Abstract

This paper examines the adaptation strategies of the Orang Darat indigenous community in facing the threat of relocation due to the Rempang Eco City national strategic project (PSN) on Rempang Island, Galang District, Batam City. Using historical and ethnographic qualitative methods combined with Durkheim’s social solidarity theory, this paper highlights how external pressures trigger the strengthening of collective identity and resilience among the Orang Darat. Empirical findings—based on field observations, interviews with elders such as Lamat, and documentation of changes in population and housing—show that the threat of eviction consolidated the community’s unity and collective survival strategies. Shared history, religion, language, economy, and lifestyle form the foundation of solidarity that reinforces their social cohesion and cultural endurance. This study emphasizes that relocation is not merely a physical displacement but also a threat to identity continuity, livelihood sustainability, and the survival of indigenous culture in the Riau Islands.

Abstract

This population growth has various consequences for several regions, especially in the provision of basic services such as clean water, and sanitation. Several government programs combine infrastructure development such as always live in a clean and healthy environment free from disease. The city of Surabaya consistently ranks very high, approaching 100%, demonstrating the successful complete elimination of the practice of open defecation, which was then realized through achieving Open Defecation Free (ODF) status. All of these efforts underpin the innovative strategy of Scheduled Septic Tank Services. To optimize the implementation of this program, the Surabaya City government launched an innovative application called Senja (Faces Suction) to facilitate the public in ordering septic tanks online. The Senja application is not only a public service tool, but also an educational instrument that fosters an environmentally conscious sanitation culture. Therefore, this study aims to examine Senja Application innovation as a form of optimizing the Scheduled Fecal Sludge Service program in Surabaya city by using the innovation theory in the characteristics of innovation according to Rippetoe & Rogers, 1987 in (Prabowo et.al, 2022:42-43). This study used descriptive-qualitative method. This study's results explain that the Senja Application service innovation in optimizing the Scheduled Fecal Sludge Service owned by the Surabaya City Water Resources and Highways Agency has been running although in its implementation there are still obstacles so that the innovation cannot be said to be prime

Abstract

The role of Muslim parents is strategic in strengthening children’s Islamic Religious Education (PAI), particularly within the context of Muslim minority communities in Japan, which are characterized by predominantly non-Islamic cultural values. However, studies examining how Muslim parents integrate local cultural values as a means of strengthening children’s Islamic religious education remain relatively limited. This study aims to analyze the level of success of Muslim parents in integrating local Japanese cultural values to enhance children’s Islamic religious education within Muslim minority communities. This study employed a descriptive quantitative approach using a survey method. The research participants consisted of 28 Muslim parents residing in Japan, specifically in the Kitakyushu and Kanto regions. Data were collected through questionnaires and analyzed using descriptive statistics in the form of percentages. The results indicate that most respondents rated the effectiveness of the parental role as high to very high, with success levels exceeding 80%. This success is reflected in the internalization of values such as discipline, cleanliness, honesty, hard work, and responsibility in children’s daily lives. These findings suggest that the integration of Japanese local cultural values aligned with Islamic teachings is effective in strengthening children’s Islamic religious education. Finally, this study emphasizes the importance of active family involvement in implementing contextual and practical religious education within Muslim minority communities.

Abstract

This research article aims to examine the importance of law enforcement in the illegal mining sector, focusing on two main values: justice and legal certainty. This research uses a normative juridical method with a statutory and conceptual approach. The data used in the research were obtained through literature studies relevant to the topic under study. The results of the study indicate that there are weaknesses in the licensing system, overlapping authority between agencies, and inconsistencies in the enforcement of criminal and administrative sanctions, resulting in low legal effectiveness in this sector. In addition, there is still non-compliance in the implementation of mining business permits as regulated in the Mineral and Coal Law, where the principle of substantive justice has not been fully addressed in practice. The novelty of this research lies in its reconstructive approach to the paradigm of illegal mining law enforcement, which places the value of substantive justice on a par with formal legal certainty, so that it can become a basis for updating national legal policies in the field of sustainable mining.

Abstract

Poverty remains one of the social problems in Surabaya City that limits access to education for children from underprivileged families. Low family income often causes children to face obstacles in obtaining a proper education, potentially increasing the number of children who do not attend school. To address this issue, the Surabaya City Government, through the Social Services Agency, has launched the Rumah Ilmu Arek Suroboyo (RIAS) Program, a boarding school-based educational program that provides educational facilities, character building, and skills development for children from underprivileged families. This study aims to analyze the effectiveness of the RIAS Program in Surabaya. The method used is qualitative research with data collection techniques through interviews, observation, and documentation. The results show that the RIAS Program has been quite effective in providing access to education, improving the discipline and independence of participants, and helping to reduce the economic burden on families. The implementation of the program is also supported by systematic socialization, inter-agency cooperation, and the provision of adequate facilities and infrastructure. However, there are still several obstacles, such as limited number of assistants and suboptimal data collection on facilities. Therefore, it is necessary to strengthen program management and increase resources so that the implementation of the RIAS Program can run more optimally and sustainably in supporting increased access to education for children from underprivileged families in the city of Surabaya.

