Abstract

he eruption of Mount Semeru has caused significant material and physical losses, as well as created uncertainty and crises across various sectors, both economic and social. The impacts of lava flows, volcanic ash, and hot debris during the eruption not only damaged property and infrastructure but also destroyed social capital which is crucial for community resilience. The resulting economic uncertainty has raised concerns about the future and hindered efforts to revitalize affected sectors. Communities that have lost jobs become vulnerable to poverty, and the loss of infrastructure slows economic recovery. Social capital, which includes social networks, norms, and trust among community members, plays a critical role in the recovery process. This research aims to describe the relationship between social capital and economic resilience among survivors of the eruption in Lumajang, East Java. The research employs a descriptive method, with data collected through questionnaires and structured interviews. The results show that communication and social involvement among survivors remain limited and tend to focus on the family circle. Participation in community groups and the giving and receiving of support from social networks are still low. However, involvement in community groups positively affects the frequency of participation, requests for and provision of assistance, and reception of various types of support. Social support is considered very important and beneficial in daily life, especially in the context of disaster recovery. The study concludes that a deep understanding of how to strengthen social capital and integrate it into economic recovery strategies is an urgent need to create a supportive social environment for sustainable and resilient economic recovery following a natural disaster.

Abstract

The movement of Fulani pastoralists and their cattle in search of greener pastures remains one of the most problematic security crises facing African countries. Despite spirited efforts at addressing this problem, several of these Fulani pastoralists have continued to refer to the old grazing routes, the ECOWAS Protocol on Transhumance (1998), ECOWAS Supporting Regulation (2003), and by extension the ECOWAS Protocol on Free Movement of Persons and Goods to justify their unregulated grazing. This has oftentimes led to confrontations among Fulani and host communities with grave human insecurity challenges.  Existing studies on the subject matter have focused on this human insecurity in a general sense and this justifies the need to interrogate other possible security threats occasioned by Fulani pastoralists and host communities fracas. Relying on secondary sources, this study argues that despite local initiatives to address these ongoing clashes, there have been more violent attacks in Africa especially in the Sahel region with no end in sight. Given the tendency for misinterpretation of these regional initiatives as a license for unregulated grazing, there is a compelling need for governments especially ECOWAS and the African Union to re-educate concerned parties about their salient points and workings as this remains the sine qua non for peace and stability across the region especially in the Sahel.

Abstract

Stunting can also be caused by problems with nutritional intake consumed during pregnancy and toddlerhood. Lack of maternal knowledge about health and nutrition before pregnancy, as well as the postpartum period, limited health services such as antenatal services, and postnatal services low access to nutritious food, and low access to sanitation and clean water are also causes of stunting. These very diverse multi-factors require the most decisive intervention, namely at 1000 HPK (the first 1000 days of life). Factors Causing stunting are also influenced by the mother's work, father's height, mother's height, income, number of household members, parenting, and exclusive breastfeeding, besides stunting is also caused by several other factors such as maternal education, maternal knowledge about nutrition, exclusive breastfeeding, MP-ASI age, zinc, and iron adequacy levels, history of infectious diseases and genetic factors. Bappeda serves as the primary sector, capable of coordinating the entire element. The study aims to 1) describe the stunting dynamics in Maluku Province, 2) describe the implementation of stunting convergence in Maluku Province, and 3) structurally analyze the role of Bappeda in stunting conversion action in Maluku Province using Anthony Giddens' structure theory. This type of research is qualitative descriptive and interviews are used to gather data. The results of this study show that the prevalence rate of stunting in Maluku Province in 2022 reached 26.1%, which means that the rate of prevalence of stopping in 2022 has decreased amounted to 2.6% of SSGI's results in 2021 which reached 28.7%. Bappeda as a sector leader in the implementation of convergence plays a role as a planner and director, as well as as a coordinator and facilitator in facilitating the achievement of the goal of preventing increased stunting cases. Bappeda strives for synergistic collaboration across actors and sectors, especially in massive comprehensive education and advocacy in districts/cities to implement their respective work programs more effectively and efficiently.

