Abstract

The aims of this research were to find out the governmentality carried out by the Surabaya city government in implementing Development Plan Deliberation electronic. This was based on the Surabaya city government implementing governmentality that caused people to become apathetic. The theory used is the governmentality technique which explains that governmentality is built on three bases, namely 1) Governmentalized localities, 2) regulatory communities, and 3) Subject formation. The method of research uses a descriptive qualitative approach. Data collection methods conducted through in-depth interviews, secondary data, and field observations. The results showed that the technique of governmentalized localities is carried out by means of a development paradigm that the community is the main actor of development so that the citizens association level e- Development Plan Deliberation can decide on development proposals. Regulatory communities techniques are formed through social interaction between community representatives and village head in discussing the priorities of development planning proposals. While the formation of subjects is carried out by the village head by giving knowledge proposals so that the proposals are in accordance with the city development roadmap. In conclusion, the governmentality carried out by the Surabaya city government has had a good and bad impact on development planning. The impact is good, the community becomes more aware of the proposed development planning in the city of Surabaya, while the adverse effects of the community are apathetic because they are disappointed with their proposals which are often not approved

Abstract

Desa Gedongarum menjadi salah satu desa di Indonesia yang menerima program bantuan sosial dari pemerintah selama pandemi Covid-19. dalam penulisan ini yang menjadi fokus penelitian adalah 2 bentuk bantuan tunai yakni BST dan BLTDana-Desa. kedua bantuan tersebut berjalan selama 3 bulan terhitung dari mei hingga juni sebesar Rp. 600.000., setelah melakukan wawancara dan observasi langsung di desa gedongarum dapat ditarik kesimpulan bahwa pelaksaan keuda jenis bantuan sosial tersebut masih belum efektif jika dilihat dari saaran yang menerima bantuan. terdapat bebrapa warga di desa gedongarum yang merasa bahwa ia berhak mendapatkan dan sangat membutuhkan bantuan tersebut akan tetapi tidak mendapatkannya. kejadian tersebut menimbulkan kecemburuan sosial antar warga di desa Gedongarum. ketidaktepatan sasaran tersebut dikarenakan tidak adanya pembaharuan data ketika proses pelaksanaan bantuan sosial ini. akan tetapi, disamping itu jika dilihat dari segi waktu tidak ada keterlembatan pembagian kedua bantuan sosial ini. dalam artian selalu tepat waktu tiap bulannya dan nominalnya pun tidak pernah berkuirang. untuk mengatasi ketidakefektifan dibutuhkan pembaharauan data karena mengingat bantuan ini rencananya juga akan diperpanjang.

Abstract

Penelitian ini bertujuan untuk mengetahui penangangan pandemi Covid-19 atas hasil kolaborasi Pemerintah Kabupaten bersama KNPI Gianyar di Kabupaten Gianyar. Metode penelitian yang digunakan adalah penelitian kualitatif, data dituangkan secara deskriptif dalam bentuk laporan dan uraian. Teknik pengumpulan data diperoleh dengan cara wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukkan bahwa dalam penanganan pandemi Covid-19, Pemerintah Kabupaten Gianyar berkolaborasi bersama KNPI Gianyar yang membawahi dan melibatkan seluruh pemuda Gianyar. Kolaborasi ini fokus pada pencegahan yang memanfaatkan teknologi informasi yang berwujud Aplikasi Karina, dan juga pendekatan dengan kearifan lokal menyama braya (gotong royong) dengan membentuk Satgas Pemuda Perangi Covid-19. Respons masyarakat Gianyar terhadap Aplikasi Karina sangat baik karena dapat menjadi alat proteksi diri bagi masyarakat ketika menghadapi pandemi Covid-19. Apikasi Karina juga sangat efektif dimanfaatkan dalam persiapan untuk memulai fase new normal di tengah pandemi yang masih terjadi, khususnya saat sedang melakukan aktivitas di luar rumah. Satgas Pemuda Perangi Covid-19 bergerak dalam mengedukasi masyarakat terkait dengan protokol kesehatan dan aktif melakukan penyemprotan disinfektan. Local genius menyama braya mampu membentuk karakter pemuda Gianyar untuk berpartisipasi aktif dalam menghadapi problematika sosial. Kerjasama tersebut mampu menahan laju penyebaran Covid-19 di Kabupaten Gianyar berkat peran besar pemuda yang dapat dijadikan senjata dalam menanggulangi pandemi Covid-19 ini.

