Abstract

This study aims to examine the implementation of Balikpapan Mayor Regulation Number 16 of 2015 concerning the transfer of civil servant work areas and its implications for organizational effectiveness and apparatus performance as part of efforts to organize human resources for civil servants at the regional level. This study uses a qualitative approach with descriptive analysis through data collection in the form of in-depth interviews, observations, and reviews of policy documents and related personnel documents. The results of the study indicate that normatively the regulation has provided quite clear guidelines regarding the procedures and mechanisms for transferring ASN work areas, however, in practice its implementation is still faced with various administrative and institutional challenges, such as limited institutional capacity, bureaucratic complexity, and suboptimal coordination between work units. The process of transferring work areas also requires employees to adapt to the new work environment which in the initial stages has the potential to affect the stability of individual and organizational performance. Nevertheless, in the long term, the policy of transferring work areas has positive implications, especially in the distribution of workloads, adjusting competencies to organizational needs, and increasing the effectiveness of work unit performance. The success of this policy is highly dependent on institutional support, clarity of assignments, and post-transfer development mechanisms, so that policy implementation is not only determined by regulatory clarity, but also by organizational capacity and the quality of sustainable administrative governance.

Abstract

This study aims to know the impact of community-based Waste Bank Program in improving the community environmental awareness in Bontang City, particularly in terms of changes in knowledge, attitudes, and environmentally responsible behavior. This study employed an associative quantitative design using a survey approach. Data were collected through a structured questionnaire administered to 100 respondents selected using stratified random sampling. The independent variable was the impact of community-based Waste Bank Program, while the dependent variable was environmental awareness. Data were analyzed using descriptive statistics, Pearson correlation, and simple linear regression. The results indicated that the implementation of the Waste Bank Program has a positive and significant effect on community environmental awareness. The program improves public understanding of waste management, strengthens positive attitudes toward environmental protection, and promotes environmentally responsible behavior, particularly in waste sorting and reduction practices. These findings suggested that community-based waste management can serve as an effective public policy instrument in promoting sustainable environmental behavior at the local level. The novelty of this study lies in its quantitative evaluation of Waste Bank implementation in a coastal industrial city, thereby providing empirical evidence to strengthen local environmental governance and community-based waste management policies.

Abstract

This research aims to analyze the role of digital communication in building public trust in local governments, with a focus on the Sidenreng Rappang Regency Government. In the context of digital governance, social media serves as a strategic instrument to bridge communication between government and society; however, its effectiveness in fostering public trust remains a challenge. This study employs a qualitative case study approach, utilizing in-depth interviews, observations of official government social media, and document analysis. Data were analyzed using the Miles and Huberman interactive model. The findings reveal that digital communication practices are still dominated by informative approaches that emphasize information dissemination rather than interactive engagement. While this approach contributes to transparency and the formation of cognitive-based trust, it has not been effective in fostering relational trust characterized by responsiveness, integrity, and empathy. A gap also exists between government communication strategies and public expectations, particularly in terms of interaction and participation. Practically, these findings suggest that local governments and public communication managers need to shift from one-way informational communication toward more dialogical and engagement-based strategies. This includes strengthening responsiveness to public feedback, developing interactive content, and adopting more empathetic communication styles. Such improvements are essential to enhance sustainable public trust and ensure the effectiveness of digital governance practices.

Abstract

This study examines the dynamics of bureaucratic ethics and organizational integrity as the foundation of apparatus behavior in facing the challenges of anti-corruption culture. The main focus of this study is to analyze how ethical values are internalized in organizational behavior in order to minimize corrupt practices in the public sector. The main problem raised is the disconnect between formal anti-corruption regulations and the reality of apparatus behavior that is still shackled by bureaucratic pathologies and personal loyalty. The research method used is library research with a descriptive qualitative approach. The analysis is carried out by synthesizing various academic literature, organizational behavior theories, and related policy documents to map contemporary challenges in the development of integrity in the government environment. The results of the study show that organizational integrity is highly dependent on the strength of individual ethics and the work climate that supports transparency. The biggest challenge in building an anti-corruption culture comes from political pressure and permissive organizational culture. This study concludes that strengthening anti-corruption behavior requires more than just systemic supervision, but rather the reconstruction of organizational culture that prioritizes the moral independence of the apparatus. Theoretically, this article enriches the discourse of Government Science regarding corruption prevention strategies through behavioral approaches.