Abstract

This research aims to explore Smart Governance in local government institutions. The literature review shows that some models have been developed to explain Smart Government. However, systematic research on Smart Government through the Digital Transformation of Public Services still needs to be developed. This research used a qualitative approach with a phenomenographic method. Phenomenography focuses on three things. First, it focuses on interest.  Second, it is content-oriented.  Third, it describes the conceptions of various aspects of their reality. Data collection through direct observation and interviews with bureaucratic officials (Head of Service), stakeholders, academics, and online service users. The stages of data analysis include three aspects, namely interpreting data (structure and meaning of data) and data categorization/coding (variations in understanding and empirical manner), as well as formulating results (identification of conception and outcome space) and making research reports. The findings of this research show that Smart or M-Government is an Essential Necessity: The evolution toward intelligent government in the digital era is no longer a choice but a historical necessity. The convergence of technological advancements in internet-based information technology and the increasing public demands for top-tier services has made competent government imperative. The city has also made strides in digital transformation, achieving digital people, platforms, processes, public services, and workspaces, accompanied by ten sub-components. This comprehensive approach to digital governance ensures that nearly all public services, including healthcare, education, and infrastructure, are accessible via digital platforms. Surabaya's commitment to diverse digital service platforms reinforces the city's dedication to staying abreast of digital technological advancements.

Abstract

Maintaining a balance between law enforcement and human rights in the implementation of the ITE Law is very important. The reform of the ITE Law is needed to ensure freedom of expression, and the right to privacy, and prevent the abuse of the law to silence criticism. This research focuses on the implementation of the ITE Law article by the Subdirectorate V of the North Sumatra Police. This research was conducted at the North Sumatra Regional Police, Medan, as a cybercrime surveillance center. Using a mixed methods approach, this study combines qualitative and quantitative data to understand the social reality in Sub-Directorate V Cyber Crime. These methods include interviews, documentation, observations, and literature studies. The development of the internet requires the government to update policies to overcome cyber challenges. The ITE Law faces issues such as rubber articles, threats to freedom of expression, legal uncertainty, digital security, and fair law enforcement. The revision is expected to create a fairer and more effective system.

Abstract

The legality of business permits is important in developing Micro, Small and Medium Enterprises (MSMEs). NIB or Business Identification Number is an identity number used by business actors to obtain business permits and commercial or operational permits. Online Single Submission (OSS) is an Electronically Integrated Business Permit application issued by the OSS institution on behalf of the Minister, Agency Head, Governor, or Regent/Mayor to business actors via electronic means integrated by the system. IMAPRES, or the Association of Achievement Students in Wonogiri Regency, is a student organization that receives scholarships in Wonogiri Regency. The goal to be achieved in the Business Identification Number or NIB acceleration program is that the Wonogiri Regency is required to complete the NIB or Business Identification Number from 294 villages. The method used uses stages such as observation or survey, counseling regarding Business Identification Numbers or NIBs, and implementation of assistance and creation of NIBs or Business Identification Numbers. The Department of Investment and One Stop Integrated Services (DPMPTSP) is collaborating with IMAPRES or the Association of Achievement Students in Wonogiri Regency to complete the NIB (Business Identification Number).

Abstract

This research aims to explain the form of space utilization in the Kalimati Long Storage Reservoir Area from Henri Lefebvre's perspective which includes the dimensions of spatial practice, spatial representation, and representational space. This research uses a descriptive qualitative method with the research observation unit being the Kalimati Long Storage Reservoir Area, while the unit of analysis is space production in the Kalimati Long Storage Reservoir Area from Henri Lefebvre's perspective. Data collection was obtained through interviews, observation, and documentation. The data analysis techniques of Miles and Huberman are data reduction, data presentation, and concluding/verification. The research results obtained are (1) the form of space utilization of the Kalimati Long Storage Reservoir is used for exercising, enjoying the view, taking selfies, fishing, hanging out and trading (2) the Kalimati Long Storage Reservoir has become a lively space due to community activities which produce interaction (3) the Kalimati Reservoir Long Storage Kalimati can be considered a symbol that can change dysfunctional areas into organized areas for community activities. Space never exists in itself, but out of necessity and demand. The production and reproduction of space will continue to be dynamic following the community's sense of sociality.