Abstract

In the current era of globalization, it cannot be denied that the presence of technology is certainly very helpful for human work. In the level of government, technological developments have also been exploited by bringing up electronic government. In utilizing the development of existing technology, the Surakarta City Government through the Surakarta City Social Service is trying to make a new breakthrough by creating an Sistem Informasi Kesejahteraan Elektronik (E-SIK) which is expected to be used to overcome the problem of the data of poor families in the city of Surakarta, because there are findings stating that the data of poor families in the city of Surakarta that entered in the last two years turned out to be almost thirty percent of the indicators received or produced incomplete, so that the data could not be processed. It should be recalled, that one of the basics and prerequisites for implementation e-government is the Government Business Process Reengineering, but the Government Process Reengineering is not enough to fix functional and non-functional problems. the methodological procedures that will be used are forecasting, the forecasting approach extrapolation or ekstrapolative forecasting. It will begin by reviewing a series of data or previous research documents with similar research objects and research problems, namely regarding obstacles in the process of implementing e-government in various regions, then trying to project them with research that will be carried out to predict the possibility. obstacles that will arise during the process of implementing an Electronic Welfare Information System (E-SIK).

Abstract

Bureaucracy in Indonesia can be said as not optimal yet, so that there is still massive increase in corruption crime rate. Therefore, government conducts bureaucratic reform to reduce corruption practice. This research aimed to describe the implementation of bureaucratic reform in the attempt of suppressing corruption crime rate occurring in the organization of government in Indonesia. Analysis was conducted using library study providing descriptive qualitative data. Considering the data obtained from library study, it could be seen that Ministry of State Apparatuses Empowerment and Bureaucratic Reform has issued integrity zone policy in realizing corruption-free region (WBK)/ clean, catering-on bureaucratic region (WBBM).There are some important points in integrity zone development: change management, management arrangement, human resource management arrangement, accountability reinforcement, and public service quality improvement. Integrity zone policy is expected to give implication to the reduced corruption crime in government organization

Abstract

Abstrak Implementasi Kebijakan Ketenagakerjaan Tentang Bursa Kerja di Dinas Tenaga Kerja Kota Sukabumi. Tujuan dari penelitian ini untuk mengetahui bagaimana implementasi kebijakan ketenagakerjaan tentang bursa kerja dalam upaya mengurangi angka pengangguran di Dinas Tenaga Kerja Kota Sukabumi. Metode penelitan yang digunakan dalam penelitian ini adalah pendekatan kualitatif, penelitian yang dilakukan bersifat deskriptif yang menggambarkan fenomena yang bersifat nyata dengan apa yang terjadi dilapangan. Penelitian ini menggunakan empat variabel implementasi kebijakan dari George Edward meliputi komunikasi, sumber daya manusia, disposisi dan struktur birokrasi. Dari hasil penelitian dapat diperoleh kesimpulan bahwa implementasi kebijakan sudah berjalan dengan baik jika dilihat dari sisi disposisi dan struktur birokrasi. Namun dari sisi komunikasi dan sumber daya manusia sudah dilaksanakan tetapi belum optimal. Hal tersebut dapat menghambat keberhasilan dari pelaksanaan bursa kerja di Dinas Tenaga Kerja Kota Sukabumi dan perlu mendapat perhatian lebih penting dari pemerintah untuk kedepannya dalam pelaksanaan kebijakan bursa kerja.

Abstract

At the end of 2019, the world was shocked by the emergence of a new virus, the Covid-19 virus. This virus was first discovered in Wuhan, China in December 2019. According to WHO, Covid-19 is an infectious disease caused by a newly discovered coronavirus. the number of confirmed cases in Indonesia is increasing every day, so in dealing with the Corona outbreak, the role of the government and society is very important to reduce the rate of spread. One sector that needs to be paid attention to by the government and the public in handling this outbreak is the phenomenon of hoax spreading that occurred in the community during this pandemic. Therefore, the government and society must take strategic steps to solve this problem, one of the steps that can be taken is by strengthening the concept of open government partnership that has been run by the Indonesian government since 2011. One of the roles the government can play is to strengthen field data so that the policies taken can be strategic. This can be done by using research related to hoaxes, but in fact there is still little research regarding hoaxes during the pandemic. This research will present the interaction pattern of the infodemic distribution on social media as a basis for government consideration in policy making by taking into account the principles of OGP.

