Abstract

The closure of USAID prompted various reactions by the media, which in turn affected public opinion and ongoing policies. This research investigates how media narratives cover the shutdown of USAID using word cloud visualization to capture themes and sentiments. The research attempts to find: What are the dominant media narratives regarding the shutdown? Using tokenization, stopword elimination, and frequency analysis before generating a word cloud to illustrate prominent words. The data shows that US media focuses on government spending, foreign aid, employment, and diplomatic activity, which all influence the public perception of the shutdown. The study argues that computational text analysis aids in the understanding of media discourse and sentiments on policies, which help policymakers and scholars concerned with public opinion and policy discourse on international aid and development issues. This study advances the field of media by expanding the scope of the study of visual politics and political communication. The analysis reveals that the conversation revolves around government activities, consequences of foreign aid, workforce considerations, and spatial politics, with “funding,” “security,” and “diplomatic” standing out the most. The analysis of the media coverage shows that the shutdown is framed as a political as well as an economic crisis, constructing a narrative that is later used in public discourse and policy discussions. This project adds to the body of work on media by employing visual analysis in the study of political communication and analyzing media framing from a computational perspective.

Abstract

Islamic Education plays a vital role in shaping students' character and moral values. One instructional strategy that fosters students’ comprehension and critical thinking skills is the Problem Based Learning (PBL) model. This study aims to examine the implementation strategy of PBL in Islamic Education at Darul Muhmin School, Satun, Thailand, and to analyze its impact on students’ understanding. Employing a qualitative approach, the research was conducted through direct field observations at the study site. The findings reveal that PBL effectively enhances students’ active engagement in the learning process, cultivates critical thinking and problem-solving abilities within the framework of Islamic values, and bridges theoretical concepts with practical applications through real-life experiences. The study concludes that the PBL model is a highly effective pedagogical approach for improving the overall quality of Islamic Education by integrating cognitive and moral development.

Abstract

This study aims to analyze operational cost budgeting as a planning tool at PT. Perkebunan Nusantara III Kebun Bandar Selamat. The research was conducted in Aek Songsongan District, Asahan Regency, North Sumatra, using a qualitative descriptive method. The data used consists of primary and secondary sources collected through interviews and document studies. The findings indicate that each year there is a positive variance between the budget and actual operational costs. In 2021, eight cost items showed a positive variance, including honorarium, production quality costs (ISO 9000), environmental control (ISO 14000), occupational health and safety management system (SMK3), as well as the use and maintenance of small inventory. Meanwhile, in 2022, six cost items recorded a positive variance, though some categories exhibited a negative variance, such as transportation expenses, off-site travel, and CSR contributions. These findings suggest that the operational cost budgeting at PT. Perkebunan Nusantara III is relatively effective; however, further optimization is needed to minimize negative variances and enhance operational cost efficiency.

Abstract

This study aims to discover the power relations in the correctional system and the manifestation of gender discrimination against female prisoners at the Bojonegoro Class IIA Correctional Institutions, focusing on access to reproductive health facilities, empowerment programs, and legal rights, including remission and parole. Although previous studies have examined the conditions of female prisoners in Indonesia, they have not specifically explored how gender dynamics operate in correctional institutions where women are a highly marginalized minority. This study fills that gap by analyzing how prison policies and institutional structures reinforce gender disparities. Data shows that female prisoners often face gender-based discrimination, particularly in accessing reproductive health services, which are severely limited due to the lack of specialized facilities, insufficient female medical staff, and budget constraints. Similarly, empowerment programs are often designed from a male-centric perspective, offering limited relevant options for women, with restricted access to training spaces, fewer female instructors, and inadequate resources. Furthermore, female prisoners receive remission and parole less frequently than their male counterparts, even when convicted of lesser offenses. Overcrowding further exacerbates these issues, restricting privacy, increasing reproductive health risks, limiting participation in empowerment programs, and straining already limited resources. The social and cultural stigma attached to female prisoners—who are often judged more harshly than men—adds another layer of discrimination, making it even harder for them to access their basic rights. Using Michel Foucault’s theory of power/knowledge and panopticism, this study discovers how prison policies and surveillance mechanisms reflect patriarchal power structures that place female prisoners in a subordinate position. The research findings highlight the urgent need for gender-responsive prison reforms, including improving reproductive health facilities, developing empowerment programs tailored to women's needs, and ensuring fairer legal treatment for female inmates. Additionally, regular policy monitoring is essential to creating a more equitable prison environment.