Abstract

The urgency of this study lies in the decline of agricultural land area in Makassar City by 600 hectares over the past decade, and the city's Food Security Index (FSI) ranking of 54th nationally with a score of 87.95, indicating significant challenges to food self-sufficiency. Consequently, an adaptive governance strategy is needed to enhance local food production, improve distribution systems, and ensure stable food access for the population. This study aims to explore the role of adaptive governance in enhancing the effectiveness of food self-sufficiency policy and in strengthening family resilience in Makassar City. A qualitative research approach was employed, with data collected through interviews, observation, documentation, and focus group discussions (FGDs). Data were analyzed using NVivo 12 Plus. The findings confirm that food self-sufficiency efforts in Makassar City continue to be constrained by agricultural land depletion, weak distribution infrastructure, high logistical costs, low community participation, and institutional fragmentation, compounded by external factors such as climate change and global price fluctuations. To address these challenges, an adaptive governance approach is required through data-driven institutional capacity building, multi-stakeholder collaboration, utilization of social capital, agricultural technology innovation, and policy flexibility. Through these strategies, Makassar has the potential to develop a resilient, inclusive, and sustainable food system, while serving as a model for adaptive food governance in Indonesia.

Abstract

The urgency of this research stems from the escalating risks of flooding and air pollution in Makassar City, driven by rapid urbanisation and the uncontrolled proliferation of motorised vehicles. The study aims to examine the potential of urban planning and sustainable mobility policies in mitigating disaster risks and environmental impacts, as well as to formulate more adaptive policy strategies. A qualitative research design was employed, with data collected through in-depth interviews, document analysis, observation, and focus group discussions (FGDs). Data analysis was conducted using NVivo 12 Plus. The findings confirm that Makassar City faces severe ecological vulnerability as a result of the interplay between rapid urbanisation, land-use conversion, inadequate drainage infrastructure, and the extraordinarily high growth rate of motorised vehicles. These factors collectively contribute to annual flooding, air pollution, and the urban heat island effect. The situation reveals significant weaknesses in spatial planning and transportation policies, which remain predominantly oriented toward economic growth and have yet to be fully integrated with climate change adaptation principles. Furthermore, these policies are characterised by insufficient inter-agency coordination and limited community participation. Accordingly, policy strategies that prioritise green infrastructure development, drainage system revitalisation, environmentally sustainable public transportation, and climate-adaptive urban planning are identified as urgent imperatives for the resilience and long-term sustainability of Makassar City. In conclusion, climate-adaptive and sustainable urban planning constitutes a critical precondition for reducing disaster risk and preserving environmental quality in Makassar City.

Abstract

This study aims to analyze how adaptive governance and institutional strengthening can enhance the effectiveness of stunting prevention policies, particularly in addressing limited access to health services a key contributing factor to the increase in stunting. This study adopted a qualitative approach, collecting data through interviews, observation, documentation, and Focus Group Discussions (FGDs). Data were analyzed using NVivo 12 Plus. The findings indicate that adaptive governance and institutional strengthening in Makassar City play a significant role in improving access to health services for stunting prevention, despite challenges such as incomplete cross-sectoral synergy, low community participation in densely populated and impoverished areas, and uneven distribution of health workers and integrated health post (Posyandu) facilities. Adaptive governance practices are emerging through the use of information technology for data collection on pregnant women and toddlers, multi-stakeholder collaboration forums, and the empowerment of Posyandu cadres. Data-based monitoring systems and cross-sector collaboration support more targeted and innovative interventions. Therefore, the implementation of adaptive governance and institutional strengthening constitutes a key strategy for ensuring more effective, responsive, and inclusive stunting prevention policies for all vulnerable groups in Makassar City.

Abstract

This study examines the dynamics of collaborative governance in Makassar City, Indonesia, through a scientometric analysis of academic discourse spanning a decade (2016–2026). Employing the OpenAlex catalog with a Triple-Helix keyword strategy, 14,085 scholarly articles were extracted to investigate perceptual disparities among tripartite governance actors government agencies (OPD), civil society organizations (OMS), and private sector entities using IndoBERT-based sentiment analysis. Findings reveal a competitive academic landscape: positive sentiment (37.0%) marginally surpasses negative sentiment (33.6%), with neutral discourse comprising 29.4%. Cross-actor analysis uncovers significant perceptual dissonance: civil society organizations receive the highest academic criticism (37.1%), whereas government (38.6%) and private sectors (41.9%) dominate positive sentiment. Applying Collaborative Governance Theory, this study argues that the identified actor-specific sentiment disparities reflect structural asymmetries in trust-building mechanisms, institutional design deficits, and facilitative leadership gaps that impede genuine tripartite collaboration
