Abstract

This study analyzes the collaborative efforts between Indonesia and Timor-Leste to reduce smuggling along their border regions. This qualitative research employs a document study technique, involving the analysis of secondary data obtained from books, journals, websites, and reports and this study utilizes the concepts of Border Diplomacy and International Cooperation. In pursuit of this objective, both countries have implemented border diplomacy to define their national boundaries and foster economic cooperation and cross-border collaboration to strengthen diplomatic relations and promote economic development in the border regions between the two nations. International cooperation in the border region encompasses various sectors, including the economic, social, and cultural realms, aimed at addressing issues such as smuggling. The Border Liaison Committee (BLC), led by the Vice Governor of NTT, serves as Border Liaison Committee and is responsible for coordinating social, economic, and cultural activities to enhance well-being and security in the border areas. Additionally, security cooperation in the border region involves the Indonesian National Police (POLRI) and the Timor-Leste National Police (PNTL) with the goal of addressing illegal entry, smuggling, and cross-border criminal activities. Lastly, the development of Border Crossing Posts (Pos Lintas Batas Negara - PLBN), such as PLBN Mota’ain, PLBN Wini, and PLBN Motamasin, had a significant impact on security, border, the economy, and surveillance between two countries.

Abstract

This research aims to analyze trends related to disaster mitigation and sustainable development policies through a bibliometric approach, with a special focus on implications and recommendations relevant to Indonesia. The analysis method involves searching and collecting data from Scopus, followed by data processing using the Vosviewer and Nvivo 12 Plus analysis tools. Research findings show an increasing trend in publications related to disaster mitigation and sustainable development since the early 2000s, reflecting increasing global awareness of the need for holistic and sustainable disaster management. Policy recommendations include strengthening early warning systems, developing disaster-resistant infrastructure, disaster awareness education and training, consolidating data and information, and collaboration between sectors and international partners. These are important steps in facing disaster challenges and encouraging sustainable development in Indonesia. Through an analytical approach that is bibliometrically rigorous, this research identifies knowledge gaps in the global literature related to the intersection between disaster mitigation and sustainable development, particularly in the Indonesian context. With efforts to outline findings related to research trends, map themes, and necessary policy recommendations, this research provides a solid foundation for developing integrated and responsive policy initiatives for disaster mitigation and sustainable development challenges in Indonesia. The findings of this research can provide a more comprehensive and focused view for relevant stakeholders. They can become a basis for further research and policy development to maintain community resilience and advance sustainable development in Indonesia.

Abstract

Accelerating government ethics in bureaucracy is a very important thing for every government apparatus to realize. As a government administrator, you must be able to actualize ethical values in providing services to the community. The aim of this research is to examine and explain how to strengthe government ethical values as an effort to improve the performance of government officials. The method used in this writing is a qualitative method with a literature review study approach. The results of the discussion in this paper show that strengthening government ethics can be realized by internalizing Pancasila values for government officials. Pancasila, as a state ideology and also as a guideline for attitudes and behavior, needs to be synergized by the apparatus in the form of services to the community. Apart from that, it is urgent to implement bureaucratic culture reform by the government as the embodiment of professional and qualified bureaucrats.

Abstract

This research examines the campaign strategies of incumbent and newcomer legislative candidates to discover the differences or similarities in campaign strategies in the context of the 2019 elections. Through this research, the author also seeks to understand the role of political parties in nominating their members as legislative representatives. This study utilizes a qualitative descriptive method with a case study approach. Data collection techniques were conducted through interviews using the political marketing 4P approach: Product, promotion, price, and place. This research shows exciting differences in the political marketing 4P theory, specifically in Product and Promotion. Incumbent candidates with a background in civil society successfully marketed their products (ideas and work programs) to the public through door-to-door interactions and campaign materials such as educational, political books, brochures, billboards, stickers, and social media. Meanwhile, new legislative candidates should have sold their work program or vision to the public. However, they relied solely on their popularity as a celebrity background and utilized social media as a tool to campaign as legislative candidates. The party's role in nominating a cadre to become a legislative member is optional. The party serves as a platform for administrative requirements and the identity of a cadre. The party does not provide financial support to the cadre but relies on individual funds or funds from other individuals. However, the party still has responsibilities, including guidance, monitoring, and evaluation.

Abstract

This study discusses the process of collaborative governance in handling floods in the city of Semarang. The phenomenon is that the people's mindset is not in line with the disaster mitigation system, the increased risk of flood disasters due to the growth and expansion of settlements and industry, and the lack of optimal coordination in flood handling and rehabilitation. The research objective is to analyze the collaboration process that occurs in handling floods in the city of Semarang and the supporting and inhibiting factors. The research method used is a qualitative method. The results of research show that the collaboration process has been going well, which consists of face-to-face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. However, the share understanding indicator is not optimal due to differences in understanding of the problems faced by the private sector and the community with BPBD Semarang City. Supporting factors are network structures that are well built with each other and there is no hierarchy in this network; commitment through the efforts each goes through; trust in one another; information that is easily accessed; and human resources involved. The inhibiting factors are governance, distributive accountability and responsibility, and access to resources. Obstacles encountered can come from the government itself, where there is minimal transparency, no division of decisions that can hinder collaboration, and technical implementation due to constraints on authority that are compartmentalized.

