the study states that clout chasing creates a cycle of performativity that deepens social alienation, describing how social media influences an individual's morality and digital identity.

Abstract

This study aims to analyze the role of Rajeg Village in facilitating the digitization of Micro, Small, and Medium Enterprises (MSMEs) as an effort to strengthen local economic competitiveness and independence. This study uses a descriptive qualitative approach with a case study method through in-depth interviews with the Village Head, the Head of MSMEs, and two active MSME actors. The analysis was conducted thematically by examining communication patterns, forms of facilitation, and obstacles encountered in the digitization process. The results show that the role of Rajeg Sub-District Office is still facilitative and participatory, mainly through socialization activities and cooperation with external parties such as universities. The main obstacles include low digital literacy, limited continuous training, and minimal technical support. This research expands the application of the concept of participatory development communication by showing how the role of the sub-district government as a digital facilitator can be a catalyst for socio-economic change at the community level.

Abstract

Amid growing demands for transparency and public participation in tourism governance, public reporting technology is still rarely positioned as a strategic instrument for citizen participation in sustainable tourism destinations. This study aims to analyze the needs and design a complaint reporting system for violations in Indonesia's priority tourism destinations by integrating sustainability principles and RAD approach. Using in-depth interviews with tourism experts and application developers, questionnaires, and field observations in super-priority destinations. The results show that the limitations of manual complaint systems not only hamper the effectiveness of follow-up violations but also weaken the participation of tourists as actors in destination governance. The main findings indicate that a responsive, secure, and transparent digital reporting system has the potential to strengthen the practice of co-production of public services and increase the accountability of tourism destination management. The scientific contribution of this research lies in the expansion of the RAD model's application in the context of participatory technology in the tourism sector, while enriching the e-governance discourse by positioning complaint applications as a medium for tourists and destination managers. This research emphasizes that public reporting technology is strategic instrument in building participatory, ethical, and sustainable tourism destination governance.

Abstract

Nigeria’s extensive cultural diversity, spanning over 250 ethnic groups, and its expanding creative economy hold significant potential for advancing sustainable development. However, the underutilization of cultural assets in national development strategies represents a persistent challenge. This study investigates how culture contributes to sustainability in Nigeria and evaluates the extent to which government policies, particularly the 1988 National Cultural Policy, align with the United Nations Sustainable Development Goals. Adopting a qualitative research design, the study analyses policy documents, government reports, and academic literature using thematic and content analyses, guided by the Cultural Heritage and Creativity Framework. Findings reveal that culture has been deployed in sustainability efforts through arts, music, media campaigns, and creative industries to promote civic education, peace-building, and environmental awareness. Despite this progress, weak policy implementation, funding limitations, and exclusion of cultural stakeholders constrain impact. The study concludes that systematic integration of cultural heritage and creativity into development planning, education, and SDG monitoring is crucial to strengthening Nigeria’s sustainability agenda and providing a replicable model for other African states.

Abstract

This study aims to analyze the implementation of the Responsibility to Protect (R2P) principle in the context of genocide prevention. Using a qualitative method based on literature study, this study examines national legal documents such as the Human Rights Law, the Social Conflict Handling Law, and Indonesia's diplomatic statements in UN forums related to R2P. Data were analyzed using Miles and Huberman's interactive models to identify the fit between R2P standards and Indonesian policy instruments. The results show that Indonesia supports R2P normatively, especially in Pillar 1 which emphasizes the state's responsibility to protect citizens from mass violence. However, this support is ambivalent because the state still rejects Pillar 3 which opens up the possibility of international collective intervention. A national policy analysis revealed that Indonesian legal instruments have contained elements of protection, but are not specifically designed to prevent genocide, so their implementation is more reactive than preventive. The Papuan case study shows that there is a risk of structural genocide that has not been officially recognized by the state. The main obstacles to the implementation of R2P in Indonesia lie in the dominant security paradigm, the absence of a human rights-based early warning system, and the politics of denial of the potential for mass violence. This study recommends the explicit integration of R2P principles into national policies, the establishment of early warning systems, and the reorientation of security approaches to human security. In conclusion, Indonesia is at the stage of R2P as a discourse, but it has not fully become R2P as a policy practice.

