Abstract

This study aims to understand the adaptation strategies of State Civil Apparatus (ASN) in carrying out bureaucratic functions in conflict areas. This study used a qualitative approach with an interpretive phenomenological method. Informants were selected purposively, consisting of six ASN: three district employees, two civil servant teachers, and one health worker. Data were collected through in-depth interviews, contextual observation, and documentation. Analysis was conducted through rereading, thematic tagging, and hermeneutic interpretation. The results of the study: (1) physical and spatial adaptation, namely the transfer of services from offices to residents' homes or security posts; (2) relational adaptation, through negotiations with traditional leaders and armed groups; (3) psychological and spiritual adaptation, in the form of communal prayer, collective humor, and emotional solidarity; and (4) moral adaptation based on service motivation, where ASN persist not because of formal orders, but because of a sense of responsibility to the community. These findings strengthen the relevance of the theories of street-level bureaucracy (Lipsky), adaptive governance (Folke), public service motivation (Perry & Wise), and coping strategies (Lazarus & Folkman).

Abstract

The era of information disruption has brought significant changes to governance, particularly in terms of transparency, accountability, and public legitimacy. The virality of the presidential diploma issue in Indonesia serves as a concrete example of how a personal issue can escalate into a national debate, impacting public trust in the government. This study aims to describe the process of the presidential diploma issue's virality within the context of information disruption and analyze its impact on legitimacy and governance in Indonesia. The method used was a qualitative case study design. Data were obtained from academic literature, mass media coverage, social media content, and independent online media. Data collection techniques included documentation studies, digital discourse observations, and interviews. Data analysis employed a critical discourse analysis approach, emphasizing how narratives are produced, distributed, and received in the digital public sphere. The results show that the issue's virality is shaped through the interaction between social media algorithms, online media framing, and the involvement of political actors. This issue has resulted in declining public trust and weakening government legitimacy, despite formal clarification. The government's response has been deemed slow, reactive, and has not fully utilized regulations on information disclosure or the public document digitization system.

Abstract

This study aims to analyze the implementation of waste management policies based on Pangkalpinang City Regional Regulation Number 6 of 2013 by using the policy implementation theory of Van Meter and Van Horn (1975) as an analytical framework. This study uses a descriptive qualitative approach that focuses on the policy implementation process by the Pangkalpinang City Environmental Agency (DLH). Data were collected through in-depth interviews, field observations, and documentation studies. The results of the study show that the implementation of the policy has been running, but it has not been optimal due to limited human resources, infrastructure, and the lack of operational standards for derivative procedures from the Regional Regulation. The main supporting factors include local government commitment, political support, and community participation through the waste bank program. Meanwhile, inhibiting factors include weak vertical coordination, lack of budget, and low public awareness of cleanliness. The research recommendations include institutional strengthening, capacity building of implementers, and the application of adaptive governance principles to realize participatory and sustainable waste management in Pangkalpinang City.

Abstract

This study analyzes the implementation of the policy regarding the supervision of illegal cigarette circulation in Kudus Regency, utilizing Grindle's Implementation Model. Using a descriptive qualitative method, data were collected through in-depth interviews, observations, and document analysis. The findings reveal a significant discrepancy between the normative content of policy and the actual implementation context in the field. Specifically, the policy implementation is constrained by limited enforcement resources and economic resistance from small business actors. Although intelligence mapping has improved, the lack of a participatory approach hinders Small and Medium Enterprises (SMEs) from competing effectively. Consequently, this study recommends optimizing resource allocation and fostering cross-sector collaboration better aligned with Kudus's local economic ecosystem.

Abstract

This study develops a Spectrum Model of Indonesian Political Leadership through an analysis of the political thought and exercise of power of four post-reform presidents: Abdurrahman Wahid, Susilo Bambang Yudhoyono, Joko Widodo, and Prabowo Subianto. The study aims to map variations in political leadership within Indonesia’s electoral democracy from 1999 to 2024 and to explain their implications for democratic quality. Using content analysis, the research examines 86 state speeches, 24 policy documents, and 212 national media articles. The analysis employs frequency coding of key thematic terms representing orientations toward power and democracy. The findings identify four ideal types of political leadership: Normative–Pluralist, Rational–Stable, Populist–Pragmatic, and Militaristic–Adaptive. These types exhibit fundamental differences in power orientation, state–society relations, and strategies of political consolidation. The spectrum model offers a new analytical framework for understanding leadership dynamics in electoral democracies that are vulnerable to oligarchic influence and power centralization. Abstract

Spices are a strategic commodity that has important historical, economic, and geopolitical value for Indonesia. Although Indonesia is known as one of the world's main spice producers, the spice sector's contribution to the national economy and export performance has not been optimal. This research aims to analyze the role of the government in the development of the archipelago's spice potential as well as the policies and regulations taken to increase the competitiveness and export of spices in the global market. The research method used is normative legal research with a statutory approach and a policy approach, supported by secondary data in the form of laws and regulations, policy documents, official government reports, and relevant scientific literature. The results of the study show that the government has established various strategic policies in the development of the spice sector, but their implementation still faces obstacles in the form of weak institutional coordination, limited supporting infrastructure, and suboptimal protection and support for farmers and spice business actors. Therefore, it is necessary to strengthen integrated policies, harmonize regulations across sectors, and increase regulatory and fiscal support to optimize the potential of the archipelago's spices in a sustainable manner. The conclusion of this study emphasizes that an active, consistent, and integrated government role is the main key in encouraging the increase of competitiveness and export of Indonesian spices

