Abstract

Forest fires are seen as a technical problem so that their resolution is only a technological measure. This study aims to find answers to the question of forest fires. What are the factors that trigger forest fires, the correlation between trigger factors, and explain that the human is the leading cause of forest fires? The method used is mixed methods, combining quantitative analysis and qualitative descriptive. Hot weather and dry ecosystem conditions do not cause fires, not a causality relationship. The leading cause of forest fires in Indonesia is by human activities. The importance of a political ecology approach to explaining the linkages between forest fires and the role of actors, both local and regional/global in managing the environment.

Abstract

This paper will discuss how the tactical steps of the leadership style of the Governor of Bali I Wayan Koster in an effort to prevent the spread of COVID-19 in the Province of Bali. This paper uses a library approach. The findings of this study are that the tactical steps taken by the Governor of Bali were quite fast and precise by mobilizing the provision of adequate health facilities and competent medical personnel to empower local wisdom so as to suppress the spread of COVID-19. The leadership style he shows is also quite interesting, namely through a participatory leadership style approach and a transformational leadership style in dealing with this pandemic. Where this leadership style is shown by leadership that is able to encourage innovative thinking and use the moral values of its followers as important to increase their awareness of a problem.

Abstract

Abstrak - Berdasarkan paradigma bencana sebagai perang, gempa bumi dipandang sebagai musuh yang harus dilawan. Pemerintah adalah unsur utama dalam penanggulangan bencana yang berkewajiban melindungi segenap warga Indonesia termasuk penyandang disabilitas. Meski demikian, kebijakan dan strategi yang telah disusun cenderung kurang peka terhadap kebutuhan khusus tiap ragam disabilitas. Kondisi ini menyebabkan perencanaan penanggulangan bencana gempa bumi kurang menyertakan kelompok disabilitas. Penelitian kualitatif ini bertujuan untuk menganalisis kesiapan Pemerintah Daerah dalam penanganan penyandang disabilitas menghadapi gempa bumi. Lokasi penelitian bertempat di Kabupaten Bantul dengan partisipan yang dipilih melalui teknik purposive dan snowball sampling. Teknik pengumpulan data menggunakan wawancara mendalam, observasi, studi dokumen dan materi audio-visual yang kemudian dianalisis secara tematik menurut Cresswell. Hasil penelitian menunjukkan bahwa kesiapan bencana Pemerintah Daerah dalam penanganan penyandang disabilitas adalah dengan mengintegrasikan prioritasi dan pembukaan kesempatan partisipasi bagi penyandang disabilitas ke dalam setiap kegiatan mulai dari asesmen, perencanaan, kerangka kerja institusional, sistem informasi, pangkalan sumber daya, sistem peringatan, pembentukan mekanisme respon, kemudian pendidikan, sosialisasi dan simulasi. Ke depannya, Pemerintah Daerah dapat membangun kesadaran disabilitas pada setiap lapisan masyarakat untuk menciptakan komunikasi yang positif antar pihak dalam bencana, dan mengkader penyandang disabilitas sebagai tenaga relawan yang mampu berkomunikasi sercara efektif dengan keberagaman disabilitas.Kata Kunci: Kesiapan Pemerintah Daerah, Penyandang Disabilitas, Pelibatan dalam Penanggulangan BencanaAbstract - Within the paradigm of disaster as a war, earthquake is an enemy that must be countered. Government is the main element in disaster management that has the responsibility to protect its citizen, including people with disability. However, the policies and strategies which are formulated tend to be insensitive toward the special needs of disability and resulted in disaster planning that lacks disability inclusion. This qualitative research aims to analyze the local government preparedness in managing people with disability to face the earthquake disaster. The research is taken place at Bantul Region. The participants are selected through purposive and snowball sampling. The data collecting techniques are indepth interview, qualitative observation, document study and audio-visual material which then analyzed thematically according to Cresswell. The results showed that local government disaster preparedness in managing people with disability is by integrating proritizing and opening participation for people with disability in every starts from assessment, planning, institusional framework, information system, resource base, warning system, response mechanism, education, socialization and simulation. In the future, local government should raise the awareness of disability in every level of community to create positive communication between stakeholders in disasters and empower people with disability as volunteers that able to communicate effectively with the diversity of disability.Keywords: Local Government Preparedness, People with Disability, Involvement in Disaster Management