Abstract

Islamic Religious Education (IRE) plays a crucial role in shaping students’ character amidst globalization. At Darul Muhmin School in Khuan Kalong, Satun, Thailand, IRE is implemented through a structured curriculum and Islamic-based pedagogical methods. However, challenges such as limited parental involvement, poor infrastructure, and an unsupportive external environment hinder its effectiveness. Using a qualitative case study approach, this research explores the implementation of the IRE curriculum and teaching strategies. Findings indicate that the school has maximized existing resources, strengthened community participation, and provided teacher training to overcome barriers. These initiatives have led to increased parental support, better learning facilities, and greater student engagement in religious practices. The study concludes that despite external constraints, the school has effectively fostered a learning environment conducive to Islamic character development. These insights offer valuable implications for other institutions aiming to enhance the delivery of Islamic Religious Education.

Abstract

This study investigates the symbolic distortion of Islamic values within the framework of simulacrum theory as it applies to religious communication at the Universitas Islam Negeri Sumatera Utara (UINSU). The main research question addresses how Islamic values are simulated and potentially lost in communication practices shaped by institutional bureaucracy, digital platforms, and ceremonial religiosity. Employing a qualitative case study design under a critical paradigm, the research uses in-depth interviews, participant observation, and document analysis. The findings indicate that religious communication at UINSU tends to prioritize representational aesthetics over substantive meaning, often reproducing signs of Islam without spiritual depth. Social media content, official discourses, and campus religious events are dominated by institutional image-building rather than ethical transformation. The study concludes that communication practices have entered a hyperreal condition, necessitating a reorientation toward prophetic and dialogic approaches to restore Islamic values as moral substance rather than institutional display.

Abstract

Sexual crimes against children remain a critical and persistent issue in Indonesia. Child victims are especially vulnerable, and their rights are often marginalized within legal processes. Although Indonesia has ratified the Convention on the Rights of the Child and enacted relevant laws such as the Child Protection Law, significant gaps remain in their implementation. This study focuses on stateless children who are victims of sexual crimes—an especially marginalized group that suffers not only from the crime itself but also from legal invisibility. The central question addressed is how Indonesian positive law recognizes and protects the rights of these stateless child victims. Employing a normative juridical method, this research examines the relevant legal instruments and judicial practices in Indonesia. The findings reveal three key issues: first, existing legal protections for child victims are inconsistently applied; second, Indonesia’s non-ratification of the 1951 Refugee Convention means that stateless persons lack formal legal status, limiting their access to justice; third, the absence of legal identity and citizenship further exacerbates the vulnerability of stateless children. The study concludes that while legal frameworks are in place, meaningful protection for stateless child victims demands both legal innovation and a stronger commitment to the principle of the best interests of the child.

Abstract

This study explores the dynamics of organizational communication among hajj officers in Deli Serdang Regency within the context of Indonesia's digital transformation and smart governance agenda. It addresses the research question: how do local hajj officers adapt their communication practices in response to digital demands and multi-agency coordination challenges? Using a qualitative case study method, data were collected through in-depth interviews, field observations, and document analysis. The findings reveal that while digital platforms such as e-Hajj and e-Penkin improve data transparency and reporting efficiency, they also present challenges related to digital literacy, fragmented inter-agency communication, and cultural resistance to change. The study concludes that adaptive and inclusive communication strategies grounded in empathy and Islamic values are essential for effective service delivery, especially for elderly and disabled pilgrims. This research contributes a contextualized understanding of religious public service communication in decentralized, digitally evolving settings.

Abstract

The enforcement of human rights in Indonesia is a vital aspect of the country’s constitutional system, involving multiple institutions with distinct mandates, notably the Ministry of Law and Human Rights and the National Commission on Human Rights (Komnas HAM). This study is driven by concerns over weak coordination and overlapping functions between these two bodies, which hinder the effective protection and enforcement of human rights. The central research question examines how the integration of authority between the Ministry and Komnas HAM can be conceptualized and implemented, viewed through the framework of siyāsah dustūriyyah (Islamic constitutional politics). Using a qualitative method and a normative approach, the study draws on legal texts and Islamic political thought. The findings suggest that, from the perspective of siyāsah dustūriyyah, inter-institutional collaboration in human rights enforcement should be seen as a synergistic exercise of governance aimed at upholding justice and promoting the public good. The study concludes that integrating the roles of the Ministry and Komnas HAM requires a unified model of oversight and policy execution, guided by the Islamic principles of ta‘āwun (mutual cooperation) and al-‘adālah (justice) within the structure of constitutional governance.

Abstract

This study explores the role of Islamic organizations in shaping welfare policies through inter-organizational communication in North Sumatra. It focuses on how organizations such as Al Washliyah, Muhammadiyah, and Nahdlatul Ulama interact with local government agencies to construct value-based welfare initiatives. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis to examine the communication structures and strategic roles of these organizations. The findings reveal that while organizational communication has adapted to various formal and informal channels, fragmentation still exists due to limited coordination frameworks and political segmentation. Nevertheless, Islamic values such as justice (al-‘adl), public benefit (maslahah), and trust (amanah) have enhanced communication legitimacy and community engagement. The study concludes that integrating ethical communication systems into policy frameworks can promote inclusive and sustainable welfare governance in Muslim- majority regions.
