Abstract

Social media has evolved into a primary arena for citizens to express and negotiate opinions regarding government policies, creating vast opportunities for data-driven policy evaluation. This study aims to map public sentiment toward Indonesian government policies by integrating deep learning–based sentiment classification with linguistic and governance analysis. A dataset of approximately 50,000 Indonesian-language posts was collected from Twitter (X) and Facebook between January and June 2024. The data were processed through text cleaning, tokenization, stopword removal, and word embedding using Word2Vec and FastText, and subsequently classified into positive, negative, and neutral sentiments using a Long Short-Term Memory (LSTM) model. The results indicate that public opinion is predominantly negative (45%), particularly in relation to economic and taxation policies, while positive sentiment (34%) is mainly associated with education and health sectors. The LSTM model achieved an accuracy of 86.9%, outperforming Support Vector Machine (SVM) and Naïve Bayes models. Furthermore, linguistic analysis reveals that emotive and sarcastic expressions play a significant role in shaping critical public discourse, whereas colloquial language enhances engagement, especially among younger users. This study contributes by bridging computational sentiment analysis with linguistic interpretation and public policy evaluation within a unified framework. The findings provide practical implications for evidence-based policymaking by enabling governments to monitor public sentiment in real time, improve policy communication strategies, and foster more participatory and responsive governance.

Abstract

Public deliberation is a key element of deliberative democracy, as it reflects the quality of citizen participation in political decision-making processes. In the context of local elections (Pilkada), public deliberation functions as a discursive arena for the exchange of arguments, rational reasoning, and the articulation of public aspirations toward candidates’ political agendas. This study aims to analyze the public deliberative space in the 2024 local elections in Palembang City and Ogan Ilir Regency, focusing on three main dimensions: the inclusivity of the public sphere, the rationality of public discourse, and the influence of deliberation on political agendas. Using a qualitative approach, data were collected through in-depth interviews with election management bodies, election supervisory institutions, community leaders, and political observers, complemented by document analysis. The data were analyzed using NVivo 15 to identify thematic patterns and relational dynamics among actors within the deliberative space. The findings indicate that public deliberation in the 2024 local elections in Palembang and Ogan Ilir remains in a transitional phase. While efforts to broaden participation and improve the quality of public discourse are evident, deliberative spaces continue to face limitations in inclusivity, insufficiently substantive discourse rationality, and a weak influence of public aspirations on candidates’ political agendas. These findings highlight the need to strengthen deliberative mechanisms to enhance the quality of local democracy.

Abstract

Tourism development in Central Lombok Regency has experienced significant acceleration following the designation of the Mandalika Special Economic Zone (KEK) as a national super-priority tourism destination. Despite its positive impact on economic growth and investment, this tourism development has not yet fully provided equitable benefits to local communities, particularly buffer-village communities. This study aims to analyze the dynamics of community-based tourism governance from a perspective beyond sustainability, emphasizing the roles of actors, network relationships, and opportunities to strengthen Community-Based Tourism (CBT) in Central Lombok Regency. The study used a qualitative approach, with data collected through in-depth interviews, participatory observation, Focus Group Discussions (FGDs), and a review of regional planning documents. Data analysis was conducted using a Social Network Analysis (SNA) approach to map the structure and roles of actors in tourism governance. The results show that the tourism governance network remains centralized on institutional actors and area managers, while local communities are in a peripheral position. However, this study is limited by its focus on a single regional case and the use of cross-sectional network data, which restricts the ability to capture longitudinal governance dynamics and comparative patterns across destinations. Future research is therefore recommended to employ multi-site comparative designs and longitudinal Social Network Analysis to examine how governance structures evolve and to assess the impacts of policy interventions on community empowerment. In addition, integrating quantitative socio-economic indicators with network analysis would provide a more comprehensive understanding of how governance configurations influence livelihood outcomes. Such extensions would strengthen empirical evidence for advancing regenerative tourism models that genuinely place local communities at the center of tourism development.