Abstract

Per tanggal 20 Juni 2020, Indonesia menduduki peringkat ke-30 sebagai negara dengan jumlah positif COVID-19 terbesar yaitu sebanyak 43.803 orang. Dimana masyarakat saat ini agak terkendala dengan aktivitasnya. Akibat jarak fisik dan sosial, pada tanggal 11 Juni pemerintah pusat mulai melonggarkan kegiatan sosial dan ekonomi masyarakat. Diantaranya adalah sektor perdagangan dan transportasi. Sementara sektor lainnya masih menunggu dan berkembang. Melonggarnya kegiatan sosial dan ekonomi yang selanjutnya disebut era normal baru oleh pemerintah pusat membuat kabupaten dan kota mempersiapkan diri. Pemerintah daerah dituntut mampu berkreasi dan berinovasi di era baru perdagangan dan transportasi normal dengan tetap memperhatikan protokol kesehatan. Artikel ini bertujuan untuk mempresentasikan bagaimana peran Walikota Tegal yang dianggap mampu menekan resiko penyebaran pandemi COVID-19 di wilayah Kota Tegal. Penelitian ini dilakukan dengan menggunakan metode netnografi dimana sumber datanya diperoleh dengan metode tinjauan pustaka sistematis dengan menggunakan analisis isi. Hasil penelitian ini menunjukkan Pemerintah Kota Tegal yang selama ini dianggap terlalu terburu-buru oleh pemerintah pusat dalam hal lockdown atau yang belakangan disebut PSBB (Large Scale Social Restriction) membuktikan kebijakannya berhasil menekan jumlah penyebaran COVID-19 dengan kebijakan karantina wilayah yang diberlakukan mulai 30 Maret hingga 31 Juli 2020. Meski akhirnya PSBB berakhir pada 23 Mei 2020 dengan kenaikan 0 di Kota Tegal. Hal tersebut tidak terlepas dari keberhasilan Walikota Tegal dalam menekan pergerakan COVID-19.

Abstract

The purpose of study is to analyze public services for employees in Covid-19 Pandemic Era. The research method used is descriptive research with a qualitative approach. This research was conducted at the Directorate of Cooperation, Development, and Internationalization at a University in Solo. Data collection was carried out by observation and documentation. The results shows public services in 2020 with 81 MoUs and 226 MoAs, increasing significantly compared with those 2019 with 79 MoUs, 208 MoAs, and those up to May 2021 with 30 MoUs and 106 MoAs. The number of recommendation/approval processes for the foreign official travel documents for Lecturers & Educators and Students decreases significantly for three consecutive years from 2019 to 2020. The changes in the Covid-19 Pandemic Era are aspects affecting the changes in institutions and work systems. Optimizing the cooperation service system, the Directorate of Cooperation, Development, and Internationalization has created an integrated cooperation information system. The work system in cooperation services changes from the manual or conventional face-to-face one before covid-19 pandemic into an electronic system based on online zoom, google meetings and so on with optimal use of communication technology so ideas are needed new quality and innovative ASN human resources in the pandemic era.

Abstract

This research describes and analyzes the factors causing the ineffective implementation of the empowerment policy for the poor, through the process of implementing the “Family Hope Program”. This research was conducted in Palembang City. The research method used in this study was a qualitative method, because the researchers themselves were directly involved in the research process, including serving as the participant of observation. The research design used was "analytic descriptive design", the method of examining an object of events in the present. The results of research show that the implementation of the empowerment policy for the poor has not been effective. This is due to 3 (three) environmental factors: 1) Actors and arenas, the main aspect of which is the poor’s limited ability of managing the potential resources available in increasing the income of the poor; 2) organizational structures and bureaucratic norms, where the main aspect causing it is that structurally the Family Hope Program is not linked to community institutions in each District, 3) Communication networks and adjustment mechanisms, where the main aspect causing it is the ineffective communication and relationships between actors and elites in the District, Kelurahan, stakeholders and opinion leaders.
