Abstract

The purpose of this study is to describe and analyze the performance of the Regional Indonesian Broadcasting Commission (KPID) of the Riau Islands Province (Kepulauan Riau) using a balanced scorecard, with a qualitative method. Collecting data by in-depth interviews, literature study, documentation study, observation. Test the validity of the data by triangulation. The research focus includes performance analysis from a financial perspective, a customer perspective, an internal business process perspective and a learning and growth perspective. From the research results it can be concluded that the performance of KPID as a whole shows poor results. Factors that influence the poor performance of KPID, especially the financial aspect, are the lack of budget support for the provincial government budget grants in the Riau Islands.Keywords: Performance, Regional Indonesian Broadcasting Commission, Balanced Scorecard

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh citra merek, sikap terhadap iklan rokok, dan dukungan sosial teman sebaya terhadap perilaku merokok. Subjek penelitian ini berjumlah 105 responden yang merupakan mahasiswa Fakultas Keguruan dan Ilmu Pendidikan, Universitas Mulawarman. Pengumpulan data penelitian dilakukan dengan menggunakan skala model linkert. Data yang terkumpul dianalisis dengan bantuan program Statistical Package for Social Science (SPSS) 21.0 for windows. Hasil penelitian ini menunjukkan bahwa terdapat pengaruh yang signifikan antara citra merek, sikap terhadap iklan rokok dan dukungan sosial teman sebaya terhadap perilaku merokok dengan nilai F sebesar 45.188 dan p sebesar 0.000 yang memiliki nilai kontribusi pengaruh (R2) sebesar 57.3 persen.

Abstract

This study aims to determine the role of Corporate Social Responsibility (CSR) in improving rural community development in Muara Leka Village, Muara Muntai District. This study used a qualitative model and analyzed using an interactive data model. The results showed that in the distribution of CSR funds PT. Jaya Mandiri Sukses has been going quite well, but an evaluation is needed. CSR PT. Jaya Mandiri Sukses is divided into three: CSR infrastructure development, human resource development, and community empowerment.Keywords: CSR, development, role

Abstract

The purpose of this study is to describe and analyze the implementation of the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 10 of 2017 concerning the Family Hope Program in Sempaja Utara Village, North Samarinda District, Samarinda City along with the factors that hinder the implementation of this policy. This research is a qualitative type, with research locations in the area of North Sempaja Village and Samarinda City Social Service and East Kalimantan Provincial Social Service. Drawing conclusions based on data processed using interactive model analysis. The results of this study explain that the implementation of the Regulation of the Minister of Social Affairs Number 10 of 2017 concerning the Family Hope Program in Sempaja Utara Village, North Samarinda District, Samarinda City has generally been going well and smoothly. Conclusion The role of the local government in terms of implementing the Regulation of the Minister of Social Affairs Number 10 of 2017 concerning the Family Hope Program in the North Sempaja Exit, North Samarinda District, Samarinda City is highly expected, especially for access to public transportation at the location of aid recipients and the need to recruit additional PKH assistants so that they do not there is an overload of client assistance that exceeds the maximum standard of mentors, as well as adding operational facilities and funds for PKH facilitators so that implementation in the field will be carried out more smoothly, quickly and effectively.Keywords: Implementation, Family Hope Program, North Sempaja Village

Abstract

This study aims to determine and analyze the Administrative Policy of Land Tenure implementation over State Land in Tenggarong District, Kutai Kartanegara Regency. This research is qualitative research with informants selected by six people. We were collecting data using research, interviews, and library documentation. The results showed that the policy was running not optimal because there was no socialization of the stages of making SKPT to all residents, limited human resources, and no operational budget for land measurement.Keywords: policy, land administration, land tenure, state land

Abstract

Kutai Kartanegara Regency has just passed Perda No.16/2016 Busines Service Charge and this research is aimed at knowing the policy formulation process and the factors that influence it. This research uses descriptive qualitative methods, with interactive data analysis tools. Based on the results of the study, it was found that the main problem in the formulation of Perda No.16/2016 is stillthe contribution of local user fees, especially those that come from business services fees. At the stage of the policy agenda, it is important to increase revenue from the regional levies sector to reduce dependence on revenue sharing from oil, gas dan local. At the stage of selecting alternative policies, there are interests and various reasons such as a lack of political will and high budgets for investment in supporting infrastructure. At the stage of determining the policy, the majority of DPRD factions support the stipulation of the Raperda on Business Services Retribution to become a Regional Regulation, although during the discussions process there is often a tug of war between the factions int the DPRD. The education, experience and data and information factors affect the formulation of Perda no. 16/2016, it is just that it is no longer an inhibiting factor because it has been overcome by the prensence of an Expert Team, a workshop or training to increase the capacity of the DPRD and the Executive Division. The Factors inhibiting the formulation of Perda No. 16/2016 are political factors and budget support.Keywords : Formulation, Regional Regulations, Business Service Retribution