Abstract

Penelitian ini bertujuan mendeskripsikan teknik pembuatan dan permainan instrumen musik tradisional Nias, Aramba dan Faritia, sebagaimana dipraktikkan oleh Faozisökhi Laia di Sanggar Museum Pusaka Nias, Gunungsitoli. Kedua instrumen ini berperan penting dalam budaya Nias sebagai pengiring upacara adat, pesta pernikahan, serta sarana komunikasi musikal dalam konteks sosial. Penelitian bersifat kualitatif-deskriptif dengan metode observasi partisipatif, wawancara mendalam, observasi lapangan, dan dokumentasi. Analisis data dilakukan melalui reduksi, penyajian, dan penarikan kesimpulan dengan kerangka etnomusikologi, menggunakan teori Khasima Shusumu tentang aspek fisik instrumen, Bruno Nettl terkait analisis dan transkripsi permainan, Curt Sach & Hornbostel mengenai klasifikasi instrumen, serta Alan P. Merriam tentang perilaku musikal. Hasil penelitian menunjukkan Aramba dan Faritia berakar dari instrumen Tutuhao serta mengandung nilai budaya dan simbolik. Proses pembuatannya mencakup keterampilan tradisional dengan tahapan pemanasan, pembentukan ragi-ragi, mamatö, pembentukan hagu, hingga penyempurnaan. Teknik permainan Aramba dilakukan dengan menggantungnya, memukul bagian hagu sambil bergerak layaknya menari, sedangkan Faritia dimainkan dua orang secara berhadapan dengan nada rendah dan tinggi yang berpola ritmis.

Abstract

Public health crises have heightened the importance of persuasion and strategic health communication in shaping health-related behaviours. In Nigeria, persistent socio-cultural beliefs and structural disparities continue to influence health-seeking behaviour, particularly during pandemics such as COVID-19 and in routine vaccination programmes. This study examined the effectiveness of persuasive public health communication in Nigeria, drawing lessons from the COVID-19 pandemic and routine immunisation efforts. A qualitative research method was employed, relying on secondary data from existing scholarly literature. The Health Belief Model and Framing Theory guided the study. Findings indicate that effective public health communication significantly influences attitudes and behaviours toward vaccination, with clarity, consistency, trust, and cultural sensitivity emerging as key determinants of successful persuasion. Lessons from the COVID-19 experience highlight the need for strategic messaging in routine vaccination campaigns. The study concludes that the use of persuasive strategies, such as social influence, emotional appeal, and cognitive framing, can enhance vaccination uptake when integrated into culturally responsive public health communication.

Abstract

This article aims to analyze the institutional strategy of the winning team of Rahmat Mirzani Djausal and Jihan Nurlela in the 2024 Lampung Gubernatorial Election. The problem is focused on how networks of political parties, customary community organizations, and religious organizations were established and synergized to secure electoral victory. To address this issue, the study applies the network institutionalism theory, which emphasizes the importance of relationships between formal and informal actors in local political processes. The data were collected through in-depth interviews with representatives of supporting political parties, customary leaders, religious figures, election organizers, and political observers, complemented by observation and document analysis. The data were qualitatively analyzed using data reduction, data presentation, and conclusion drawing techniques. The findings indicate that the victory of Rahmat Mirzani Djausal and Jihan Nurlela was strongly influenced by the successful integration of political party machinery, social legitimacy from customary institutions, and moral as well as electoral mobilization by religious organizations. This study concludes that an integrated network-based institutional strategy is a decisive factor in winning the 2024 Lampung gubernatorial election and plays a significant role in strengthening the effectiveness of local political mobilization.

Abstract

This study examines how empathic interpersonal communication practiced by Family Assistance Teams (TPK) contributes to stunting prevention in Labuhanbatu Utara District, Indonesia. Using a qualitative case study design grounded in Interpersonal Communication Theory and the Communication for Development (C4D) approach, data were collected through in-depth interviews, participatory observation, and focus group discussions with TPK cadres, families at risk of stunting, and local policymakers. The findings demonstrate that empathic communication characterized by openness, responsiveness, and emotional sensitivity plays a critical role in fostering parental behavioral change related to child nutrition and health. Home visits, interpersonal dialogue, and the use of everyday language enhance families’ understanding and acceptance of healthy practices by strengthening trust and reducing resistance. However, the effectiveness of these practices is constrained by geographical barriers, social stigma, and limited communication training among cadres. This study’s main contribution lies in highlighting empathic interpersonal communication as a key behavioral-change mechanism within community-based stunting prevention, reinforcing C4D as a practical framework for advancing Indonesia’s zero-stunting agenda.