Abstract

Abstrak - Saat ini banyak kasus klinis yang disebabkan oleh ancaman bioterorisme dengan menggunakan bahan biologi seperti virus dan bakteri. Virus yang telah digunakan dan berpotensi digunakan sebagai bioterorisme salah satunya adalah virus influenza, rumah sakit merupakan rujukan pasien yang harus siap menerima korban massal akibat pandemi influenza.Tujuan penelitian ini adalah untuk mengkaji kesiapsiagaan RSPAD Gatot Soebroto dalam penanggulangan bencana pandemi untuk mengantisipasi ancaman bioterorisme. Metodologi penelitian yang digunakan adalah kualitatif dengan menggunakan rancangan grounded theory. Penelitian ini melibatkan petugas kesehatan dari beberapa unit seperti IGD, ruang isolasi, farmasi, laboratorium dan komite PPIRS yang dipilih dengan menggunakan purposive dan snowball sampling. Instrumen penelitian menggunakan pedoman AHRQ (Agency of Healthcare Research and Quality) dan guideline WHO tahun 2009. Hasil penelitian menunjukkan bahwa kesiapsiagaan RSPAD Gatot Soebroto rata-rata baik dengan rincian perencanaan dan administrasi (86.60%), kapasitas tambahan (79.10%), pendidikan dan latihan (77.70%), Komunikasi (76.90%), dukungan kepegawaian (71.42%), isolasi dan dekontaminasi (94.44%), farmasi (77.77%), laboratorium (83.33%) dan surveilans (91.66%). Kesimpulan yang dapat diambil adalah RSPAD Gatot Soebroto sejauh ini telah memiliki kesiapsiagaan yang baik dalam penanggulangan bencana pandemi influenza. Pembenahan yang perlu dilakukan adalah peningkatan kerjasama dengan rumah sakit lain dan kementerian kesehatan serta peningkatan kualitas SDM melalui penerapan cross training.Kata Kunci: Kesiapsiagaan bencana rumah sakit, pandemi influenza, BioterorismeAbstract - There are many bioterrorism threat clinical cases used biological agent such as virus and bacteria. Virus that potentially used in bioterorrism act is influenza. Influenza can be pandemics and causes mass casualty. To response that, a hospital must have a good preparedness for pandemics. The aim of this study was to asses the preparedness of Indonesian Army Hospital for influenza pandemic to anticipate bioterorrism threat. A qualitative, descriptive and exploratory study  was developed  using grounded theory as a design to data analysis. This study involved health workers from some units like emergency department, isolation room, pharmacy, laboratory, and infection prevention and controlling commitee using purposive dan snowball sampling. Instrument of this study used AHRQ (Agency of Healthcare Research and Quality) and WHO guidelines 2009. It was found that preparedness of Indonesian Army Hospital for pandemics was good in average. In detail, it showed that plan and administration (86.60%) surge capacity (79.10%), education and training (77.70%), communication (76.90%), staffing (71.42%), isolation and decontamination (94.44%), pharmacy (77.77%), laboratory (83.33%), and surveilance (91.66%). It concluded that Indonesian Army Central Hospital Gatot Soebroto recently had a good level of preparedness for pandemics. In the future, the hospital need to enhance cooperation with other hospitals and health ministry. Human resources capacity of hospital can be empowered by cross training method. Abstract