Abstract

The tourism sector, particularly the development of tourist villages, can be an effective tool to promote gender equality. However, women often face disparities, especially in economic opportunities and decision-making. This issue highlights the importance of this research, which aims to analyze the implementation of gender mainstreaming in tourism development in Nongkosawit Tourism Village, Semarang City. The study uses a qualitative descriptive method with the gender analysis pathway technique, focusing on four aspects: access, participation, control, and benefits. The snowball technique was used to determine the informants, with the head of the local tourism awareness group (Pokdarwis) as the key informant. The results show that Nongkosawit has begun to implement gender mainstreaming principles, particularly in terms of access and benefits. However, participation and control remain suboptimal due to the limited understanding of gender-responsive concepts in the community. As a result, women's participation in decision-making and leadership is still low, and they face difficulties accessing capital to start tourism-related businesses. The study recommends increasing gender-related education and fostering partnerships between the government, local organizations, and communities to ensure inclusive and sustainable tourism development that benefits both women and the local community.

Abstract

The Electronic Visa on Arrival (e-VOA) represents one of the immigration products introduced by the Directorate General of Immigration in response to the COVID-19 pandemic, serving as a measure to bolster digital immigration services. As the primary beneficiaries of the e-VOA are foreign nationals, effectively disseminating information to this target demographic presents a challenge for the Public Relations division of the Directorate General of Immigration. This study endeavors to assess the implementation of the ROPE stages within the communication strategy employed by the Public Relations department to promote e-VOA among foreign nationals. Employing a qualitative research methodology with a descriptive approach, the study utilizes the ROPE PR planning model as its conceptual framework. ROPE is a public relations planning model that consists of four main stages: Research, Objectives, Programming, and Evaluation. The research stage involves gathering information about the organisation, the issue at hand, and the public being targeted for communication. After that, the objectives stage sets clear campaign objectives to address the identified problem. Then, the programming stage involves planning and implementing the steps necessary to achieve the objectives, including the use of effective media and communication strategies. Finally, the evaluation stage assesses the success of the programme by gathering feedback and measuring the achievement of the set objectives.  This research shows that the communication strategy adopted by the Directorate General of Immigration in the socialisation of e-VOA achieved an effectiveness level of around 75%, based on the Community Satisfaction Index (SSI) which shows that many respondents felt well informed. The research findings indicate that the Public Relations division of the Directorate General of Immigration has adopted structured measures incorporating well-defined ROPE stages in their execution of e-VOA socialization activities. Nonetheless, challenges persist during these socialization endeavors, including constraints related to budgetary limitations, human resources, and media outreach. The results of this study provide important insights for the Directorate General of Immigration to improve future communication strategies, by designing campaigns that are more targeted and responsive to public needs, and utilising feedback to improve the communication process and increase public satisfaction.

Abstract

BUMDes (Village-Owned Enterprises) are vital in increasing Village Original Income (PAD) as per Law No. 6 of 2014. Therefore, the development of BUMDes is crucial and requires proper governance. This study aims to analyze the governance of BUMDes Gajah Mandiri in Bakal Gajah Village, Silima Pungga-Pungga Subdistrict, Dairi Regency, and identify the driving and inhibiting factors in its management. The governance of BUMDes is reviewed based on the concept of Good Corporate Governance, which includes the principles of disclosure, transparency, and responsibility. This study uses a qualitative method with a descriptive approach, involving in-depth interviews, observation, and documentation techniques. The analysis found that while the principles of fairness and accountability have been implemented, deficiencies still affect the performance of BUMDes employees and management. The driving factors for the governance of BUMDes Gajah Mandiri in increasing PAD include the entrepreneurial spirit of the management, support from the village government, sufficient capital, trust and participation from the community, and training from the Ministry of Villages. The inhibiting factors are the lack of support from the district government and PMD, limited capital, natural disasters, and lack of professionalism in human resources.