Abstract

This study aims to understand the adaptation strategies of State Civil Apparatus (ASN) in carrying out bureaucratic functions in conflict areas. This study used a qualitative approach with an interpretive phenomenological method. Informants were selected purposively, consisting of six ASN: three district employees, two civil servant teachers, and one health worker. Data were collected through in-depth interviews, contextual observation, and documentation. Analysis was conducted through rereading, thematic tagging, and hermeneutic interpretation. The results of the study: (1) physical and spatial adaptation, namely the transfer of services from offices to residents' homes or security posts; (2) relational adaptation, through negotiations with traditional leaders and armed groups; (3) psychological and spiritual adaptation, in the form of communal prayer, collective humor, and emotional solidarity; and (4) moral adaptation based on service motivation, where ASN persist not because of formal orders, but because of a sense of responsibility to the community. These findings strengthen the relevance of the theories of street-level bureaucracy (Lipsky), adaptive governance (Folke), public service motivation (Perry & Wise), and coping strategies (Lazarus & Folkman).

Abstract

The era of information disruption has brought significant changes to governance, particularly in terms of transparency, accountability, and public legitimacy. The virality of the presidential diploma issue in Indonesia serves as a concrete example of how a personal issue can escalate into a national debate, impacting public trust in the government. This study aims to describe the process of the presidential diploma issue's virality within the context of information disruption and analyze its impact on legitimacy and governance in Indonesia. The method used was a qualitative case study design. Data were obtained from academic literature, mass media coverage, social media content, and independent online media. Data collection techniques included documentation studies, digital discourse observations, and interviews. Data analysis employed a critical discourse analysis approach, emphasizing how narratives are produced, distributed, and received in the digital public sphere. The results show that the issue's virality is shaped through the interaction between social media algorithms, online media framing, and the involvement of political actors. This issue has resulted in declining public trust and weakening government legitimacy, despite formal clarification. The government's response has been deemed slow, reactive, and has not fully utilized regulations on information disclosure or the public document digitization system.

Abstract

This study aims to analyze the implementation of waste management policies based on Pangkalpinang City Regional Regulation Number 6 of 2013 by using the policy implementation theory of Van Meter and Van Horn (1975) as an analytical framework. This study uses a descriptive qualitative approach that focuses on the policy implementation process by the Pangkalpinang City Environmental Agency (DLH). Data were collected through in-depth interviews, field observations, and documentation studies. The results of the study show that the implementation of the policy has been running, but it has not been optimal due to limited human resources, infrastructure, and the lack of operational standards for derivative procedures from the Regional Regulation. The main supporting factors include local government commitment, political support, and community participation through the waste bank program. Meanwhile, inhibiting factors include weak vertical coordination, lack of budget, and low public awareness of cleanliness. The research recommendations include institutional strengthening, capacity building of implementers, and the application of adaptive governance principles to realize participatory and sustainable waste management in Pangkalpinang City.

Abstract

This study analyzes the implementation of the policy regarding the supervision of illegal cigarette circulation in Kudus Regency, utilizing Grindle's Implementation Model. Using a descriptive qualitative method, data were collected through in-depth interviews, observations, and document analysis. The findings reveal a significant discrepancy between the normative content of policy and the actual implementation context in the field. Specifically, the policy implementation is constrained by limited enforcement resources and economic resistance from small business actors. Although intelligence mapping has improved, the lack of a participatory approach hinders Small and Medium Enterprises (SMEs) from competing effectively. Consequently, this study recommends optimizing resource allocation and fostering cross-sector collaboration better aligned with Kudus's local economic ecosystem.

Abstract

This study develops a Spectrum Model of Indonesian Political Leadership through an analysis of the political thought and exercise of power of four post-reform presidents: Abdurrahman Wahid, Susilo Bambang Yudhoyono, Joko Widodo, and Prabowo Subianto. The study aims to map variations in political leadership within Indonesia’s electoral democracy from 1999 to 2024 and to explain their implications for democratic quality. Using content analysis, the research examines 86 state speeches, 24 policy documents, and 212 national media articles. The analysis employs frequency coding of key thematic terms representing orientations toward power and democracy. The findings identify four ideal types of political leadership: Normative–Pluralist, Rational–Stable, Populist–Pragmatic, and Militaristic–Adaptive. These types exhibit fundamental differences in power orientation, state–society relations, and strategies of political consolidation. The spectrum model offers a new analytical framework for understanding leadership dynamics in electoral democracies that are vulnerable to oligarchic influence and power centralization.