Abstrak - Gunung Kelud merupakan gunung berapi di wilayah Kabupaten Kediri yang mengalami erupsi terakhir pada tahun 2014. Upaya penanggulangan bencana erupsi Gunung Kelud pada tahap tanggap darurat melibatkan satuan-satuan jajaran TNI AD yang berlokasi di Kediri, salah satunya yaitu Tepbek V-44-02.A sebagai perpanjangan tangan dari Bekangdam V/Brawijaya. Berdasarkan fenomena tersebut penelitian ini berupaya untuk menggambarkan pelayanan jasa mess dan dapur lapangan yang dilakukan Tepbek V-44-02.A, koordinasi yang dilakukan dengan instansi terkait, dan faktor penentu keberhasilan pelayanan Tepbek V-44-02.A selama penanggulangan erupsi Gunung Kelud. Melalui metode kualitatif berdasarkan wawancara mendalam terhadap sejumlah personel Tepbek V-44-02.A dan berlandaskan kepada elaborasi teoritis dari pelayanan, kualitas, motivasi kerja dan koordinasi dalam manajemen bencana.  Penelitian ini menemukan bahwa peran Tepbek V-44-02.A melalui pelayanan jasa mess dan dapur lapangan sudah berjalan baik. Kendatipun, masih terdapat kesulitan koordinasi dengan instansi terkait sedangkan koordinasi dengan Bekangdam V/Brawijaya sudah berjalan dengan baik. Faktor penentu keberhasilan pelayanan mess dan dapur lapangan dari Tepbek V-44-02.A dapat dilihat dari ukuran berorientasi pada proses yaitu responsivitas, responsibilitas, akuntabilitas, keadaptasian dan empati, kemudian ukuran berorientasi pada hasil dapat dilihat dari aspek efektifitas, produktivitas, kepuasan, dan keadilan. Mencermati hal tersebut kedepannya perlu adanya peningkatan peran Tepbek V-44-02.A melalui peningkatan alat, peningkatan kualitas dan kuantitas personel, serta penguatan koordinasi.Kata Kunci: Erupsi, Kelud, Penanggulangan, Pelayanan, Tepbek Abstract - Gunung Kelud is located at district of Kediri, which experienced the last eruption in 2014. The efforts to response this eruption required all stakeholders involvement in disaster risk management, including several units of the army located in Kediri, which is Tepbek V-44-02.A as an extension of Bekangdam V/Brawijaya. Based on this phenomenon, the study sought to describe the mess services and field kitchens provided by Tepbek V-44-02.A, coordination with others stakeholders in disaster risk management, and critical success factors of Tepbek V-44-02.A dealing with the eruption of Gunung Kelud. Through qualitative methods based on primary data collected by in-depth interviews with a several personnel’s of Tepbek V-44-02.A and based on the theoretical elaboration of service and quality of service, the study found that the role Tepbek V-44-02.A in providing the mess and field kitchens services has been running well. Nevertheless, there are still difficulties in coordination with relevant stakeholders, while the coordination with Bekangdam V/Brawijaya work smoothly. Critical success factors from the mess and field kitchens services of Tepbek V-44-02.A can be seen from the measures of a process-oriented, which is responsiveness, responsibility, accountability, adaptability and empathy, then the measure of a results-oriented can be seen from the aspect of the effectiveness, productivity, satisfaction, and justice. Observing from these results, Tepbek V-44-02.A need to improve their tools, the quality and quantity of personnel, and strengthening coordination with related agencies.Keywords: Eruption, Kelud, Disaster relief, Service, Tepbek

Abstract

Indonesia has three nuclear research reactors, nemely: RSG-GAS in Serpong, TRIGA2000 reactor in Bandung, and Kartini reactor in Yogyakarta. Besides being useful, nuclear reactor has inharent risk due to its radiation hazard. The research reactor nuclear contingency plan was prepared for nuclear preparedness. The study aimed to analyze the implementation of the research reactors’ nuclear contingency plans. The study used an analytic descriptive qualitative methods. The results showed that the nuclear contingency plans of the three research reactors have different implementation range due to their different hazard risks. However, the nuclear emergency responses were the same, they were: sheltering, evacuation, provision of KI tablets, and prohibition of consumption of local food and contaminated river/ ground water. The research reactors’ nuclear contingency plans have not discussed criteria used for taking nuclear emergency responses. The results also showed that the nuclear contingency plan of RSG-GAS in Serpong and the Kartini reactor in Yogyakarta have been implemented partially. While for the TRIGA2000 reactor nuclear contingency plan in Bandung has not been implemented yet. A legal umbrella is needed to implement the research reactor nuclear contingency plan. Thus, coordination and active role from all stakeholders are needed to be enhanced in order to be able to resolve the existing obstacles and challenges.