Abstract

This study addresses the low mastery of Indonesian vocabulary among elementary school students in rural areas, where local language use dominates daily communication and hinders proper understanding of Indonesian. The research aims to develop an interactive multimedia-based learning application to improve students’ comprehension of nouns and verbs. The study was conducted in Lamawolo Village, East Flores, involving students from two elementary schools. The Multimedia Development Life Cycle (MDLC) method was applied, consisting of concept, design, material collecting, assembly, testing, and distribution stages. Data were collected through observations, interviews, usability testing, and learning outcome tests. The resulting product is a desktop-based application integrating text, images, audio, and interactive quizzes. Usability testing with 57 respondents yielded an average score of 86%, indicating that the application is easy to use and engaging. Learning outcomes also improved significantly, as reflected by the increase in average scores from 65.5 (pretest) to 89.2 (posttest), with an N-Gain value of 0.7 (high category). These results demonstrate that the developed multimedia application is effective in enhancing students’ Indonesian vocabulary mastery

Abstract

This study examines the influence of institutional capacity on organizational performance within the Food Crops and Horticulture Office of Central Maluku Regency. Using a descriptive qualitative approach, the research explores key dimensions of institutional capacity, including human resources, organizational structure, management systems, and supporting infrastructure. Data were collected through in-depth interviews, field observations, and documentation studies, and analyzed using an interactive model involving data reduction, data display, and conclusion drawing. The findings reveal that institutional capacity significantly affects organizational performance. Limitations in human resource competence and quantity, suboptimal coordination across organizational units, less adaptive management systems, and inadequate infrastructure hinder the effectiveness of program implementation and service delivery. Despite these challenges, the organization demonstrates potential strengths such as staff commitment and existing procedural frameworks. The study concludes that strengthening institutional capacity through targeted human resource development, improved coordination, adaptive management practices, and enhanced infrastructure is essential for improving organizational performance. This research contributes to the literature by providing empirical evidence from a local government context in the agricultural sector, particularly in eastern Indonesia, and offers practical insights for policy and institutional improvement

Abstract

This study aims to evaluate the implementation of the Induction Program for Beginning Teachers (PIGP) in public junior high schools in Muara Enim Regency. The research focuses on examining the effectiveness of the program in supporting the professional development of beginning teachers. A qualitative approach was employed using the Context, Input, Process, and Product (CIPP) evaluation model. Data were collected through in-depth interviews, participant observation, and document analysis involving beginning teachers, principals, mentor teachers, and school supervisors. The data were analysed through data reduction, data display, and conclusion drawing, supported by triangulation to ensure validity. The findings reveal that, in terms of context, the program has a clear legal foundation and aligns with the need to improve teacher competencies. However, in the input aspect, limitations were identified in mentor readiness and stakeholders’ understanding of the program. In the process aspect, the implementation of program stages was not fully systematic or structured. In the product aspect, although there was an improvement in beginning teachers’ competencies, the outcomes were uneven and not well documented. Overall, the study highlights that while the program has potential benefits, its implementation requires improvement. Strengthening coordination among stakeholders, enhancing mentor capacity, and developing a structured monitoring and evaluation system are essential to improve the effectiveness of the program. Abstract

Agricultural laborers in rural areas are increasingly vulnerable due to limited land ownership, rising operational costs, and stagnant agricultural skills, conditions that also characterize Karangtengah Village in Purbalingga Regency and threaten the sustainability of farming as a primary livelihood. This study aims to analyze the forms and underlying causes of vulnerability among agricultural laborers and examine their impact on welfare levels. Using a qualitative descriptive method with a case study approach, data were collected through observation, in-depth interviews, and document analysis, and analyzed using an interactive model of Miles and Huberman Interactive Model that involves data reduction, data display, and conclusion drawing to capture the dynamics of vulnerability, access, and adaptation. The findings show that land ownership is concentrated among a small number of actors, production costs are relatively high, and agricultural activities remain highly dependent on external inputs such as machinery and chemical fertilizers. In addition, limited knowledge, weak regeneration due to low youth involvement, and dependence on informal credit systems (“bank titil”) further exacerbate vulnerability. The novelty of this study lies in its localized analysis at the village level, which highlights the interconnectedness of structural inequality, sociocultural constraints, and adaptive limitations in shaping multidimensional vulnerability among agricultural laborers an aspect often overlooked in broader regional studies. In conclusion, reducing vulnerability requires integrated strategies, including community empowerment, equitable access to land, capacity building, and the development of diversified and sustainable agricultural systems.

Abstract

Indonesia is a country with a rich cultural diversity that has given rise to traditional arts as part of its social identity. However, the Jaranan art form faces the challenges of globalization, which have led to a decline in interest among the younger generation and a shift in sacred values. This study aims to analyze the ritual processions, the role of youth, and strategies for preserving local wisdom within the Jaranan Putro Gunung Sari art form using Émilie Durkheim theory of Social Facts and Jean-Paul Sarte theory of Existence. The research method employed is descriptive qualitative with a phenomenological approach. Data were collected through interviews, observations, and documentation. The results of the study indicate that the rituals of the Jaranan Putro Gunung Sari art form encompass pre-performance, performance, post-performance, as well as special rituals on the night of Satu Suro and Friday Legi. Young people are actively involved in all stages of the activities, reflecting their role in preserving local wisdom. Despite facing various challenges, this group has managed to survive through deliberation, mutual cooperation, and the use of social media. This study concludes that youth involvement is a key factor in maintaining the sustainability of Jaranan art and strengthening cultural identity.
