Abstract

The purpose of this study is to discuss how the implementation of community empowerment supports sustainable impacts. The research method uses a qualitative approach. Data collection techniques through interviews and observation. Data analysis includes reduction, data presentation and conclusion. The results of the research show that the implementation of community empowerment policies in tertiary institutions in supporting the impact of sustainable development has not been fully effective. Achievement of the level of effectiveness was only achieved in the aspect of the degree of change in the target group and the quality of the implementation process, while in the aspect of the final result/impact of the implementation it was still not in accordance with the desired expectations. The research findings show that the concept or formulation of community empowerment policies is still very much dependent on initiation from the university so that the orientation of the community is not yet fully in the context of actual empowerment so that the outcomes or outputs impacting the implementation of empowerment policies are still not sustainable. On the other hand, even though changes in the target group and the quality of the implementation process have shown improvement, they still require efforts that are holistic in nature in encouraging an effective implementation impact.

Abstract

The Covid-19 pandemic has caused changes in various lives, including the administration of government as a policymaker and public service. Changes and developments in policies issued or made by the government during a pandemic need to be seen from the perspective of dynamic governance. The concept of dynamic governance is defined as how various policies, institutions, and organizational structures are selected to be able to adapt to conditions that indicate uncertainty and rapid environmental change. It is hoped that these policies, institutions, and structures will be able to be relevant and effective in meeting the needs of the community in emergency and long-term conditions. The focus of the dynamic governance concept is the uncertain future factors (uncertain conditions) that affect decision-making components such as thinking again, thinking ahead, and thinking across. In addition, there is also a lever factor in the form of able people who are capable of human resources in developing the concept of dynamic governance. Where the existence of able people in the administration of the state, especially during times of a disaster, is very influential and must be considered. This study aims to describe how the application of the concept of dynamic governance in dealing with COVID-19 in the city of Padang. This study uses qualitative methods with data collection techniques through interviews and literature study. With the results of the research, there are still variables and indicators of dynamic governance theory that have not been fulfilled, namely coordination between institutions that collaborate. So it can be concluded that it is necessary to make improvements in coordination activities to achieve a dynamic government in solving the problems of the COVID-19 pandemic in the city of Padang.

Abstract

Kewajiban menjaga protokol kesehatan selama pandemi Coronavirus Disease 2019 (Covid-19) telah mendorong instansi Pemerintah Pusat dan Daerah menerapkan flexi time dan flexi place untuk mendukung fleksibilitas bekerja. Tetapi efektivitas organisasi dalam penerapannya berbeda-beda. Penelitian ini diakukan untuk mengetahui faktor-faktor yang mempengaruhi efektivitas organisasi dengan fokus kajian pada Flexible Working Arrangement (FWA). Untuk mencapai hasil optimal, penelitian ini menggunakan metotodologi systemic review untuk menjawab pertanyaan secara spesifik, relevan, dan fokus. Hasil penelitian menemukan formalisasi, karakter lingkungan dan pekerja, serta kebijakan dan praktek manajemen mempengaruhi efektivitas organisasi model fleksibilitas kerja. Penelitian ini mendukung rencana pemerintah untuk menerapkan Working Form Anywhere (WFA) yang sesuai dengan Undang-Undang Republik Indonesia Nomor 5 Tahun 2015 tentang Aparatur Sipil Negara dan Peraturan Pemerintah Nomor 94 Tahun 2021 tentang Disiplin Pegawai Negeri Sipil. Formalisasi aturan WFA adalah faktor utama yang mendukung dan mempengaruhi efektivitas organisasi dalam pelaksanaan fleksibilitas kerja.

