Abstract

Background: The authority of DPRD to carry out the socialization of local regulations (Perda) through the allocation- absorption of the local regulation socialization budget (sosper) in the secretariat of certain DPRDs has become a polemic today. This study explains the implementation of dissemination or socialization of draft local regulations (Raperda) and local regulations (Perda) can be done in the legislative function of DPRD. Research findings using a qualitative approach through a literature review of laws and regulations and documentation data collection techniques show that: (i) the implementation of dissemination or socialization of draft regulations and local regulations can be done comprehensively. This is an integral part of the function and authority of the DPRD as a legislative body that has the responsibility and authority to form local regulations, especially those proposed as DPRD initiatives. (ii) The implementation of dissemination or socialization of local regulations can be carried out as long as there is a legal basis governing its implementation, such as local regulations, gubernatorial regulations, DPRD regulations and included in the main points of thought (Pokir) of DPRD, RKPD, KUA-PPAS and carried out in accordance with applicable mechanisms and procedures. (iii) The involvement of the DPRD in the dissemination or socialization of draft regulations and local regulations is a form of optimization of the functions and authority of the legislative body in forming local regulations. The creation of good, aspirational and representative local regulations that reflect the interests of the community.

Abstract

The quality of public services is the most important thing to know whether they are successful in fulfilling services. The quality of service reflects the quality of the bureaucracy. The objectives of the study include identifying weaknesses or shortcomings of public service delivery and measuring the tendency of public satisfaction level with public services. Using a survey method with 100 respondents. The analysis technique uses a descriptive statistic. The results showed that there are 3 dimensions of service that need to be improved, including: (1) The dimension of fairness of costs / tariffs in services; (2) The dimension of conformity of service products between those listed in the service standard and the results provided and (3) Dimensions of quality of facilities and infrastructure.

Abstract

Gerakan buruh sejak era kolonialisme hingga reformasi terhitung intens melakukan penolakan kepada pemerintah sebagai pembuat kebijakan yang dinilai merugikan kaum buruh. Gerakan yang dibangun kaum buruh memiliki strategi bervariasi berdasarkan kebutuhan internal kaum buruh dalam menyelesaikan masalah. Hal tersebut dilakukan oleh Konfederasi Serikat Pekerja Seluruh Indonesia sebagai upaya melindungi dan membela kepentingan anggota dengan menempatkan konfederasi sebagai kelompok kepentingan untuk mempengaruhi kebijakan pemerintah. Penelitian ini bertujuan mengungkapkan gerakan dan strategi yang digunakan oleh Konfederasi Serikat Pekerja Seluruh Indonesia dalam melakukan advokasi kepada anggota dan penolakan kepada kebijakan pemerintah yang dinilai merugikan kaum buruh. Penelitian ini menggunakan deskriptif kualitatif dengan melakukan wawancara mendalam kepada orang-orang yang dianggap kompeten dalam memberikan informasi yaitu pengurus pusat, pengurus daerah dan Pimpinan Unit Kerja Konfederasi Serikat Pekerja Seluruh Indonesia di tingkat pabrik, sedangkan hasil penelitian menemukan adanya cikal bakal perjuangan Konfederasi Serikat Pekerja Seluruh Indonesia yang dimulai sejak berdirinya konfederasi pada Orde Baru hingga perjuangan pada era reformasi, kedua terdapat tahap-tahap advokasi yang dilakukan oleh Konfederasi dalam pemutusan hubungan kerja kepada anggota di tingkat pabrik yang diawali dengan pengumpulan data kasus hingga penyelesaian kasus, ketiga strategi perjuangan yang digunakan Konfederasi Serikat Pekerja Seluruh Indonesia dalam mewujudkan kepentingan dengan menempatkan diri sebagai kelompok kepentingan mempengaruhi kebijakan pemerintah dengan menggunakan lobby, aksi massa, judicial review di lembaga terkait.

Abstract

Mining activities always provide negative potential in environmental and social aspects. This can be identified in the emergence of community opposition to mining activities. To reduce this, mutually beneficial handling between the Company and the Community is needed, Thus, local governments have a role to create good and mutually beneficial relationships through Collaborative Governance policies. This study seeks to identify the concept of Collaborative Governance carried out in the implementation of the TJSL program at the C Quarry in Banyuwangi Regency through relations between local governments, mining companies, and civil society. Implementing a qualitative approach with the type of case study. Primary data contains observations, interviews, and documentation. Secondary data contains findings in journals, books, and other literature. The results of the study stated that Collaborative Governance in the mining sector carried out through the implementation of the TJSL program at the C Quarry in Banyuwangi Regency involved several stakeholders including the Ministry of Energy and Mineral Resources, the Banyuwangi Regional Government, the Environmental Agency, Mining Companies, and Community Leaders. The mining company actualizes the TJSL principle which is carried out by implementing several programs, namely by contributing material funds to each hamlet allocated to the realm of places of worship, besides that the company is also responsible for all damage that occurs as a result of the activities of highly loaded mining trucks to road infrastructure, as well as sirtu mining material products allocated to community needs as building materials, thus creating a mutually beneficial relationship.

