Abstract

This study aims to analyze the factors that influence the implementation of competency development of Health Administrator and to recommends a model for implementing of competency development of Health Administrator through training at The Directorate General Of Health Workforce, Ministry of Health. Methods used is a Case Study with Qualitative Approach. Data collection is carried out through interview and document review. Research results show there are factors affecting the implementation of competency development of Health Administrator through training at the Directorate General Health Workforce has not been running optimally. First, the technical competency standards for functional health positions that will be used as a reference for competency development have not been completed, Second, there is no technical training that meets the needs of the technical competency gap in health administrators. Third, health administrators who take online training find it difficult to concentrate because they are still busy doing office work. Based on the results of study, the author formulates and recommends a model for implementing of competency development of Health Administrator through training.

Abstract

This study aimed to analyze the factors that influence the competency development of Fishery Product Market Analysts (APHP) and formulate a competency development model appropriate for the competency development of APHP at the Directorate General of Product Competitiveness, Ministry of Marine Affairs and Fisheries. This study was conducted using a qualitative approach and case study method. The data collection techniques used were interviews and document reviews. The study’s results indicate that several factors influence the suboptimal competency development of APHP. First, the Human Capital Development Plan (HCDP) for employees within the Directorate General of Product Competitiveness, including the APHP, has not been completed. Second, the commitment of the APHP team to prepare APHP training learning tools is not yet strong, mainly due to their busy schedules. Third, the coordination function is not yet strong, assuming that implementing competency development is only the responsibility of the Civil Service Training Center (Balai Diklat Aparatur). Based on the study’s results, the author formulated and recommended an APHP competency development model at the Directorate General of Product Competitiveness.

Abstract

This study examines the transition from structural to functional positions at Indonesia’s Public Broadcasting Institution, Radio Republik Indonesia (RRI), through the lens of Weberian bureaucracy. Using a qualitative approach, data were collected through observations, in-depth interviews, and document analysis, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings indicate that the transition represents a strategic organizational reform aimed at enhancing professionalism, efficiency, and adaptability in public broadcasting. The implementation reflects key Weberian principles, including division of labor, hierarchical authority, formal rules, impersonality, and career systems, which support competency-based career development and performance accountability. However, several challenges persist, such as task mismatches, incomplete internal regulations, employee resistance, and limited career pathways. Notably, while the division of labor and hierarchical authority function both as enabling and constraining factors, formal rules, impersonality, and career systems predominantly support the reform process. The study concludes that the success of this transition depends on strengthening regulatory frameworks, enhancing human resource capacity, establishing clear competency standards, and ensuring continuous leadership communication and organizational socialization.

Abstract

Settlement growth in Central Java Province continues to increase and intensify competition for land use with agricultural land, particularly rice fields. Uncontrolled rice field conversion has the potential to weaken the food production base and increase regional food security vulnerability. This study analyses the effect of residential growth on food security vulnerability with rice field conversion as a mediating variable and agricultural human resource capacity as a moderating variable in 35 districts/cities in Central Java. The study uses an explanatory quantitative approach based on secondary panel data for the period 2010–2021 (420 observations) with saturated sampling technique. The analysis was conducted using Partial Least Squares–Structural Equation Modelling (PLS-SEM) to evaluate the measurement model, test structural relationships, estimate indirect effects, and assess moderation effects through interaction constructs. The results show that settlement growth has a positive and significant effect on rice field conversion. Rice field conversion has a positive and significant effect on food security vulnerability and significantly mediates the effect of settlement growth on food security vulnerability. In addition, agricultural human resource capacity moderates the relationship between rice field conversion and food security vulnerability with a negative moderation direction (dampening effect), so that in areas with higher human resource capacity, the impact of rice field conversion in increasing food vulnerability tends to be weaker. These findings confirm that the impact of settlement growth on food vulnerability mainly occurs through land use change and can be mitigated by strengthening agricultural human resource capacity. The policy implications emphasise the need to integrate settlement growth control, protection of productive rice fields, and strengthening of agricultural human resource capacity through improving the quality of extension services and accelerating technology adoption to maintain the resilience of the food system in Central Java.

Abstract

This study investigates the effect of marketing factors on customer loyalty with customer satisfaction as a mediating variable among customers of Andita Medika Pharmacy in Sukabumi, Indonesia. The marketing factors examined include price perception, brand image, brand trust, and electronic service quality. A quantitative approach was employed using purposive sampling, involving 120 respondents. Data were collected through a seven-point Likert scale questionnaire and analyzed using Structural Equation Modeling (SEM) with AMOS version 26. The results reveal that price perception, brand image, brand trust, and electronic service quality have positive and significant effects on customer satisfaction. Furthermore, brand image, brand trust, electronic service quality, and customer satisfaction significantly influence customer loyalty. In contrast, price perception does not have a direct effect on customer loyalty, indicating that its impact is mediated by customer satisfaction. These findings emphasize the importance of strengthening brand-related factors and digital service quality to enhance customer satisfaction and foster long-term customer loyalty in the pharmaceutical retail industry.