Abstract

Femen is an international women's movement with bare-chested acts and body paintings with slogans and flowers as symbols of protest. The history of this movement began in 2008 which was carried out in Ukraine. As a movement group, Femen has a vision to oppose patriarchal values and culture, especially those that develop in Europe. This article will analyze the policy of several countries as responses to the Femen movement based on the perspective of 4 waves of feminism and the concept of checks and balances. While the method used in this study is descriptive qualitative with literature study techniques to obtain data. The results of the study show that most of the parties involved, including countries in the European Union, do not provide policies or special treatment for the Femen movement, but will take firm action in accordance with applicable law if the actions of Femen members have exceeded the limit. In this case, this firm attitude towards Femen is applied when the protest action that is carried out causes anxiety and disrupts the course of an agenda within the European Union. Femen often targets public places, one of which is a place of worship, to give a shocking effect that can attract the world's attention. This method is a way to get the world's attention to them, so that they can voice their opinions more freely in the hope that the international community can empathize with their aspirations. Femen's actions that are bare-chested in carrying out their actions often cause uproar in society. Instead of getting public empathy, their actions actually have an impact on the negative stigma attached to them.

Abstract

The Gampong Registration Officer (PRG) is a person assigned by the village head to take carenof all population administration matters relating to the administration of birth certificates and community death certificates in the village. This activity is a form of state presence in protecting and giving recognition to the personal status and legal status of every population administration affair and other important matters experienced by Indonesian citizens. birth and death certificates in Aceh Barat District. Performance evaluation is very important in assessing the performance of the Gampong Registration Officer (PRG) for the benefit of the community. Qualitative method with descriptive approach is the method used in this research. The location of this research was conducted in West Aceh Regency. Data was collected through observation, interviews, and supporting documentation. The informants interviewed in this study were selected using non-probability sampling or the researcher determined the informants themselves with the aim of digging up information related to the research problem that had been determined by the researcher. The results showed that the performance of the Gampong Registration Officer (PRG) was good, as evidenced by the resulting increase, but this was not maximized because the establishment of Gampong Registration (PRG) was still relatively new in several villages. In addition, there are Gampong Registrations (PRGs) that have not been actively working because they have just been appointed (in SK-kan) and PRGs who have their respective activities.

Abstract

Employee performance is one factor that is quite important in the development of the company. Employee performance is influenced by many factors and one of them is the transaction leadership style and the transformation leadership style. This study aims to determine the Transformation Leadership Style and Transaction Leadership Style on Employee Performance at PT. Semen Baturaja (Persero) Tbk Palembang. With the number of respondents as many as 9 respondents. The type of research used in this research is qualitative research using descriptive qualitative methods. The results in this study indicate that the Transformation Leadership Style and the Transaction Leadership Style influence employee performance both partially and simultaneously. The test results of the coefficient of determination show that the transaction leadership style and the transformation leadership style are able to explain the employee's performance by 73.8%. With the results of the research that has been done, for the leaders of PT. Semen Baturaja (Persero) Tbk Palembang should improve transformation and transaction leadership styles because both have a positive effect on employee performance, if you look at the research results transformation leadership style has a more positive effect on improving performance but remember that effective leadership is a combination of the two leadership styles.

Abstract

The phenomenon of public services in the government bureaucracy in Indonesia is still very rife with problems, many brokers are found, service procedures that still seem convoluted, time and price uncertainties cause services to be reasonably difficult to reach by the community, one of which is the case in public services. in Samsat Banyumas, where there are still a lot of brokers who charge high prices for making documents. This is certainly contrary to the principles of Good Governance. So it is important to examine how much influence the application of the principles of Good Governance has in the Samsat Banyumas. This study uses the theory of Good Governance by UNDP (United Nations Development Programme), namely participation, rule of law, transparency, responsiveness, consensus orientation, equity, effectiveness and efficiency, accountability, strategic vision, and service quality theory by Zeithaml, Parasuraman, and L. Berry, namely measuring service quality with five dimensions of service quality (physical evidence, reliability, responsiveness, assurance, and empathy). The research method used is descriptive quantitative with data collection techniques, namely questionnaires distributed via Google form. Data analysis in this study used simple regression analysis and partial significance test and the coefficient of determination. This analysis will explain how strong the influence of the application of the principles of Good Governance is on the quality of public services in Banyumas Samsat. The results of this study indicate that the application of the principles of good governance has a positive effect on the quality of public services, with a significance value of 0.000  <0.05 and a t-count value of 14.034 ≥ t-table 1.9855, which means that variable X has a significant positive effect on variables Y.