Abstract

The appointment of civil servants in government structural positions is based on competence so that placement in government structural positions using the merit system considers aspects of qualifications, competence, and good performance. This research aims to analyze managerial, technical and socio-cultural competencies in the aspects of knowledge, skills, attitudes of officials who will be placed in the Gorontalo Regency government. The research approach uses qualitative methods, data collection is done through interviews, participatory observation, field notes, and document studies. Data analysis used an interactive model with three steps: condensing data, presenting data, and drawing conclusions or verification. Data condensation refers to the process of selecting, narrowing down, simplifying, summarizing, and transforming data. The findings in this research in the recruitment of Gorontalo Regency Government officials have referred to Law Number 5 of 2014, Regent Regulation Number 10 of 2017 which emphasizes aspects of technical competence, managerial competence and socio-cultural competence. In addition, the regulation also refers to the recruitment of officials who also pay attention to other aspects of competence such as integrity, cooperation, communication and skills. However, there are still interventions by groups of people who support candidates without regard to competence and educational background. Furthermore, in the mutation of structural officials in central and regional government agencies, although it has been carried out in accordance with statutory provisions, there is still political intervention. This research suggests that ASN must have adaptation competence or the ability to adjust to new or changing situations.

Abstract

General elections (Pemilu) are a crucial democratic instrument for expressing the sovereignty of the people. Basic principles of elections, such as direct participation and fairness for all participants, reflect constitutional commitments to ensure a fair and transparent democratic process. Collaborative leadership is recognized as an approach that can strengthen the integrity and success of elections, enabling cooperation among various parties to achieve common goals. This research aims to explore the relationship between collaborative leadership and sustainable democracy in the 2024 elections in Indonesia. The method used in this research is literature study. The results of the discussion indicate that collaborative leadership plays an important role in encouraging active participation of the community, especially the younger generation, in elections. This leadership operates through cooperation among various election actors, including election organizers, political parties, and civil society, to achieve fair, transparent, and democratic elections. Sustainable democracy, on the other hand, supports elections by strengthening democratic institutions and promoting inclusive and transparent decision-making. Thus, it can be concluded that the integration of collaborative leadership and sustainable democracy is key to the success of the 2024 elections in Indonesia.

Abstract

This study analyzes the crucial role of legal rules in creating a governance framework that promotes sustainable democratic participation. Through qualitative research methods and literature review, this research highlights that legal rules establish a legal framework governing the formulation, implementation, and oversight of public policies, ensuring orderliness in political decision-making processes and enforcing government accountability. The findings demonstrate that legal rules play a vital role in upholding good governance, sustainable democracy, and the achievement of broader development goals, including human rights protection and sustainable development. In the context of Indonesia, strengthening the power of legal rules and effective law enforcement are key to achieving good governance and sustainable democracy.

Abstract

The ability of the State Civil Apparatus to provide services to the community is crucial in ensuring the smooth running of government administrative processes at the lowest level. Through this research, the researcher intends to find out how the State Civil Apparatus performs, especially in the process of providing e-KTP services to the community. This research itself is located in Zone VIII, Sematang Borang District, using qualitative methods and a case study approach. The results of this research show that the e-KTP making service in Sematang Borang District has not been running optimally, which is caused by various factors, including facilities or work tools that often have errors when they are used, which makes work a little hampered by the large number of people who want to make an e-KTP, the place can be said to be not very suitable because it is still shaped like a normal house, the parking space is narrow, and the human resources are minimal. The solution that the author can provide is that it is necessary to carry out evaluation and restructuring measures in terms of work facilities or tools in Zone VIII, Sematang Borang District, expanding the premises and also adding Human Resources, so that work is optimal and in accordance with applicable operational hours.

Abstract

The focus of this research is on the effectiveness of the online service based on the Integrated Queuing System (SISTER) at Plasa Telkom Garut. This SISTER is an innovation and modernization of Telecommunication company services for fulfill customer needs in the PSBB situation. Simply by using a smartphone, customers can access the SISTER application anywhere and anytime according to the service schedule. The purpose of this research is to determine the effectiveness of SISTER Plasa Telkom Garut online services. The research method used is descriptive qualitative approach. Data collection was carried out by observation, documentation, and interviews with 8 informants who considered representative consisting of Plasa Telkom Garut as service providers and customers. The assessment of the effectiveness of sister services is seen from 3 aspects, namely the achievement of program objectives, integration and adaptation of services. The results of the study show that the SISTER is still not effective in giving customer service needs, there are still customers who have not been able to access technology, the socialization of services are still fixated on the distribution of brochures or flayers. In addition, from the results of the study, it is known that the supporting and inhibiting factors of the implementation of SISTER services at Plasa Telkom Garut.

Abstract

This article discusses the educational background of members of parliament in the field of government studies, political science, or public administration related to their performance in government management, specifically in the area of oversight functions. The method used is literature review, analyzing and drawing conclusions from credible secondary data sources. The research findings indicate that the educational background of new politicians is limited to formal academic degrees and has not yet significantly impacted the implementation of effective oversight functions in government management. However, politicians do understand their roles and responsibilities as members of the council. The recommendation from this study is the appropriate use of information technology to provide transparent and accountable information on the execution of oversight functions to the public