Abstract

Indonesia is located at the meeting point of three tectonics plate namely Indo-Australian plate, Eurasian, and the Pacific plate. This causes Indonesia has a high geological changes and more geological disasters. No exception for West Sumatra which has a watermelon fracture has a high risk of geological disasters such as earthquakes and tsunami. This threat can disrupt the social, economic and cultural life of Padang City community. Therefore, the government and the community need to make various preparedness efforts to reduce the risks caused by the earthquake and tsunami. It is necessary to know how far the potential of community can be utilized for disaster preparedness in Padang City especially as information center and shelter. The system of disaster information and shelter are two factors that can realize the system of preparedness to be effective. This research used qualitative research method and study using case based on happened in 2 research area. The aim is to analyze the role of the mosque as the center of information and location of shelter in handling the earthquake and tsunami disaster in Padang city as well as the factors that influence it. Some of the mosques in Padang City have been used in providing disaster information to community through various media such as board bulletins, face to face activity, distributing brochures or through loudspeakers. The mosque in Padang City has also become a shelter for evacuees. The factors that influence the mosque to function as a disaster information center and shelter location are the community feel safe and comfortable when they stay  in the mosque, the trust of community on information from the mosque is very high, supporting facilities such as electricity, clean water, places of worship, place of negotiation, toilets and places rest for shelter, facilities and infrastructure as information center, the board of mosque who will manage the information a shelter and the policy of government of Padang City which support mosque as information center and shelter location.

Abstract

Provinsi Jawa Tengah terdiri dari 29 Kabupaten dan 6 Kota,  memiliki tingkat risiko bencana tinggi 26 kabuptaen/Kota dan tingkat risiko bencana sedang 9 Kabupten/Kota. Selama kurun waktu 20 Oktober 2013 sampai dengan 18 Februari 2018 berdasarkan Data Indeks Bencana Indonesia (DIBI) yang dikeluarkan oleh Badan Nasional Pananggulangan Bencana (BNPB), bencana alam yang telah terjadi di Jawa Tengah sebanyak 3.407 kejadian, korban meninggal 612 orang, hilang 28 orang, luka-luka 1.092 orang, dan mengungsi 22.144.362 orang.  Penanganan bencana yang dilakukan Gubernur Jawa Tengah Ganjar Pranowo dinilai oleh BNPB berhasil, dan diberikan penghargaan Adi Tangguh pada tahun 2015. Penulisan tesis ini bertujuan untuk menganalisis Kepemimpinan Gubernur Jawa Tengah Periode 2013-2018 dalam penanganan krisis tanggap darurat bencana di jawa tengah. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif menggunakan studi kasus di dua kabupaten, yaitu Kabupaten Banjarnegara dan Kabupaten Purworejo pada kejadian bencana tanah longsor.  Data-data penelitian diperoleh melalui studi pustaka, observasi lapangan dan wawancara. Dalam proses analisis data penelitian menggunakan teknik analisis data dari Miles dan Hubberman, yaitu reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Hasil penelitian menunjukkan gaya Kepemimpinan Ganjar Pranowo dalam penanganan krisis tanggap darurat bencana merupakan tipe kepemimpinan partisipatif situasional transformsional, sesuai dengan teori kepemimpinan situsional/kontigensi dari Fiedler dan teori kepemimpinan transformasional dari Noel M. Tichy dan Mary Anne Devana. Ditemukan juga faktor penghambat dan pendukung dalam penanganan krisis tanggap darurat bencana di Jawa Tengah. Faktor penghambat seperti, tingkat pengetahuan masyarakat terkait kebencanaan masih kurang dan pencairan anggaran belanja tak terduga APBD untuk kebencanaan lambat.  Faktor pendukung seperti, sikap gotong royong masyarakat Jawa Tengah masih tinggi, pemanfaatan teknologi informasi seperti WA, Twitter, Line dalam menerima dan mengirimkan laporan kebencanaan kepada instansi terkait, bantuan dana dan pendampingan dari BNPB, jaringan kerja sama yang kuat antar BPBD dan instansi Kabupaten/Kota di Jawa Tengah.