Abstract

The Village government's strategy in dealing with Covid-19 is based on the Circular Letter of the Klungkung Regent Number 411/176/BPBD concerning the Extension of Restrictions on Village/Kelurahan-Based Micro Community Activities and Optimizing the Covid-19 Handling Post at the Village/Kelurahan level to control the spread of Covid19 in Klungkung Regency . This research is a qualitative descriptive study. The theoretical basis used in this study is the Implementation Theory of Merilee S Grindle (1980) in Subarsono (2021:93) explaining that implementation is influenced by two major variables, namely the content of the policy and the implementation environment (context). The results of the analysis show that the implementation of handling the spread of Covid-19 in the Semarapura Kangin Village, Klungkung District, Klungkung Regency has not run optimally because there are still negative benefits and negative impacts on the implementation of the policy, the low level of community compliance with the policy. Obstacles in implementing the policy are lack of education, low community discipline, lack of socialization and budget constraints, these conditions can be overcome by increasing socialization and education so as to increase public awareness and discipline to comply with health protocols and budget refocusing in handling the spread of Covid19 . The strategy in handling the spread of Covid-19 is carried out with integrated cooperation between the Semarapura Kangin Village government, Klungkung District and the Covid-19 task force, BPBD, PKK, youth organizations and the community.

Abstract

Gender mainstreaming (PUG) is a strategy built to integrate gender into an integral dimension of planning, drafting, implementing, monitoring and evaluating development policies and programs. In the implementation of development in the Special Region of Yogyakarta (DIY), there are still problems, especially in the health, education, and economic sectors which are obstacles in realizing gender justice and equality. This study aims to determine the implementation of PUG policies in the DIY Regional Government (Pemda DIY) by using indicators of 7 (seven) PUG prerequisites. The method used is a qualitative descriptive approach with data collection techniques through observation, interviews and documentation. Based on the results of the study, it shows that the implementation of PUG in the DIY Regional Government can be formally identified from the commitment that is to include gender issues in the RPJMD. From a policy perspective, there is a Governor's Regulation for the Implementation of PUG. PUG institutionalization is evidenced by the establishment of PUG Working Groups and focal points. Resources related to the PUG implementation budget through the APBD. Meanwhile, HR is carried out through training for ASN. Gender disaggregated data can be accessed through the SIGA and DATAKU applications. Gender analysis is carried out through GAP and GBS tools to ensure gender responsive budget amounts. Community participation is shown by the involvement of academics, mass organizations and NGOs in program activities. However, the obstacle to the implementation of PUG is because not all Regional Apparatuses have made program plans based on Gender Analysis and the effectiveness of PUG monev has not been optimal. Suggestions for strengthening PUG are providing introduction activities or training related to PPRG for new prospective employees, educating on understanding of disaggregated data for each Regional Apparatus, and allocating a special PUG budget, as well as strengthening the commitment of the PUG Working Group to conduct monitoring and evaluation of PUG and encouraging focal points to implement PUG.

Abstract

Palembang is one of the autonomous regions of Indonesia that already applying the concept of E-Government through the Electronic Tax program (E-Tax) can increase local government income through electronic tax collection. As the online tax system on the E-Tax application grows, on the other side of the user experience is one of the key factors in supporting the success of building an application. Therefore, a review should be given as to whether the application has been appropriate to the user's needs in the self-sufficient and honest tax payment of  Palembang. This type of research uses qualitative methods with a string of string phenomena. Researchers conducted deep interviews for eleven people to measure the user experience so that users' opinions on the E-Tax application could be known. The study found that the quality of the E-Tax application in Palembang remains inadequate to meet users' need for independent tax payments. However, E-Tax in use in the Palembang makes it easier for users in the form of a tax accounting to report to the municipal revenue agency. Of their function and usage, the 3 features most often accessed by users on the e-tax application have not completely met the criteria of usability theory in user experience except on memorability variable.