Abstract

Implementation policy allowances the teaching profession is effort government for increase the welfare and professionalism of non-civil servant Islamic Religious Education (PAI) teachers under the Ministry of Religion. Although has arranged in Regulation of the Minister of Religion Number 43 of 2014, its implementation at the level area Still face various constraints . Research This aim analyze implementation of PMA No. 43 of 2014 concerning distribution Allowance Non-PNS PAI Teacher Profession at the Ministry of Religion of Palembang City and factors that influence it. Research use approach qualitative descriptive with technique data collection through interviews, observations, and documentation. Abstract

The Regional Representative Council is an upper house institution in the bicameral system, but its authority as a legislative institution is very limited and its existence is almost considered non-existent. This existential crisis has caused the Regional Representative Council to receive a lot of criticism as an institution that only spends the State budget because its functions and roles are considered unclear. This research aims to determine the performance of members of the Regional Representative Council of the Republic of Indonesia, Central Java Province amidst the limitations of their function and authority as an upper house institution in a bicameral system. In this research analysis, the researcher collected data using qualitative and quantitative methods where the researcher took data through a literature review in previous research and conducted direct interviews with members of the Regional Representative Council of the Republic of Indonesia, Central Java Province. This research contributes to introducing and understanding the performance of each committee of the Regional Representative Council of the Republic of Indonesia, Central Java Province amidst the limitations of its function as a legislatif institution. This study has limitations, including a focus on a single region, meaning the findings cannot be directly generalized, and a reliance on internal interviews, which may introduce reporter bias. For future research, a multi-province comparative study is recommended, employing a mixed-methods approach with public surveys and independent data.

Abstract

This study aims to analyze the strategy of developing tourist attractions in increasing the regional original revenue (PAD) of Dumai City. The importance of developing the tourism sector as a selected government affair as regulated in Law Number 23 of 2014 concerning Regional Government which gives authority to local governments to manage local potential in order to increase Regional Original Revenue (PAD). Dumai City as a coastal city and the gateway to Riau Province directly bordering the Strait of Malacca and has considerable tourism potential. This research method uses a qualitative descriptive approach and analysis assisted by the use of Nvivo 12 Plus software. The results of this study indicate that the contribution of the tourism sector to PAD is not optimal, indicated by the lack of direct revenue from tourist attractions and the still many destinations that do not have operational permits. The findings of this study are that the Dumai City government strategy has achieved the target in receiving local original revenue, but substantively the management of natural tourist attractions has not been fully integrated and has not provided a direct contribution. The contribution of this research linking the development of tourist destinations in increasing Regional Original Revenue has often been studied separately. Thus, this research enriches the academic discourse on the relationship between regional fiscal independence and the tourism sector.

Abstract

This study aims to analyze the implementation of the Electronic Traffic Law Enforcement (ETLE) policy in Makassar City from the perspective of digital transformation in public service delivery. The research employs a qualitative approach, with data collected through observation, in-depth interviews, and documentation. Thematic analysis is applied, supported by XMind to systematically map relationships among key concepts, actors, and policy implementation dynamics. The study adopts a mixed theoretical framework, integrating policy implementation theory, innovation diffusion, technology acceptance, and an ideal policy perspective emphasizing clarity of policy objectives, availability of resources, compliance of target groups, and support from the socio-political environment. The findings indicate that ETLE implementation in Makassar reflects a significant shift toward digital governance in traffic law enforcement, contributing to enhanced transparency, accountability, and service effectiveness. Institutional integration among the police, local government, judiciary, and banking sector demonstrates a collaborative governance model that strengthens policy execution. Nevertheless, several challenges persist, including uneven public understanding of ETLE procedures, limited digital literacy, and declining inter-agency coordination, particularly in data integration and administrative processes. This study concludes that the effectiveness of ETLE implementation is not solely dependent on technological and regulatory readiness, but also on the clarity of policy goals, adequacy of resources, public compliance, and institutional and social support. Therefore, improving inclusive public communication strategies, strengthening inter-agency system integration, and developing adaptive policy approaches are essential. This research contributes to public administration literature by offering a visual and integrative analytical perspective on technology-based policy implementation.