Abstract

Kami melakukan sosialisasi lapangan pasca bencana gempabumi dan tsunami yang menerjang Sulawesi Tengah tanggal 28 September 2018. Bencana ini menelan korban jiwa sebanyak 4.340 orang, korban luka-luka sebanyak 10.679 orang, dan korban hilang sebanyak 667 orang. BMKG membentuk tim sosialisasi lapangan pasca bencana ke beberapa lokasi di Kota Palu, Kabupaten Sigi, dan Kabupaten Donggala yang bertujuan menenangkan masyarakat, berbagi pengetahuan dan keterampilan, dan menjelaskan sejarah bencana gempabumi dan tsunami di Sulawesi Tengah. Sosialisasi ini sangat dibutuhkan oleh warga terdampak bencana, terlihat dari beberapa tokoh atau figur yang dituakan meminta agar sosialisasi dilakukan di tempat terbuka dan dihadiri banyak warga.

Abstract

Abstrak - TNI-AD setiap tahun mengirimkan Satuan Tugas Pengamanan Perbatasan RI-PNG ke daerah operasi Papua yang merupakan daerah endemis malaria. Penugasan selama 10 bulan di daerah endemis memungkinkan para prajurit terkena infeksi malaria. Penelitian ini ditujukan untuk menganalisis strategi dan implementasi pencegahan malaria yang dilakukan oleh TNI-AD saat pratugas di homebase dan penugasan di daerah operasi. Penelitian menggunakan metode kualitatif secara wawancara mendalam dan observasi di daerah operasi. Penelitian mengenai implementasi pencegahan malaria berfokus pada upaya promotif, preventif, dan profilaksis anti malaria. Hasil penelitian ini yaitu adanya strategi TNI-AD untuk pencegahan malaria dengan melaksanakan pemetaan vektor penularan nyamuk Anopheles sp. di lingkungan pos pengamanan. Personel mendapatkan kendala untuk manajemen lingkungan karena berbenturan dengan budaya daerah setempat (Hak Ulayat). Terdapat kesenjangan pada implementasi pencegahan malaria Satgas pamtas Yonif 323/Raider yaitu tidak adanya media penyuluhan pencegahan malaria, kurangnya dukungan cairan insektisida untuk pakaian sehari-hari, personel tidak disiplin menggunakan kelambu berinsektisida dan lotion anti nyamuk, penyemprotan ruangan dengan Indoor Residual Spray (IRS) yang kurang efektif, serta tidak terpenuhinya manajemen lingkungan. Untuk itu diperlukan adanya disiplin diri dari setiap personel dan kemitraan dengan berbagai pihak untuk mewujudkan manajemen lingkungan yang bertujuan mengurangi risiko malaria di daerah operasi satuan tugas pengamanan perbatasan.Kata kunci: endemis malaria, satuan tugas pengamanan perbatasan, strategi pencegahan malariaAbstract - Annually, Indonesian Army sends Border Security Task Force Indonesia-PNG to the operation area of Papua which known as Malaria endemic area. The assignment during 10 months in endemic area allow the soldiers exposed to malaria infection. This research aims to find out  the strategy and implementation of malaria prevention which conducted  by  Indonesian  Army  in pre-deployment  at  homebase  and  deployment  at operations area. This study using qualtitave method by in-depth interviews research and direct observation in operation area. This research focused on the promotive, preventive, and prophylactic antimalaria. The result of this research is the concrete strategic of Indonesian Army to prevent Malaria by implementing the transmission vector mapping in case of Anopheles sp widespread nearby environmental security posts. Personnel get constraints to environmental management because it clashes with the local culture (Hak Ulayat). The research finds the gaps in the implementation of malaria prevention on border security  task  force    infantry  batalyon  323/Raider  i.e.  the  absence  of  media  outreach malaria prevention, lack of support the insecticide for clothes, personnel do not use Long Lasting Insectiside Nets (LLINs) and repellent,   Indoor Residual Spray (IRS) are less effective, and does not meet the environmental management.  Eventually, it is necessary to have self discipline for all of the personnel and the partnership with various parties to actualize environment management which is aimed to reduce the malaria risk in operation area of border security task force.Keywords: endemic malaria, border security task force, malaria prevention strategy