Abstract

SME resilience can be overcome with digital transformation supported by policies and collaboration between government, industry, and SMEs. To gain an understanding of digital transformation and innovation, the study conducted a thorough bibliometric analysis. Use of bibliometric visualization software, Publish or Pelish, and VOSviewer. The results show that digital transformation, innovation, performance, and policies are critical to SME resilience. The digital transformation of SMEs has a crucial role in shaping policies, improving public services, shaping more open political dynamics, and encouraging more effective collaboration between the government and various stakeholders. The study also identifies new topics such as enterprises, digital technologies, digital transformation strategies, empirical evidence, industry, innovation, and policy that require further research. These results provide policymakers, businesses, and researchers with valuable insights into how to face challenges and seize opportunities to maintain SME resilience.

Abstract

The data collection level in the Comprehensive MSME Census Activity 2022 in some regions of South Sumatra exceeded the target, while others fell short, despite facing similar challenges and receiving the same policy instruments. This study aims to analyze the implementation performance of the Comprehensive MSME Census Activity in South Sumatra and identify factors influencing performance gaps. Employing a descriptive analysis method with a qualitative approach, the study utilizes Van Meter & Van Horn's Implementation Process Model, considering six policy implementation aspects: policy standard and objective; the policy resources; inter-organizational communication and enforcement activities; the characteristics of the implementing agency; economic, social, and political conditions; and the disposition of the implementors. The research findings reveal a generally successful and comprehensive implementation performance of the 2022 Comprehensive MSME Census Activity in South Sumatra. Notably, the highest data collection achievement in Muara Enim District (171%) resulted from implementers' dispositions, modifying data collection mechanisms through discretionary initiatives. In contrast, the lowest achievement in Ogan Komering Ilir District (60%) was attributed to adhering strictly to procedural steps provided by policy framers. Effective policy implementation necessitates technological infrastructure readiness and the competence of involved personnel. Policy success hinges on government urgency to establish a Unified MSME Data System and specific task allocation based on professional needs. Impeding factors include field workers' inefficiency and persistent sectoral egoism affecting collaboration.

Abstract

Background: The high volume of waste in Banyuwangi Regency, which reaches 1,245 tons every day, is a serious threat and needs to be addressed through alternative waste management programs. Household waste and low public awareness are major contributors to the waste pile. The Banyuwangi Regency Government through the green Banyuwangi program is expected to be the most up-to-date solution for sustainable waste management. Research Objectives: To find out how the policy formulation of the Banyuwangi green program, within the Bunder Village Government, Kabat District. Research Methods: Using qualitative methods, by conducting field survey activities and in-depth interviews with actors who play an active role in the Banyuwangi Hijau program, and program triggering documents that explain the participation of Bunder Village community. Research Results: The Banyuwangi Hijau program is a very cheap and aligned program, so that it gets high community participation, gets subsidies from the Banyuwangi Regency APBD & the proceeds from the sale of waste sorting, and the program is regulated independently in two Bunder Village Regulations compiled jointly with the Environmental Service (DLH) and the Village Consultative Body (BPD), as well as BUMDes as the body that collects fees and provides services.

Abstract

The involvement of women in several village development programs which is still very low when compared to the quantity of men's involvement in government and village development programs is the background of this research. The research was conducted in Pulau Semambu Village, Ogan Ilir. The formulation of the research problem is how the role of the PKK organization in village development is viewed from a structuring perspective. The purpose of this research is to see the role of the PKK organization in village development. The method used is Descriptive Qualitative with data analysis techniques with Miles and Huberman's interactive model and data validation with triangulation. The results showed that the role of the Pulau Semambu Village PKK organization had a positive impact on the development program, but not all of the main PKK programs had gone well. There are still obstacles in managing the PKK organization, especially human resources, infrastructure, and budget issues. The government needs to provide support to PKK managers at every level both materially and immaterially.

Abstract

New Public Management offers a different perspective to improve public sector performance by adopting the work spirit of the private sector which prioritizes the values of efficiency and effectiveness. This problem gave rise to the idea of how to implement new public management in higher education by taking a case study at the Annisa Dwi Salfarizi College of Administration and Government in Palembang. This research aims to determine the application of new public management in higher education, especially at the Annisa Dwi Salfarizi College of Administration and Government, Palembang. The method used in this research is research with a qualitative approach, namely building arguments to obtain and sort data as well as interpret and conclude data findings. The data in this research was collected through observation and interviews. The results of the research were that the Annisa Dwi Salfarizi Palembang College of Administration and Government carried out face-to-face lectures using power points, tuition payments were still made manually, and KRS was filled out in writing rather than using an integrated system. system. Academic activity information services are announced through information posted on the notice board, so students must always check the notice board regularly and must come to campus if they want to find out information about lectures. Conclusion: The implementation of New Public Management in Higher Education using case studies at the Annisa Dwi Salfarizi College of Administration and Government in Palembang does not appear to have been implemented optimally.