Abstract

Company value in the banking context plays a crucial role because it reflects the success and financial health of the company. This indicates the level of trust of shareholders, clients, and financial services authorities in the bank's performance and integrity. With high corporate value, banks can attract investors, maintain liquidity, and better face market challenges. This study aims to analyze the description of company size, liquidity, capital structure, profitability, and corporate value in banks listed on the Indonesia Stock Exchange. In addition, this study examines the effect of company size, liquidity, and capital structure on corporate value and profitability. This study also analyzes the effect of profitability as a mediating variable in the relationship between company size, liquidity, and capital structure on company value in banks listed on the Indonesia Stock Exchange. This study is an explanatory quantitative study. The results show that, descriptively, banks listed on the Indonesia Stock Exchange generally have large company size, relatively safe liquidity levels, varied capital structures, fairly good profitability, and varying company values according to investor perceptions. Empirically, firm size and liquidity have a positive and significant effect on firm value, while capital structure has a negative and significant effect on firm value. Profitability has been shown to have a positive and significant effect on firm value. Furthermore, firm size has a positive and significant effect on profitability, while liquidity has a negative and significant effect on profitability, and capital structure has a negative and significant effect on profitability. The mediation test results show that profitability partially mediates the relationship between company size and company value, but does not mediate the relationship between liquidity and capital structure on company value. The R-square value shows that the independent variables are able to explain 22.8% of profitability and 16.9% of company value, indicating that the explanatory power of the model is in the moderate category.

Abstract

This study aims to analyze the effect of green recruitment and employee empowerment on the achievement of the Sustainable Development Goals (SDGs), with organizational culture serving as a mediating variable in companies in Indonesia. This research is grounded in Green Human Resource Management (GHRM) theory and organizational culture theory, which emphasize that green recruitment as an entry point and employee empowerment as a behavioral mechanism can strengthen the internalization of sustainability values within organizations. Organizational culture is viewed as a crucial bridge linking green HR policies to employees’ pro-environmental behavior and the company’s SDG achievements. The study employs a quantitative approach with an explanatory survey design. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) based on responses from 100 participants representing various company sectors in Indonesia that published Sustainability Reports for the 2023–2024 period. The research instrument was developed by adapting indicators from the GHRM, empowerment, organizational culture, and SDG literature. Validity, reliability, and goodness-of-fit tests were conducted to ensure the quality of the model. The findings reveal that green recruitment and employee empowerment significantly influence green organizational culture, while employee empowerment has the strongest direct effect on SDG achievement. Organizational culture is proven to mediate the relationship between green recruitment and employee empowerment and the achievement of SDGs. Practically, these findings highlight that corporate success in supporting the SDGs depends not only on administrative compliance, such as sustainability reporting, but also on transforming norms, values, and daily decision-making at the employee level. This study contributes practical insights for developing HR metrics directly linked to SDG indicators and supports policy transformation toward a green economy in Indonesia.

Abstract

This study investigates the impact of digital workload on employee performance, mediated by employee loyalty and moderated by individual innovation behavior, with a generational perspective distinguishing between millennial and non-millennial employees. Utilizing a quantitative explanatory approach, data were collected via total sampling of 52 BAPPEDA employees and analyzed through Structural Equation Modeling using Partial Least Squares (SEM-PLS) and Multi-Group Analysis (MGA). Findings reveal that digital workload negatively affects performance, particularly among non-millennials, while employee loyalty and innovation behavior positively influence performance. Digital adaptation acts as a crucial moderator, buffering the adverse effects of digital workload and enhancing the positive impact of innovation. The study underscores the importance of digital literacy, innovation culture, and tailored generational strategies to optimize employee performance in digitizing public institutions.

Abstract

This study aims to analyze the impact of social capital on household welfare in Indonesia. Social capital is considered an important asset that contributes to improving the economic and social welfare of households, but access to and utilization of social capital is not always evenly distributed among different groups in society. This study uses the Propensity Score Matching (PSM) method with the Average Treatment Effect on the Treated (ATT) approach and stratification techniques to estimate the influence of various social capital indicators on household welfare. The estimation results show that social capital has a positive and significant effect on household welfare, particularly through participation in social gatherings, membership in cooperatives, religious activities, neighbourhood security, social gatherings, women's activities, and childcare. However, some forms of social capital that are communal in nature and related to basic services do not show a significant difference in household welfare. These findings confirm that strengthening social capital plays an important role in improving household welfare in Indonesia

Abstract

This study examines the determinants of financial performance, measured by Return on Assets (ROA), among six Regional Development Banks (Bank Pembangunan Daerah/BPD) in Java Island, Indonesia, over the period 2020–2024. The sample comprises Bank DKI, Bank BJB, Bank Banten, Bank Jateng, Bank BPD DIY, and Bank Jatim. Using panel data from audited annual reports and analysed using multiple linear regression in SPSS 29, the study investigates the effects of Net Interest Margin (NIM), Capital Adequacy Ratio (CAR), Loan-to-Deposit Ratio (LDR), and Non-Performing Loan (NPL) on ROA. The study period spans both the COVID-19 pandemic crisis of 2020–2021 and the recovery phase of 2022–2024, providing a comprehensive view of RDBs’ financial dynamics under varying macroeconomic conditions. The findings reveal that NIM has a significant positive effect on ROA, whereas CAR, LDR, and NPL do not have statistically significant individual effects; the full model explains 83.6% of the variance in ROA. These results contribute new empirical insights into the financial behaviour of Indonesian regional development banks during and after an economic crisis, with practical implications for bank management, regional government shareholders, and banking regulators.