Abstract

Artikel ini akan mendeskripsikan dan menganalisis sengketa perbatasan antara Indonesia dan Republik Rakyat Tiongkok di Kepulauan Natuna. Penelitian ini adalah penelitian deskriptif dengan melakukan pendekatan kualitatif dan analisis data menggunakan model interaktif. Hasil penelitian menunjukkan bahwa Klaim Cina atas nine dash line terhadap laut Natuna Utara bertentangan dan tidak relevan menurut UNCLOS 1982 dan Indonesia beranggapan bahwasannya nine dash line ini tidak bisa disahkan sebagai perbatasan karena bertentangan dengan hukum internasional.

Abstract

This article will discuss the implementation of policies related to PATEN services in the Loa Janan District. The research method uses descriptive qualitative. Sources of data come from observations, interviews, and literature studies. Data analysis used an interactive data analysis model. The results showed that the communication pattern carried out by Loa Janan District was quite good. The infrastructure facilities in Loa Janan District were quite good and adequate in implementing integrated administrative services. In terms of staff and abilities, it is still not ideal because there are officers who do not have the expertise appropriate to the field. Implementing officers have implemented transparency in the services provided to the community, but it has not been maximized because there are still people who feel discriminatory actions in delivering services. The existing procedures for the PATEN service in Loa Janan District are more concise and can bring benefits closer to the community.Keywords: implementasi, kebijakan, PATEN

Abstract

In achieving constitution of Number 12 of 1995 concerning Correctional, the smooth operation of prisons is very dependent on existing human resources and the resulting performance, namely the performance of correctional officers including prison leaders. This study examines the importance of the role of the leadership function in improving employee performance, especially in prisons in Indonesia. With the aim of analyzing how big the role of the leadership function is to improve employee performance. This research is a type of qualitative research, the research method is carried out by studying the literature. The results of this study require the role of a leader who has the ability and expertise to provide good direction and communication to employees with the role of a leadership function.Keywords: Leadership Functions; Correctional Institutions.

Abstract

Penelitian ini difokuskan pada strategi Dinas Pekerjaan Umum dan Penataan Ruang dalam pengelolaan air limbah domestik yang berdasar pada Stephen P. Robbins mengenai strategi dan teori Asmadi dan Suharno mengenai pengelolaan air limbah domestik. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana strategi pemerintah dalam pengelolaan air limbah domestik di Kota Ambon Provinsi Maluku, menganalisis faktor pendukung dan penghambat serta mengetahui strategi mengatasi faktor penghambat. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif dan dengan menggunakan analisis data secara induktif. Adapun teknik pengumpulan data yaitu melalui wawancara, observasi. Dokumentasi dan triangulasi. Teknik analisis menggunakan analisis SWOT dengan menentukan faktor strategi internal guna mengidentifikasi kekuatan dan kelemahan serta faktor strategi eksternal untuk mengidentifikasi peluang dan ancaman sebagai dasar untuk menetapkan sasaran dan perumusan strategi. Matriks SWOT digunakan untuk merumuskan isu-isu strategis dan selanjutnya dilakukan Litmus Test guna memberikan prioritas strategi yang akan dipilih. Berdasarkan hasil penelitian dapat disimpulkan bahwa strategi Dinas Pekerjaan Umum dan Penataan Ruang dalam Pengelolaan Air Limbah Domestik di Kota Ambon Provinsi Maluku belum berjalan dengan baik, hal ini dapat dilihat dari rendahnya kompetensi aparatur, kurangnya sarana dan prasarana penunjang operasional kegiatan, kurangnya sosialisasi peraturan daerah mengenai pengelolaan air limbah domestik, serta kurangnya peran masyarakat dalam pengelolaan air limbah domestik.