Abstract

Digital transformation in public services has become a primary focus for various local governments in Indonesia in an effort to improve administrative effectiveness and public satisfaction. Makassar City, as one of the major cities in Indonesia, has implemented a policy of integrated public service digitalization through various online platforms. This study was conducted to measure the extent to which policy digitalization influences the effectiveness of administrative services, while also identifying factors supporting its success. The purpose of this study was to determine the effect of public service policy digitalization on the effectiveness of administrative services in Makassar City. The research approach used was quantitative with a survey design. Primary data were collected through questionnaires distributed to 120 respondents consisting of civil servants and members of the public who use digital services. Data analysis was conducted with the help of SPSS software using validity and reliability tests and simple linear regression to examine the relationship between variables. The results showed that public service policy digitalization had a positive and significant impact on the effectiveness of administrative services. The implementation of digital-based systems increased service speed, reduced administrative errors, and strengthened bureaucratic transparency. Digitalization also played a role in building public trust in public institutions through more efficient and accountable service mechanisms. The study's conclusion confirms that the success of policy digitalization is highly dependent on infrastructure readiness, apparatus competence, and public digital literacy. The novelty of this research lies in the affirmation of a direct relationship between digital policy and the effectiveness of public services in the context of Indonesian local government, providing an empirical basis for technology-based bureaucratic reform.

Abstract

This study examines the governance of the handover of infrastructure, facilities, and public utilities in housing areas in Balikpapan City by focusing on regulatory compliance, institutional coordination, administrative mechanisms, and stakeholder participation. Using a qualitative descriptive approach supported by in-depth interviews, document analysis, and field observations involving local government officials, developers, community representatives, and related institutions, this research analyzes the implementation of handover policies and identifies major challenges affecting their effectiveness. The findings indicate that although regulatory frameworks are well established, their implementation remains inconsistent due to weak institutional coordination, incomplete administrative documentation, limited verification mechanisms, variations in developer compliance, and low levels of community participation. These conditions reflect gaps between policy objectives and operational practices, which are influenced by limited institutional capacity and fragmented communication among stakeholders. The study further reveals that effective governance in the handover process requires strong collaboration, integrated administrative systems, continuous supervision, and greater transparency. Strengthening document management, enhancing human resource capacity, and expanding participatory mechanisms are essential to improve accountability and sustainability. This research contributes to the understanding of housing governance by highlighting the interdependence of regulatory, administrative, and social dimensions in public infrastructure management and provides practical insights for policymakers in developing more transparent, accountable, and sustainable governance frameworks for housing development and public service delivery.

Abstract

This study aims to analyze the implementation of the Bontang Mayor's Circular Letter concerning the Statement of Physical Land Control in West Bontang District as an administrative policy instrument in local land governance, which emerged in response to the gap between de facto land control practices in the community and the formal land system that requires proof of de jure ownership. This study uses a qualitative approach with a descriptive analytical method, where data is obtained through in-depth interviews with village and sub-district officials, community leaders, and residents directly involved in the process of processing the statement of physical land control, supplemented by limited observation and policy documentation studies. Data analysis is carried out through the stages of reduction, presentation, and drawing conclusions by maintaining data validity through triangulation of sources and methods. The results of the study indicate that the implementation of the Bontang Mayor's Circular Letter takes place contextually and is greatly influenced by the capacity of implementing officials, bureaucratic discretion, as well as the social context and local power relations that develop in the community. This policy was relatively effective in providing temporary administrative recognition and building social legitimacy for land ownership, but on the other hand, it also gave rise to procedural variations, inconsistent service delivery, and differences in public understanding regarding the legal status of the declaration. This finding confirms that the effectiveness of local land policies is determined not only by the smoothness of the administrative process, but also by the clarity of policy communication, the management of apparatus discretion, and the ability of local governments to integrate local administrative policies with the national land reform system and agenda to realize fair, accountable, and inclusive land governance.
